PREFACEThis document provides technical instructions for building files that can be submitted through the Education Data Exchange Network (EDEN). This document is used in coordination with the EDFacts Workbook, EDFacts Business Rules Guide and the EDEN Submission System User Guide.

EDEN is a centralized, coordinated repository of state reported, K through 12, educational data residing at the U.S. Department of Education.  The EDEN Submission System is an electronic system that facilitates the efficient and timely transmission of data from SEAs to the U.S. Department of Education.

1.0 PURPOSEThis document contains instructions for building fixed and delimited files to submit EDFacts Data Group: Children with Disabilities (IDEA) Academic Achievement Table, DG447. The definition for this data group is in the row “Table Name” in Table 4.2-1.

The data collected using this file specification are required by the Individuals with Disabilities Education Act (IDEA), Section 618.  The data will be used as responses in Table 6, “Report of Participation and Performance of Students with Disabilities on State Assessments.”  The data are also used for monitoring the programs and activities under IDEA. The appendix contains a crosswalk between this file and the applicable sections of Table 6.

A separate document contains the XML file formats. General guidance for constructing all file types may be found in the EDFacts Workbook.

1.1 Changes from the SY 2007–08 File Specifications

There have been changes to this file specification. These changes did result in changes to the record layout.

Added subtotal for Academic Subject, Grade Level, and Assessment Administered.

The guidance has been updated and other editorial changes have been made. These changes are listed in the document history on page ii.

1.2 Requirements for Submitting this Data Group

This section contains two tables that summarize the reporting requirements. The first table contains the reporting period, the education units included or excluded, the type of count, and zero count reporting. The second table contains the required categories and applicable totals.

2.0 GUIDANCE FOR SUBMITTING THIS FILEThis file specification is used to collect academic achievement results of children with disabilities (IDEA) under ESEA, as amended.See below for additional guidance concerning this file:

Revised! Which students should be reported?Report children with disabilities (IDEA) who participated in the state academic assessment, obtained a valid score, and were assigned a proficiency level. This includes students who were in attendance for both the full academic year (FAY) and those who were not in attendance the full academic year. The definition of children with disabilities (IDEA) is in section 4.2 of the EDFacts Workbook. Please note that definition in the Workbook is all inclusive. For purpose of this file, the phrase “Individualized Family Service Plan (IFSP), or a services plan” should be removed. Data on the academic achievement of students who are parentally-placed in private schools are not required to be reported under IDEA.

Include students with disabilities (IDEA) who are limited English proficient, have attended schools in the U.S. for less than 12 months and took the mathematics assessment in this file.

Which students should be excluded?Exclude children with disabilities (IDEA) who are parentally-placed in private schools and served through services plans.

Exclude children with disabilities (IDEA) who did not obtain a valid score but have a proficiency level assigned.

Exclude students with disabilities (IDEA) who are limited English proficient, have attended schools in the U.S. for less than 12 months, and took the ELP in lieu of the reading/language arts assessment are from this file. Are data by science required in this file? No, for SY 2008-09, science assessment data on the performance of children with disabilities (IDEA) are optional in this file. However, data on the performance of children with disabilities (IDEA) on the science assessment are required in N/X079 Academic Achievement in the Science Assessment.1

What grade levels should be reported?Records for an LEA need only include those grade levels offered at the LEA. For example, if the highest grade in an LEA is 6th, the records for that LEA do not need to include grades 7th through 12th.

For reading and mathematics, records should only include the grades assessed under ESEA, as amended; that is grades 3 through 8 and one high school grade.

If submitting data for science, records should only include the grades assessed under ESEA, that is, one grade in each of the following grade spans:

Grades 3 through 5 Grades 6 through 8 High school (that is grades 9, 10, 11 and 12)

If your state administers science assessments in more than one grade in any of these grade spans, report the results for each of the grades in which the state administers science assessments to meet science assessment requirements under ESEA.

Why do the permitted values include both grades 9 through 12 as well as a value for “High School?”The permitted values are provided so SEAs have more flexibility. For high school grades, assessment results can be reported by specific grade levels or by using the permitted value for high school. Data reported by specific grade levels (9, 10, 11, and 12) and high school will be used for reporting results of statewide assessments in high school.

How are assessment of students in grade 9 reported?ESEA, as amended, requires assessments in grades 3 through 8 and high school. In ESEA, high school is explained as grades 10, 11, and 12. Students who took assessments in grade 9 should be reported either under grade 9 or as high school.

To what grade levels are students assigned?Students should be assigned to the same grade levels used for purposes of reporting under ESEA, as amended.

What are the permitted values for assessment administered?The permitted values are:

REGASSWOACC – Regular assessments based on grade-level achievement standards without accommodations

REGASSWACC – Regular assessments based on grade-level achievement standards with accommodations

ALTASSGRADELVL – Alternate assessments based on grade-level achievement standards

ALTASSMODACH – Alternate assessments based on modified achievement standards

ALTASSALTACH – Alternate assessments based on alternate achievement standards

Definitions related to alternate assessments are in section 2.1 Definitions.

What performance levels should be reported?The performance levels used must be the same as the performance levels reported to ED in the crosswalk of state performance levels to federal proficiency. If you need to

verify what performance levels were reported to ED in the crosswalk, contact the Partner Support Center.

States will annually provide information about the name of the assessment, the name and number of performance levels, and the level of proficiency by assessment administered through EMAPS.

Your state performance levels for the regular assessment should be the same for all students. However, if your state does not have the same levels for every type of assessment, then the levels used for N/X075, N/X078 and N/X079 will be different than the levels used in this file for SY 2008-09.

Level 1 must be the lowest level of performance. Use the other numbers (i.e., 2, 3, 4, 5, and 6) sequentially. For example, if a state has 4 performance levels, the state will use numbers 1, 2, 3, and 4. Number 1 will be the lowest level of performance and number 4 will be the highest level. In this file, for each assessment, use at least three level and no more than six levels.

How do I avoid the “Student Performance Level Numbers are not contiguous” error?This error message indicates that the file includes educational units that have some Performance Level counts, (L1, L2, L3…etc.) but not all. EDEN expects that for each category included in the file, the list of Performance Levels will be contiguous, beginning with L1. Typically, this error message occurs when counts of zero are left out of the file. SEA submitters should make sure that each reported category has all levels used by the state represented, regardless of the total, to prevent this error from occurring.

How does the EDFacts data crosswalk to Table 6?A crosswalk to Table 6 is in the appendix.

Do other files collect related data?Yes. There are several files specifications that are used to collect data on statewide assessments. Section 5.3.1.5 “Relationship among files” in the EDFacts Workbook explains how these files relate to one another. Specifically, the students reported in this file are also reported in N/X075, N/X078 and N/X079 as follows:

Note that SY 2008-09 assessment data are reported at different times. Assessment data for all students, including students with disabilities (IDEA), are submitted in December 2009 for the CSPR. The IDEA assessment data are submitted by February 1, 2010. If your state’s assessment data for students with

disabilities (IDEA) differ, be prepared to substantiate the differences. This may require the resubmission of data for students with disabilities (IDEA) during the CSPR Part I correction period in February 2010.

2.1 Definitions

The following definitions related to assessment administered:

Alternate assessment – A way to measure the performance of students who are unable to participate in general large-scale assessments even with accommodations. The student's IEP team makes the determination of whether a student is able to take the regular assessment.

Alternate assessment based on alternate academic achievement standards - A way to measure the academic achievement of students with the most significant cognitive disabilities. These assessments may yield results that measure the achievement standards that the State has defined under 34 Code of Federal Regulations (CFR) §200.1(d).

Alternate assessment based on grade level academic achievement standards - A way to measure the academic achievement of students with disabilities based on the same grade-level achievement standards measured by the State’s regular assessments. Such assessments are available to students who the IEP team determines cannot participate in all or part of the State assessments under paragraph (a)(1) of 34 CFR §200.6, even with appropriate accommodations. These assessments must yield results for the grade in which the student is enrolled in at least reading/language arts, mathematics, and, beginning in the 2007-08 school year, science, except as provided in 34 CFR §200.6(a)(2)(ii)(B).

Alternate assessment based on modified academic achievement standards - A way to measure the academic achievement of students with disabilities who access the general grade-level curriculum, but whose disabilities have precluded them from achieving grade-level proficiency and who (as determined by the IEP team) are not expected to achieve grade-level proficiency within the year covered by the IEP. See 34 CFR §200.1(e).

Regular assessment based on grade level academic achievement standards – An assessment designed to measure the student’s knowledge and skills in a particular subject matter based on academic achievement standards appropriate to the student’s grade level. See ESEA, Section 1111(b)(3).

3.0 FILE NAMING CONVENTIONBeing able to readily identify any particular file transmission is an important consideration for users of the EDEN Data Submission System. Being able to identify a particular file can greatly facilitate any technical assistance that may be requested by the State. A maximum of 25 characters (including the file extension) is allowed for the file name. The following is the naming convention for Children with Disabilities (IDEA) Academic Achievement file submissions:

4.0 SEA CHILDREN WITH DISABILITIES (IDEA) ACADEMIC ACHIEVEMENT FILE

This section describes the fixed file and delimited file specifications used to transmit information pertaining to the SEA Children with Disabilities (IDEA) Academic Achievement File. The file type is specified in the header record.

4.1 Header Record Definition

The header record is required and is the first record in every file submitted to the EDEN Submission System. The purpose of the header record is to provide information as to the file type, number of Data Records in the file, file name, file identifier, and file reporting period.

Section 4.3 contains examples of the header record.

5.0 LEA CHILDREN WITH DISABILITIES (IDEA) ACADEMIC ACHIEVEMENT FILE

This section describes the fixed file and delimited file specifications used to transmit information pertaining to the LEA Children with Disabilities (IDEA) Academic Achievement File. The file type is specified in the header record.

5.1 Header Record Definition

The header record is required and is the first record in every file submitted to the EDEN Submission System. The purpose of the header record is to provide information as to the file type, number of Data Records in the file, file name, file identifier, and file reporting period.
