The National Assessment and Accreditation Council (NAAC) is an autonomousorganisation, established by University Grants Commission (UGC), with itsheadquarters in Bangalore.

NAAC functions through its General Council (GC), and the Executive Committee(EC). The Chairperson of UGC shall be President of the GC. The Chairperson of ECshall be an eminent academician in the area of relevance to the NAAC; he / she willbe nominated by the President of GC.

Both GC and EC have members selected in two categories:

1. Ex officio members are representatives from the organisations such as MHRD,UGC, AIU. Some members are also selected from the following organisationson reciprocal basis, they are – AICTE, DEC, NCTE, AIU, etc.

2. Nominated members are selected from Vice Chancellors, Principals, Teachers,Experts from Industry and other sectors nominated by the president of theGC/UGC/MHRD. The nominated members shall have a term of three years

The academic and administrative head of NAAC is the Director, with the status ofCentral University Vice Chancellor, who is also the member Secretary of both the GCand EC. NAAC has a core academic and administrative staff and consultants to helpit achieve its objectives.

The NAAC is grateful to the Government of Karnataka for providing rent-freeaccommodation for housing the Office of the NAAC at Bangalore till August 2006.The NAAC is also grateful to the Government of Karnataka and Bangalore Universityfor providing 5 acres land in Jnanabharathi Campus, Bangalore University, Bangalore.

NAAC

1.1 Prelude

In the higher education system in India, there is tremendous quantitative expansion in thenumber of higher education institutions. The profile of education providers vary in types,programs, curricular offerings, mode of delivery and funding pattern. In fact, higher educationthroughout the world is in a flux. Under such conditions, variations in standard and qualityare natural outcomes. Arising out of the need for establishing standards in education in thecontext of the proliferation of colleges all over the country, the Program of Action(PoA) 1992 ofthe National Policy on Education(NPE) in 1986 emphasized the need for a mechanism to besetup, which will encourage self-assessment in institutions and also Assessment andAccreditation by an external agency. In this context of consolidating the gains of our educationalsystem and to ensure quality education, the setting up of the National Assessment andAccreditation Council(NAAC) was a historic step. The NAAC is an autonomous institution ofthe University Grants Commission(UGC) with its prime agenda to assess and accreditinstitutions of higher education in the country has been established in the year 1994 and isheadquartered at Bangalore.

In the reaccreditation stage, the instrument has been fine-tuned by operationalizing the keyaspects by identifying the core indicators and focusing on getting the valid responses to thefocused questions under each core indicators. NAAC has been continuously engaged in trainingthe assessors for carrying assessment and accreditation. There were significant efforts fromNAAC in sensitizing the institutions regarding the processes and sharing the best practices ofthe high-ranking institutions in the various conferences, seminars and workshops supportedby NAAC.

As on 31st March 2007, NAAC has accredited 140 Universities and 3492 Colleges in India. Theimpact that the NAAC has made on Higher Education Institutions(HEIs) is evident from thenumber of quality assurance seminars and workshops that have been conducted in the year2006-2007 in order to achieve its objectives. Hitherto, the NAAC has conducted awarenessprograms in all most all States and this has triggered many regional level and district levelactivities. NAAC has declared the calendar year 2006 as a “Year of Student Participation inQuality Assurance” and many seminars, conferences and workshops have been sponsored byNAAC for this activity. Calendar year 2007 as a “Year of Promoting Internal Quality Assurance

NAACSystems”. As a result of this as on 31st March 2007 1808 accredited colleges and 77 accrediteduniversities has established Internal Quality Assurance Cells(IQACs).

The process of assessment and accreditation has created a tremendous momentum among theacademia on issues pertaining to quality and this has largely been due to the successfulpartnership between NAAC and the State governments. As per the guidelines and suggestionsof NAAC 28 States, so far 25 States have established Quality Assurance Cells (QACs) at theState Level, except Jharkhand, Sikkim and Tripura. In case of National Capital Territory and 6union Territories i.e., NCT of Delhi, Andaman and Nicobar Islands, Chandigarh, Dadra andNagar Haveli, Daman and Diu, Lakshadweep, and Pondicherry, the colleges are minimal,hence the Directorate/ Commissionerate of Higher Education of the respective UTs take care.

NAAC is the member of the International Quality Assurance Agencies in HigherEducation(INQAAHE) and a founder-member of Asia-Pacific Quality Network(APQN).

1.2 NAAC: Objectives

The objectives of NAAC is to assess and accredit institutions of higher learning, universitiesand colleges or one or more of their units, i.e., departments, schools, institutions, programmes,etc.

The main objectives of assessment and accreditation are to:a) grade institutions of higher education and their programmes;

b) stimulate the academic environment and quality of teaching and research in theseinstitutions;

c) help institutions realise their academic objectives;d) promote necessary changes, innovations and reforms in all aspects of the institutions

working for the above purpose;e) encourage innovations, self evaluation and accountability in higher education.

In order to meet its mandate NAAC will:a) Review periodically and revise and update as and when considered necessary in the

light of experience gained the techniques and modalities of assessment;b) Communicate the results of assessment and grading to the concerned institution in a

form and manner appropriate for corrective action, rectification and self improvement;c) Help and encourage the institutions in developing their own procedures, techniques

and modalities for self evaluation;d) Initiate research studies, in planning and evaluation of educational institutions,

programmes etc.;

NAACe) Ensure an optimised use of resources and the achievement of the identified goals of

institutions of higher learning;f) NAAC may collaborate with institutions, Indian and foreign, engaged in work of a

similar nature and may also undertake on request assessment and accreditation ofinstitutions of higher education, abroad.

1.3 Structure of NAAC

NAAC’s working is governed by the General Council (GC) and the Executive Committee (EC)on which University Grants Commission (UGC), All India Council for Technical Education(AICTE), Ministry of Human Resource Development (MHRD), Association of IndianUniversities (AIU), Universities, Colleges and other professional institutions are represented.Senior academics and educational administrators are nominated as members on these twobodies.

NAAC

3.1 Introduction

NAAC is in constant collaboration with the State Governments by establishing QualityAssurance Cell(QAC) and State Level Quality Assurance Coordination Committee(SLQACC)in each State. So far 25 States have established QAC and NAAC is supporting this endeavor.This Cell primarily focuses on the preparation of the Colleges to undergo the processes ofassessment and accreditation. Many quality improvement, programmes have been organizedjointly by NAAC and QAC of States for Colleges.

The core objective of the NAAC as stated in the vision and mission is Quality Assurance inHigher Education. Assessment and Accreditation is the tool in reaching this objective. NAACacademic activities may be viewed at two levels one is the Awareness programmes onAssessment and Accreditation and the other is the Post Accreditation Programmes. Theawareness / promotional programmes mainly explains the policy, direction and guidelinesof MHRD, UGC and NAAC for Assessment and Accreditation.

The post accreditation activities on quality sustenance and quality enhancement are by meansof Student Participation in Quality Assurance(SPQA), sharing of Best Practices for QualityEnhancement(BPQE) and to establish a functional Internal Quality Assurance Cell(IQAC) ineach accredited College and University.

A programme or an activity may be a seminar, conference, workshop, symposia at the local,state, regional or national level. These activities are organized by NAAC in collaboration withthe QACs, UGC-Academic Staff Colleges, Universities, or Colleges. Either a NAAC staff orNAAC representative is present as a resource person in most of the programmes across thecountry.

NAAC3.2 Northern Region

Shanti Devi Arya Mahila College, Dinanagarorganized a two-day seminar on the theme‘Quality Assurance in Higher Education’ on 21-22 September 2006. The NAAC sponsoredseminar evinced good participation from varioussections of the stakeholders of higher educationin the State. The workshop which wasinaugurated by Dr. Surinder Singh, Former Vice-Chancellor Mahatma Gandhi Kashi Vidyapeeth,Varnasi, Uttar Pradesh had six sub-themes on 1)Teacher, Students and Alumni; 2) Industry Interaction; 3) College Management; 4) Community;5)Healthy Practices; and 6) Finance. Dr. H. S. Soch, former Vice-Chancellor, Guru Nanak DevUniversity, Amritsar, Punjab delivered the keynote address. A host of academicians from acrossthe state participated in the seminar.

Allahabad, Uttar PradeshA National Seminar on the theme ‘Developing Quality Culture in Higher Education: Innovationsand Initiatives’, was organized by Jagat Taran Girl’s Degree College, Allahabad on 18-19November 2006. The NAAC sponsored seminar evinced participation from West Bengal, Orissa,Madhya Pradesh, Rajasthan, Delhi, Haryana and Uttaranchal. Prof. B.K. Passi, former ViceChairman, NCTE, Delhi was one of the resource persons. Prof. M. Mukhopadhyaya, SeniorConsultant, NIEPA, Delhi delivered the keynote address.

Prof. R. G. Harshe, Vice Chancellor,Allahabad University, delivered thepresidential address. A total of 101 paperswere presented during these sessions. A hostof academicians, resource persons, scholarsincluding Prof B. N. Asthana, former Vice-Chancellor, Kanpur University, Prof RamShakal Pandey, Head, Department ofEducation, Allahabad University, Prof A. B.Samadar, Director, MNNIT, Allahabad andJustice Prem Shankar Gupt keenlyparticipated in the seminar.

Srinagar, Jammu and KashmirA three-day regional seminar on ‘Re-accreditation of Institutions of Higher Learning: Role ofStakeholders’ was organized by Internal Quality Assurance Cell(IQAC) of the University of

NAACKashmir, Srinagar, from 22-24, March 2007. The seminar was attended by academicians bothfrom within and outside the State of Jammu and Kashmir. Besides all the members of teachingand administrative staff of the University of Kashmir, Principals of constituent and affiliatedcolleges along with the teachers concerned with the quality assurance of respective colleges.

Major themes deliberated upon during the three-day seminar included: Declining academicstandards of institutions of higher learning: Causes and consequences, Relevance of theaccreditation and assessment of the institutions of higher learning Role of stakeholders inassessment and accreditation Policy interventions for quality education. A panel discussionwas organized wherein Vice-Chancellor, Dean-Academics, Director-IQAC, and Registrar,University of Kashmir responded to the questions of the participants.

NAAC3.3 North-Eastern Region

Jorhat, AssamIQAC of Jagannath Barooah College, Jorhat, Assam, organized a National Seminar on ‘BestPractices in Higher Education with special reference to colleges of North–East India’. Theseminar held on 4-5 November 2006 was sponsored by NAAC. Dr. B. K. Saikia, Retd. Scientist,Regional Research Laboratory, Jorhat chaired the inaugural session. Dr. B. C. Sarma, Principal,Jagannath Barooah College delivered the Welcome Address, Dr. Jagannath Patil, DeputyAdviser, NAAC, presented the literature published by NAAC pertaining to the practice anddissemination of best practices. Dr. M. Hazarika, Director, Tea Research Association, Tocklai,Jorhat inaugurated the seminar.

The two-day seminar had technical sessions on 1) Identification and Implementation of BestPractices; 2) Dissemination of best practices; and 3) Institutionalization and Internalization ofBest Practices. Teachers as well as students presented more than 20 papers in these 3 sessionsfrom North-Eastern Region. The technical sessions were followed by a group discussion

Shillong, MeghalayaThe NAAC and North-Eastern Hill University (NEHU) organized a one-day workshop forcollege principals in the State of Meghalaya on Quality Teaching and Learning in the Institutionof higher educations jointly. Principals and coordinators of more than 50 colleges in the stateattended the workshop held on 10 November 2006 at NEHU campus Shillong. Prof. P. Tandon,Vice Chancellor of NEHU chaired the inaugural session. Dr. Jagannath Patil, Deputy AdviserNAAC and Regional Coordinator of North-Eastern region highlighted the efforts of NAAC intriggering various quality initiatives in the region.

Chumukedima, NagalandIQAC of Patkai Christian College arranged a two-day NAAC sponsored North-East Regionalseminar on ‘Quality in Higher Education: Evolving Strategies for Total Quality Managementin North East India’ on 18-19 December 2006. Various principals of local colleges andacademicians attended the seminar from Gauhati University, Manipur Central University, andDibrugarh University.

Dr. Jagannath Patil, Deputy Adviser, NAAC and Mrs. Megono, In-charge, QAC,Government of Nagaland were the resource persons.

Special Initiatives for North Eastern RegionIn consonance with the National Policy of special initiatives for North East, NAAC has takenup significant steps to strengthen the university and collegiate education through variousaccreditation and post accreditation mechanisms. The University Grants Commission(UGC)has sanctioned a special grant for Assessment and Accreditation activities in North Easternregion. To consider using this grant for assisting continuous quality sustenance programmesin accredited HEIs in North Eastern Region, the NAAC has held discussion meetings withexperts and officials concerned. The NAAC is providing Rs.50,000/- each to accredited collegeand Rs.1,00,000/- each to accredited University as one-time grant. Amount has been releasedwith detailed guidelines to 224 colleges and 8 universities. As a result of this special grant andintervention of NAAC, all accredited HEIs will have IQAC, a dedicated computer system andinstitutional website.

The one time grant should be used primarily for creation and sustenance of Internal QualityAssurance Cells(IQAC) in all accredited HEIs in the North East by the end of X plan i.e. byMarch 2007.

NAAC3.4 Eastern Region

Kolkata, West BengalWith a view to bring in more awarenessamongst the principals and coordinators ofnon-accredited colleges in the State of WestBengal towards the process of assessment andaccreditation process and also to finalize theirself study reports, a one-day workshop wasorganized on 19 August 2006 at BidhanChandra College. The NAAC sponsoredworkshop evinced keen participation fromalmost all the Prinicipals and Coordinators ofnon accredited colleges in the State.

Various sections of the stake holders including Prof. Subimal Sen, Vice-Chairman, West BengalState Council of Higher Education(WBSCHE), Dr. P. K. Chaudhuri, formerly Member-Secretary,WBSCHE, Dr. D. K. Panja, Inspector of Colleges, University of Burdwan, Shri. AmitabhaMukherjee, President of the G. B. of the host college and MLA, and Dr. Gautham Banerjee,Principal of B.C. College and Dr. Jibendu Kumar Ray, Joint Secretary, WBSCHE and Head,QAC, Government of West Bengal participated in the workshop.

Malda, West BengalA one-day interactive State Level workshop was organized on 26 August 2006 at Malda College.The workshop was organized by NAAC in collaboration with WBSCHE. Patna, BiharTo bring in more focus on the assessment and accreditation activity and also to fine-tunestrategies to enhance quality of higher education in the state of Bihar, Prof. V. S. A meeting was arranged at Patna Women’sCollege on 18 October 2006 in the presence ofHis Excellency, the Governor of Bihar. SelectVice-Chancellors, Registrars and Co-ordinatorsfrom College Development Council andPrincipals from various Universities andColleges present. Prof. V. S. Prasad; Dr. M. S.Shyamasundar; Dr. R. Krishnakumar, and Sr.Dorris D’Souza, Principal, Patna Women’sCollege also attended the meeting related to theprocess of assessment and accreditation.

Birbhum, West BengalWBSCHE and QAC jointly organized a one-day interactive State Level Workshop for Principalsand Coordinators of non-accredited colleges on 2 December 2006. The NAAC sponsoredworkshop held at Rampharhat College, Birbhum, West Bengal sought to bring in moreawareness on the assessment and accreditation process of NAAC and at the same time helpthe institutions prepare the SSRs. As a sequel to the workshop, another one-day workshop at UGC-ASC targeted towards theNAAC coordinators of colleges coming under Saurashtra University was organized on 16September 2006. Around 48 colleges participated in the workshop.

Bhopal, Madhya PradeshTo review the assessment process in theState and to encourage institutions ofhigher learning to submit Self StudyReports by the end of 2006, a meeting ofthe State Level Quality AssuranceCoordination Committee (SLQAAC)was held at Bhopal on 23 August 2006.The meeting was chaired by HonourableMinister of Higher EducationGovernment of Madhya Pradesh ShriTukroji Pawar; and attended by Dr. Bhagirath Prasad, IAS, Principal Secretary, HigherEducation, senior officers from the Directorate of Higher Education, QAC etc. According tothe decision taken at the Committee’s meeting, all the government colleges along with theprivate colleges receiving grants would be encouraged to go in for assessment by the NAACin the second phase. In the third phase action would be initiated for getting all of the remainingprivate colleges assessed. One of the major highlights of the meeting however was that theproposal of NAAC to provide financial support to Internal Quality Assurance Cells(IQACs)was accepted by the Honourable Minister. As per the decision an amount of Rupees one lakhper institution would be made available to each of the IQAC of the accredited institution.

Gandhinagar, GujaratA meeting of the State Level Quality Assurance Cell, Gujarat was organized on 12 October2006 at Secondary Teacher Training Institute, GCERT Campus, Udhyog Bhavan, Gandhinagar

Pune, MaharashtraThe IQAC, University of Pune organized a workshop on assessment and accreditation on 7-8December 2006 with a view to provide awareness about NAAC accreditation process and atthe same time help the institutions prepare the SSRs. Principals and Coordinators from 68non-accredited colleges from Pune, Ahmednagar and Nashik Districts participated in theworkshop. Bangalore, KarnatakaTwo programmes on ‘Capacity Building Initiatives for Accredited Colleges’ was conducted incollaboration with QAC, Government of Karnataka on 20-21 November 2006 for private aidedcolleges and Government colleges respectively. The focus of the workshop was to deliberateon quality issues in Higher Education institutions in general and particularly with institutionsaccredited with less than ‘B’ grade. In the first leg of the programme, principals, coordinatorsand management representatives from around 45 private aided colleges participated, whereasPrincipals and coordinators from 50 Government colleges across the State participated on thesecond day of the programme. Salem, Tamil NaduSri Sarada College for Women(Autonomous), Salem, Tamil Nadu organized a NAAC sponsoredNational Seminar on the theme ‘Sustaining Quality of Education through Effective Teachingand Learning Practices’ on 2-3 March 2007. Dr. T. Balakrishnan, Vice Chancellor, PeriyarUniversity inaugurated the seminar. NAAC3.7 NAAC Library and Information Centre

Academics and researchers extensively use the NAAC library as in-house reference for literatureneeds of higher education and related subjects. NAAC has a well-stocked library andinformation center with a collection of documents covering all spheres of higher educationlike Quality in Education, University Education, Academic planning and management,Information and Communication Technology in education, students participation and supportsystems, faculty development, curriculum and teaching techniques, assessment andaccreditation, management and Total Quality Management, women’s studies, research methods,LIS and others.

The library also has a wide-array of general and educational reference books like encyclopedias,biographies, directories, AIU publications, institutional publications of Government andInternational organizations. The Library subscribes to around 100 quality international journalsboth in print and online. It also gives access to CD Rom Databases to its users. In addition thelibrary gives access to in-house reference of Self Study Reports submitted by over 3000 HigherEducational Institutions for accreditation and NAAC publications to the academics andresearchers. Photocopying and printouts of library resources is available on request at a nominalcost.

Severes, FranceThe World Bank had organized a Joint Client-Staff Learning Seminar on Quality Assurance inTertiary Education in Severes, France, on 18-20 June 2006. Prof. V. S. Prasad, Director, NAAC,was invited as a Guest Speaker at this conference. In the first panel discussion, Prof Prasadshared the Indian Experience of quality assurance in India. In the second panel, he spoke onthe Asia Pacific Quality Network (APQN) experience as a Vice-President. The panel discussionsallowed the participants to better understand how regional networks are emerging and thechallenges faced.

SingaporeDr. Latha Pillai, Adviser, NAAC, presented a paper on ‘Grading and Ranking Higher EducationInstitutions: Necessity or Evil’ in the 2nd Asia Pacific Professional Leaders in EducationConference hosted by QS Education Trust and Nanyang Technological University from 12–14July 2006 at Singapore.

Bangalore, IndiaNAAC organized a two-day InternationalConference on ‘Student Participation inQuality Enhancement’ at Bangalore on 16-17 September 2006 to mark its 12th

Foundation day. The Asia-Pacific QualityNetwork has supported the conference.The conference was inaugurated by Dr.M. Anandakrishnan, Vice-Chancellor,Anna University, India. Prof. V. S. Prasad,Director, NAAC outlined the scope andobjectives of NAAC’s initiative on studentparticipation. UGC Commission Members, Eminent educationists, Vice-Chancellors andPrincipals attended the conference to address the academia. The conference was attended byabout 150 delegates including ten APQN delegates and more than 120 Indian delegates whichincluded 30 students. In response to NAAC’s appeal, 20 posters were presented by the students,from which four were selected for prizes. The programme is part of Memorandum of Co-operation signedbetween NAAC & AUQA (Australia Universities Quality Agency) supported and facilitatedby the APQN under the staff movement programme. NAAC officers visited AustralianQualification Framework Advisory Board (AQFAB), Office of Training and Tertiary Education,Higher Education and Regulation Division under Department of Education and Training andhad detailed discussions on their quality assurance mechanisms / systems. They also visitedSwinburne University of Technology, Kambrya College, Deakin University in Melbourne andCenter for Learning and Innovation (OTEN) in Sydney and many other organizations dealingwith educational systems in Australia.

Lahore, PakistanProf. V. S. Prasad, Director, NAAC was invited as a guest speaker at the International Conferenceon ‘Assessing Quality in Higher Education’ held at Punjab University, Lahore, Pakistan from11-13 December 2006. The Conference was sponsored by APQN. Prof. Prasad spoke on thetopic ‘Quality Assurance Policy for Higher Education: Developing Country Perspective’.

Mr. B. S. Madhukar, Deputy Adviser, NAAC participated at the International Conference on‘Assessing Quality in Higher Education’ Lahore, Pakistan from 11-13 December, 2006. Mr.Madhukar presented a paper titled ‘Methods of Grading Performance in EducationalInstitutions’ at the conference.

Tokyo, JapanDr. Latha Pillai, Adviser, NAAC, participated in the JABEE Symposium on “Global Trend andPerspectives on the Quality Assurance of Engineering Education” and Workshop on ‘Cross-border Cooperation of Accreditation Agencies in Asia’ held from 14–16 December 2006 atNational Graduate Institute for Policy Studies, Tokyo, Japan. She presented a paper on‘Accreditation Systems in India’. During her visit, she interacted with officials of NationalInstitution for Academic Degrees and University Evaluation (NIAD) and Japan UniversityAccreditation Association (JUAA), Tokyo.

NAAC- COL (Common Wealth of Learning)Over the years NAAC in collaboration with COL has developed materials on Quality Assuranceincluding methodologies for self-assessment of teacher education institutions. Recognizingthe work done by NAAC, the COL an inter-governmental organisation of Commonwealth

A workshopwas organized for this from 18-20December 2006 in Bangalore and was attended by participants from 10 major CommonwealthCountries including India. Dr. K. Rama, Deputy Adviser and Dr. Sujatha P. Shanbagh, AssistantAdviser, NAAC coordinated the activity.

NAAC- COL (Common Wealth of Learning)NAAC and COL have been engaged in organizing workshops, conferences, expert meetingsand material development on quality assurance. To give ‘Quality Indicators for TeacherEducation’ to be used by the institution for self assessment a trial on field and make necessaryamendments, if required. NAAC organised an orientation workshop from 21-22 December2006 at Bangalore for thirteen Principals/Senior teacher educators from all over India. Prof. V.S. Prasad, Director, NAAC in his inaugural speech briefed on common interest of NAAC andCOL and stressed on the importance of Quality Indicators and validation. Planning is a prelude to rational action and this is true for individuals, institutions as well asNations. Based on the experience of last 12 to 13 years of its operations, and keeping in viewthe future expectations of stakeholders, the NAAC has developed and initiated its Roadmapfor the XI Plan, from the 1st of April 2007. This Perspective Plan is the result of diverse andvaried experience of NAAC through the years.

Broadly the NAAC would focus on the following activities during the XI Plan:

1. Development of a NewAssessment and AccreditationMethodology.

2. Assessment to cover all highereducation institutions of thecountry, in a phased manner.

3. Promotion of internal qualityassurance systems in HEIs.

4. Dissemination of best practicesamongst HEIs.

1. Development of a New Assessment and AccreditationMethodology

Based on extensive discussions with all the stakeholders of higher education, the NAAC hasdeveloped and implemented a new assessment and accreditation methodology with effectfrom 1st April 2007. The main objectives of this new methodology are:

• To ensure continuous/need-based improvements in the instruments of A/A• To overcome some of the limitations of the methodology in practice hitherto• To enhance the credibility and reliability of the assessment process and outcome

NAAC• To enable NAAC to conduct assessment of large number of institutions effectively

and in a short time.The important features of this new methodology are:

• A two-step approach is introduced for the assessment and accreditation of Affiliatedand Constituent colleges which are seeking A/A for the first time: Step 1: is thedetermination of the Institutional Eligibility for Quality Assessment (IEQA) and Step 2:is the Assessment and Accreditation of institutions which have earned their IEQA status.

• Fine-tuning of Criteria, Key Aspects and development of Assessment Indicators asguidelines/probes for assessment.

• Provision for Key Aspect-wise differential weightages for effective measurement ofKey Aspect-wise and Criterionwise quality profile of the institution.

• Changing the grading pattern from the earlier nine-point scale to the new three lettergrades viz. “A”, “ B”, and “C” for accredited institutions and “D” for those which arenot accredited.

• Modification in the institutional overall scoring from the earlier percentage to theCumulative Grade Point Average (CGPA) system on a four-point scale

• Development of a specific format for Peer Team Report, to elicit focused and evaluativejudgments on the institutional quality.

2. Assessment of large number of institutions

As on 31st March 2007, NAAC has assessed 140 university-level institutions and 3,492 colleges.NAAC has earned the distinction of having covered the highest number of institutions by anyQuality Assurance Agency in the World. It is increasingly realized by the stakeholders thatNAAC assessment contributes greatly to quality improvement. In spite of this, large numberof institutions of the country are yet to be assessed and accredited. It is expected that by thetwo-step approach of assessment of Affiliated/Constituent colleges, and with the support ofNational Agencies and State higher education Departments, all the higher education institutionsof the country can be assessed during the XI Plan period. To address the onerous task ofassessment of large number of HEIs, NAAC is Networking with other Quality AssuranceAgencies, besides making strong attempts at capacity building of NAAC and validation ofassessment by select agencies.

3. Promotion of internal quality assurance systems

The NAAC envisages to usher in continuous quality in HEIs through a combination of internaland external quality assurance practices. NAAC strongly believes that ultimately, efficientInternal systems of quality assurance alone can sustain the quality of any institution. The NAAC

NAAChas developed detailed guidelines and action points for the functioning of Institutional InternalQuality Assurance Cells. As on date, over 50 percent of accredited institutions have establishedIQACs. It is envisaged that during the XI Plan, every HEI (accredited or otherwise) will bemotivated by NAAC, to initiate systems for internal quality assurance systems.

4. Dissemination of Best Practices

The NAAC has been bringing out series of publications on Best Practices, with the hope thatinstitutions can learn and benefit from each others’ success stories and experiences. In thecontext of India’s institutional diversity, institutions may have to emulate the best practices ofother institutions, contextualize them to their individual situation and add value to their existingpractices.

5. Development of trained quality assurance professionals

The Peer Teams play an important role in the assessment of institutional quality. It is ajudgemental activity which requires sharp skills of evaluation and greater objectivity inmeasurement. Professional skill-based selection of assessors, is essential to ensure credibilityto the NAAC operations. Therefore, NAAC proposes to focus on developing a pool of trainedquality assurance professionals, to ensure greater stakeholder confidence and acceptability ofthe NAAC’s Accreditation outcome.

6. NAAC Research Activities

Focused research on quality assurance contributes to the better understanding of complexand diverse realities of higher education. Under its Quality Assurance Resource Centre, NAAChas established a Research Unit to undertake focused research on quality assurance and relatedareas of study. This unit along with another important unit - the Publications Unit wouldfocus on Quality Assurance as a research, development and promotional activity of NAAC.

7. Capacity Building of NAAC

To undertake newer tasks as above, it is also necessary to reengineer the organisational structureof NAAC. It is hoped that NAAC would be strengthened with more autonomy, moreprofessional staff and state-of-the art use of ICT, to take up the new responsibilities.

3 NAAC Campus Development

The Administrative and Library block of the building is almost complete. NAAC office hassince shifted to the new building on 08th August 2006. It is further expected that the entire civilworks at the new campus to be completed by 30 September 2007. The total expenditure incurredas on 31/03/2007 amounted to Rs.9.12 Crores. This is excluding the interiors, furniture’s andother small project related works.

4. ICT at NAAC

NAAC has developed the new Management Information System software for the greaterfunctionality and portability for Assessment and Accreditation purposes. The MIS is bothcompatible for INTRANET and INTERNET platforms. Online submission of Letter of Intention(LOI) is the key process from which the track ID is automatically generated and the institutioncan get the information related to the Assessment and Accreditation process with this TRACKID at any given point of time. The TRACK ID will be unique for each institutions, so there willbe no overlap and repetition.

The software backend is supported by the access database and front end with java basedmodules, so that the security part is not compromised at any level of migration. The new MISsoftware is designed in such a way that, the information once gathered will go upto the finalaccreditation stage. The software is designed based on the RDBMS concept. Apart fromAssessment and Accreditation process, the MIS is integrated to other departmental data. Someof the modules that are embedded with this software are:

Someof the highlights of NAAC website are:-

• The website has all accredited institutions information according to state wiselisting for easy retrieval and access.

• The website has got all the publications is download section which can bedownloaded instantaneously.

• The events section has all the upcoming seminars and programmes conductedby NAAC from time to time.

• The circular division works as message board for the outer world.• There is link of other institution to know more about Quality, Assessment and

Accreditation of other agencies• The News letter section has latest news letter and archive section contains previous

news letters which can be easily downloadable.

Overall NAAC website is one stop shop to know about NAAC and its activities.

6. Purchase of new computersNew laptop of higher end configuration under DGS&D rate contract was purchased duringthe year for the utilizing at conferences and seminars.

7. Manpower SupportList of NAAC staff is in annexure 7.1.

NAAC agreement with external employment agency for manpower support NAAC continuesto outsource its manpower requirement from time to time with external employment agencies.The contract period of the M/s. Mark Firemen & Co the present agency expired in the monthof March 2007.
