The parent, who does not want to be named, in fear of victimisation of his two children, alleges that his Grade 3 son was playing marbles with class mates on the school grounds during the week, when an argument broke out. The argument supposedly degenerated into a fight and escalated to a point where the concerned par-ent’s son was thrown onto rocks and beaten. According to the parent the other kid, who is in the same class as his son, pro-ceeded to strangle the boy. “At that moment another child had to pull the kid off my son. A trusted source in-formed the newspa-pers on different oc-casions that Jan Japan Motors, commonly just referred to as Jan Japan, would be clo-sing its doors soon. “The company is closing down. I was informed that the Jan Japan vehicles would no longer be insured since the company was closing down and the warehouse would be handed over in December,” the source said.Several attempts to get hold of the ownerof Jan Japan in Wal-vis Bay were fruitless as he is apparently out of the country. However, staff mem-bers and a branch member of the com-pany spoke to us on his behalf, as he is out of the country at the moment.“This is a multi-mil-lion dollar company.

It is impossible that the company is closing its doors,” a staff member of Jan Japan said.The reporter got hold of the manager of one of the branches in Walvis Bay (name known to the namib times, but withheld on request) who was also willing to com-ment on the matter.“The rumours being spread that the com-pany is closing down are all mere lies,” he said.When he was in-formed that there were additional ru-mours about the company possibly changing ownership, he rejected that, too, as being utterly false. He said he could not understand why people would spread such rumours, but he could state cate-

gorically that it was untrue. “This company has been helping people to buy cheap cars. As far as I am con-cerned, the company is not closing down nor is it changing ownership,” he said.Jan Japan has branch-es all over the world and is known for the cheap cars it sells, which, according to sources, could have led to Jan Japan put-ting other car dealer-ships out of business. According to many, the company has only benefited people along the coast.Another staff mem-ber of the company contacted the news-paper to deliver her opinion regarding these rumours.“Before I became an employee at the com-pany, I bought a car at Jan Japan. I can honestly say that this

company has only helped me as I would not have been able to buy a car if it was not for their cheap pri-ces. I believe that the rumours are spread by people envious of the company and its success and that they therefore want the company to close down. However, from what I am aware, the com-pany is not closing down nor is it chang-ing ownership,” she said.The newspaper con-tacted another source who said, “I cannot give any valid infor-mation regarding this situation as I really do not know. All I’ve heard was that the company would be changing ownership, but that, too, can be only a rumour,” she concluded.

According to a private company employee, who was also waiting in the line, the situation was extremely chaotic. The situation appar-ently escalated to the point where custom-ers had to swop staff members assigned to roadworthy tests, as a female staff member could no longer endure the chaos.Platt made the deci-sion to close the road-worthy station during the course of the day. According to him it seemed like the only way to bring the situa-tion under control.According to Platt, various customers in the queue did not be-have fairly – he said it had prevented his staff members from doing their job.When the reporter visited the site on that

specific day, one of the customers remarked, “NaTIS makes enough money to hire more people which will re-sult in the roadworthy testing process going faster. It cannot carry on like this. We stand here for hours and we are very frustrated. Something needs to change drastically”.A municipality spokes-person at the public relations department commented on this matter. “It was neces-sary to close the doors on that particular day to maintain order. Cur-rently NaTIS officials go beyond the call of duty to accommodate the high influx of ve-hicles by testing up to 50 vehicles and trucks per day, as opposed to the prescribed limit of 30 vehicles per day. It is also necessary to

consider that the same officials that conduct the testing should also capture the informa-tion the same day so that licenses and vehi-cle registration can be issued the next day. It is essential to note that we take the delivery of this particular service very seriously, because all vehicles tested ul-timately and directly involves the lives of pedestrians and drivers alike. It is thus crucial that testing officials are not disturbed while con-ducting tests on any vehicles. We therefore,call on those who come to have their ve-hicles tested, or for any other service at NaTIS, to remain in the queue, conduct themselves in an orderly manner and await their turn,” she concluded.

But, several Jan Japan Motors staff and management members have rejected the rumours, calling it malicious lies.

In September, the Na-mibian Police Force (NamPol) Detective In-spector in Walvis Bay, John Mwatongwe re-ported that three men, wearing police uni-forms, allegedly robbed the food outlet of N$40 440.On the day of the sus-pected robbery, the res-taurant manager told the

police that the suspects approached him as uni-formed police officers, but then pointed a gun at his face, handcuffed him and demanded money. The police have since been searching for the suspects, who have disappeared without a trace.On Wednesday, Mwa-

tongwe said there still have not been any ar-rests, and police inves-tigations continue.He said so far, there has not been much pro-gress because they do not have a strong lead, but they will continue to gather information which could lead to ar-rests.NAMPA

Members of the public alerted the namib times to look into this matter. The SPCA confirmed that the culprit – if and when identified - would definitely be charged with animal cruelty. The dog had two har-nesses around its neck that was physically stuck to its flesh – one seemed to have been on the dog since it was a puppy and never taken off or adjusted. A sec-ond harness on the dog caused the dog’s nose to get stuck in the harness. The dog was freed from

the harnesses through surgical procedures. Good news is that the dog will survive the ordeal, and not be put down, the wounds be-ing being serious but treatable.The volunteer kennel master said it was par-amount for people to be educated on how to treat animals properly.“Animal cruelty is a re-ality in Walvis Bay. It happens on a daily basis and needs to be prop-erly addressed through education and creating awareness,” he said.

A spokesperson of the SPCA urged anyone who might know any-thing about the dog, to contact the SPCA .“The person who caused this dog to end up with these wounds should be prosecuted. Such a per-son belongs in jail. We will protect the identity of anyone who has any information leading to the arrest of the culprit.” she said. According to the SPCA, members of the public have offered to give financial support with regard to the medi-cal costs.

SPCA asks public to help find animal cruelty suspect

A severely neglected dog suspiciously found its way to the Walvis Bay SPCA yesterday morning. Staff members discovered that the dog was in a horrible state with two harnesses stuck to its flesh and in need of immedi-ate medical attention.

Detective Inspector Mwatongwe confirmed this incident on Tues-day morning, noting that the incident took place on Monday, at around 15:30 in Opaal Street, Kuisebmond. He further comment-ed that the women was in her ninth month of

pregnancy, when giving birth. Her room-mate ar-rived home and noticed pools of blood in the bedroom, subsequent-ly alerting the police, Mwatongwe said. The women was un-der police watch in the Walvis Bay State Hos-

pital, after complica-tions were experienced during birth. She was discharged from the hospital on Wednesday morning and appeared in the Walvis Bay Magis-trate’s Court. Bail of N$2 000 was granted.

A 24-year old woman stands accused of concealment of birth or alternatively murder, after she gave birth to a baby girl on Monday afternoon, where after she supposedly put the newborn in a plastic bag and hid her under a bed, at her home.

The project was aimed at educating the grade 8 girls on different topics that are related to teenage pregnancy namely: Self-esteem, Peer pressure, Teenage pregnancy, Contracep-tives, Baby dumping, Academic performance & dreams, Communica-tion & relationship with parents, house chores and Alcohol and drug abuse.The girls were educated on this topics through sessions that were con-ducted twice a week and thus to close off the project a mother and daughter “tea party” took place on 31 Oc-tober at the Duinesig Combined School hall. The aim of the “tea par-ty” was to discuss the importance of a moth-er and daughter rela-tionship in our society so that social problems such as teenage preg-nancy can be eradicated through open relation-ships where daughters

could feel free to talk to their mothers about any-thing and avoid seeking for advice from their peers. The theme of the tea party was “Be her role model”.Amongst the invited guests was the Mayor, school principal, life skills teachers, pastor, and social workers, girls accompanied by their mothers or guardians each. The event was opened with a powerful prayer by Prophet Ga-wanab a local pastor. It then proceeded with opening remarks by the Mayor where she nar-rated when they were growing up they were not privileged in those days and that children of today got many priv-ileges and opportuni-ties thus they needed to work hard and be suc-cessful one day. In her speech she also encour-aged mothers to be there for their daughters.The school principal Ms Lucas encouraged

the girls to avoid bad friends and leave be-hind the things of the world and focus on their school and future.The highlight of the event was the powerful message that was given by Ms Mapalo, a local pastor's wife, who em-phasised to the mothers to establish strong and close relationships with their daughters, she also touched on the role that tradition plays in our so-ciety as relationship and sex talk with our daugh-ters seem to be very dis-respectful as tradition would not let us.The event was con-cluded with a talk show which was a platform where the girls were posting questions to their parents and vice versa about issues they have and thoroughly discussed it with an in-put of the invited guests who were giving advice on a few mentioned issues during the talk show session.

As a result of a coop-erative approach be-tween industry, gov-ernment and NGOs, new Namibian reg-ulations are set to massively reduce this impact in the hake fisheries.Globally 300 000 sea-birds are killed in longline and trawl fisheries where they are unintentionally hooked and drown on baited hooks, or are struck by trawl cables and dragged under water. Approximately 100 000 of these birds are albatross, the most threatened family of birds with 15 of 22 species at risk of ex-tinction.The Albatross Task Force (ATF) is part of BirdLife Interna-tional’s Marine Pro-gramme, and here it is implemented through the Namibia Nature Foundation (NNF).

The group works in the world’s global by-catch ‘hot spots’ with industry to introduce practical measures that, once in use, ra-pidly reduce the mor-tality of seabirds. The ATF has been working with the Min-istry of Fisheries and Marine Resources in Namibia since 2008. They have demonstra-ted that the combined levels of seabird mor-tality for hake longline and trawl fisheries is around 30 000 seabirds per year, which is one of the highest levels of mortality in the world. The good news is that the ATF has also demonstrated that the adoption of simple and cost-effective mitiga-tion measures in both these fisheries could reduce mortality to negligible levels. with streamers that flap in the wind and scare birds away from the dangerous areas of a vessel is a simple solution that practical-ly eliminates seabird bycatch. In the longline fleet, this measure in com-bination with line weighting to sink the hooks away from for-aging birds and paired bird scaring lines, should reduce bycatch by over 95%. The Ministry of Fish-eries and Marine Re-sources has now taken a positive step toward reducing seabird by-catch in Namibia, by introducing new fish-ery regulations that

will require all trawl and longline vessels to use bird scaring lines, and for longline ves-sels to use improved line weighting. These new regulations are expected to be in effect as of the 1st No-vember 2014 and will drastically reduce the impact of these two fisheries on vulnerable seabirds.The fishing industry in Namibia, led by local fishing companies, has been cooperative with the proposed conser-vation measures, with several companies already adopting vol-untary use of the bird scaring lines. The introduction of

regulations will ensure the simple measures are adopted across the whole fleet. Namibia already has high levels of observer coverage in their fish-eries, which means it will be easy to identify compliance with these new regulations. This provides an ex-cellent example of how positive collabo-ration between conser-vation organisations, local government and responsible industry associations can make a huge contribution to sustaining global bio-diversity and reducing our impact on the ma-rine environment.

During her introductory remarks, the chairperson of ERRSF Ms Natalia/Go-agoses said it is support-ed by the National Road Safety Council of Nami-bia, “the first attempt is to try and see how we can reduce road accidents and tackle road safety issues” she said. ERRSF want to declare zero road accident deaths in the Erongo Region. The keynote speaker at this event was the Governor of Erongo Region Mr Cleop-has Mutjavikua. The governor said he is worried about the future of Namibia as our coun-try is known for tourist attractions and if we have

so many accidents on our roads, tourists will not come to our country any-more he noted. “A Namibian driver is the most impatient driver in the world and I want ana-lysts to look at it and give me feedback on why Na-mibian drivers are so im-patient” the Governor said. According to him the atti-tude of the drivers is the main cause of accidents on the roads. He also stated that it is proven that the number of tourists in Walvis Bay and Swakopmund will be double the number of last year this festive season and he is very worried about the traffic con-

gestion on the roads. Mr Haroldt Geiseb, the Director of Road Traffic Management Services said road safety will be taught in Namibian schools from Grade one to three next year. Senior Primary Syllabus for grade four to seven are received and approved by NIED ( Ministry of Edu-cation) and will be imple-mented in 2016. He also said the learners will be taught safety near roads, road signs, the law, com-munity road safety and traffic calming measures. Mr Geiseb said that chil-dren should be influenced on road safety from a ten-der age.

The N$126 million turn-around strategy, which has proven to be quite successful, was launched in May 2014 with the aim of improving operations at the ministry. The objective of the project was to ensure the shortest possible is-suing time for key doc-uments such as iden-tification documents (IDs), passports as well as birth, marriage and death certificates. The project is conduct-ed by consultants from South Africa’s Fever-Tree Consulting Com-pany.

At a media conference held here yesterday to celebrate 100 days of the turn-around strat-egy, the Minister of Home Affairs and Im-migration Pendukeni Iivula-Ithana said the entire backlog was eliminated because employees were work-ing overtime and ad-hering to strict perfor-mance targets. The first phase of the project focused on three key areas - front offices appearance, passports and ID pro-duction. (NAMPA)

INFORMATION TO THE PLANNED POWER OUTAGE

This outage has mainly been reserved for NamPower to conduct final testing and operation of the Anixas- and Paratus Generation Stations together with the main electricity grid. The objective is to resolve all outstanding matters to ensure that the Generation and Grid could be operated in future with high confidence levels without any operation malfunction.

Erongo RED and NamPower had several discussions to identify all possible risks during this outage and formulated required action plans to ensure the power to the entire town will be fully restored within the specified time. Additional personnel will also be on site to coordinate at all levels.

During the next two years many planned outages could be expected to accommodate the Walvis Bay upgrade which will bring a very reliable and secure supply to the town. One should comprehend the technical complexity and the difficulty during this migration to the new infrastructure. Erongo RED is carefully planning future requirements to limit the number of outages to an absolute minimum to reduce the overall impact to all customers.

This will be the last planned outage for the entire Walvis Bay for 2014. No further planned outages will be scheduled and the next outage could only be expected towards the end of January 2015.

During this outage on Sunday 9 November, 18 Mega Watt will be available which will be reserved for the Industrial area. Should surplus capacity be available, priority will be given to the CBD areas. Further surplus capacity will then be given to the residential areas that were most affected by the previous outage on 24 September, being Kuisebmund, Narraville and Longbeach.

It should be noted that the electricity network cannot always be operated to control suburbs individually. Hence, the operation of the larger network will at all times be considered and small parts of residential area might be on during this outage.

During the entire outage time from 10:00 to 18:00, intermittent trips or interruptions to those areas being supplied, could be expected. However, should a power interruption occur, the power will be restored during a short period. It is therefore required to rather disconnect sensitive equipment during this period.

The Erongo RED Call Centre will be operated during this time to provide updates from time to time.

Therefore, the stereotypical image of landlords being grey-haired owners of massive property portfolios is busy changing through the “birth” of – and being dubbed “Rentvestors” – i.e. buying property with the aim to rent it out and thereby secure payment of a larger portion if not all of the monthly bond repayments. Obviously the annual escalations of rent could soon, not only break even with the bond instalments but even exceed it and on the flip-side, the property generally also appreciates in value over time (a two sided win scenario). Surprising and unlike popular believe this new group is made up of single persons or couples who either keep renting where they are (normally at a lower figure than a bond instalment) or reside with their parents for an extended period to achieve their objectives in becoming first-time property owners. DESCRIPTION

Debmarine Namibia is seeking for an experienced service provider who has the experience, technical and commercial capability to provide aviation services – fixed wing and all logistics associated therewith to the company.

ABBREVIATED SCOPE OF WORK

The prospective contractor shall be required to provide Debmarine Namibia the logistical support and aviation capability services required to undertake the transportation of its sea-going crew, shore-based personnel and authorised contractors to and from the operational area safely as per designated mustering towns of Windhoek, Cape Town and Oranjemund.

Aircrafts are required to have the following operating capabilities and characteristics:

• Air frame and major components not older than 10 years as at the time of this expression of interest • Twin engine (minimum), turbo propeller or jet with cargo section separate from passenger cabin • Two type rated pilots operation• Pressurised• Auxiliary power unit• Must be maintainable preferably in Namibia and/or South Africa, in accordance with the manufacturers' maintenance manual including all airworthiness directives, appropriate service bulletins, aviation laws, and regulations of Namibia and/or country of aircraft registration, as applicable. • Must have the capability to operate (land and take-off) at below listed airports whilst meeting the stated payload requirements. ▪ Payload (pax) of not less than 45 passengers + luggages (not exceeding 15 kg), operating from Eros (Windhoek) and OMD (Oranjemund) airports. ▪ Take-off and landing times at listed airports: • Eros – Take-off :08h30 – 09h00 , Landing : 15h30 onwards • OMD – Landing 09h30 onwards: Take-off 14:30 onwards

“Not only is this a record amount, registrations also happened within re-cord time,” says Aiden de Lange, one of the main organisers of the FNB De-sert Dash. The Desert Dash will take place from 12 - 13 Decem-ber 2014. As in the past different entry dates were used for the different race cate-gories and online entries were sold out within a short time after opening. De Lange: “On 16 July our solo entries sold out and registration closed within 7 hours, while 2 man en-tries on 30 July sold out within a mere 25 seconds

while the 4 man entries went even quicker – a staggering 6 seconds for them to be sold out and the online registration to be closed.”Ingrid Goeieman, Mana-ger of Donations and Sponsorships at FNB Na-mibia said the bank was overwhelmed with the en-thusiasm shown by local and international riders. “This is the 8th year that we are the title sponsor and the 10th anniversary that this magnificent tour takes place - through some of the most beautiful scenery Namibia has to offer.” Goeieman went on to say that this year a number of

changes have been made – based on feedback from participants, organisers and experience. “Every year we try to make it big-ger, better and more fun and this year we have thus increased our financial in-volvement in 2014.” De Lange confirmed that the prize platform has been increased and the cash prize money alone now stands at N$220 000.“There is also a change in route for the last 46km stage and a new coast-al venue for the Pupke-witz-Nissan Finish Zone. We look forward to lots of action and a fun-filled tour for all parties involved.”

More than 550 riders to tackle FNB Desert Dash 2014

The play-offs and finals of each division were played in high spirits, providing exciting enter-tainment for the specta-tors who filled the grand-stands to capacity. The 8&U, 10&U, 12&U and 14&U teams from the Coastal Pirates club, under the national coach, Brian Sobel, took the

gold medals in all of these junior divisions! These teams have played exceptionally well all season with the first three teams remaining unbea-ten in league matches all year and showing a clear lead against their com-petitors in league stand-ings for 2014.The dynamic 16&U

Scorpions team took the gold medal in this di-vision. The 18&U final between the Cazadores and Scorpions clubs was definitely one of the tour-nament highlights. This game had the crowds on the edge of their seats. The match-ing skills of these two teams brought the game

into extended overtime, the deciding golden goal making the final score 5:4 to the Cazadores team from Windhoek, coached by Bryan Rob-bins. The Ladies finals took place between the Ka-mikaze and Scorpions teams. The majority of these players were part

of the Namibian Ju-nior Ladies team that competed in the FIRS World Championships in France in June. The Scorpions Ladies team, coached by Zach Sawyer, managed to snatch gold away from Kamikaze.The final Open game, where the top players in

inline hockey competed against one another, saw Coastal Pirates win gold against Badgers. This match was an ab-solute pleasure to watch as most of these play-ers were also part of the Namibian inline hockey team. The Ladies Masters di-vision showed great per-

formance and outstand-ing sportsmanship. Gold was won by the Badgers team, with their coach, Nadia Schmidt. Scorpions won gold in the Masters division - the final match of the tourna-ment. This wraps up the 2014 season for the NIIHA league.

Die klubbestuurders sê Rodger Van Wyk, (The Fish Trader), James Julie (Julie Auto Elec-tric) en Freddie Liich (Impala Transport) se borgskappe en by-draes het dit moontlik

gemaak dat die klub sedert sy ontstaan kon groei. Die Walvibaai-muni-sipaliteit se goedgun-stige beskikbaarstel-ling van die perseel, beteken ook vir hulle geweldig baie.Die klub het die afge-lope week sy eerste kampioenskappe ge-had waar boksers teen ander genooide klubs kon meeding. Klubs van Uis en Walvisbaai het meegeding in dié kampioenskap.

Nóg klubs wat genooi was, kon egter nie die keer deelneem nie, weens problem soos ‘n gebrek aan akkommo-dasie. Die kampioenskappe word egter steeds as ‘n groot sukses bestempel – en die plaaslike klub het die beste prestasie gelewer. Frans Valom-bola is as die beste bokser aangewys. Ander boksers wat hulle slag en vaar-dighede gewys het, was onder andere, Max

Ipinge, Harry Simon (jr.), Ruben Shilongo en Hangula Kamhou. Die hoofborg vir die dag se trofeë en medal-jes was Impala Trans-port. Die klub sê hy sal nog borgskappe baie waar-deer, veral die sken-king van toerusting sal hoog op prys ges-tel word, sodat hy sy droom, om die jonges in die gemeenskap op te hef en positief te rig, kan verwesenlik.
