C. FoN Contact List: The tri-chairs are working to maintain a complete and accurate list of current FoN members. Columns are included indicating whether the contact is an approved voting member, and if so, the primary or alternate. Please see the attached list and send any updates and/or corrections to the tri-chairs.

D. Numbering Testbed update – Philip Linse

· The Testbed Focus Group met last on April 4th 2017

· The use case sub groups have continued to be encouraged to, and have been meeting in between the main group meetings, to focus on moving forward with the individual test plan completion of the documentation. Use case statuses were reviewed and updated.  Several test plans still need the documentation worked through and provided for the Testbed Focus Group to review. Some preliminary testing is underway on some test cases.  Outreach to stakeholder organizations is also planned.  The Testbed Focus Group Use Case Tracking Sheet is updated on each call for each use case.

· As a result of the handoffs from the FCC/AT&T Industry RoboCalling Strike Force and the linkage to this group’s testing efforts for the Provider to Provider Use Case 1 – Secure Telephony Identity Protocols for End to End SIP Calls, ATIS typically provides the Testbed Focus Group with ATIS readout on the efforts of this and other ATIS groups.  For the Strike Force efforts associated with the Provider to Provider Use Case 1 – Secure Telephony Identity Protocols for End to End SIP Calls, ATIS has a Neustar sponsored testbed set up that includes several participants and observers.  Just-In-Time number assignment and LERG Routing Guide IP Enhancements are two other active test plans while there are several other use Cases that are not active.

· Many companies have signed the ATIS NDA and the Testbed Use Policy Agreement for participating in the testing and with full access to the testing documentation.  Others that wish to participate or observe are welcome to come forward and sign the Agreements.

· Our next full team meeting is scheduled for 5/2/17. The group’s schedule for meetings after that are for 5/23. This group will not meet at AMOC.

Issue 832, Add Language to the TBPAG and COCAG Guidelines Regarding Documentation Needed for Non-Exclusive Nationwide FCC Licenses

· The PA and NANPA are seeing an increased use of the non-exclusive 3650-3700 MHz Radio Service nationwide FCC license as proof of certification, and recognized that INC Guidelines should fully document the requirements needed when using this type of license.

· Service providers are to provide the 3650-3700 MHz Service Registration Acceptance Letter from the FCC to establish that the applicant has registered fixed sites or base stations, and the location of those sites.

· The TBPAG and the COCAG were updated to add direction to service providers using these licenses that is consistent with the language previously added to the p-ANI Guidelines.

Issue 835, Update Guidelines to Clarify that the 30-Day State Notification Required by Interconnected VoIP Service Providers Applies to Growth Requests as Well as Initial Requests

· The TBPAG and the COCAG indicate that the 30-day state notification required by interconnected VoIP service providers is required for both initial and growth requests, consistent with 47 CFR § 52.15 (g) (3) and FCC 15-70, ¶ 14 and 34.

· INC added additional language to the TBPAG and the COCAG to draw attention to the 30-day state notification requirement for growth requests.

· Clarification was added to ensure applicants are aware of the requirements and to prevent the denial of those applications.

Issue 838, Requirements for Additional CIC Assignments and Direction for Non-Use

· INC updated the CIC Assignment Guidelines to reinforce the requirement that CIC assignees shall have a current Entity Access/Usage Report on file with NANPA to:

· Receive additional CICs; and

· Demonstrate CIC use and prevent the reclamation of assigned CICs.

· Similar to NRUF reporting, the Entity Access/Usage Report is a required semi-annual report for CIC assignees to report CIC usage to NANPA.

· LNPA WG – Deb Tucker

1. Dawn Lawrence has stepped down as a Tri-Chair of the LNPA WG as a result of taking on new roles and responsibilities within Verizon.

1. Nominations are currently being accepted and an election to fill the vacated Tri-Chair position will take place at the May 2-3, 2017 LNPA WG meeting.

1. Pursuant to the NANC Chair’s request, the LNPA WG continues to discuss possible areas where the LNPA WG could be involved in the LNPA Transition.

1. During the March 7, 2017 LNPA WG, the Testing Sub-team was re-activated for the purpose of reviewing existing Group and Round Robin test cases to determine how best to apply the test cases for the LNPA Transition Service Provider testing period.

2. Renee Dillon, AT&T, will lead the Sub-team’s efforts.

1. The LNPA WG Architecture Planning Team (APT) continues to review current test cases and develop any new test cases that may be needed for the LNPA Transition.

· ATIS/SIP Forum – Natalie McNamer

· The IP-NNI group continues to work on the Governance Model Document and are nearing completion.  The goal is to have ready for letter ballot at AMOC.

· The Governance document details the technical interfaces and messages flows and identifies the role of the STI-GA and STI-PA.  However it does not specify the rules governing these functions.  This is outside the scope of the document. 

H. FCC Wire Center Trial Update – (GN Docket No 12-353)

· AT&T has filed notice of concluding that trial – See Final Report Below

· Question was asked at the last NANC meeting to Commissioner/FCC Chairman Pai on whether the FCC had reviewed the paper on Nationwide Number Portability, prepared for the NANC by the FoN and other working groups. Chairman Pai responded that his staff has not yet reviewed it, but would look into it.

Attached please find AT&T’s report on activities related to the technology transition in its Wire

Centers Trials1 in Carbon Hill, AL and West Delray Beach, FL through the third quarter of

2016.2

In 2014, AT&T began the Wire Center Trials with the primary goal of identifying and resolving

operational, technical, and public policy issues associated with migrating TDM service

customers off such services by a date certain to next generation services. As highlighted in the

attached Report, AT&T has made progress in achieving many of its goals for the Trials. For

example, AT&T’s wire center trial activity accelerated and increased the dialogue about

completing the TDM-to-IP services transition, and about AT&T’s replacement services with key

stakeholders and a variety of consumer segments including persons with disabilities, as well as

CLECs, utilities, businesses, and government agencies, such as the Department of Homeland

Security and the Federal Aviation Administration. In addition, AT&T grandfathered numerous

business TDM-based services in the two trial wire centers with no evidence of customer

disruption.3 Further and importantly, AT&T’s network and service quality metrics indicate that

customers that voluntarily transitioned to AT&T’s alternative services during the trial continue to

receive the exceptional service quality and customer care that has been historically attributed to

TDM-based services. In sum, AT&T is proud of its accomplishments in the Trials, and

appreciates the participation of and dialogue with the stakeholders on the many complicated

issues that were raised during this process.

During this same time period, the Commission issued two Orders in its Technology Transitions

proceeding, establishing a framework and rules governing the technology transition including

processes and standards for discontinuing retail voice services, and wholesale services, as well

as, updating its copper retirement and CPE power requirements.4 While AT&T disagrees with,

and has challenged, certain aspects of those Orders, the Commission has established the rules of

the road for the IP transition.

As a result of the progress made in the Trials and the development of the regulatory requirements

for the technology transition, AT&T hereby announces its decision to terminate the Wire Center

Trials effective immediately. As we move forward, AT&T will apply key learnings from the

Trials and will complete its technology transition from legacy TDM-based services on a broader

scale outside the structure of the Trials.

As indicated above, certain information in the attached document have been clearly marked as

highly confidential information and are entitled to protection pursuant to the terms of the
