• Compiled a baseline document

• Requesting meeting with Legal Working Group on March 22 at 1:00

Intellectual Property Rights

NOWG and NeuStar cannot come to agreement.• Narrow View: Only intellectual property created by or

for NANPA and the associated equipment modified to run that intellectual property are transferable.

• Broad View: All intellectual property that NANPA obtains via purchase or development, and all equipment used with that intellectual property, are potentially transferable if obtained following

Lockheed Martin’s selection as NANPA.

Suggested NANC next steps forward:• Have the NANC Legal Working Group clarify the

requirements;• Forward NOWG findings to the FCC with a

request for clarification; and/or• Initiate the NANC Dispute Resolution process
