Introduction
This Neighbourhood Action Plan (NAP) has been developed for Offerton North, Tamworth Gardens, Spring Gardens and High Lane by Stockport Homes in partnership with customers, services and organisations working and living in the neighbourhood. The neighbourhood is located within Stockport Homes’ East Area Housing Team, the area is managed by two Neighbourhood Housing Officers (NHOs), one who covers the multi-storey blocks at Victoria Park, Offerton and a second to manage low rise properties and stock across North Offerton. NAPs are developed in order to identify the key issues in a neighbourhood and to develop actions to address these issues. NAPs can cover a range of social, economic and environmental issues, which includes housing, the environment, community safety, leisure and
access to services and facilities. The NAP has been developed in partnership with customers and partners living and working within the neighbourhood.
The NAP covers a number of dispersed properties across Offerton and Portwood, including Victoria Park, Spring Gardens and Tamworth Green. Stockport Homes manages a range of properties, including bungalows, flats, houses, maisonettes, flats in multi-storey accommodation and studios. In addition Stockport Homes manages 53 garage units (the majority of which are provided at Victoria Park) and landscaped areas within the neighbourhood. The East Area Housing Office is located adjacent to First House, Brinnington, however monthly housing surgeries are held at Victoria Park.

NAPs are influenced by a range of existing polices, strategies and action plans at national, regional and local levels. The information used to develop the plan links to Stockport Council’s strategic plans and supports Place and People Strategic objectives. The NAP has been developed by analysing data about the area, looking at current and developing policies and plans in the area, results of consultation with customers and talking to other partners and services about plans for their areas.
Neighbourhood Activity 2010-2011
A range of projects have been delivered in the neighbourhood over the last 12 months. This has included physical improvements to properties and within the neighbourhood, in addition to a programme of activities and events throughout the year. Regular updates have been made to customers through the Neighbourhood Newsletters, and this will continue throughout this year.
The following highlights the key areas of activity of the last 12 months in Offerton North:
• Improvements to recycling facilities at Victoria Park, Offerton
• Lift replacements started at multi-storey blocks Voewood and Beaver House, Offerton
• Successful bid to Stockport Homes’ Community Fund for £500 to the Victoria Park Tenants’ and Residents’ Association (TRA) for improvements to the garden area
• Additional community skips provided at Deacons Close and Spring Gardens
• A programme of community clean up and estate walkabouts throughout the year
• External communal area improvements completed including refurbishment of garages at Victoria Park
• New fencing and gate works completed at Carr Close, Offerton to improve community safety for residents
• Improved car parking at Rectory Field with removal of large unused planters
• Garages demolished at Bideford Road, for new build scheme and garages at Woodcroft Road demolished to provide new public landscaped space
• Review of Victoria Park Good Neighbourhood Agreement completed.

Neighbourhood and Customer Profiles
This section provides a profile of the area covered by the Neighbourhood Plan, including information on population, households, ethnicity and employment. This neighbourhood covers three wards, however the majority of accommodation is within Manor ward. The population for Manor ward was 13,322 as of the 2001 Census, the majority of residents are aged 20-59 (57%), which is above the Borough average and a higher than average percentage of residents are under 16 (20%). Manor ward is predominately an owner occupied area, with only 6% of the population renting from the local authority. Households with access to a car or van is 48% which is above the Borough average, 26% of residents have no car or van, which is 11% above the Borough average.
Within the area the majority of Stockport Homes’ customers (23%) have indicated a disability, 49% of customers are aged 55 plus and only 2% are aged 16-24 years old. Stockport Homes’ customers are involved in many ways to ensure that all customers have the chance to get involved and influence the decisions and services received that affect their home and neighbourhood. In addition to a range of ways customers can get involved, within the neighbourhood is one active TRA (Victoria Park) which meets on a quarterly basis. Woodcroft Road Green Space
