It is a square-looking house with
what look like two front doors —
one each for Prospect and New Mill
streets.
What’s most striking about this
house is not a particular architectur-
al theme, but its overall simplistic appearance.
It is most certainly one of those houses you
can drive by every day without ever noticing,
let alone knowing its historic significance.
Yes, it’s hard to miss the Nantucket
Preservation Trust plaque just above the New
Mill Street sign on its’ east elevation. And, one
must be on foot, bike or driving by slowly to
see that it reads “Rescom Palmer 1809”.
A washashore from Rhode Island, Palmer
built this house on the north side of
Chicken Hill, on which Willy Egan
ran a chicken farm and for which
Chicken Hill is named. This is one
of the Popsquatchet Hills, includ-
ing Mill Hill and Prospect Hill,
where in the 18th century four windmills —
the East Mill, which still stands today, the
Barnabus Bunker Mill, the Spider Mill and the
Red Mill — were built for the grinding of
grains into various flours, according to island
historian Betsy Tyler’s history of 9 New Mill
St. for the Nantucket Preservation Trust.

born in Fairhaven, Mass. on
June 5, 1924. His family
migrated to the island when he
was five, and he attended
school at a house on Orange
Street near the corner of Lyons
Lane before the Cyrus Peirce
School was built. As a kid, he
went fishing, scalloping, qua-
hogging, boating and to the
beach on Sundays. “All the
things Nantucketers do,” he
says.

corner of Main and Milk Streets, where the “Town
House” stood from the 1780s to 1850,” said Tyler in
her history.
The house, a lean-to or, saltbox, is believed to
have been built in 1760 in Sherburne — the first
town center of Nantucket, on or near the shores of
what is now Capaum Pond — and moved to its cur-
rent site in the new town area.
Tyler learned that Rescom Palmer purchased the
land at the corner of Copper Street (now called
Prospect Street) and New Mill Street in 1808, the
same year he moved the lean-to onto the southeast
corner of property and built the north wing of his new
house onto the saltbox. In the following years, sever-
al additions were made to the west side of the house.
According to the Nantucket Preservation Trust, its
interior is a mixture of Federal and Greek features
including “lime plaster walls and ceilings, nine fire-
places, paneled interior shutters, wainscoting, pan-
eled doors and wide board floors.”
A housewright, or house carpenter, twenty-some-
thing Rescom Palmer transplanted himself on
Nantucket from Little Compton, R.I., likely to
assuage the grief of losing his first wife, Ruth
Wilbour. Shortly after arriving in the early 1800s,
Palmer married Elizabeth Ray Stubbs, herself a
recent widow to the late James Stubbs, said Tyler.
Palmer went on to become a builder of the typical
Nantucket house; two-and-a-half story shingled,
four-bay with a ridge chimney, which Tyler specu-
lates he built many of around Nantucket, including
next door to his own house at 7 New Mill St.
Breaking off 15 rods, or 3.7 acres of his land,
between his property and Tristram Folger’s at 5 New
Mill St., Palmer built his first Nantucket house in
1820, selling it and the land to Aaron Paddock on
July 11 of that year for $1,700.
Thirty-six years later when Rescom Palmer died,
he did what comes naturally for a spouse passing on;
he left his house and property to his wife, but he also
cast his generous eye beyond his immediate family.
In addition to leaving Sarah Ray, wife of Alexander
Ray, the son of Palmer’s wife’s brother, a standing
grandfather clock, he left her a house at 12 Prospect
St. right next door, both of which she would receive
upon Elizabeth’s death, said Tyler.
However, noble as Rescom Palmer’s bequeaths
were, the reality of Elizabeth’s financial situation
after her husband’s death directed otherwise. To sate
her late husband’s creditors, she sold the 12 Prospect
St. house to Reuben Baxter and the 9 New Mill St.
house to Alexander Ray, the latter sale being one that
would ultimately benefit all.
“When Rescom wrote his will, he was probably
concerned about the welfare of his niece — who had
three young children (James was born in 1851) and a
husband who was at sea — and he wanted to ensure
that she had a place to live,” said Tyler. “As it turned
out, Alexander Ray 2nd purchased Rescom’s house,
which helped Elizabeth pay her husband’s debts, and
all were able to remain at 9 New Mill Street where
they had been living together for at least eight years.”
The house finally left the family when Sarah Ray
sold it to Robert G. Tenny in 1873 after her husband
died in 1863 and Elizabeth in 1867.

Army when he was17 and served four years sta-
tioned at Camp Edwards and in England, France,
Belgium, Holland and Germany. When he returned
home, Manny started a small lawn business and
loves to tell the story of how, in 2002, he and about
16 others from his class were given their high school
diplomas, signed by his former principal Mary
Walker.
Manny clearly recalls that he began his duties at
the polls the day John F. Kennedy was elected pres-
ident. First he was a ‘check-in,’ marking off people’s
names as they came to vote. He said he graduated to
being a vote counter. Then, around three decades
ago, he was made a constable. He figures that in all
his 50 years of service he has only missed, at most,
a half-dozen elections.
Manny’s most important task is to make sure peo-
ple fill out their ballots correctly. If his eagle eye
catches a partially empty oval, he sends that voter
straight back for a new form with instructions to
mark it properly.
“Other than that, it’s fine. It goes along really
well,” he said. “One thing I like about it is I see a lot
of friends I don’t see except at voting time.”
The other element that often creates a long night
after polls close is the fact that the ballot machine
cannot count write-in votes, so they must be tallied
by hand. “Like Mickey Mouse and Popeye. They all
have to be hand counted. You’d be surprised how
many write-ins there are — it’s amazing,” said
Manny, perched on a stool at his long workbench in
his Surfside Road shop.
You cannot miss his shop with its red stop sign on
the front, just one of a slew of signs in his huge col-
lection. “I’ve got ‘em all over the place, inside and
outside.”
The shop, fitted with a sturdy wood stove and
packed with all manner of tools and supplies, is
where Manny makes his lightship baskets, a craft he
learned in 1972 with a few pointers from Robery
Murray to get him going. He still makes two or three
a week, and just finished a commission he shared
with Gary Hamblin and weaver Elaine Dias,
Manny’s bride of 53 years, for 40 baskets as wed-
ding guest gifts. He also teaches basket making on
Monday nights and sells baskets at the shop, next
door to the home he has lived in since 1959.
Manny said he has lived on Surfside Road ever
since his family moved to Nantucket, but this home
is special. It is where he and Elaine raised their three
sons, where his successful Yard Bird landscaping
business is based, and where he is free to exercise
his imaginative green thumb, framing the property
in summer months with an array of his giant dahlias
and a multitude of other flowers.
According to Manny, he retired, “period,” last
year from his long history of doing all the phone
company’s underground work, to name only one of
his big jobs. But, he is not a man who is content to
be idle. Besides his baskets, he will stay active with
the Nantucket Basket Museum, founded in 2000 by
him, his wife and friends. Manny’s responsibility,
not surprising, is maintaining the building and
grounds. Noting that he feels great after recent heart
bypass surgery, he also intends to putter more with
his home gardening and catch up on the occasional
traveling that he and Elaine enjoy. And without a
moment of hesitation, he said he plans to keep work-
ing the island polls.
“Until they kick me out,” he said.

Making yet another appearance at
Town Meeting as a home rule
petition, as it did in past efforts, the
occupancy tax embodied in Article 31
checked out quickly, this time missing
the majority needed for a trip up to
Beacon Hill by 17 votes, through a hand
count of 262 to 245.
Although relieved that Article 31
could not garner the necessary votes,
Nantucket Association of Real Estate
Brokers President Ken Beaugrand
expressed some concern that this effort
to tax short-term renters of private
homes just does not seem to go away.
“The thing is, this is the sixth time it
has been brought forward and each time
it has been defeated, and I’m wondering
if we’re going to have to deal with this
in the future,” said Beaugrand. “It’s just
very frustrating to have to spend so
much time to deal with an issue where
the voters have sent a consistent mes-
sage that they don’t want to have this
new tax. We thought it was inappropri-
ate, principally, because the home rental
is not a business.”
Had voters adopted the article and the
home rule petition been successful in
the State Legislature, and signed into
law by Governor Deval Patrick, the
town would have gained the discretion
to levy up to a six-percent tax on private
home rentals of 60 days or less, generat-
ing a potential $1 million to $1.5 mil-
lion for the town.
In an attempt at a compromise, for-
mer Point Breeze Hotel owner Bea
Gonnella proposed an amendment to
Article 31 that would have lowered the
maximum occupancy tax from six to
two percent, but Gonnella’s amendment
failed for lack of support.
Several times during this discussion,
voters in favor of Article 31 uttered the
phrase, “level the playing field” in ref-
erence to the 11.7-percent occupancy
tax collected by licensed innkeepers
from their guests at guesthouses, hotels
and bed & breakfasts, six percent of
which goes to the town with the state
getting the other 5.5 percent. Article 31
proponent Selectman Michael Kopko
noted that Nantucket, and the rest of
Massachusetts, are in the minority in the
occupancy tax world, many other states
do have occupancy tax laws. Although
Provincetown, Chatham and several
other towns on the Cape have state
authorization to levy this tax, none of
them are actively collecting this tax
Charity Benz agreed that the occu-
pancy tax was worth trying.
“I think this is something that is
important to establish for Nantucket and
I think it’s source of revenue that we’ve
been walking away from and something
that’s being done in other communi-
ties.”
Madaket resident Charles Stott of
Long Pond Drive, however, echoed the
sentiment of the majority. “The only
way we could pay the two mortgages
we had was to rent our home in the sum-
mer,” said Stott. “The last thing proper-
ty owners need is an excise tax that
would make it more difficult to rent
their houses.”
Real Estate Broker Flint Ranney
found Article 31 worthy of the annual
most dubious article.
“It’s not the stupidest idea, but it’s the
worst. We need to defeat this article,”
said Ranney. “I think it puts an unfair
burden on Nantucketers who would like
to rent their property for the short term.
Please just say no.”
