IT Investment Control
IT Program Management Board (PMB): Decisions regarding application and infrastructure projects to ensure that investments approved by the IT Strategy and Investment Board stay on track during development and implementation. Meets monthly.
IT Management Board (ITMB): Decisions regarding management of the IT operational environment to implement IT strategy, policy, and investment initiatives, including configuration management, integration, and performance of IT systems. Meets weekly via teleconference, quarterly via face to face.

Objective: Baseline effectiveness of NASA IT governance structure, to include board activities, policy, and strategy.
Survey solicited input from governance board membership (37 responses).
Core issues:
NASA’s IT governance is not effective for mission IT.
Decisions are made outside of IT governance.
Intended benefits of IT investments are not tracked or realized.
There is insufficient visibility into IT spending in order to inform decision making.
Note: Some Participants belong to more than one governance board.

IT Governance Improvement Actions (Near Term)
Begin reporting at least annually to IT SIB and MSC on realization of benefits and success criteria for IT investments based on a common business case template
Validate EA project and service reviews are being conducted, per NPR 2830.1, NASA EA Procedural Requirements
Ensure sunsetting of legacy applications as part of NPR 7120.7 project requirements
Define Mission Directorate CIO roles and responsibilities with regard to IT governance, as well as NASA CIO role in Mission Directorate planning and investment selection
Incorporate accountability for investment results in CIO performance plans
Reassess membership of Boards to ensure appropriate stakeholder representation
Establish rules of order for Boards and ensure rigor in application
