Information please... towards a world science information network By Yuri I. Litukhi
The UNESCO Courier
SCIENTISTS form an international community whose common bond, science itself, leads them
to see beyond national boundaries and sectarian attitudes. When a scientist makes a discovery, he wants to
tell, not just his fellow countrymen, but the world.
Similarly, when he seeks information, he wants to be provided with it as quickly as possible,
regardless of whether its source is inside or outside his own country.
Today, no one scientist or engineer can hope to keep up to date with the avalanche of technical
articles, books and abstracts which threaten to engulf even the most conscientious researcher.
At the beginning of the 19th century, a solution to the increasing number of specialized reviews
was found in the form of the abstract journal. But since then both abstract journals and periodicals have
proliferated at an astounding rate so that each year the scientist and technical expert must confront some
50,000 scientific and technical journals, publishing almost two million articles written by some 750,000
authors in as many as 50 languages.
This "information explosion" is both exciting and frustrating. On the one hand, scientists are
eager to share in the knowledge and ideas of their colleagues. On the other, they have neither the time nor
the resources to sift through a heap of publications to unearth those items which fall within their field of
interest.
And when the scientist does gain access to the material he wants, linguistic and other barriers
often prevent him from putting it to good use. The resultant wastage and loss are staggering: for every
thousand new ideas in science, only three or four are ever put to practical use.
To reduce these information gaps and frustrations, an intergovernmental cooperative venture
called UNISIST [United Nations International Scientific Information System] has been set up under Unesco
auspices. It is designed to stimulate the creation of national and international information systems in the
social, natural and exact sciences. Its beginnings go back to a January 1967 meeting between the
International Council on Scientific Unions (ICSU) and Unesco at which it was decided to work towards a
world scientific information system.

Location! Location! Location! It´s Rio!
[…] Location, location, location. Because what's Rio, the movie, without (pulsating, colorful,
exuberant, romantic) Rio, the city? The story is delightful, though predictable. The characters are
cardboard, even if 3D and feathery. But "predictable" and "cardboard" are the worst adjectives I
could possibly link to Rio. The Rio deal, is that I laughed all the way through it, like everybody else
in the theater.
Blu, the last male of his kind, is the happiest macaw, out there in a snowy town with Linda, his nerdy
owner. Jewel, the last female of her kind, lives in Brazil, and is the saddest macaw, imprisoned in a
cage and fighting for her freedom. She's a free-spirited soul, with the world at her feet. Blu has lived
a sheltered life, can't fly, and loves every minute of it. What happens when they meet? Anyone
above the age of 7 can guess how it ends (age 5 if he's seen the trailer). But there's so much
delight from the first minute to the last, that you don't want it to end. […]
As a native of Rio, I could recognize most places, and was stunned with how realistic were the
slums, and how the geography of the city, especially the mountains, could be so painstakingly
reproduced.
The movie is not a musical, but it comes close to it. There's funk, bossa nova, a few clichés of
Brazilian music and even samba sang in English (still conflicted about it!).
There is also the portrayal of animal trafficking, a centuries-old problem in Brazil, and the subplot of
a boy who lives on the streets and must resort to petty crime, which adds up to a much-needed
social commentary.
By all means, don't miss this movie.

How useful is online social networking in Education?
ICT in Education
UNESCO Bangkok
Online social networking is now so deeply embedded in the lifestyles of teens that it rivals television for their
attention, according to a new study from Grunwald Associates LLC, conducted in cooperation with the US National
School Boards Association.
Nine- to-17-year-olds now spend almost as much time using social networking services and web sites as they
spend watching television, the study revealed. Among teens, that amounts to about nine hours a week on social
networking activities, compared to about 10 hours a week watching TV.
Students are hardly passive couch potatoes online. Beyond basic communications, many students engage in highly
creative activities on social networking sites - and a sizeable proportion of them are adventurous nonconformists
who set the pace for their peers […]
Furthermore, students reported that one of the most common topics of conversation on the social networking scene
is education. Almost 60 per cent of students who use social networking talk about education topics online and,
surprisingly, more than 50 per cent talk specifically about schoolwork.
Yet the vast majority of school districts have stringent rules against nearly all forms of social networking during the
school day - even though students and parents report few behavior problems online. Indeed, both district leaders
and parents believe that social networking could play a positive role in students' lives and they recognise
opportunities for using it in education - at a time when teachers now routinely assign homework that requires
Internet use to complete. In light of the study findings, school districts may want to consider re-examining their
policies and practices and explore ways in which they could use social networking for educational purposes.
The study was comprised of three surveys: an online survey of 1,277 nine-to-17-year-old students, an online survey
of 1,039 parents and telephone interviews with 250 school district leaders who make decisions on Internet policy.
Grunwald Associates LLC, an independent research and consulting firm formulated and directed the study.
