National Ambient Air Quality Monitoring
Network – NAAQMN
• There are currently 136government owned stations
• Over 70 stations are reporting LIVE to SAAQIS
• Over 25 private stations coming to SAAQIS by end of 2019 (3 networks already reporting)

Project Objectives
Establish a NAAQMN QMS:• With detailed policies and procedures for the effective management of government
owned ambient air quality monitoring stations in line with Norms and Standard for AQ Monitoring & ISO 17025:2017 test/calibration requirements
• Built as part of the SAAQIS system in order to enable all stations reporting to SAAQIS to implement sound quality systems and demonstrate that network operators are technically competent and able to produce valid and credible ambient monitoring data
– Using credible standards and procedures– Presenting SAAQIS with information of known quality• Is traceable and comparable
• NAAQMN QMS is a component of the national reference system• A recommendation from NAAQMN Audit Report - 2010
NAAQMN QMS Benefits to Authorities
QMS will:
• Provide national consistency in the way ambient air quality monitoring is conducted and reported across the NAAQMN
• Reduce overall government costs in developing parallel quality systems per network/district or provincial level
• Capacitate officials so that they can manage their own networks
• Reduce costs in services provided by external personnel managing monitoring stations – sustainable gov systems
• Provide a framework with information technologies and the use of computer systems, electronic records supported by the new SAAQIS NAAQMN modules

NAAQMN Modules
SAAQIS solution consists of several modules:1) NAAQMN Station Ultimate – station management module
(optional, any logging system is compatible with SAAQIS)
2) NAAQMN Asset Maintain – Asset Management module
• Accessed online through the SAAQIS website
3) NAAQMN Data Management – data management and reporting module• For data verification, management and generating reports
• Provides data to the SAAQIS website for the general public

NAAQMN QMN Personnel Requirements
• Structural Requirements (based on network requirements)
• Users accessing SAAQIS to manage stations/data will have to complete the necessary requirements documented on SAAQIS – Appointment letters– Impartiality Risk Form– Confidentiality Form– Training registers
• These elements will be implemented as users are registered • Competency certificates based on assessments of network operators • NAAQMN governance will be online e.g., assignments, approval and signing off
of tasks approval of records, appointment of station operators etc.

Facilities and Laboratory ManagementOnline operation, reporting and archiving of station activities with SOPS and forms on:• Station and Equipment Configurations Templates (checklist – under
implementation)– Station configuration, maintenance and history (metadata, analysers, met equipment) – Asset Registry, analyser configurations, analyser specific diagnostics– Other equipment – calibrators, gases, spares etc.

NAAQMN QMS Benefits to Authorities
• NAAQMN QMS and SAAQIS improvements are bringing the NAAQMN closer to meeting the requirements of the National Norms and Standard for Air Quality Monitoring
• Authorities will have access to a standard NAAQMN QMS on SAAQIS which they can:– Use to bring stations to standard operations
– Present to service providers who are managing stations
– Modify, update based on their local circumstances
– Share lessons and experiences on NAAQMN QMS for continuous improvement
Way Forward
• Critical elements of the NAAQMN QMS SOPs, forms and templates under completion
• Working with service provider to bring outstanding forms and templates onto SAAQIS– Will continue to test these development with SAWS and NAQI service provider
– Registering authorities for national SAAQIS roll-out program
• National roll-out of SAAQIS to authorities from Feb 2020
• In the future, auditing will be brought online as well e.g., external assessments such as those by SANAS so that records are archived and accessible
• Pending engagements with SANAS and NMISA to sign new MOUs with DEFF for support in the implementation of NAAQMN
