Minister for States and Frontier Regions (Lt. Gen. (Retd.) AbdulQadir Baloch): (a) Yes; it has been reported that Afghanis (registered andun-registered) run their business in Pakistan without any Registration in FBR orany other entity at provincial level. The Afghan Population Profiling, Verificationand Response survey (PPVR) and a study on Economics Activities of Afghans inPakistan conducted by UNHCR during 2010-2011, data of 135,452 householdscomprising of 974,961 individuals was collected from the 1.7 million registeredAfghans. The data provides the baseline information on the different aspects oftheir life in Pakistan. The survey reveals that as businessmen, a total of 44,076Afghans have invested considerable amounts of money in their business over theyears. Conservative estimates put that figures in the range of Rs.18 to 45 billionsas reported in the last thirty years. 67.96% of these investors have made investmentsranging from Rs.1 to Rs.1.5 million. Almost 96% of all investments have beenmade below Rs.5 million.

38.7% of all enterprise owners pay taxes totaling about Rs.707.33 millionper annum as per details attached at Annex-A.

(b) No, there is no such proposal under consideration by the Ministry ofSAFRON.

An Abstract of the Study on Economic Activities of Afghans in Pakistanunder Para

CONTRIBUTIONS TO TAX REVENUE BY AFGHAN REFUGEES

38.7% Afghans tax payers in Pakistan is significant, in particular the 9.2%direct/income tax payers. The analysis of the Enterprise Survey data and inferencesfrom Key Informant interviews and an extensive review of available literature allyield some simple facts. Afghan nationals living in Pakistan, in nearly the same ratioas tax-paying Pakistanis to the population;

• Pay General Sales Tax on consumer items;• Pay Federal Excise Duties levied on utilities;• Pay Withholding Income Tax on cellular phone usage;• Pay Toll Tax for the use of highways and other Such communication

networks;• Pay their subscription to, informal and formal market, trade and

industry associations;

(a) the steps taken by the Government for rehabilitation of thepeople of those areas of Kashmir and Gilgit Baltistan who havebeen badly affected by natural disasters during the year2012-13 till date; and

(b) the name of authority established to deal with the said disasters?

Will the Minister for Commerce be pleased to state:

(a) the names of countries which contacted the Ministry for theexport of orange during the year 2013-14;

(b) the quantity of orange exported during the said period; and

(c) the steps taken to preserve the taste of orange and for packingat par with the international standards?

Minister for Commerce (Engineer Khurram Dastgir Khan): (a) Nocountry has contacted Ministry of Commerce for the export of oranges during theyear 2013-14, as normally, the importers approach directly to the exporters forthe import of the items including oranges.

(b) A total quantity of 1209.1 MT of oranges exported during July-December 2013-14 (latest available data).

(c) Pakistan produces oranges in negligible quantity; hence, there is nomentionable trend of exporting oranges from Pakistan. The major product of citrusfamily being exported from Pakistan is kino (Mandarin).

Pakistan Horticulture Development & Export Company (PHDEC),established with the mandate to work for production, development and export ofhorticulture products has:

(a) conducted trainings/workshops/seminars for the capacity building ofgrowers, processors and exporters.

(b) provided support to the horticulture industry including citrus industryfor country specific Sanitary & Phytosanitary (SPS) compliance and

(c) facilitated industry for obtaining international certification.

Presently, Pakistan has more than 250 processing plants in productionareas of citrus to keep the taste, aroma and to enhance shelf life of citrus fruit,where oranges can also be processed.

199. *Ms. Khalida Mansoor:

Will the Minister for Overseas Pakistanis and Human ResourceDevelopment be pleased to state the steps taken by the Governmentfor the Welfare of Overseas Pakistanis during the period from 2008to 2013?

Minister for Overseas Pakistanis and Human ResourceDevelopment (Pir Syed Sadaruddin Shah Rashidi) : (a) The welfare of theOverseas Pakistanis (OPs) primarily falls under the domain of Overseas PakistanisFoundation (OPF). OPF has run various programmes/projects for the welfare ofOPs in the fields of education, health, housing, financial assistance and other welfaremeasures.

The welfare initiatives taken/launched by the Overseas PakistanisFoundation for the Overseas Pakistanis (OPs) for period from 2008 to 2013 areas under:

1. Establishment / Upgradation of OPF Schools.

(i) OPF Public School Raiwand Road Lahore.

(ii) OPF Public School Nishtar Road Karachi.

2. OPF Scholarship Scheme

During the period an amount of Rs.7.5 million has been distributed to1102 children of Ops.

3. Establishment of OPF Housing Schemes.

(i) Housing scheme Zone-V, Islamabad(ii) Housing Scheme Phase-I (Extension), Lahore

4. Construction/Extension of OPF Schools

(i) Construction of OPF Girls School Building at Rawalpindi.

(ii) Construction of OPF School Building at Larkana.

(iii) Construction of OPF School Building at Sheikhupura.

(iv) OPF Girls College Building at Hangu (under construction).

(v) Science Block at OPF Girls College Islamabad (underconstruction).

(vi) OPF High School Building at Sanghar (under construction).

5. Upgradation of OPF Hospitals

Eye Hospitals each at Mirpur (AJK) and Dera Ghazi Khan have beenupgraded to General Hospitals.

6. Free Eye camps for destitute families of OPs

24 free eye camps were established through out the country at differenttimes during the said periods 33442 patients were treated.

7. Free Transportation of dead bodies of OPs

197 dead bodies of OPs were transported to Pakistan.

8. Settlement of Dues of Overseas Workers

OPF deals with death dues and compensation cases of OPs having legalstatus in host countries, who expire abroad in host countries or inland due tonatural / unnatural death.

5284 cases were received out of which 1729 cases were settled and anamount of Rs 1.4 billion was paid/disbursed to OPs. The remaining cases areunder process.

9. Provision of Financial Assistance to the destitute families ofOverseas Pakistanis in the event of death or, disability of OP.

An amount of 362.45 million has been disbursed among 3024 destitutefamilies of OPs.

10. OPF 24/7 Monitoring and Complaint Cell for OPs.

11. OPF-NADRA swift centre for OPs.

12. Free Transport Bus Shuttle Service for OPs Islamabad airport.

13. OPF Airport Facilitation Counters.

14. Assistance in distress.

OPF has helped the stranded OPs in Libya and the affectees of floodsand earthquake (Annex-I).

15. Establishment of Vocational Training Centre at Peshawar.

16. Pension Scheme for overseas Pakistanis

In the year 2001 OPF launched self-contributory pension, scheme toprovide pension to the OPs. In the year 2009, OPF has introduced Islamic pensionscheme. Brief of the pension plan is at Annex-II.

Annex-II.OPF’s Self-Contributory Pension Plans

OPF launched a self contributory Pension Scheme in July 2001 to providepension benefits to the OPs. Five different conventional plans with 5, 10 and 15years maturity period were offered.

Minister for States and Frontier Regions (Lt. Gen. (Retd.) AbdulQadir Baloch): 1. The Government has taken the following steps for increasingenrollment of children between age of five to sixteen in schools in FATA:

(i) Supply of Free Text Books:

In order to increase the enrollment rate and reduce the burden onthe parents, free text books are being provided to all male and femalestudents from KG to 10th class in Government schools since 2005-06.

(ii) Scholarships to Girls students:

The female students of Government schools, from class 6th to 10thin entire FATA are given a monthly scholarship of Rs.200/- per monthper student.

The male and female students in Government Primary Schools aregiven 75g of biscuits packet everyday and female from middle up tosecondary schools are given @ 4.5 kg tin of edible oil on monthlybasis.

2. It is expected that enrollment of students will be increased by at least10% in the forthcoming academic session 2014-15.

Will the Minister for Commerce be pleased to state:

(a) whether it is a fact that the import tariffs have been reducedduring the recent years by signing agreements regarding lower‘bound’ tariffs under the World Trade Organization and FreeTrade Agreement with China during the year 2006;

(b) whether it is also a fact that the said agreements are against theinterest of most of other developing countries;

(c) whether it is further a fact that the highest balance of paymentcrisis in the country’s history has occurred therefrom;

(d) whether manufacturing sector of the country stunted due to thesaid agreements; if so, the justification to sign such agreements;and

(e) the steps being taken to adopt Pakistan’s friendly policies toprotect indigenous manufacturing sector?

Minister for Commerce (Engr. Khurram Dastgir Khan): (a) Noagreement has been concluded on reduction of bound rates under anyWTO-Agreement since Pakistan’s joining the WTO in 1995.

In all countries, three categories of tariffs exist for the same product/commodities. These categories are described below:

i. Bound Rate: Tariff rates or ceiling rates which a particular countryhas committed as the ceiling rate not to exceed.

ii. Applied Rates: These are the actual customs duties notified by acountry, for all its trading partners with which it does not have anyspecial trading arrangements. These are commonly known as MFNtariffs as well. It may be added that these rates are generally lowerthan the bound rates agreed with the WTO, as the latter have

sometimes been fixed higher by countries with a view to have policyspace in the formulation of their respective trade regimes.

iii. Preferential Tariff: These are tariffs which are agreed to be fixedat lower levels than MFN rates for a particular country or countries,as a result of bilateral or plurilateral Trade Agreements.

As regards the China-Pakistan Free Trade Agreement (CPFTA) on Trade& Goods. The same was signed on 24th November, 2006 and implemented from1st July, 2007. Both countries agreed to have lower preferential tariffs under thisagreement, on a reciprocal basis.

(b) Not applicable.

(c) Not applicable.

(d) Not applicable.

(e) Not applicable.

(a) whether it is a fact that import consignments of raw material ofcloth, steel sheet, machinery, auto parts and other various itemsare being cleared under the disguise of industry;

(b) whether it is also a fact that the national exchequer faces lossof tens of millions of rupees monthly due to said corruption; ifso, the reasons thereof; and

(c) the steps being taken by the Government in this regard?

Minister for Overseas Pakistanis and Human ResourceDevelopment (Pir Syed Sadaruddin Shah Rashidi) : (a) The minimum pensionbeing paid to an insured person presently is Rs.3600 per month. Maximum monthlypension is Rs. 6240/- depending upon the length of service of insured person.

(b) During the last five years, the Institution increased the minimum pensionas follows:

• From Rs.1, 500 to Rs.2, 000 (33% increase) and 15% increase inpensions of existing pensioners w.e.f July 1, 2008.

• From Rs.2,000 to Rs.3,000 increased and 15% increased in pensionsof existing pensioners w.e.f July 1, 2010

• From Rs.3,000 to Rs.36,00 increased and 20% increased in pensionsof existing pensioners w.e.f January 1, 2012

Present position of EOBI resources does not allow any further increase inpension.

209. *Mr. Qaisar Jamal:

Will the Minister for States and Frontier Regions be pleased to state:

(a) whether it is a fact that the attention is not being given by theMinistry to the Technical Education Sector of the FederallyAdministered Tribal Areas (FATA) since long;

(b) whether it is also a fact that the Technical Education Schools/Colleges/Institutions have been damaged in FATA largely dueto Military operation therein; if so, the details thereof;

(c) the steps being taken by the Government to reconstruct andrehabilitate the same in the said area?

Minister for States and Frontier Regions (Lt. Gen. (Retd.) AbdulQadir Baloch): (a) Attention is being given by the concerned Ministry for theimprovement of Technical Education in FATA. The following steps have beentaken in Technical Education Sector.

i. In 2005-2006 all the Vocational Training Center and CommercialTraining Institutes were Up-graded to the level of Govt. TechnicalInstitute (Mono Tech) and Govt. College of Commerce andManagement Science where three (3) years diplomas with shortcourses and B.com/BBA/BIT/DIT etc are started.

ii. Govt. Technical Institute. Khar Bajaur Agency has been Up-gradedto the level of Govt. College of Technology during 2011-12.

iii. Govt. Polytechnic Institute has been Established/opened at ParachinarKurram agency during in 2012-13.

iv. Govt. Technical Institute Chaghmalai SWA has been establishedand started function during 2011-12 with three (03) years ElectricalTechnology and short courses Govt. College of Management SciencesWANA. has been completed and will start functioning as and whenthe ban on appointment is lifted.

vi. Govt. Technical Institute WANA (WITT) is under construction. Someshort courses have been started by the Army in Govt. College ofManagement Sciences Building. The Army has also submittedproposal for Up-gradation of the said Institute to the Govt.Polytechnic Institute level with four (04) Technologies which is underprocess.

vii. One another Technical Institute at Masud Area South WaziristanADP No. 1252 is under process.

(b) The following Institutes of Technical Education in FATA has beendamaged fully or partially.

1. Govt. Technical Institute Bara Khyber Agency (building along withMachinery/Equipment damaged fully).

4. Govt. Technical Institute Khar bajaur Agency was damaged partiallyand occupied by Pak Army.

(c) The following steps have been taken for the Reconstruction/Rehabilitation of damaged Technical Institutions.

1. Govt. Technical Institute Bara Khyber Agency has been shifted toGovt. College of Management Sciences at . Jamrud Khyber Agencyand started function there. On the normalization of Law & OrderSituation at Bara Khyber Agency the building will be reconstructed.

2. Woolen Center, Metal Center and Govt. Technical InstituteMiranshah are shifted to Govt. College of Management SciencesMiranshah Building-where three years Diploma in electricalTechnology with Some short courses has been started. The openingof Civil technology (DAE) three years Diploma is also proposed byPolitical Agent Miranshah and expected to be started during the nextacademic session.

3. The damaged portion of the building of Govt. Technical InstituteKalaya is under Construction and will be complete soon.

4. The building of Govt. Technical Institute Khar Bajaur has beenreconstructed under the supervision of Pak Army and has beenupgraded to the level of Govt. College of Technology. Further-morefunds have been allocated for the Instituteswhich are not affected inMilitancy/Military operation but needs Rehabilitation and improvementin the existing facilities.

Minister for Textile Industry (Mr. Abbas Khan Afridi): TheGovernment approved first ever Textiles Policy 2009-14 in August 2009. Variousshort to medium term schemes were notified by this Ministry including SRO ofduty free import of textiles machinery by the Federal Board of Revenue. UnderTextiles Policy initiatives till date Rs. 28 billion have been disbursed by the StateBank of Pakistan and Rs. 27 billion were disbursed in schemes facilitating theexports of value added products. Moreover, the Ministry has not placed anyproduct of the textiles value chain for import or export restriction.

212. *Rai Hasan Nawaz Khan:

Will the Minister for Textile Industry be pleased to state:

(a) the steps being taken by the Ministry to match the tariff lineswith Brussels in order to get full benefits from the GeneralizedSystem of Preferences (GSP) plus status granted to Pakistan byEuropean Union to compete the neighbouring countries; and

(b) whether it is a fact that Bangladesh and India have matchedtariff lines but Pakistan is lagging behind?

Minister for Textile Industry (Mr. Abbas Khan Afridi): (a) TheGeneralized System of Preferences (GSP) Plus status as given to Pakistan by theEuropean Union is available on all the textile tariff lines and hence the issue ofmatching the said tariff lines does not arise.

(b) The Harmonized Commodity Description and Coding System, alsoknown as the Harmonized System (HS) are similar in counties at six- digit level. Ateight or ten digit level every country has different tariff lines.

It is not a fact that the domestic textiles industry has not been providedwith the support. The Government approved first ever Textiles Policy 2009-14 inAugust 2009. Various short to medium term schemes were notified by this Ministryincluding SRO of duty free import of textiles machinery by the Federal Board ofRevenue. Under Textiles Policy initiatives till date Rs. 28 billion have been disbursedby the State Bank of Pakistan.

The matter of power cost pertains to the Ministry of Petroleum and NaturalResources and Ministry of Water and Power.

(b) The import duty on cotton yarn is at zero % through SRO (15)/2010.

(c) Increase in imports of any product in presence of established valuechain may cause injury to the domestic sector.

(d) The Ministry of Textile Industry has moved a Summary to theEconomic Coordination Committee (ECC) of the Cabinet for its consideration towithdraw the SRO (15)/2010. This will restore the duty to 5% which was prevalentbefore the issuance of this SRO.

(b) In FATA the LEAs are busy taking actions against the miscreant/terrorists. In Mohmand and Bdjur Agencies after successful operations of securityforces writ of the Government has been established. The miscreants in these Agencieshave shifted across the border to Afghanistan and they are involved in attacks onLEAs on this side of border on check posts etc. The Political Administration incoordination with the LEAs have established Village Defense Committees, AmanLashkars where ever possible, in FATA and they are effectively countering themilitants groups.

This has been, done in accordance the colleetive & territorial responsibilitiesof the tribesmen under Section-21 of FCR. The involvement of locals in protectionof their territories is in line with tribal customs and has always been used as a toolfor ensuring peace and stability in the Tribal Areas.

While in FATA, the system was kept continued by the Governor, KhyberPakhtunkhwa as it was the major source of income of various Town Committeesof FATA. In the absence of an alternative arrangement, its abolition is not possibleat present.

Minister for Commerce (Engr. Khurram Dastgir Khan): No directiveswere issued by the Ministry to Trading Corporation of Pakistan (TCP) during theyear 2011 for conditional regularization of 39 employees who did not possess therequired academic qualification and experience for their posts. However, the Boardof Directors of TCP in its meeting held on 28-10-2011 decided as under:

i. After due deliberation, the Board of Directors (BOD) decided toimplement the Cabinet Sub-Committee’s decision of October 11,2011 which was conveyed by the Ministry of Commerce, Islamabad.

Minister for Overseas Pakistanis and Human ResourceDevelopment (Pir Syed Sadaruddin Shah Rashidi): After the war of Iraq–Kuwait, United Nation Compensation Commission (UNCC) was established inGeneva for giving compensation to the affectees of Iraq –Kuwait War all over theworld. In Pakistan, Overseas Pakistanis Foundation (OPF) was designated asfocal organization for collection/submission of claims to the UNCC.

The OPF invited claims through print and electronic media. The claimswere received from 01-01-1992 to 31-12-1995. Up to cut-off date 44,538 claimswere received, which were submitted to the UNCC.

The UNCC started payments to the affectees through OPF in 1997. Upto2007 an amount of US$.324.87 million was paid to 44290 successful claimants inPak Rupees. In May 2009, the Honourable Chief Justice, Supreme Court ofPakistan took suo-moto notice and after conducting hearing ordered for paymentof interest/markup earned on the principal amount of compensation.

In pursuance of orders of the Hon’ble Supreme Court of Pakistan,payment of interest/markup was made to the Iraq-Kuwait War affectees who hadalready received principal amount of compensation in accordance with the approvalof the United Nations Compensation Commission (UNCC).

During last five years, Rs.1,12,07,68,959/- have been disbursed to the37,712 affectees of Iraq-Kuwait war. Process of the payment has been completed.Response from 6,578 recipients is still awaited.

It is also mentioned that as per policy decision of the United NationsSecurity Council, the information paid to the individuals is required to bekept confidential and not to be made public.

Minister for Overseas Pakistanis and Human ResourceDevelopment (Pir Syed Sadaruddin Shah Rashidi) : Seven million plusoverseas Pakistanis, spread all over the world, are better positioned today than inthe past. They are invested with educational and professional excellence and havebrought name and glory to Pakistan due to their consistent hard work anddedication. That’s why the demand for Pakistani workers abroad and resultantflow of remittances into Pakistan are rising unabated.

Missions abroad play an instrumental role in spreading the word and theystreamline image of the State overseas. At present, regular interaction of PakistaniMissions with local political leadership, foreign media, civil society and businesscommunities have been ensured. They regularly organize seminars, conferenceson the subject and cultural events depicting Pakistan as a friendly, moderate andcivilized nation. This has successfully dispelled the negative image of Pakistanabroad to a great extent.

The Missions also remain in constant contact with Pakistani communityoverseas and advise them to strictly abide by the rules and regulations of thatcountry to depict positive image about Pakistan. Significant role of CommunityWelfare Attaches, who are officials of Ministry of Overseas Pakistanis & HumanResource Development, cannot be down played. They are appointed abroad incountries where sizeable numbers of Pakistani community abode. They remain inconstant contact with them and they not only resolve their day to day problemsbut motivate them to conduct themselves as a law abiding and civilized community.

Under Section 15 of Emigration Ordinance, 1979, all Regional Offices ofthe Bureau of Emigration & Overseas Employment under the administrative controlof this Ministry also arrange pre-departure orientation and briefings for all intendingemigrants. During these briefing sessions, apart from other information relating totheir contractual obligations, they are also briefed not to indulge in any criminaland negative activities including terrorism in their host country.

(a) i. Abu Dhabi

Total number of Pakistani prisoners in jails of Abu Dhabi emirate (AbuDhabi, Al-Ain) is 500 approx.

ii. Dubai

It is informed that the Government of the UAE has advised the Consulateto seek such information through proper channel by requesting to the Ministry ofInterior, UAE through the Embassy of Pakistan, Abu Dhabi. The Embassy hasbeen requested to seek the relevant information and forward the same to theMinistry as desired.

(b) i. Abu Dhabi

The Counselor Welfare Affairs regularly visits jails of Abu Dhabi and Al-Ain on alternative basis and discuss matters of Pakistani prisoners with the jailauthorities, if any. The Embassy also make sure that all Pakistani prisoners arebeing availed the legal facilities who are under trial and those who complete theirjail terms. In case of any problem or delay the local authorities are promptlycontacted for early release of Pakistani prisoners who complete their jail terms.The local authorities are being requested to include maximum number of Pakistaniprisoners in pardon list on National day and other Religious occasions. Legalassistance is also provided to needy prisoners so that their cases are finalized atthe earliest.

ii. Dubai

As per instructions of the Government of the UAE, the Mission has beenrefrained from interference in court cases/ prosecution proceedings. Moreover,for expert consultation, no funds are available with this Mission to hire any lawyer/legal counsel to pursue such cases of prisoners during prosecution. On case tocase basis, the Consulate mobilizes community assistance that in certain casesproves very useful.

Will the Minister for Inter-Provincial Coordination be pleased to statethe steps taken by the Ministry for promotion of games other thanCricket, Hockey and Football in Pakistan during the period from2002 to 2008?

Minister for Inter Provincial Coordination (Mr. Riaz HussainPirzada): Primarily it is the responsibility of the concerned National SportsFederations to promote their own sports. The Government substantiates the effortsof the National Sports Federations by giving them financial, technical andadministrative support.

The Government is committed to provide maximum possible financial andadministrative support to the National Sports Federations for promotion of theirrespective games. The Federal Government through Pakistan Sports Board (PSB)is providing financial / technical assistance to the affiliated Federations in the shapeof annual grants for holding the national championships and to meet their day-to-day requirements. Special grants are given for porticipation in internatonalcompetitions at home and abroad.

PSB also bears the expenses on preparation (by providing its facilities)and participation of Pakistan contingents in Olympic Games, Asian Games,Commonwealth games, South Asian Games. Islamic Games as well as other megasports events.

Organized special sports events like Prime Minister’s Sports Festival,2012, Pakistan Inter-Board Sports, 2012 and 2013 for promotion of sports.PSB also sponsored for holding of National Games bi-annually.

PSB is organizing Inter-Provincial Sports Tournaments regularly. Thesetournaments are being organized in rotation in various Provinces of the countryincluding AJK, Northern Area, FATA and ICT Islamabad. These includecompetitions for both boys & girls and are attracting regular participation.

Youth Summer Training Camps

Pakistan Sports Board organizes annual Youth Summer Training Campsat its Coaching Centres located at Karachi, Lahore, Peshawar and Quetta inwhich approximately 270 boys and girls / youth participate. Qualified coaches of

the country are detailed to impart coaching to them. The participating young sportsboys and girls are provided opportunities to learn the basic techniques, skills andsystematical methods of training. Subsequently by attending these camps theyimprove their performance.

Promotion of Club Sports Culture

Sports Clubs are nurseries from where the sporting activities are originatedand subsequently the talented sportsmen emerge. This is the area whereGovernment support can produce the marvelous results. Keeping in view, thesignificance of club sports, the Executive Committee of PSB approved thePromotion of sports clubs in the country.

In the 1st phase, PSB provided sports goods and “grant in aid” amountingof Rs.8.600 million to Deputy Commissioners of the 6 Districts of KPK i.e.Malakand, Buner, Lower Dir, Upper Dir, Bannu and Lakki Marwat, after duescrutiny of clubs.

In 2nd Phase, survey is being carried out in other provinces of the countryand step wise, sports goods will be provided to the clubs and “special grant in aid”for organization of Inter-Club Sports Tournaments and improvement of their sportingfacilities. With this campaign, the club sports culture will be developed, promotedand talented young sportsmen will rise from obscurity to national and internationalacclaim.

Will the Minister for Kashmir Affairs and Gilgit-Baltistan be pleasedto state:

(a) whether it is a fact that the Tain Dhalkot Road, District Poonch,Azad Jammu and Kashmir has not been completed so far anddelayed for thirteen (13) years; if so, the reasons thereof; and

(b) the time by which the said road will be completed?

Minister for Kashmir Affairs and Gilgit-Baltistan (Mr. MuhammadBarjees Tahir): (a) An amount of Rs. 61.706 million was allocated in 2001through Azad Jammu and Kashmir Annual Development Programme for this Projectand was later on shifted to Federal PSDP under Kashmir Affairs & Gilgit-Baltistan

Division, in 2006. The revised PC-I costing Rs. 471.882 million was approved byCDWP on 27-02-2007. Meanwhile after proper survey and design as perdirections given by CDWP the recast/revised PC-I was submitted in July, 2010for consideration of CDWP but the same remained under process of approval atfederal level for almost 02 years.

2. However, after applying the then prevailing rates the re-revisedPC-I costing Rs. 860.000 million was approved by CDWP on 14-03-2012.Thereafter, the project was again shifted to AJK Annual Development Programmeduring financial year 2012-13. After changing some specifications the ExecutingAgency, the AKPWD, requested to present the same PC-I before the AKCDCmeeting held on 20th May, 2013 and the AKCDC approved the re-revised schemefor the already verified amount by the CDWP i.e. Rs. 860.000 million. Nowthe work on the project is in progress and is likely to be completed byDecember, 2015.

180. Mr. Siraj Muhammad Khan:

Will the Minister for Commerce be pleased to state the progress madeby the Ministry for the establishment of EXPO Centres in Peshawar,Quetta and Faisalabad during the year 2013-14?

Minister for Commerce (Engr. Khurram Dastgir Khan): The progresson establishment of Expo Centres in Peshawar, Quetta and Faisalabad during theyear 2013-14 is given below:

(a) Expo Centre at Faisalabad: The proposal of establishment of ExpoCentre at Faisalabad was initiated by Provincial Minister forCommerce & Investment; Government of Punjab in year 2010,however, the progress on the proposal was stalled for want ofagreement between Provincial government and Trade DevelopmentAuthority of Pakistan, a trading arm of Ministry of Commerce. Toresolve this issue, the Industries, Commerce & Investmentdepartment, Government of Punjab, convened a meeting of ProvincialGovernment Authorities and Trade Development Authority underthe chairmanship of Secretary, Ministry of Commerce on 12th March2011. Accordingly, the PC- I of the projects is under preparationand the same will be submitted to the Ministry of Commerce in April2014 for approval.

(b) Expo Centre at Quetta: Provincial Government was approachedby TDAP for allocation of land for the proposed Expo Centre andWarehouse at Quetta. The Provincial Government, regretted toprovide land due to non-availability of 50 acres state land withinvicinity of airport or commercial area. Later on the issue was discussedwith Station Commander, Station Headquarters, Quetta Cantt forprovision of 10 to 15 acres land. At present the TDAP is preparinga report on economic viability of establishment of Expo Centre atQuetta.

(c) Expo Centre Peshawar: The proposal to establish Expo Centre atPeshawar has been taken up with the Provincial Government KPKfor provision of land. The matter is under consideration with theProvincial Government KPK.

Will the Minister for Kashmir Affairs and Gilgit Baltistan be pleasedto state:

(a) whether it is a fact that the ratio of cutting of trees in AzadJammu and Kashmir and Gilgit Baltistan is increasing;
