DATA Task Force Updates


The CSBG DATA Task Force held their third in-person meeting in Washington D.C. on July 31st and August 1st, 2019.

Members from local agencies, state offices, and state associations met to discuss the technical assistance needs of the network pertaining to the CSBG Annual Report.

The DATA TF discussed topics ranging from the first full submission of the new CSBG Annual Report back in April to the upcoming OMB Clearance processes.



It was recognized that overall the Network did a great job in its first year of reporting in the CSBG Annual Report but that TTA needs still exist.

To that end, the DATA TF will develop new tools and resources based on what they’ve learned from the first round of reporting.

Tools and resources will include: Guidance on targeting in Modules 3 and 4; best

practices with data collection and systems; a reporting “calendar”; new FAQs; a Module 3 compendium of examples; TTA materials on measurement tools and analysis, and a master listing of all available resources to improve navigation and utilization of existing resources.

ANNUAL REPORT UPDATE


CSBG Annual Report Update

• Where are we now:– OCS continues to work on the data review.

• NASCSP completed a preliminary review of Module 3 in July. OCS is working on a final review of Module 3.

• States should hear from OCS on Module 3 in October. • We will work with OCS to begin the review of Modules

2 and 4.• This means that the FY18 data is not final.• States will receive a “review memo” directly from their

OCS specialist.


CSBG Annual Report Update

• Where are we going:– Working to develop FY19 reporting forms

• NASCSP is working with our vendor to develop the FY19 SmartForms and the XML

– You can expect to see: » OMB Clearance technical edits» Comparisons between FY18 and FY19 data» Improved comment fields!» Updates to field names in the XML

• NASCSP is working with OCS to update OLDC


CSBG PERFORMANCE MANAGEMENT WEBSITE


CSBG Performance Management Website

• NASCSP is supporting OCS in the development of the CSBG Performance Management Website that will highlight state level CSBG data.

• States will be able to pull reports with graphs and charts and query the system for information found in state plans and Module 1.

• The website will be released only to states first prior to the general public.

• There will eventually be a public and private side.


OMB CLEARANCE


OMB Clearance Update

• NASCSP held a special webinar for state offices only last week on the OMB Clearance.

• Slides are on the member portal.– We will summarize that conversation here for you.

• The clearance package has not yet been posted in the Federal Register.– NASCSP will keep you posted when the package

posts.


OMB Clearance Update• Current OMB Clearance is focused on technical

changes only.

• Allows submission of FY19 reports for the data currently being collected by the CSBG network.

• Future OMB Clearance (which will start next year in 2020) will allow extensive input on any proposed content.

OMB Clearance Update• OCS is considering moving all states to the

federal reporting period (October –September) to align Modules 2-4 with the Module 1 reporting period.

• NASCSP has convened a workgroup on this topic to help develop tools and resources to be discussed at our February conference.


HCCT/RPIC- State Roles• In partnership with the State Association/RPIC Lead:

– Develop and implement the State T&TA Plan – Identify, select, and support HCCT Initiatives

• Selection Processes– Identify potential linkages and funding that can support

Community Level Initiatives – Participate in meetings and conference calls

• Timeline– Year 1: Planning (October 2019 – September 2020)

• Identify and Select HCCT Initiatives

Legislative Update

Appropriations• House passed several appropriations bills in June

– Labor-HHS Bill (CSBG @ $760 million)– Energy and Water Bill (WAP @ $290 million)

• Senate still working on its appropriations bills– Labor-HHS Markup was abruptly canceled last

week, no Senate CSBG number yet– Senate Energy & Water did hold a hearing, WAP

increased $10 million over House number

• Continuing Resolution will be needed– Most likely short term through mid November


Legislative Update

Reauthorization• CSBG Reauthorization is gaining co-sponsors in the

House (92 right now)– Have not been any hearings held on the bill– CSBG reauthorization has not yet been

introduced in Senate

• WAP Reauthorization passed out of their respective House & Senate committees in July– NASCSP has weighed in on Amendment

language– Could see full House/Senate votes late this year

or early next year
