NAME BADGESName badges are required for admission to all conference sessions, meal functions and sponsored evening events. You are requested to wear yours at all times. If you misplace your name badge, please inform the NASASPS registration table and a replacement will be provided. Please note that magnets are used in this year’s name badges. If you have a medical condition that does not allow you to wear magnets, please notify staff at the registration table.

HOSPITALITY SUITEThe NASASPS Hospitality Suite is located on the 18th floor in Room 1830. The suite is open to all attendees and is available throughout the evening on Sunday, Monday and Tuesday after the conclusion of the conference activities for each day.

1:45–2:45 p.m. General Session | The Role of Receiverships, Bankruptcies, and other Restructuring Options in Higher Education Conference Center AAcross all sectors, higher education has witnessed an increase in the number of institutions facing financial distress. This has led to a related increase in the number of schools attempting operational and financial restructuring, pursuing merger, acquisition, investment opportunities, and seeking court and agency assistance. The presenters have worked extensively with distressed schools and other organizations managing receiverships, bankruptcies, assignments and similar processes. They will explore the distinctions among these various options, discuss their application to higher education, and, through case studies, reflect on lessons learned.

3–4 p.m. General Session | School Closures from the Institution and Regulator Perspectives Conference Center AWith school closures and teach-outs on the rise, both institutions and state regulators are rethinking what information is needed to best inform the closure process and how to get it. The session will allow regulators and others to gain an understanding of the information closing institutions must provide, to whom, and within what time frames, while regulators can inform institutions and other entities of what information they need to best serve students.

§Methods to identify possible visa mills operating in our respectivestates; § Identifying contact people at your agency that would work with stateregulators on issues regarding possible visa mill activity; § Identifying suspicious activities at regulated schools that should bereported to your agency; and §Methods and activities to increase effective interaction between stateagencies and Homeland Security/SEVIS/ICE

Concurrent Session | Coding Bootcamps: Disrupters or Bridging the Digital Skills Gap? Conference Center AAccording to a 2018 Course Report market study, Coding Bootcamps are a $240 million dollar industry and will graduate approximately 20,000 developers by the end of 2018, a 20% increase from 2017. There are 108 full-time coding bootcamps, and market growth is strong. Since 2013, bootcamps have increased 9x and are in 86 cities and 44 states. The goal of this presentation is to discuss the Coding Bootcamp model and how best to work in partnership with traditional education, state regulators, and students.

Concurrent Session | Communicating About State Authorization: Institutional Examples (SAN Session) City Terrace 9How do you explain what state authorization is and why it’s important to stakeholders? It can be tricky to communicate about complex and evolving distance education regulations to institutional leaders, faculty, staff and students. State authorization staff from The Ohio State University and Purdue University will share institutional state authorization communication strategies and tools.

a hurdle to overcome, but rather a supporting partner in driving the university mission. 3–4 p.m. Concurrent Session | Washington Potpourri: A Whirlwind Tour of the Legislative Landscape and the Department of Education Activities

Conference Center A We passed the mid-term elections and we are now in the 116th

Congress. What can we expect from Congress in higher education? How likely will there be a reauthorization of the Higher Education Act? While there have been tensions between the Republicans and Democrats, there are a number of bipartisan areas of support, such as the desire to simplify the FAFSA, the need for accreditation revision, loan repayment plans simplification, state authorization, and lifting the student unit record ban. What will happen on the regulatory front? Will the Department of Education change the rules on accreditation, distance education, state authorization and other provisions? Will the Department make changes to the rules for areas that some believe should be made by Congress? Predictions will be offered as to what is likely to happen.

Conference Center A Thanks to the rapid development and widespread acceptance

of online programs over the last decade, American universities and their respective business partners now offer degree or non-degree programs entirely online around the world. The international market is very appealing to U.S. institutions for many reasons including decreasing domestic U.S. enrollments. But when considering online programs abroad, important U.S. and non-U.S. legal and compliance issues arise. Building on last year’s successful program, we will provide an overview and update on legal developments and lessons learned regarding offering online programs internationally.

9:45-10:30 a.m. General Session | NC-SARA Update Conference Center A State Authorization Reciprocity Agreements (SARA)

provides a uniform compliance option for more than 1900 participating institutions nationwide in member states. Currently, 49 states plus the District of Columbia, Puerto Rico, and the U.S. Virgin Islands have been approved as SARA member states. Distance education activities, such as online learning and supervised field experiences, are authorized through SARA for SARA participating institutions offering their activities in SARA member states. This session will give a brief update on the national SARA landscape, provide insights on the current U.S. Department of Education regulations, share information about enrollment data that has been collected on online learners (including data from 3 years of reporting and the lessons learned from the first year optional placement reporting), and discuss upcoming SARA projects, such as the NC-SARA website, the Searchable Catalog of Programs, and The Guide. This presentation will provide ample time for questions from the audience.
