Why do we need a strategy for planning?

We have many problems with public services, butWHO knows WHAT to do?

a) The Ministry?b) The NGO-s?c) The families (parents)?

What happens if you don’t have a strategy?Many options:

1. Nothing happens. Things stay the same.

2. Different stakeholders act differently – they fight for their own resources.

3. Governments doesn’t have to follow a schedule/plan (=strategy)

Why do we need a strategy?Disadvantages:- Takes time to launch real projects – first you have to

deal with detailed planning to make a strategy- Needs money – experts will only work for money…- Needs lobbying – you ought to have legal frame in order

to make things change…

Advantages:- Your strategy will detail nearly everything: order of tasks,

stakeholders, responsible public administration bodies etc. – it’s good to se the whole picture…

- Your strategy will be relevant for NGO-s, public administration etc.

- You can start to fight for the execution of your strategy

What shall we do first?

Instead of instant implementing:

1. Convince the Government: they do need a long-term (mid-term) strategy

2. Try to give it a legal frame – so government will have to execute it

3. Bring together experts from each side: a) experts of special educationb) Experts of public administration

March 2007 Government Decree about the need of such Strategy

January 2008 starting of work on the Strategy

July 2008 Strategy finished, sent to Ministry of Social Affairs

September 2008 Minor correction in the Strategy

From October 2008 to October 2009

Negotiation between ministries about financial matters + constant lobbying for the strategy by NGO-s (press releases, MP-s work etc.)

From October 2009 to January 2010

Final works on the text of the Government Decree

January 2010 Adoption of Government Decree 1038/2010 on the National Autism Strategy
