2007-2013: National Contact Point for the Competitiveness and Innovation Framework Programme (CIP).
Since 2014: NCP for Financial Instruments of the EU Programmes
• Appointed & financed by the Polish Government.
• Operates within the Polish Bank Association.
• Offers informational and promotional support relating to financial instruments for entrepreneurs and other beneficiaries under the EU programmes.
• Services provided free of charge, throughout the country.

• entrepreneurs (and other final beneficiaries of the financial instruments),
• financial institutions (actual and potential intermediaries of the financial instruments,
• business environment institutions (cooperation in promotional projects),
• regulators (assistance in planning and implementation of public instruments, in the area of public aid etc.).
NCP offers support for:
MISSION: one-stop-shop for the information on the financial instruments
of all the EU programmes
NCP provides support in the area of financial instruments of all EU programmes that offer financial instruments for entrepreneurs.
Programmes launched before 2014 (some financial instruments still active):• Competitiveness and Innovation Framework Programme (CIP),• 7th Framework Programme for research and technological development,• European Progress Microfinance Facility.
Programmes for 2014-2020• COSME - Programme for the Competitiveness of Enterprises and SMEs, • Horizon 2020 - the Framework Programme for Research and Innovation,• "EaSI" Programme for Employment and Social Innovation • "Creative Europe" programme for the Cultural and Creative Sectors.

NCP within the financial instruments implementationsystem
Promotion of new instruments:
• general training: soon after launch of an instrument(seminar for potential intermediaries / beneficiaries)
• individual workshops
• e-mail and phone consultations
• intermediation in relations with EIF – if required
• translations of Calls for Expression of Interest & other documents
General promotion:
• information on existing opportunities during meetings / trainings organized by unions, associations etc.

Support in implementation phase:
• promotion of intermediaries’ offer
• intermediation in relations with EIF (if required)

What we do not offer (but were asked to):
• take decisions for potential intermediaries (as should they apply or
not, which instruments would be the best etc.)
• write their applications to EIF / EIB
Support for financial institutions
• Promotion of preferential offer during events (conferences, trainings
etc. – own or organized by partners)
• Individual consultations & recommendation of best instruments; initial
evaluation of proposals
• Cooperation with other business support institutions, as development
agencies, regional institutions, organizations of employers, sectoral
associations, Cohesion Policy managing & implementing bodies etc.
(„no wrong door” rule applies)
What we would not offer (yet?):
• Assessment of client’s creditworthiness
• Preparation of client’s credit application
Support for entrepreneurs:

• support on planned / proposed regulations, operational
programmes, projected financial instruments
(by consultations, presence in working committees, expert reports,
etc.)
• analyses and working papers on selected topics eg.:
– WP on combining support from different instruments, as
EU financial instruments and domestic programmes

Programme for Incubation of Financial Client
• market initiative
• based on cooperation of financial institutions
• for micro-entrepreneurs (incl. self-employed) that are financially excluded and cannot have access do credit
Scheme:
• Client rejected by the bank scoring system is transferred to loan fund (by client’s permission, for a provision paid by the loan fund)
• loan fund is providing financing which is more expensive, but available & accessible. Fund delivers individual approach, pays more attention, provides advisory services etc.
Gains:
• client is building his credit history
• gets bankable & able to access to the general financial market

Pilot phase:
• Programme by the Inicjatywa Mikro & the National Contact Point for Financial Instruments
• Started in January 2016
• Kick-off meeting in March
• 2016 Q2: negotiation with banks
• Financial base: Inicjatywa Mikro portfolio guaranteed by EIF under the EaSI Programme
• Volume: EUR 45 m, expected outreach: 6.000 micro-enterprises
IMPULS programme
What may be offered (and what do we offer)?
• information and communication:
o general + targeted (special newsletters at each occasion)
o reach actively, do not just wait to be contacted
o use professional communication (terms, language, contacts etc.)
• seminar for every new instrument (or other relevant reason)
• individual workshops more diversified:
o usually in two phases: general + detailed
o for different audiences: operational staff and to the Board(Board members rarely attend trainings at big institutions)
• support in the market launch and implementation of new instruments (kick-off events and press conferences, support in training of the intermediary’s staff, marketing)
• extra services:
o translations of EU documents (as EIF Calls for EoI)
o WPs and reports

NCP’s failures come mostly from lack of knowledge & experience.
What should be avoided?
• misleading information to recipients or lack of information they need
o crucial in case of services for financial institutions! Misguided entrepreneur harms only your reputation, but bad service for candidate for financial intermediary is a threat to a success of financial instrument in your country!
• repeating other’s errors in your communication
o double check information that you quote or take from external sources
o even official document may contain errors
o especially important in case of translated documents!
• trying to replace / represent others institutions
o It is not NCP’s responsibility to evaluate recipient’s application for funding, process intermediary’s application to EIF etc.
