Chapter 1 Administration

1.1* Scope.

The standard shall provide the minimum requirements for testing of integrated fire protection and lifesafety systems where such testing is required by the design documents, comissioning plan, governinglaws, codes, regulations, or standards .

1.1.2

This standard shall not provide requirements for testing of individual systems.

1.1.3

The requirements of this standard shall apply to new and existing systems.

1.1.4

This standard shall not be interpreted to require integrated fire protection and life safety systems testingunless otherwise required by the design documents or commissioning plan, or by governing laws,codes, regulations, or standards.

1.2 Purpose.

1.2.1

The purpose of this standard shall be to provide a testing protocol that will verify that verifies integratedfire protection and life safety systems perform as intended.

1.2.2*

The integrated fire protection and life safety system systems test shall verify the proper and document theoperation and function of all interconnected fire protection and life safety systems. including the following:

(1) Performance in accordance with applicable codes and standards

(2)

(3) Performance in accordance with manufacturers’ published instructions

(4) Accuracy of record documents

1.3 Application.

1.3.1*

This standard shall apply to integrated passive and active fire protection and life safety equipment andsystems.

1.3.2

Integrated systems testing shall verify and document the following:

Performance in accordance with applicable codes and standards

Performance in accordance with manufacturers’ published instructions

Accuracy of record documents

1.4.1

Unless otherwise specified, the provisions of this standard shall not apply to facilities, equipment,structures, or installations that existed or were approved for construction or installation prior to theeffective date of the standard. Where specified, the provisions of this standard shall be retroactive.

1.4.2

In those cases where the authority having jurisdiction determines that the existing situation presents anunacceptable degree of risk, the authority having jurisdiction shall be permitted to apply retroactively anyportions of this standard deemed appropriate.

1.4.3

The retroactive requirements of this standard shall be permitted to be modified if their application clearlywould be impractical in the judgment of the authority having jurisdiction, and only where it is clearlyevident that a reasonable degree of safety is provided.

1.5 Equivalency.

1.5.1

Nothing in this standard shall is intended to prevent the use of systems, methods, or devices devices, orappliances of equivalent or superior quality, strength, fire resistance, effectiveness, durability, and safetyover those prescribed by this standard.

1.5.2

Technical documentation shall be submitted to the authority having jurisdiction to demonstrateequivalency.

1.5.3

The systems, methods, devices, or appliances that are found equivalent shall be approved. The system,method, or device shall be approved for the intended purpose by the authority having jurisdiction.

1.6 Units and Formulas.

1.6.1

The units of measure in this standard are presented first in U.S. customary units (inch-pound units).International System (SI) of Units follow the inch-pound units in parentheses.

1.6.2

Either system of units shall be acceptable for satisfying the requirements in the standard.

1.6.3

Users of this standard shall apply one system of units consistently and shall not alternate between units.

1.6.4

The values presented for measurements in this standard are expressed with a degree of precisionappropriate for practical application and enforcement. It is not intended that the application orenforcement of these values be more precise than the precision expressed.

1.6.5

Where extracted text contains values expressed in only one system of units, the values in the extractedtext have been retained without conversion to preserve the values established by the responsibletechnical committee in the source document.

CommitteeStatement:

Complete reorganization of Chapter 1 to eliminate redundancy, place the paragraphs in theappropriate section, and comply with the Manual of Style.

In the Scope Section, 1.1.2 is moved to the Application Section, 1.1.3 is replaced by theRetroactivity Section, and 1.1.4 is deleted because it is a re-statement of 1.1.1. The "whererequired" clause is deleted because it conflicts with requirements in 4.5 and Chapter 6.

In the Purpose Section, combined 1.2.2 and 1.3.2, which stated the same thing but moved the listfrom 1.3.2 to 1.2.2.

In the Application Section, inserted the language from 1.1.2.

Inserted the new Retroactivity Section with the model language from the Manual of Style, AnnexA.1.6.1.5.

In the Equivalency Section, edited the language to match the model language from the Manual ofStyle, Annex A.1.6.1.6.

Inserted the Units and Formulas Section in anticipation of new Annex material with units. Thelanguage is from the Manual of Style, Annex 4.4.

4.1 Fundamental Principles.

4.1.1

This chapter shall apply to the testing of both new and existing integrated systems provided for fireprotection and life safety.

4.1.1.1

Individual systems that are components of integrated systems shall be tested as required by theapplicable standard.

4.1.2

Where the applicable standard has no test requirements or where there is no applicable standard, theindividual system shall be tested in accordance with the manufacturer's published instructions.

4.1.3

Integrated testing of new or existing fire protection and life safety systems shall be performed whererequired by the design documents, commissioning plan, or governing laws, codes, regulations, orstandards.

4.1.4*

End-to-end testing shall be required.

scenarios should fully demonstrate proper operation of integrated systems functions on normal

These requirements include protocol for testing procedures, responsibilities of various parties, methodsand documentation for verifying the operational readiness and sequence of integrated systems. Thestandard is designed to ensure that interconnected active and passive fire protection and life safetysystems operate as intended. It is not the intent of this standard to require implementation of emergencyresponse procedures, evacuation drills, or other exercises that require facility staff or fire departmentresponse. However, when integrated systems tests are being conducted, it can be an appropriateopportunity to practice emergency procedures or drills. The standard describes testing methods forinterconnected active and passive fire protection and life safety systems to verify the operationalreadiness and sequence of operation. Integrated systems testing includes, but is not limited to, testing thefollowing:

(1) Plan scenarios

(2) Participants and responsibilities

(3) Methods

(4) Documentation

It is not the intent of this standard to require implementation of emergency response procedures,evacuation drills, or other exercises that require facility staff or fire department response. However, whenintegrated systems tests are being conducted, it can be an appropriate opportunity to practice emergencyprocedures or drills.

This standard does not prohibit the owner of the property, building, or individual system or the owner’sdesignated representative from requiring integrated system testing by design or contractdocuments. allows a property owner or designated representative to require integrated systems testing bydesignation in either the design intent or contract documents.

For some buildings, the integrated system testing requirements of NFPA 4 can be considered satisfiedby performing the acceptance tests and the inspection, testing, and maintenance required by the NFPAstandards for the systems in a building. For example, a less complex system in smaller buildings with automatic sprinkler and fire alarm systems can meet the integrated testing requirements of NFPA 4 bymeeting the requirements of NFPA 13 , Standard for the Installation of Sprinkler Systems , or NFPA 25 ,Standard for the Inspection, Testing, and Maintenance of Water-Based Fire Protection Systems , andNFPA 72 , National Fire Alarm and Signaling Code .
