About the National GreenPower Accreditation Program To support the growth of the renewable energy industry in Australia the NSW Government developed the GreenPower Accreditation Program in April 1997. The purpose of the program is to promote the installation of new GreenPower electricity generators by increasing consumer demand and confidence in accredited GreenPower products.

Due to its success, the program was expanded nationally through joint collaboration by participating state government agencies in New South Wales (NSW), Victoria (VIC), Queensland (QLD), South Australia (SA), Australian Capital Territory (ACT), Tasmania (TAS) and Western Australia (WA) and renamed the ‘National GreenPower Accreditation Program’. In May 2000, the National GreenPower Steering Group was officially established. The NSW Department of Water and Energy (DWE) is currently appointed as the GreenPower Program Manager.

The term ‘GreenPower product’ refers only to the GreenPower accredited portion of any product offered by a GreenPower provider. Most energy providers throughout Australia offer at least one accredited GreenPower product. In the contestable (deregulated) markets of NSW, VIC, SA, the ACT, QLD and TAS, all residential and commercial customers can choose to buy a GreenPower product offered by any provider licensed in that State or Territory. Larger customers in WA can also choose GreenPower from licensed providers outside their franchise area.

GreenPower products are now also offered by some companies that are not licensed energy providers. In these cases, the GreenPower provider offers an accredited GreenPower product separate to a customer’s electricity supply.

The three main types of GreenPower products offered are:

1. Consumption based products whereby customers nominate the level of GreenPower purchased according to a nominated percentage of their total electricity consumption;

2. ‘Block’ based products whereby customers purchase a kWh ‘block’ of GreenPower that is based on the average household electricity consumption and is not directly linked to an individual customer’s consumption; and

3. Purchase of GreenPower to match consumption provided by another provider. This is available nationally using web interfaces and direct sales to customers. While customers continue to purchase electricity from their standard electricity supplier, the GreenPower provider will purchase and surrender the equivalent number of GreenPower Rights and Renewable Energy Certificates (RECs) from eligible generation sources to meet the customer’s elected electricity consumption.

Blended GreenPower products apply when a customer purchases a level of GreenPower equivalent to less than 100 per cent of their electricity consumption. The ‘backfill’ or non-accredited portion of blended products is not reported on and can therefore be sourced from any type of electricity generation. The GreenPower accredited portion of a blended product must be equivalent to at least 10 per cent of a customer’s total electricity consumption.

RULES OF THE PROGRAM The National GreenPower Accreditation Program sets stringent rules for all GreenPower providers offering an accredited GreenPower product. Two key requirements are for GreenPower providers to: source all generation included in a GreenPower product from GreenPower approved sources; and purchase at least eighty per cent of GreenPower sales from ‘new’ renewable energy generation. ‘New’ is defined as any generator built or commissioned after 1 January 1997 that is GreenPower approved.

From 1 July 2006 onwards, GreenPower providers are required to source 100 per cent of accredited GreenPower sales from 'new' GreenPower generation. For long term GreenPower sales contracts signed prior to 1 July 2006, the 100 per cent ‘new’ GreenPower requirement must be implemented as contracts are renegotiated or by 31 December 2008, whichever is earlier.

To ensure that GreenPower sales are additional to legislated renewable energy purchases through the Mandatory Renewable Energy Target (MRET), providers are required to transfer and surrender eligible RECs for each MWh of generation classified as ‘new’ GreenPower generation sold as part of a GreenPower product within a settlement period.

GREENPOWER GENERATORS Under the National GreenPower Accreditation Program, a GreenPower approved generator is defined as an electricity generator that results in a greenhouse gas emission reduction and net environmental benefits; is based primarily on a renewable energy resource; and complies with the guidelines in the National GreenPower Program Rules. A description of the major generator types is provided in Appendix A.

There are currently 262 GreenPower approved generators in Australia, including 176 ‘new’ generators, which have been commissioned or first sold energy since January 1 1997. For an interactive map of GreenPower approved generators, please visit the GreenPower website at www.greenpower.gov.au

ActewAGL GreenChoice ActewAGL GreenChoice offers a consumption and block based product to residential, business and event customers in the ACT and the Capital region. Residential customers are offered 10 per cent, 25 per cent, 50 per cent, 100 per cent and 200 per cent GreenPower and event customers are offered 100 per cent GreenPower.

Availability: The consumption based GreenPower product is available to all ACT and Capital region customers and the block based GreenPower product is available to all residential and business customers Australia-wide.

Residential Customer Options: Block based customers choose GreenChoice5, GreenChoice10, GreenChoice15 or GreenChoice20. ActewAGL will then purchase 5, 10, 15 or 20 kWh of energy per day from GreenPower approved renewable sources for each GreenChoice residential customer. Consumption based customers choose 10 per cent, 25 per cent, 50 per cent, 100 per cent or 200 per cent GreenPower.

Business Customer Options: Block based customers choose Business GreenChoice10. Business customers may elect to purchase multiples of 10 kWh per day. ActewAGL will then purchase the number of standard units nominated per day from GreenPower approved renewable sources. Event customers choose 100 per cent GreenPower.

Quarter in Review: At the end of December 2007 there were 10,231 residential and 152 commercial GreenChoice customers. During the quarter ending 31 December 2007 GreenChoice residential sales amounted to 6,978 MWh, commercial sales amounted to 16,747 MWh with total sales for the quarter 23,725 MWh.

‘New’ GreenPower Purchases this Quarter: There were no ‘new’ GreenPower purchases this quarter. The 2007 GreenPower Annual Audit will check that sufficient GreenPower purchases have been made over the settlement period.

AGL Cleangreen Cleangreen is now reported by AGL as Powerdirect became a subsidiary of AGL during the third quarter of 2007.

Availability: Offered to residential customers and contestable business customers in QLD.

Residential Customer Options: Cleangreen is a block based product of 330Kwh per quarter.

Commercial Customer Options: Choose to allocate anywhere between 2.5 per cent to 100 per cent of electricity consumption to Cleangreen.

Quarter in Review: At the end of December 2007 there were 17,865 residential and 55 commercial Cleangreen customers. The sales and purchase figures for this quarter were not available at the time of reporting. Sales are assumed to have been the same as quarter three. During the quarter ending 30 September 2007 Cleangreen residential sales amounted to 7,989 MWh, commercial sales amounted to 734 MWh with total sales for the quarter of 8,723 MWh.

‘New’ GreenPower Purchases this Quarter: There were no ‘new’ GreenPower purchases this quarter. The 2007 GreenPower Annual Audit will check that sufficient GreenPower purchases have been made.

Quarter in Review: At the end of December 2007 there were 3,563 residential and 7,851 commercial Green Energy customers. During the quarter ending 31 December 2007 Green Energy residential sales amounted to 3,990 MWh, commercial sales amounted to 7,979 MWh with total sales for the quarter 11,969 MWh.

‘New’ GreenPower Purchases this Quarter: Included Starfish Hill, Canunda and Wattle Point Wind Farms and West Nowra, Glenorchy and Hobart Landfill.

AGL Green Living Green Living is a 10 per cent GreenPower accredited product for existing customers and is offered to new customers as a 20 per cent GreenPower accredited product.

Availability: Residential customers in VIC, NSW and SA.

Quarter in Review: At the end of December 2007 there were 15,122 residential Green Living customers. During the quarter ending 31 December 2007 the GreenPower accredited portion of Green Living sales amounted to 1,992 MWh.

‘New’ GreenPower Purchases this Quarter: Starfish Hill, Canunda and Wattle Point Wind Farms and Glenorchy, Hobart and Werribee Landfills.

Green Spirit is a 10 per cent GreenPower accredited product.

Availability: Residential customers in NSW, VIC and SA.

Quarter in Review: At the end of December 2007 there were 4,708 residential Green Spirit customers. During the quarter ending 31 December 2007, the GreenPower accredited portion of Green Spirit sales amounted to 493 MWh.

‘New’ GreenPower Purchases this Quarter: Includes Starfish Hill, Canunda and Wattle Point Wind Farms and Glenorchy and Hobart Landfills.

Alinta GreenPower EcoPlus Alinta GreenPower EcoPlus product is a consumption based product offered to commercial customers in WA with an electricity consumption of more than 50,000kwh per annum.

Availability: Commercial customers in WA.

Quarter in Review: At the end of December 2007 there was one commercial Alinta GreenPower EcoPlus customer. During the quarter ending 31 December 2007, Alinta GreenPower EcoPlus sales amounted to 39 MWh.

ARK Climate The ARK Climate GreenPower product was launched during the quarter ending June 2007. ARK Climate GreenPower is a block based product offered to residential and business customers throughout Australia via a web interface.

Availability: Residential and Commercial customers throughout Australia.

Quarter in Review: At the end of December 2007 there was one residential customer and 13 commercial ARK Climate GreenPower customers. During the quarter ending 31 December 2007, ARK Climate GreenPower sales amounted to 5,035 MWh.

Australian Power & Gas Greentricity

Greentricity gives customers the option to purchase 10 per cent, 50 per cent or 100 per cent of the amount of electricity they use from accredited GreenPower generators.

Availability:. Residential customers in NSW, VIC and QLD.

Quarter in Review: At the end of December 2007 there were 822 residential Greentricity customers. During the quarter ending 31 December 2007, Greentricity sales amounted to 170 MWh.

Climate Friendly – Climate NeutralTM Climate Friendly is an accredited GreenPower provider which offers GreenPower nationally using a web interface and also directly to the corporate sector. Climate Neutral customers continue to purchase electricity from their standard electricity supplier. Availability: Residential and commercial customers throughout Australia.

Residential and Commercial Customer Options: Select one of three options: Emerald - 100 per cent accredited GreenPower, Green - 25 per cent accredited GreenPower, Economy - 10 per cent accredited GreenPower. Quarter in Review: At the end of December 2007 there were 356 residential and 112 commercial Climate Neutral customers. During the quarter ending 31 December 2007 Climate Neutral residential sales amounted to 190 MWh, commercial sales amounted to 805 MWh with total sales for the quarter 995 MWh.

Domayne GreenPower Domayne launched Domayne GreenPower during the quarter ending September 2007. Domayne GreenPower is a 10 per cent block based product sold to consumers in conjunction with the purchase of electrical goods at Domayne Department Stores.

Quarter in Review: At the end of December 2007 there were 2,047 residential Domayne GreenPower customers. During the quarter ending 31 December 2007 Domayne GreenPower residential sales amounted to 1,325 MWh.

Commercial Customer Options: Contestable commercial and industrial customers may select any percentage of energy consumption from GreenPower approved renewable energy sources.

Quarter in Review: At the end of December 2007 there were 65,613 residential and 2,374 commercial PureEnergy customers. During the quarter ending 31 December 2007 PureEnergy residential sales amounted to 14,358 MWh, commercial sales amounted to 45,784 MWh with total sales for the quarter of 60,142 MWh.

Ergon Energy Queensland Clean Energy

Clean Energy from Ergon Energy Queensland is a block based product offered to residential and commercial customers.

Availability: Franchise residential and commercial customers within Ergon Energy’s franchise area.

Residential Customer Options: Choose the level of support, which ranges from $10 per bill to $120 per bill. For each contribution level, Ergon will purchase a set amount of energy from GreenPower approved sources on behalf of the customer.

Commercial Customer Options: Choose to allocate anywhere between 2.5 per cent to 100 per cent of electricity consumption to Clean Energy from Ergon Energy.

Quarter in Review: At the end of December 2007 there were 51,072 residential and 2,743 commercial Clean Energy customers. During the quarter ending 31 December 2007 Clean Energy residential sales amounted to 8,013 MWh, commercial sales amounted to 3,391 MWh with total sales for the quarter of 11,404 MWh.

GreenSwitch from Global Green Plan

GreenSwitch offers GreenPower using a web interface and also directly to commercial customers. GreenSwitch customers continue to purchase electricity from their standard electricity supplier. GreenSwitch customers can tailor their energy portfolio by selecting specific generators or purchasing the GreenSwitch default energy mix.

Availability: GreenSwitch is available to all residential and commercial customers throughout Australia.

Quarter in Review: At the end of December 2007 there were 245 residential and 52 commercial GreenSwitch customers. During the quarter ending 31 December 2007 GreenSwitch residential sales amounted to 41 MWh, commercial sales amounted to 18 MWh with total sales for the quarter of 59 MWh.

Integral Energy Hampton Park Wind During the third quarter of the 2007 settlement period Hampton Park Wind and Wyuna Water were combined for reporting purposes. However, for this quarter, Integral Energy has combined Wyuna Water with INgreen customers for reporting purposes.

Availability: This product is not offered to new customers, however existing Hampton Park Wind customers continue to be serviced.

Quarter in Review: At the end of December 2007 there were 98 residential Hampton Park Wind customers. During the quarter ending 31 December 2007 Hampton Park Wind sales amounted to 56 MWh.

Integral Energy INgreen / Wyuna Water INgreen and Wyuna Water customers have been combined for reporting purposes this quarter.

Availability: Residential and small retail business customers in NSW and QLD.

Residential Customer Options: INgreen customers select either, INgreen Home or INgreen Pure. INgreen Home is 10 per cent accredited and INgreen Pure is 100 per cent accredited. INgreen Living is a 10 per cent GreenPower accredited consumption based product offered to residential customers in NSW and QLD.

Commercial Customer Options: INgreen Business customers choose to have either 2.5 per cent, 10 per cent, 75 per cent or 100 per cent of their electricity consumption matched with renewable energy from GreenPower approved renewable sources. INgreen Living is a 10 per cent GreenPower accredited consumption based product offered to small retail customers in NSW and QLD with an annual consumption of less than 40 MWh.

Quarter in Review: At the end of December 2007 there were 26,591 residential customers and 95 commercial INgreen / Wyuna Water customers. During the quarter ending 31 December 2007 INgreen / Wyuna Water residential sales amounted to 5,080 MWh and commercial sales amounted to 122 MWh, with the total sales of 5,202 MWh.

Jackgreen Power from Jackgreen International Jackgreen has a number of residential electricity products in the Australian energy market. Jackgreen Power is the lead product and is available to customers via the signing of a market contract in NSW, VIC, QLD, SA and ACT.

Availability: Jackgreen Power is available to all residential and commercial customers in NSW, VIC, QLD, SA and ACT.

Quarter in Review: At the end of December 2007 there were 47,742 residential customers and four commercial Jackgreen Power customers. During the quarter ending 31 December 2007 Jackgreen Power residential sales amounted to 5,099 MWh and commercial sales were 47 MWh with total sales amounting to 5,146 MWh.

Momentum Energy Momentum Energy Green Momentum Energy Green is provided to residential customers as a block based product. Commercial customers are offered a consumption based product and are able to choose 10 per cent, 20 per cent, 25 per cent, 50 per cent, 75 per cent or 100 per cent of their electricity usage to be supplied from accredited GreenPower generators.

Availability: Residential and commercial customers throughout VIC and SA.

Quarter in Review: At the end of December 2007 there were 289 residential and four commercial Momentum Energy Green customers. During the quarter ending 31 December 2007 Momentum Energy Green residential sales amounted to 120 MWh, commercial sales amounted to 300 MWh, with total sales for the quarter of 420 MWh.

Origin Energy earth’schoice Availability: earth’schoice is available to new franchise business and franchise residential customers in QLD.

Residential Customer Options: Choose a minimum kWh amount, ranging from 330 kWh to 3,960 kWh per bill. For each contribution level, Origin Energy will purchase a minimum amount of GreenPower on behalf of the customer.

Commercial Customer Options: Choose a percentage of electricity consumption or a fixed volume of green energy (minimum level of 10 per cent of electricity usage).

Quarter in Review: At the end of December 2007 there were 39,394 residential and 552 commercial earth’schoice customers. During the quarter ending 31 December 2007 earth’schoice residential sales amounted to 16,363 MWh, commercial sales amounted to 12,538 MWh with total sales for the quarter of 28,901 MWh.

Availability: South Australia Electricity Green Energy is available to residential and commercial customers throughout SA.

Residential Customer Options: Choose to purchase 10 per cent or 100 per cent Green Energy.

Residential Customer Options: Choose to purchase 25 per cent, 50 per cent, 75 per cent or 100 per cent NaturalPower.

Commercial Customer Options: Choose to purchase 5 per cent, 10 per cent, 25 per cent, 50 per cent, 75 per cent or 100 per cent NaturalPower. Other percentages can be negotiated for large contract commercial customers.

Quarter in Review: At the end of December 2007 there were 6,112 residential and 956 commercial NaturalPower customers. During the quarter ending 31 December 2007 NaturalPower residential sales amounted to 6,066 MWh, commercial sales amounted to 7,227 MWh with total sales for the quarter of 13,293 MWh.

TRUenergy Green Availability: Residential and commercial customers in VIC, SA, ACT and NSW and to commercial customers in QLD.

Residential Customer Options: A consumption based product where customers may choose to purchase 10 per cent, 20 per cent, 50 per cent or 100 per cent GreenPower.

Commercial Customer Options: Choose to purchase TRUenergy Eco-Friendly, sourced from a combination of ‘new’ and ‘existing’ renewable energy, or TRUenergy Wind Power, sourced from 100 per cent ‘new’ wind energy.

Quarter in Review: At the end of December 2007 there were 70,784 residential and 2,726 commercial TRUenergy Green customers. During the quarter ending 31 December 2007 TRUenergy Green residential sales amounted to 10,057 MWh, commercial sales amounted to 2,003 MWh with total sales for the quarter of 12,060 MWh.

Quarter in Review: At the end of December 2007 there were 11,399 residential and 20 commercial Green Energy customers. During the quarter ending 31 December 2007 Green Energy residential sales amounted to 1,564 MWh, commercial sales amounted to 253 MWh with total sales for the quarter of 1,818 MWh.

Viridor Deep Green RENEWABLE Availability: Viridor Deep Green Renewable is a block based product available to commercial customers throughout Australia.

Commercial Customer Options: Choose to allocate anywhere from 1 per cent to 100 per cent of electricity consumption to Viridor Deep Green Renewable.

Appendix A – Major Generator Types

SOLAR PHOTOVOLTAIC Energy from the sun can be categorised in two ways, as heat energy (thermal energy) or as light energy.

Photovoltaics are a semiconductor-based technology which converts the sun’s light energy directly into an electrical current. Photovoltaic panels are very versatile and can be mounted in a variety of sizes and applications such as on building roofs, street lights or roadside emergency phones.

WIND TURBINES Wind turbines can be used to drive a generator to create electricity. Modern wind turbines for generating electricity usually have two or three blades (up to 45m in length) and often involve dual land use, as sheep and cattle can graze around the base of the turbines. A single wind turbine may be sufficient to power up to 500 homes. Commercial wind farms group these turbines together in one location to produce larger amounts of electricity.

HYDRO-ELECTRIC Hydro-electric power is electricity produced from the energy of falling water using dams, turbines and generators. The environmental impact of hydro-electric projects varies and only those that can be shown to be environmentally acceptable can be accredited under GreenPower.

BIOMASS Methane generated by the decomposition of biomass resources (putrescibles and green waste) in landfill sites, sewage treatment works or large scale composting can be used to generate electricity. Waste materials from agricultural enterprises such as forestry, sugar cane, winery and cotton production can also be used to generate electricity.

Such projects are considered generally suitable as GreenPower projects, but are carefully assessed by the Project Manager on a case by case basis.

A wide variety of crops could be grown specifically for energy generation including timbers, oils or complex sugars. The suitability of these crops will depend on the sustainability of the agricultural practices used. The “energy crops” industry is in its infancy in Australia.

With regard to forestry wastes, utilisation of fuels from existing forestry plantations is likely to be generally acceptable under GreenPower. However, utilisation of any materials (including wastes) from high conservation value forests such as old growth forests is not acceptable.
