    J To THE CONGRESS OF THE UNITED STATESThis report is a summary of the outstanding accomplishments and activities of Civil Air Patrol

    during Calendar Year (C'r') 1992, and is submitted as required by Public Law 79-476.The purpose of the Civil Air Patrol, as stated from the 1946 Charter, is:

    "To provide an organization to encourage and aid American cinzens in thecontribution of their efforts, services, and resources in the development of aviation andin the maintenance of air supremacy. "

    "To encourage and develop by example, the voluntary contribution of private citizensto th e public welfare."

    "T o provide aviation education and training, especially to its senior and cadetmembers.""To encourage and foster civil aviation in local units an d to provide an organization

    of private citizens with adequate facilities to assist in meeting local an d nationalemergencies. "The purpose of Civil Air Patrol was accomplished in CY92 with great pride an d dedication.This report highlights accomplishments in

    emergency services assistance to people in distress,the further development in aerospace education forCivil Air Patrol members and the general public,and leadership development training for Civil AirPatrol cadet and senior members.

    The overall accomplishments of Civil AirPatrol during CY92 were made possible by thededication of the Civil Air Patrol volunteers and thecontinued support of the Congress of the UnitedStates and the United States Air Force. It is aprivilege to present this report of the Civil AirPatrol accomplishments and activities during CY92.

    The September 1984 Congressional Amendment to the CAP Supply Bin authorized Air Force (AF) funds to upgradeCAP resources. The availability of these AF funds enable Civil Air Patrol to maintain the corporate fleet structure andimprove its operational capability by replacing OT rebuilding aircraftthat become unsafe to operate. The Deputy Chief of Staff of Logistics,HQ CAP-USAF. conducts all aircraft sales and procurements under theprocedures contained in the National HQ CAP Aircraft ModernizationProgram.

    The CAP Corporation maintains a voluntary vehicleself-insurance program for its newer vehicles. CAPHeadquarters Logistics Staff manages this program.

    CAP BOOKSTOREThe CAP Bookstore, located at Maxwell AFR, AL,

    CAP SUPPLY DEPOTThe CAP Supply Depot in Amarillo, T~xas is used to

    obtain, store, an d ship aircraft parts to individual wings. Theusers of this service pay all b a n d . l . i n g and transporta.lioncharges. Spare parts are provided for CAP corporate-owned'aireraft, consist ing of different makes and p x x t e t s . DODprovides excess aircraft and parts, when available, to CivilAir Patrol. Parts are usually unaveilable to CAP membersfor use on privately-owned aircraft; however, th e Dqx>t doessell vendor-acquired spares to individual CAP members foruse on their own aircraft.     In CY92 the Civil Air Patrol achieved a milestone in its long and honorable 51 year history. Based on all available records,CY92 w as the first fatality-free year for all CAP activity. In addition, the two aviation accidents were the fewest everrecorded. They resulted inDO il!.iuriesand both aircraft were reparable. Overall, the 31 aircraft mishaps comprise the secondlowest total ever recorded. The aviation incident and ground mishap categories were also significantly below the ten-yearaverage.Bodily injuries dropped over 40 percent returning to below the ten-year average with the second lowest total on record.

    The serious injury total of six also se t a new CAP standard. The year ended with an outstanding CAP National CadetCompetition that was mishap free for the first time inrecent history . .Vehicle operations did not achieve the same sparkling resuJts, but they too were lower than the CAP tea-year-average, Of

    the 23 mishaps, only 4 (2 CAP and 2 POV) involved damages exceeding the wing $500 deductible limit Unfortunately, oneCAP van was totally destroyed an d caused minor injuries to three cadets and one senior member. One incident involved aPOV where seat belts were not in use. Seat belts were in use in all other vehicle mishaps. .Clearly, CY92 will be remembered as a significant benchmark inCAP Safety records. By safeguarding the stewardship of

    both CAP equipment and personnel, while flying more hours and providing support through the most disastrous weatherphenomena, the men and women of the Civil Air Patrol have built a strong base to do even better inCY93.     CHAPLAIN SERVICEThe CAP Chaplain Service was formally organized in January 1950 as an integral part of the Civil Air Patrol.

    lThe mission of the CAP Chaplain Service is to serve the CAP membership by being a reminder of the ~ndent an dby developing an environment within which members are encouraged and assisted in their personal collective moral andspiritual growth.The CAP chaplaincy offers a unique opportunity for clergy to perform their ministry in an ecumenical setting of one of

    the largest volunteer chaplain service in the world. Volunteer clergy provide pastoral care, and aid in the development ofreligious, spiritual, and moral values of Civil Air Patrol's cadet and senior members. Througb a ministry of presence,CAP chaplains model religious values and offer an opportunity for members to share their joys, frustrations, andaspirations in the service of others. The chaplain provides a ministry of presence for victims, members, and professionalstaff who take part in emergency or disaster relief operations.Each chaplain is appointed based upon education, ordination, and professional competence to serve as ministers, priests,

    or rabbis in the CAP Chaplain Service. As a. prerequisite to appointment as chaplain, an applicant must receiveendorsement from an ecclesiastical endorsing agency recognized by the Armed Forces Chaplain Board. Inaddition, each isrequired to be ordained, have a four year coUege degree, and three years of seminary or its equivalent in professionalexperience. The CAP chaplain force is augmented by visiting clergy who are not CAP members, but who generouslyassist with the cadet moral leadership training programs insquadrons lacking a duly appointed chaplain.One of the most crucial areas of chaplain ministry is the moral leadership program for cadets. In these discussions,

    cadets are confronted with the basic principles of democracy. with its concomitant responsibilities, and encouraged todevelop deep sensitivity and strong commitment to the religious, moral, spiritual, and patriotic values 00 which the vitalityof our freedom in America ha s depended and continues to thrive.Each year, a new series of booklets is developed containing topics relevant to the problems of today's youth and subjects

    considered essential in developing a basic system of values for daily living, Focus is the leadership role cadets can provideto their community in support of the President's Anti-Drug campaign. During these moral discussions, the cadets interact,become involved in raising moral issues, look at inconsistencies, and avoid forced conclusions. In the supportiveenvironment provided by a skillful chaplain, the cadets learn who they are, their beliefs. values, and what influence theywish to bring to the world in which they live.The Ethics for Command Program is designed to help senior members examine and increase understanding of the values

    by which one lives; to foster an appreciation of the spiritual and ethical values inherent in Civil Air Patrol as it is rooted inthe American democracy; to enhance basic skills in ethical decision-making; and to encourage consistent application ofthese values to the everyday life of a CAP officer. Basic topics covered include personal ethics, community ethics,relational ethics, and the ethics of responsibility and accountability of CAP commanders.

    I THE CADET PROGRAMTo develop the potential of young people through p hy sic al fitn ess; leadership training; and moral. ethical, and aerospace

    education.Enrollment in the CAP Cadet Program is open to United States citizens and persons JawfuUy admitted for permanent

    residence tb the United States and its territories and possessions. Citizens must be 13 (or have satisfactorily completed thesixth grade) through 18 years of age. Upon reaching 18, cadets may choose to either become senior members or remain acadet until thei r 21st birthday.The Cadet Program is divided into five phases. The first is an introductory or motivation phase inwhich the prospective

    eadet becomes acquainted with the procedures. requirements, and goals of Civil Air Patrol. The next four phasesencompass the 15 achievements in which the cadet works. learns. and develops leadership skills.

    SCHOLARSHIP PROGRAMThe Scholarship Program is based on tb e total amount

    of scholarship funds available for tbat year. CY92 - SCHOLARSHIP FUNDSScholarships are provided to supplement college OT

    vocational-technical school education, i.e., engineering,education, humanities, theology, and science.

    INTERNATIONAL AIR CADET EXCHANGE (lACE) PROGRAMThe lACE Program was establisbed to foster international understanding, goodwill, and friendship among YOWlg people who

    s h a r e a common interest in aviation.Sponsoring organizations ineach country provide visiting cadets with a variety of activities during the 19-day exchange.Visiting cadets stay in the homes of host families to enhance understanding and cultural excbange.

    CY92\96 cadets and 15 senior escorts were exchanged with cadets from 12 other lACE Association member nations plus two

    Asian countries.

    Col Guy P. Gannett was a lIisionary who believed in aviation and its use, both in war andpeQce. In March of 1941. as Maine's Chairman of the New England Flying CadetCommission, Colonel Gannett saw that there were many essential jobs in aviation whichcou(dbe done by civilian pilots. thereby releasing mJ7itarypilots for other duties. On Dec. 1,1941 the Civil Air Patrol was officially founded. Colonel Gannett accepted appointment asMaine Wing Commander on Dec. 9, 1941. Theplaque was presented to Colonel Gannett'sson John H.     Col. (Dr.) Troy G. Sullivan, Doctor of Education, joined Civil Air Patrol in 1978. More thanany single individual, Colonel Sullivan was responsible for conceptualizing, developing, andimplementing Aerospace Education in Alaska. Colonel Sullivan was a teacher for 37 years.Following his retirement in 1986, he became Commander of Civil Air Patrol's Alaska Wingand served in this position until his untimely death, Dec. 21, 1990. The plaque waspresented to Colonel Sullivan's widow, Phyllis Sullivan, at the 1992 National Board MeetingAwards Banquet. The plaque will hang in the Air Force Museum's Civil Air Patrol Hall ofHonor.

    I EMERGENCY SERVICESOne of the primary missions of CAP is to save lives and relieve human suffering while protecting the lives and

    equipment of those involved in providing these services. Members who participate in actual missions are highly qualifiedthrough "hands on" experience and continuous training,The Emergency Services Mission includes search and rescue (in support of the Air Force Rescue Coordination Center

    (AFRCC) in the Continental United States, the United States Coast Guard m Puerto Rico, and Joint Rescue CoordinationCenters in both Hawaii and Alaska); civil defense and disaster relief operations (in support of local. state. federal, andother emergency services organizations). Mutual support relationships exist with the National Association for Search andRescue (NASAR); U.S. Coast Guard Auxiliary (USCGA); the Federal Emergency Management Agency (FEMA); FederalAviation Administration (FAA); U.S. Army Forces Command (FORSCOM); various Anny, Navy, Coast Guard, and other DODagencies; American National Red Cross; Salvation Army; Volunteers of America (VOA); and other humanitarian organi2ations.

    SEARCH AND RESCUE MISSIONThe U.S. Air Force is assigned responsibility by the National Search and Rescue Plan for coordinating inland search and

    rescue operations in the Continental United States. As the civilian volunteer auxiliary of the Air Force, Civil Air Patrolhas become the primary resource used by the Air Rescue Service to fulfill this requirement. CAP search hours on missionsare coordinated by the All Force Rescue Coordination Center (AFRCC). CAP wings ill coastal areas frequently assist theU.S. Coast Guard in locating boats and ships that are transmitting emergency radio beacons.

    CY92SEARCH AND RESCUE OPERATIONS

    The Civil Air Patrol (CAP) is the primary provider of search and rescue I 'eSOI lTCeS in the United States. While operatingunder agreements wi th the Air Force Rescue Coordination Center (AFRCC) at Scott AFE, Illinois, CAP resourcessignificantly strengthen state and local search and rescue capabilities. CAP aircraft. ground teams, and communicationspecialists participated in 86 % of all missions tasked by the AFRCC in 1992. Civil Air Patrol also provided significantresources to the US Coast Guard and other rescue coordination centers inAlaska, Hawaii , and Puerto Rico.During 1992. 75 persons from CAP units across the country attended week-long courses sponsored by the National Search.

The high rate of "false alarms" is of greatconcern to CAP and the organization wi l l continue to explore and worle with other agencies toward more efficient andaccurate methods of locating downed aircraft and improve {he chances of individuals involved in actual emergency situations.

    Andrew. The first. aircraft authorized by the Federal Aviat ionAdminislIation into the devastated area of South Florida after thestonn w as a CAP aircraft. from the Florida Wmg, providing initialdamage assessments of Homestead AFB and the surroundingarea. CAP aircrall later transported criLically needed medicalpersonnel, communications equipment, payroll monies, andsecurity personnel into the area around Homestead AFB. InLouisiana, the Red Cross and Salvation Army requested CAPassistance at emergency shelters in Morgan City and aerialdamage assessment in the HoumalLafourche Parish area.CAP communications equipment in Hawaii provided the only

    means of communication between the m ain islands an d thedisaster a re a a ft er Hurricane lnikistru ck th e o ute r isla nd s ..During the last few months in CY92, two important

    Memorandums of Understanding (MOD) have been signed andenacted. These MOU 's are b etw een CAP, t he Na ti on al O cea ni cand Atmospheric Administration (NOAA), and the Department o fthe Interior. The CAPINOAA agreement allows NOAA to callon CAP for mapping storm/wind damage and patterns.Following severe storms in the South and Northeastern UnitedS ta te s, CAP was called to a ss is t NOAA in th e studies of tornad icwind patterns. The MOU with the Department of the Interiorallows the use of CAP resources to monitor remote locations andresources controlled by the department. Both agencies areextremely pleased with the MOU's and are actively uti lizing CAPresources u'ler the agreements.

    CAP-USAF is presently working with th e AirForce Frequency M an ag em ent A ge ncy (AFIFMA) todetermine what is required in response to the LowEarth Orbit Satellite (LEOS) initiative in the 148- J 50megahertz (MHZ) band. AFIFMA recommends wemove down to the 142-143 MHZ band, since theyfeel we wool be able to co-operate with the LEOS.However, the stated operating parameters of theLEOS, along with the Federal CommunicationsCommission's proposed US Footnote 320 (whichstates that the LEOS must avoid interfering with thefix ed an d .m ob ile se rv ic es alre ad y in th e band) seem toindicate that we will be protected at 148-150 MHZ.W e await a March 1993 decision from AFfFMA,regarding whether Civil Air Patrol will move to 142-143 MHZ OT stay at 148-150 MHZ .

    SENIOR MEMBER TRAINING PROGRAMFor any organization to be consistently successful, it must have dedicated leaders with well developed managerial and

    leadership skills. To provide these skills to such a diverse membership requires a strong and standardized trainingprogram. Not only must members be trained to support the Cadet Program, Aerospace Education, and EmergencyService, they must also be trained to do the routine day-to-day jobs. Senior members diligently train through on-the-joband self-study in 20 specialty tracks such as personnel, logistics, finance and other functional areas which are fundamentalto a complex organization.The Senior Training Directorate at the National Headquarters identifies training needs and develops required programs in

    relation to the desires of CAP members to fulfill the mission of Civil Air Patrol. The directorate staff works with CAPmembers at all levels to develop curricula for courses to be conducted by CAP personnel.The CAP Senior Member Training Program is organized into five levels.

    LEVEL I - INTRODUCTIONThis level of training provides the new senior member with information required for- the transition to active senior

    membership in a CAP unit and consists of two parts-the Orientation Program and the Cadet Protection and HumanRelations Training Program (CPHRT). Initially, the new member willreceive from the CAP Bookstore a collection of pamphlets and manuals thatmake up the senior member handbook. These materials are to be studiedthoroughJy prior to attendance at a Levell CAP Orientation Course. Thiscourse is an informative, motivating "facilitated" videotaped presentation.The Cadet Protection and Human Relations Training Program consists of avideo and instructor presentation. The Cadet Protection component isdesigned 10 heighten child abuse awareness, thereby reducing the potential for abuse among CAP senior members andcadets. The Ruman Relations component consists of corporate policy OD nondiscrimination based on sex, race, color, age,religion or national origin in all Civil Air Patrol matters.

    LEVEL n-TECHNICAL TRAININGAfter completion of Level I, member should enroll in

    Specia1ty Training to maintain progression in the trainingprogram. The technical training phase enables themember to acquire a technical skill and begin basictraining in leadership and management skills. Studymaterial is presented in pamphlets called Specialty TrackStudy Guides. Each member, in coordination with theunit commander and senior program officer. will select aparticular specialty based on individual interests and theneeds of the unit.CAP Squadron Leadership Schools (SLS) are conducted

    locally to augment training in Level n specialties and 10further enhance knowledge of leadership and management.The schools provide a working knowledge of the specialty oftheir choice. Also, members ar e provided the opportunity 10get to know members from the same geographical area andw ork as a team in developing and conducting activities.

    In addition to the CAP-conducted training, senior memberscomplete a comprehensive CAP Officer CorrespondenceCourse (without charge) which is administered by the U.S.Air Force Extension Course Institute (ECI) at MaxweU AFB- Gunter Annex, Alabama.Completion of Level II is required for duty. performance

    promotion to the grade of Captain.

    Civil Air Patrol promotes flight safety by sponsoring flightclinics to increase or maintain basic flight skills of CAPpilots. These clinics are sometimes held in association wi ththe Federal. Aviation Administration, Aircraft O w ners andPilots Association, or other flight safety organizations. Theclinics include ground instruction in essential subjects such asfiying safety, FAA regulations, emergency procedures, flightplanning, and aviation weather. Participants also demonstratesafe aircraft piloting skills to an FAA-certified flightinstructor or a qualified CAP check pilot.
