Pre-Bid Queries for Expression of Interest for Empanelment of Agencies for Preparation of Detailed Project Report for 12
Cities Under Scheme “HRIDAY” of Ministry of Urban Development, Government of India
The following queries shall be read along with the EOI document and Corrigendum-01.

Will it be on the basis of rates (Least Cost Selection) only or Combined Quality Cum Cost Based System (CQCCBS) method with a weightage of 80:20 (80% on Technical Score: 20% on Financial score)? If the method of selection is based on rates only (Least Cost Selection), many of the good consultants may not show much interest in applying for the project. Therefore, we respectfully request your

“The Agencies must submit the Pre-Qualification documents and the Proposal for each city in separate envelopes…..” Please clarify if an agency intends to submit proposal for all 12 cities, the agency has to submit 12 different envelopes which contain Envelope A: Pre-Qualification documents and Envelope B: Proposal. Kindly clarify. Kindly clarify / confirm.

2.1 Section 1.1.2, Page No. 5 Engagement Overview - Heritage Cities Profile
“The Budget allocated for DPRs preparation various cities is different for similar amount Budget allocated for Project Implementation” There is a huge variation in DRP preparation budget amongst cities. Please provide the parameters on which the budget for DPRs preparation is allocated. In case of similar parameters for all cities, we request you to provide for similar budget for DPR preparation

“Selection of the agencies for a particular city will be done through Request for Proposal on the basis of financial proposal.” Generally consulting firms are selected through Quality Cost Based Selection (QCBS), as experience and credentials are the best way to find out the quality of the final product. We request you to change the selection process from least cost basis to QCBS.
This list of empanelled agencies would be
forwarded to the concerned City ULBs, who would,

agencies from this forwarded list.

2.3 Section 2.2.2, Page No. 13, Terms of Reference - Scope of Work
“Obtaining any information required for the preparation of the DPR from the ULB will be sole responsibility of the agency only.” Consultant would try to obtain the information from ULBs and other parastatal agencies on best effort basis, however as these agencies are the owners of relevant information, the responsibility to provide date should be with them only. Kindly modify this clause accordingly.
While the responsibility of obtaining information
will lie with the DPR preparing agency, the National
Mission Directorate and City Mission Directorate
will facilitate obtaining information, in case the
Agency faces any hurdles.
Nonetheless, in this regard, the terms of the EOI will
remain unchanged.
2.4 Section 2.2.3.2, Page No. 13, Terms of Reference - Remuneration for Preparation of DPRs and
“The DPR preparing agencies shall be paid in two milestones, which are as follows:
1. First milestone (for payment of 30% of fees) on submission of Draft DPR.
The revised payments schedule for preparation of DPR shall be as follows:
10% mobilization advance
30% on submission of draft report

Process for preparation of DPR involves substantial amount of upfront works like, identification of the site, surveys & investigations, analysis of existing situations, gap assessment, meetings with key stakeholders, detailed proposals, approvals, etc. To carry out all above processes agency will require a continuous cash flow. We request you to modify the payment terms as under:
1. Mobilization Advance: 20% 2. Submission of Inception report: 10% 3. Submission of Interim report: 20% 4. Submission of Draft report: 25% 5. Submission of Final report: 25%

2.5 Section 3.3.1, Page No. 14, Instructions to Agencies - General Instructions
“Eligibility for Team Leader is provided: B.Arch. /B.E. Civil with PG/M-Tech in Engineering/Architecture field subjects having experience in similar projects.” The roles of responsibility of Team Leader require understanding and experience of planning function in urban sector. Accordingly, we request you to add modify the requirement as under: B. Arch/B.E. Civil/B Plan with PG/M-Tech in Planning/
The eligibility for the team leader shall include “B. Arch/B.E. Civil/B Plan with PG/M-Tech in Planning/ Engineering/ Architecture field subjects having experience in similar projects”

2.6 Section 5, Form-1, Page 21, Two week period is given to start the work once the agency is selected.
Kindly increase the mobilization period from two weeks to four weeks.

3. Mehta & Associates
3.1 Section 3.3.2.2, Page No. 15, Pre-Qualification Criteria (Financial Eligibility Criteria)
“The Agency should have an Annual turnover of Rs.10 Crores in every year, for the past three years.”
We suggest you to make it “The Agency should have Minimum Average Annual turnover of Rs.10 Crores for the past three years.”
In this regard, the terms of the EOI will remain unchanged.
4. Innovest Advisory Services Pvt. Ltd.
4.1 Section 3.3.2.2, Page No. 15, Pre-Qualification Criteria (Financial Eligibility Criteria)
“The Agency should have an annual turnover of Rs. 10 Crores in every year, for the past three years.” We would request you to kindly amend it as the Applicant must have annual turnover of Rs. 3 Crores or equivalent in every three years.
In this regard, the terms of the EOI will remain unchanged.

4.3 Section 3.3.4, Page No. 17, Submission, Receipt and Opening of Proposals - Last date of submission
“Last date of submission of RFP is on or before 3.00PM of 21st July 2015.”
We would request you to kindly extend the date by at least 10 days.
The last date of submission of proposal in response to the EOI is at 3:00 pm on 22nd July, 2015
5. DRONAH
5.1 Section 2, Page Nos. 11 – 13, Terms of Reference
“If an agency is not the lead member in a consortium, can it bid for multiple cities along with different agencies (forming different consortia)?”
An agency shall be eligible to submit only one
Proposal, either individually or jointly in a
Consortium.
Empanelment shall be conducted at a national level,
which will be applicable for all Cities.
6. AARVEE Associates
6.1 Section 2.2.3.2, Page No. 13, Terms of Reference - Remuneration for Preparation of DPRs and
“The first milestone (for payment of 30% of fees) shall be completed on submission of the Draft DPR to the City Mission Directorate, within the timeframe as specified by the City Mission Directorate.”
The revised payments schedule for preparation of

There is no format for affidavit, please provide. The agencies are required to state their litigation history in their letter head in any format as desired by them.
6.3 Section 3.3.4, Page No. 17, Submission, Receipt and Opening of Proposals - Last date of submission
Request you to extend the submission up to 15 days from 21st July, 2015.
The last date of submission of proposal in response to the EOI is at 3:00 pm on 22nd July, 2015
7. WAPCOS Limited
7.1 Section 3.3.4, Page No. 16, Submission, Receipt and Opening of Proposals
According to the RFP Document "The Agencies must submit the Pre-Qualification documents and the Proposal for each city in separate envelopes." Kindly clarify whether separate Pre-Qualification Documents and Proposals are required to be submitted if the Consultant is interested in bidding for all 12 HRIDAY cities?
The Line shall be read as “The Agencies must submit

Work Orders, Contracts or any other Supporting Documents
A self-certified letter by the authorized representative of the entity” The documents required for Pre-Qualification Criteria are to be furnished for Lead Member only or Consortium? Please confirm.
The supporting documents are required for all members in a consortium.
The experience of the Consortium shall be considered under the Pre-Qualification Criteria.
8.2 Section 4.1, Page No. 18, Evaluation Process – Past Experience of the Firm
“1. Past Experience of the Firm 1.1. Experience in preparation of Detailed Project
Reports on:
Urban/Civic Infrastructure Development Projects
Architectural/Landscaping Projects
City development/Urban Planning projects For any Government agency/state departments/PSU’s etc. in past 5 years. (Work Orders/Completion certificates need to be attached).”
It is requested to consider past experience of Preparation of Detail Project Reports for said sectors as past 10 years rather than past 5 years. Please confirm.
In this regard, the terms of the EOI shall remain unchanged.

9. IPE Global Private Limited
9.1 Section 1.1 – 1.12, Page No. 5, Engagement Overview - Heritage Cities Profile
Kindly clarify if firms acting as HRIDAY city anchors will be eligible for preparation of DPRs in the same city.
The HRIDAY City Anchors shall not be eligible for
preparation of DPRs in the City where they are
Anchors.
However, for other Cities, the HRIDAY City Anchor
is eligible to prepare DPRs.
9.2 Section 3.3.4, Page No. 17, Submission, Receipt and Opening of Proposals - Last date of submission
Requesting you to kindly consider and extend the proposal due date by at least a week
The last date of submission of proposal in response to the EOI is at 3:00 pm on 22nd July, 2015
9.3 Section 3.3.4, Page No. 16, Submission, Receipt and Opening of Proposals
Kindly clarify if there is provision for online submission for proposal through email.
The proposal shall only be submitted and accepted in hard copy to the office of the National Institute of Urban Affairs.
10. Design & Planning Counsel
10.1 Section 4.1.1.1, Page No. 18, Evaluation Criteria
EOI mentions that the empanelment will be based on
technical criteria, whereas the final project will be
awarded on financial basis. Kindly confirm. We
request that this final selection should be a techno-
financial one as a cap is already fixed on the
maximum fees.
This list of empanelled agencies would be
forwarded to the concerned City ULBs, who would,
through the City Mission Directorate, select
agencies from this forwarded list.
Selection shall be based on Request for Proposals
called by them.

10.2 Section 4.1.2, Page No. 18, Evaluation Criteria
In the evaluation process, rather than cost of DPRs prepared, the cost of DPRs implemented/ under implementation should be given priority as an executable DPR is HRIDAY’s clear priority.
In this regard, the terms of the EOI will remain unchanged.
10.3 Section 4.3.2, Page No. 19, Evaluation Criteria
Employee strength: This clause should be deleted as team size and composition rather than employee strength of a firm play a role in preparation of a good DPR. As firms larger than 200 are uncommon in India, this will construe an undue advantage for them over other capable but smaller firms. Please specify what proof is required for this claim.
In this regard, the terms of the EOI will remain unchanged.
10.4 Section 4.3.2, Page No. 19, Evaluation Criteria
Presence in multiple locations: What is the proof required?
As a proof of multiple locations, agencies shall be required to submit declaration of the multiple office location and address in the letter head of the agency, and duly signed by authorized signatory.
10.5 Section 4.3.2, Page No. 19, Evaluation Criteria
This EOI assumes that DPRs will only be prepared by empanelled agencies. Will all 12 HRIDAY cities listed in EOI will follow this, or is the case of Velankanni unique? (Ref: RFP for Development/ Heritage Management Plan and Detailed Project Report
The selection process for the DPR preparing agencies will be uniform throughout all 12 HRIDAY Cities (Final selection will be made from the empanelled list)
The RFP floated by Velankanni has been withdrawn.

10.5 Section 2.2.2, Page No. 11 - 13, Terms of Reference – Scope of Work
Please confirm if there will be one single DPR as mentioned in 2.2 (p.11) covering all areas identified in City HRIDAY Plan prepared by City Anchors, or there will be multiple DPRs in response to RFPs floated by ULBs as per their priorities 1.4 (p.10)
Agencies shall be selected to prepare separate DPRs for each projects identified as per the City HRIDAY Plan or as per the instruction of the National Mission Directorate.
10.6 Section 2.2.2, Page No. 11 - 13, Terms of Reference – Scope of Work
Will there be multiple projects coming out at
separate times, or all the projects suggested by the
City Anchors will be used for preparation of DPRs?
Agencies shall be selected to prepare separate DPRs for each projects identified as per the City HRIDAY Plan and as per the instruction of the National Mission Directorate.
10.7 Section 2.2.2, Page No. 11 - 13, Terms of Reference – Scope of Work
Please confirm that the process of and time required
for tendering and selection of contractors/ actual
execution supervision are not part of this DPR.
Any delay or revisions on account of not getting the
correct ownership data/ ULB not marking the
properties on site, or on account of the work of other
agencies will fall outside the scope of this DPR.
While the tendering process for selection of contractors for actual execution of work shall not be part of DPR preparation, however DPR preparing agencies are required to prepare the BOQ and tender drawings to execute the tendering process
The City Mission Directorate will make all efforts to expedite availability of information required by the DPR preparing agency within the stipulated time, to ensure timely completion of DPR preparation.
10.8 Section 2.2.2, Page No. 11 - 13, Terms of Reference – Scope of Work
Please elaborate revision clauses if and when for any reason the DPR requires revisions.
The DPR preparing agencies shall be required to revise the DPR to incorporate any suggestions by the HRIDAY City Anchors or comments by

10.9 Section 2.2.2, Page No. 11 - 13, Terms of Reference – Scope of Work
Please confirm that the Mission Directorate will assist the DPR consultant in procuring data on land records and in earmarking the site boundaries where required. Please confirm the Mission Directorate will be nodal agency in coordinating with other agencies operating in the same locations.
The City Mission Directorate will make all efforts to expedite availability of information required by the DPR preparing agency within the stipulated time, to ensure timely completion of DPR preparation.

Section 1.1.3, Page No. 9 - 10, Key Stakeholders – National Level, City Level
Please confirm if 1) The National Technical Committee will have the role of reviewing and evaluating the DPRs; 2) Whereas, the CLAMC, through District Magistrate, will provide the approval to the DPR; and 3) The City Mission Directorate will coordinate, execute and monitor the works during implementation. (p.10) DPRs will be approved and sanctioned by the Central committee but implemented by the local committee. Please confirm.
Please refer to Section 1.3 for roles of various stakeholders.

What will be the stages and the structure of approval? In what form will the approval be granted? Please confirm that the DPR consultant is not required to proceed to the next stage before receiving written comments/ approval/ communication accepting the Draft DPR.
The DPR prepared by the Agencies shall be approved by the CLAMC at the city level and the HNEC at the national level. Please refer to Section 1.3 for roles of various stakeholders.

The number of meetings / visits shall differ based on the complexity and size of the DPR.
10.15
Section 2.3.2, Page No. 13, Terms of Reference – Payment Terms
As survey work and other upfront expenses are expected to be borne by the consultant, 10% mobilization advance should be released from client side upon appointment. We submit that 70% payment at the second milestone is very high as it depends on HNEC as well as CLAMC approvals. We request you to introduce one more stage of approval in between. This will also confirm block estimates and help the DPR proceed as per the Scheme’s intentions. The scope starting from 2.2 a. to 2.2 g. (p.12) does not match the payment milestones.

11.1 Section 1.1.2, Page No. 5, Engagement Overview – Heritage Cities Profile – Earmarked Budget for Project Implementation
Is this the only budget provided for implementation or budgeted works from the local body will also get included in this?
HRIDAY is a central sector scheme where 100% funding is borne by the Ministry of Urban Development.
11.2 Section 1.1.2, Page No. 5, Engagement Overview – Heritage Cities Profile – Earmarked Budget for Preparation of DPRs and City HPs
What is HP? Is it that there a cap on the maximum fees?
City HP is the ‘City HRIDAY Plan’.
The fees for the preparation of the DPR will be
ascertained based on evaluation of the financial
bids submitted by the Agencies.
11.3 Section 1.1.3, Page No. 9, Engagement Overview – Key Stakeholders

“HRIDAY City Anchors: For each of the 12 Cities, agencies with expertise in the field of heritage were selected to act as the HRIDAY City Anchor. They are responsible for supporting the City Mission Directorate in heritage related guidance, in addition to preparation of the City HRIDAY Plan and evaluation of DPR prepared and projects executed under the Scheme.” Are HRIDAY City Anchors already appointed? Can we have the list of City Anchors city wise? How is their role different than the present scope of the tender and agencies who will be shortlisted & appointed for it?

11.5 Section 1.1.4, Page No. 10, Engagement Overview – Objective of Empanelment
“The HRIDAY City Plan prepared by the HRIDAY City Anchor will identify a shelf of projects to be implemented in each of the Cities. The selected agencies from the empaneled list will thereafter prepare Detailed Project Reports for the identified project for implementation.” Please clarify the roles of City Anchor & selected agencies from the empaneled list.

11.7 Section 3.2-4, Page 15, Instructions to Agencies – Pre-Qualification Criteria
“Supporting Documents – A self-certified letter by the authorized representative of the entity.”
Please provide format for the same.
The agencies are required to state in their affidavit that they have no litigation or dispute as on date with their client in relation to projects executed by them.
