Before You Arrive

Security Requirements All applicants MUST be a government employee and have a current/active TS SI/TK/HCS-P/G (w/ NATO) clearance with a current Single Scope Background Investigation (SSBI) date (no older than six years old) to be admitted as a student. Candidates nearing their Periodic Review (PR) date should begin work on the SF-86 immediately. If you are due for a PR update, contact your SSO immediately to start the process before leaving your organization. Loss of TS SI/TK/HCS-P/G clearance/access will result in automatic withdrawal from program. NATO Briefing

Students should obtain a NATO SECRET briefing prior to arrival. Once briefed NATO SECRET please include with perm cert notification. Students are required to complete the Cyber Awareness Challenge training, which provides an overview of cybersecurity threats and best practices to keep information, and information systems secure. Every year, authorized users of the DOD information systems must complete the Cyber Awareness Challenge to maintain awareness of and stay up-to-date on new cybersecurity threats. The training also reinforces best practices to keep the DOD and personal information and information (PII) systems secure and stay abreast of changes in DOD cybersecurity policies. The DOD Cyber Exchange is sponsored by the Defense Information Systems Agency (DISA).

Academic Preparation College of Strategic Intelligence Master of Science of Strategic Intelligence You are about to embark on an exciting journey as members of the College of Strategic Intelligence's Master of Science of Strategic Intelligence (MSSI) at our main campus in Bethesda, MD. We have a student-centric educational model at NIU and you play a critical role in defining your educational path through the MSSI program. In this role, we ask full-time students to select a concentration that you are interested in that is aligned to specific mission needs of the intelligence community. The courses in your concentration will provide you a foundation to understand evolving issues in this mission area and support your thesis research effort.

Full-time students only are required to submit a concentration selection form. Please review the enclosed material. It will guide you through the different educational pathways within the MSSI degree. Your selection of a concentration will allow us to group students and faculty seeking similar educational and research opportunities. In order for you to get the best educational experience, it is very important that you spend some time and thought on this decision and submit a timely response.

Part-time students in the evening and weekend programs may petition the program director to pursue a concentration based on class offerings and space availability. Additionally, the applicable department chair must approve your thesis topic to ensure it is related to the concentration you are seeking.

Thesis Information The thesis is a written presentation of original research, examining a topic that contributes to the overall knowledge base of the Intelligence Community. An acceptable thesis must:

� Be based on sound, valid, and clear argumentation. � Provide documentation sufficient for the research to be replicated. � Contribute to the body of intelligence literature.

All students research and write their theses under the close guidance of a thesis chair and a reader. The classification of the thesis is determined by the research question, nature of the data, and sensitivity of the judgments and results.

� 8 core courses (24 credit hours) � 1 program requirement course to support the capstone (3 credit hours) � 5 electives, 1 of which must be a regional studies course (15 credit hours) � 1 capstone completion course (15 credit hours)

Students may earn a concentration in a regional or functional area of study that is the focus of the academic year’s Capstone Project. BSI students earn the concentration after completing a minimum of 15 credit hours toward a specific regional or functional area. Students earn 12 of those credit hours in the BSI Capstone Project—Capstone Completion, along with a 3-credit hour research design and methodology course.

At the conclusion of the academic year, students are required to submit a capstone project demonstrating critical thinking, innovation, and analytical problem solving in a collaborative environment.

Anthony G. Oettinger School of Science and Technology Intelligence Master of Science and Technology Intelligence I would like to congratulate you on your nomination to the National Intelligence University (NIU). As the Dean of the Anthony G. Oettinger School of Science and Technology Intelligence (S&TI), I strongly encourage you to consider NIU’s Master of Science and Technology Intelligence (MSTI) degree program. If selected to attend, you may change degree programs as late as the start of the spring term in residence at NIU. The MSTI degree program is unique, in that you do not need a science and technology (S&T) background. In fact, those with liberal arts backgrounds have excelled in the MSTI degree program. Students with S&T backgrounds are of course highly encouraged to pursue the MSTI degree program. I welcome all students, in either degree program, to consider MSTI course electives to broaden their intelligence perspective and to get to know our outstanding faculty. Any NIU faculty member, despite your degree program, can serve as your Chair or Reader. The MSTI degree program gives you the flexibility of choosing two approaches to complete your degree and does not lock you in at the start of the academic year. The first approach (non-concentration) allows students to select S&TI electives that meet their unique needs, interests, and desires but may not necessarily concentrate on any one particular field. This is ideal for that student who wants a breadth of understanding. The second approach allows students to focus S&TI electives courses in one of five concentrations: Weapons of Mass Destruction, Cyber Intelligence, Data Science Intelligence, Emerging Technologies and Geostrategic Resources, or Information and Influence Intelligence. This is ideal for the student who wants a depth of understanding. The completion of four S&TI electives within a defined concentration will be identified on your degree transcript and is an ideal way to “re-brand” yourself to venture in a different career direction. Students often switch between degrees and concentrations as the year progresses and our faculty will work with you to make that happen. Because some electives are co-listed, it is possible to gain dual concentrations. Again, congratulations on your selection to NIU! NIU Cyber Lab at Virginia Tech Advanced Research Center (ARC) In partnership with Pacific Northwest National Laboratory (PNNL) and Virginia Tech’s Advanced Research Center (ARC), NIU offers a state-of-the-art cyber research laboratory, with advanced research capabilities for students and faculty and experiential courses in cyber analytics and engagement. Conveniently located in Arlington, Virginia, near the Ballston Metro stop, the cyber lab serves as a venue for NIU, PNNL, and others to conduct collaborative research and development, improve outreach to community partners, and demonstrate advanced analytical capabilities in a secure environment. Several Cyber Intelligence and Data Science Intelligence electives are offered at the NIU Cyber Lab at the ARC.

By Metro

There is a shuttle service from the Tenleytown Metro station to ICC-B. The shuttle will have a placard with the letter “T” in the windshield and the stop is collocated with the American University shuttle. Parking

1. Upon arrival at the ICC-B those with IC or NIU student badge may proceed through access control point to park.

2. Once you enter the parking garage, park in spaces that are not annotated as reserved.

3. The walkway to the building is on the fourth floor.

Those without IC or NIU student badge should turn left into Visitor Control Center parking lot. The ICC-B parking garage is open 24 hours.

Prohibited Parking

ICC-B occupants and visitors are strongly discouraged from parking in the shopping center or neighborhood streets when accessing the campus. As a reminder, all parking and traffic restrictions should be obeyed.

Handicapped Parking

Handicapped accessible parking spaces are located on each floor. Please ensure handicap license plate or the hangtag is visible.

Stork Parking

What to do When You Arrive Accessing ICC-B and NIU Located in Roberdeau Hall

Those with IC blue badges, ensure NIU Security has been notified to code badge for NIU access. Phone: (301) 243-2097 (Unclassified) if there are problems. Obtain NIU Student Badge Confirm with NIU Security that a request was sent to the Visitor Control Center (VCC) to issue your NIU student badge. The VCC is located directly to the left before the access control point. Park in the VCC parking lot and present photo ID (CAC or Driver’s License) at VCC windows inside to receive your student badge. Proceed through access control point to parking garage once you have obtained your student badge. Prohibited Items Upon entering ICC-B, ensure you do not have prohibited items:

� Personal Electronic Devices (PEDs) (e.g. cell phones, iPads, key fobs with cameras/USB/tracking)

� Fitness Devices (e.g. Fitbits, Jawbones, etc.) [Need Approval] � Wireless communication devices � Cameras (without prior authorization and credentials) � Laptops � Any form of magnetic media (e.g. thumb drives, CDs, DVDs, etc.) � Firearms to include replica guns and ammunition. Personnel authorized to carry weapons

must have an identifiable badge � Weapons (to include but not limited to): Black jack, slung shot, sand club, sand- bag,

Even if your PED has been approved at another IC facility (DIA, FBI, etc.), it must be approved by CIA/ODNI before bringing it into the ICC-B facility. For approval process, contact NIU Security.

Fitness/Medical Device Requests In order to initiate the process to request use of required medical devices or a fitness device, contact NIU Security: [email protected] (Unclassified) or (301) 243-2097. Storage Lockers Self-service storage lockers for PEDs are located at main entrance Centrum which is immediately to the left. Devices must be turned off prior to placing in storage locker. Keys must be returned at the end of each day. Overnight use is prohibited.

Dress Requirements Professional Business (Fall and Winter Quarters Mon-Thur 0800-1700) For women, business professional means a business suit or pants suit, or an appropriate dress and jacket. For men, professional dress means a business suit or a blazer, dress pants, with tie. Business Casual (Spring and Summer Quarters Mon-Thur 0800-1700) For women, business casual is a shirt with a collar and/or a sweater, khakis, dress pants, or skirt but no tennis shoes. For men, business casual is a polo shirt or shirt with a collar and/or sweater, khakis or dress pants, but no tennis shoes. No tie is required. NIU Spirit Friday (Fri 0800-1700) Every Friday, faculty, staff, and students are encouraged to show pride in the university by wearing NIU apparel. Appropriate attire is business casual with an NIU-themed shirt or jacket. Students may wear jeans in good taste in the spring and summer quarters only. Student Resources Helpful Offices and Programs Admissions Admissions recruits and retains the highest quality applicants, while maintaining an accurate and complete academic history. Services provided included recruitment, processing admissions, records maintenance, and counseling. Agency Chair Council The Agency Chairs Council (ACC) is comprised of representatives from the 17 agencies that make up the intelligence community. The ACC leverages the skills and resources of the various U.S. intelligence agencies to further NIU’s mission and support students. The ACC does this by serving as faculty, recruiters, thesis/capstone chairs, subject matter experts, and reach-back conduits for students seeking agency-specific information. Distinguished Lecture Series The Distinguished Lecture Series (DLS) provides students in the Monthly Executive Format (MEF) the opportunity to learn from senior civilian and military leaders with unique perspectives on topics concerning intelligence, policy, leadership, and important contemporary issues. The President’s Lecture Series (PLS) are held in the IC Campus-Bethesda (ICC-B) Auditorium during selected weekend classes. The insights from speakers, such as service chiefs, combatant commands (CCMDs), J2s, and other leaders of national intelligence agencies complement formal instruction. MEF Student attendance is highly encouraged as schedules allow. This event is open to all faculty and students. Education Technology Education Technology manages NIU’s educational and IT environment to develop comprehensive systems and solutions. Services provided include server/application technical services, IT infrastructure, user support, and project support. Joint Professional Military Education (Military Officers) NIU is accredited to grant JPME Phase I credit to selected, qualified students enrolled in a full-time master’s program. Students are notified of their selection during new student orientation. Interested students may contact the JPME Program Director for further details. Students are not authorized to self-select for the JPME program. In addition to the core curriculum for the MSSI and MSTI, JPME students must take designated JPME courses to receive Phase I JPME credit.

Joint Military Personnel Office The Joint Military Personnel Office is responsible for the management, formulation, and execution of all administrative, personnel and knowledge operations management issues, policies and procedures in support of 700 plus faculty, staff, and students assigned to the National Intelligence University (NIU). As well as, the liaison to the service elements within the Defense Intelligence Agency. Library The University Library serves as the all-source research and information resource for NIU students, faculty, and staff. The library plays a key role in enhancing the competence of intelligence professionals by providing patrons with all-source academic research assistance, instruction, and comprehensive collections and tools that support the curriculum of the University. The library is committed to building its collections and services to align with the University's future-focused curricula and the broader mission of the intelligence community. Office of Research NIU engages in research to further scholarship on intelligence topics, inform the way the IC operates, and support faculty, staff, and students in staying current and, ideally, at the cutting edge in their fields or discipline of study. Additionally, the Office of Research is responsible for conducting the Research Fair. The Research Fair is an opportunity for students to speak with faculty and IC members about thesis/capstone ideas. Student Affairs Student Affairs creates and administers a variety of programs to meet the needs of students. These programs and initiatives enhance the overall student experience, provide support and services as needed, and help students explore interest beyond the classroom through engagement with other members of the national security and intelligence communities. Writing Center The Writing Center is part of Student Affairs and is dedicated to helping students improve the quality of their academic and professional writing. It also offers assistance to faculty and staff in preparing publications. The Center holds periodic group writing improvement workshops as well as one-on-one sessions for guided revision of course papers and thesis/capstone components. Center Staff provides its assistance in collaboration with pertinent faculty members, who receive regular feedback. Faculty members may refer students to the Writing Center based on an identified area of need; self-referrals are also possible.
