FORWARD

Ministry of Micro, Small & Medium Enterprises (MSME) has brought Public

Procurement Policy, 2012 to provide minimum market share to Micro, Small Enterprises

(MSEs) in Govt. Purchase Programme. According to this Policy all Central Ministries, Govt.

Departments & Central Public Sector Undertaking (CPSUs) have to procure minimum 20% of

annual purchase of stores items and services from MSEs. This Policy is going to be mandatory

from 1st

April, 2015.

During the period of three years (2012 to 2015), the Central Govt. Departments and

CPSUs have to identify suitable MSE vendors for the procurement of specific items & services

required by them for fulfillment of minimum 20% goal of procurement. Besides 20%

achievement from general MSEs, 4% of annual requirement in terms of items and services have

to be procured from MSEs owned by SC/ST Entrepreneurs. To identify and develop SC/ST

owned MSE vendors, Govt. Departments, CPSUs including NSIC Ltd. & MSME-DI in

respective state have to organize Vendor Development Programme (VDPs). In these VDPs

Buyers & Sellers Meets are also to be organized to discuss various procurement issues related to

quality, cost, delivery terms & conditions including payment in time to the MSEs by the

Buyers.

To identify potential & genuine MSE vendors for specific items and services required by

respective Govt. Departments and CPSUs, this institute organized three National Level Vendor

Development Programme (NVDP) during 2013-2014, one at Greater Noida on 21st

& 22nd

October, 2013 wherein MSE vendors engaged in manufacturing of different products &

providing specific services participated in the event including Public Sector Banks and CPSUs

like NSIC Ltd, Bharat Electronics Ltd. (BEL), Indian Railways, Rail Coach Factory (RCF),

Kapurthala, Indian Air Force (IAF) & Indian Navy participated in this VDP and gave

Presentation during technical session.

NVDP cum Industrial Exhibition was organized in association with Engineers India

Limited (EIL) and NSIC Ltd., on 12th & 13th

December, 2013 at Institute premises with

specific theme to identify and develop MSE vendors for items and services procured/required

by Engineers India Ltd., (EIL). In this event about 35 units from different parts of country and

45 units from NCR participated in the event. The event was reported as one of successful

programme and appreciated by the participating Vendors as well as Buyers.

The third event was organized specially for the items & services procured/required by

Paramilitary forces. The event was organized in association with NSIC Ltd., & Forces viz.,

CRPF, BSF, CISF, SSB, ITBP and Delhi Police at Institute Premises on 20th

and 21st

Feb.,

2014. In this Exhibition cum NVDP, the MSEs vendors from Agra, Kanpur, Ludhiana, Jaipur,

Panipat, Delhi and NCR participated and displayed their products. This event has been

appreciated and reported very useful to the Forces in identifying the SMEs vendors specially

from SC/ST and Women Entrepreneurs.

The information and brief report of all three NVDPs have been compiled in the form of

Compendium for the reference & use of Buyers as well as organizing departments. I do hope

that Compendium will be very useful for reference and making correspondence with MSEs for

procurement of specific products/services from them by the CPSUs and Paramilitary Forces.

I do appreciate all officers & staff of MSME-DI and Organizing Departments for putting

their endeavour in organizing the events successfully. I also appreciate Shri Ambrose Royson,

Asstt. Director (G&C) for his commendable efforts in bringing out this Compendium in present

form.

Enterprises organized two days National Level Vendor Development Programme on 21st

&

22nd

, October 2013 at City Park, Greater Noida (UP) in association with National Small

Industries Corporation Ltd. Branch Faridabad, DIC, Noida (UP) and Indian Industries

Association (Greater Noida Chapter) for the benefit of Micro and Small Industries (MSEs) to

get direct market from Large/Bulk buyers like Railways, Defence, PSUs etc. This was the

programme where the MSEs were provided Marketing Assistance and they were also made

aware of the existing and upcoming policies of Government of India including Public

procurement Policy, 2012 for the Promotion & Development of MSEs. In other words, this

Buyer-Seller meet is an answer to many problems of MSEs with which they are struggling to

survive in domestic as well as overseas market.

The programme was inaugurated by Shri R. P. Vaishya, Director, MSME-Development

Institute, New Delhi. In his inaugural address Shri R. P. Vaishya highlighted about aims and

objectives of the programme. He brief about public procurement policy, 2012 vide which all

central ministries, Departments and public sector undertakings have to procure at least 20 % of

their annual requirement from micro & small enterprises. Implementation of this policy will

become mandatory to the central govt. organizations since April, 2015 onwards. To meet these

objectives this programme will be helped to identify suitable provide the vendors to the central

govt. organizations like Railways, Defence, NTPC, BHEL, etc. On this occasion he explained

the other schemes of ministry of msme for development and promotion of MSEs. Mohd. Afzal,

GM, DIC, Noida, Shri Rajesh Batra, Dy. G.M. NSIC & Shri A.D. Pandey, Chairman, IIA

(Greater Noida Chapter) also addressed the gathering in the inaugural function.

In his vote of thanks address Shri Kamal Singh, Deputy Director (Mechanical) expressed

his gratitude towards chief guest, dignitaries and all the participants and assured that all the

issues raised in the programme will be tramitted to Head Quarters for appropriate measures.

Fifty Five micro & Small enterprises, three Non-MSEs Units and 07 Govt. Deptts/PSUs

participated in the programme. The programme provided a unique opportunity to Micro, Small,

Medium and large enterprises to display /demonstrate their products, capabilities &

requirements of products and services by Govt. Deptts/PSUs. The exhibition provided a

platform for the buyers and sellers and given exposure to various industrial and business

opportunities. During the programme there had been direct interactions among buyers & sellers

to understand the purchase procedures and stores items procured.

Apart from displaying their products, major buyers like Railway, Defence (Indian Navy

& Indian Air Force), NTPC, ASTRU, BEL have organized interactive sessions in the

programme to make aware MSEs about their purchase policy and the procedures.

the exhibition on 21.10.2013 & 22.10.2013 respectively

The closing ceremony of the programme was organized on 22nd

October, 2013 at 5.00

p.m. Shri Ramesh K. Pandey, Joint Development Commissioner, Ministry of MSME, Govt. of

India graced the occasion as Chief Guest. On this occasion he informed the participants that

Central ministries, Govt. Deparments, Public Sector Undertakings and Medium & Large

Industries will make their own programmes to get the vendors in one roof for their needs, as

20% of purchase will be made imperative from MSE Sector for Purchase ofStores by

Govt.Deptts like Railways, Defence, NTPC, NHPC etc. on or after April, 2012 per Govt.

Public Procurement Policy 2012. He said apart from Public Procurement Policy, 2012, a

defence offset policy has been devised in which a foreign defence supplier has to outsource at

least 30% of their supply from Indian MSEs. He stated that next decade belongs to MSE

Sector. He also briefed the schemes available with ministry of MSME for the

betterment/upliftment of MSEs. He said that Ministry of MSME, Govt. of India has launched

various schemes for promotion and development of micro, small & medium enterprises. These

schemes are being implemented through MSME-Development Institutes and their branches

throughout the country. Some of important schemes are as under:-

1. Nation Manufacturing Competitiveness Programme (NMCP)

2. Credit Linked Capital Subsidy Scheme for Technology up gradation

3. Up gradation of quality of MSME Products

4. Marketing Development Assistance

5. Public Procurement Policy 2012

Enterprises, organized two days National Level Vendor Development Programme cum

Industrial Exhibition on 12th & 13th December, 2013 at institute premises in association with

Engineers India Ltd. (EIL) and National Small Industries Corporation (NSIC) for the benefit of

Micro and Small Enterprises (MSEs) to get appropriate market share in Government purchase

by Large/Bulk buyers like Indian Oil Corporation, BHEL, GAIL, CEL, Power Grid, DTC,

ASTRU, and commercial banks. In this event, the MSEs were provided Marketing Assistance

by govt. departments/CPSUs and they were also made aware of the existing schemes &

policies of Government of India for the Promotion & Development of MSEs. In other words,

this Buyer-Seller meet was an answer to many problems of MSEs with which they are

struggling to survive in domestic as well as global market.

The programme was inaugurated by Shri Ramesh K. Pandey, Joint Development

Commissioner (MSME). In his inaugural address Shri Pandey explained about Public

Procurement Policy and various schemes of DC (MSME) for the development of MSE sector.

According to this policy all Central Ministries, Government Departments, CPSUs, and other

Government establishments have to procure 20% of their annual purchase from micro & small

enterprises. 20% of the 20% i.e. 4% must be procured from SC/ST entrepreneurs. He expressed

his gratitude to all buyer organizations and MSME-DI, New Delhi for organising the

specialized event. He also answered the queries raised by the participants.

In the beginning Shri Major Singh, Dy. Director (Eletx), MSME-DI, Okhla, New

Delhi welcomed Chief Guest Shri Ramesh K. Pandey, Joint Development Commissioner

(MSME), Guest of honour of the inaugural function Shri Arvind Kumar, Dy. General Manager,

Indian Oil Corporation, other dignitaries on the dias and all participants. He also gave a brief

introduction about the programme.

Shri R.P. Vaishya, Director, MSME-Development Institute New Delhi addressed the

gathering and briefed about the outline of the programme and its benefit in rapid

industrialization. In his address he also mentioned about Public Procurement Policy 2012. He

also explained about the services provided by the Institute and its role for development of

Micro & Small Enterprises in Delhi & NCR.

The programme was also addressed by Shri Arvind Kumar, Dy. General Manager,

Indian Oil Corporation as guest of honour. He said that such types of programmes will be

beneficial to the MSEs as seller and large Government/private organizations as buyer for rapid

industrialization. In his brief address Shri S.K. Kaul, GM (EIL) explained that this type of

programmes are the needs of the industry in present global scenario. Shri Major Singh, Deputy

Director (Electx) in his vote of thanks expressed his gratitude towards chief guest, dignitaries

on the dias and all the participants and assured that all the issues raised in the programme will

be addressed soon at the appropriate forum.

The Chief Guest Shri Ramesh K. Pandey, Joint Development Commissioner (MSME)

inaugurated the exhibition and visited most of the stalls alongside with guest of honor, General

Manager of EIL, Director MSME DI, branch Incharge NSIC, Okhla and other officers of the

institute. He appreciated the efforts of MSME DI & EIL for organizing such a specialized

programme.

A magazine in Hindi “Laghu Udyog Vatika” published by the Institute was released by

the chief guest during the Inaugural session.

Seventy-five micro & Small enterprises, two large units, ten Government

Departments/PSUs and three no. of banks participated in the programme. The programme

provided a unique opportunity to Micro, Small, Medium and large enterprises to display

/demonstrate their products, capabilities, requirements and services. The exhibition provided a

platform for the buyers and sellers and given exposure to various industrial and business

opportunities. In the programme there were direct interactions of sellers to know the purchase

procedures of large enterprises.

Dec., 2013, major buyers like Indian Oil

Corporation, Indian Oil Corporation (Petro Chemical Division), Indian Oil Refinery Division

Panipat, Indian Oil Corporation (Oil & Lubricants Faridabad), BHEL, GAIL, CEL, Power

Grid, ASTRU, EIL, etc. gave a presentation on their procurement procedures, E-tendering and

requirements apart from displaying their products. MSME DI New Delhi, NSIC, State Bank of

Hyderabad, Canara Bank, Bank of India gave presentation about their schemes for the

development of MSME sector.

The closing ceremony of the programme was organized on 13th December, 2013

evening where Shri A. K. Tyagi, Executive Director, Indian Oil Corporation graced the

occasion as Chief Guest. In his brief address he motivated the MSE sectors to update their units

by availing the Government schemes and awarded the certificates of participation.

On this occasion Shri R.P. Vaishya, Director, MSME DI, New Delhi informed the

participants that Central ministries, Government Departments, Public Sector Undertakings and

Medium & Large Industries will make their own programmes to get the vendors as one roof for

their needs, as 20% of purchase will be made imperative from MSE Sector for Purchases of

Govt. like Railways, Defense, NTPC, NHPC, IOC, BHEL etc. in the years to come as per

Govt. Public Procurement Policy 2012. He stated that next decade belongs to MSE Sector

therefore entrepreneurs can expect the best in near future. He also briefed the schemes

available with ministry of MSME for the betterment/upliftment of MSEs. He said that Ministry

of MSME, Govt. of India has launched various schemes for promotion and development of

micro, small & medium enterprises like Nation Manufacturing Competitiveness Programme

(NMCP), Credit Linked Capital Subsidy Scheme for Technology up gradation, Up gradation of

quality of MSEs Products, Marketing Development Assistance, etc.

in the closing ceremony of the event.

Enterprises, organized two days National Level Vendor Development Programme cum

Industrial Exhibition on 20th

& 21st

February, 2014 at institute premises in association with

National Small Industries Corporation (NSIC). The objective of the programme was to develop

vendors from Micro and Small Enterprises (MSEs) for Para military forces like CIFS, BSF,

SSB, ITBP, CRPF, Delhi Police etc. The programme was also aimed to assist para military

forces and other CPSUs for achieving a goal of 20% procurement of their annual requirement

from Micro and Small Enterprises as per provisions of Public procurement, 2012. In this event,

the MSEs were also made aware of the existing schemes & policies of Government of India for

the Promotion & Development of MSEs. In other words, this is sort of a Buyer-Seller meet

which is an answer to many problems of MSEs with which they are struggling to survive in

domestic as well as global market.

The inaugural function of the event begun with the welcome address given by Shri R.P.

Vaishya, Director, MSME-Development Institute, New Delhi. He welcomed the chief guest,

dignitaries and all participants, In his address he highlighted the aims and objectives of the

programme. He said this programme provides common platform where large scale

organization to display their requirement viz a viz MSEs showcase/demonstrate their

capabilities. He said through this programme this Institute is trying to provide marketing

assistance to MSEs so that they could survive on their own in this competitive era. He also

thrown some light on public procurement policy, 2012.He also explained the ministry’s

Schemes for promotion, development and making competiveness of MSEs under the

jurisdiction of the Institute.

The programme was inaugurated by Dr. Sabu A Joseph, Dy. Director General, BSF. In

his inaugural address Dr. Jojeph emphasized upon need of this types of programmes which

support MSEs. He said MSE sector is backbone of Indian Economy so it is our utmost duty to

give opportunity to them to penetrate their products in Govt. organization for their survival. He

said that a person of para military forces has to work in tough conditions so life of the soldiers

is very precious so there should no compromise with quality of the goods provided to them. He

also expressed some concerns about quality, cost and delivery of the products procured from

MSEs. He further added to the participants that whatever goods/products supplied to para

military forces should match their requirements in respect of quality and cost and within

stipulated time. He expressed his gratitude to organizers for organizing such wonderful event.

The inaugural function was presided over by Shri M.P. Singh, Additional Development

Commissioner (MSME). In his presidential address he out lined the Public Procurement

Policy, 2012. He said according to this policy all Central Ministries, Government Departments,

CPSUs, and other Government establishments have to procure 20% of their annual purchase

from micro & small enterprises. 20% of the 20% i.e. 4% must be procured from SC/ST

entrepreneurs. He informed the audiences that implementation of Public Procurement Policy,

2012 in Central Govt. Departments, Central Public Sector Undertakings is going mandatory

from April 1st

, 2015. Once this policy becomes mandatory, every Govt. organization/CPSU

has to procure 20% of its annual requirement of store items/services from MSEs otherwise

reason for not achieving 20% of annual requirement has to be explained before review

committee headed by Secretary (MSME), Govt. India.

On this occasion Shri Manmohan Singh, Commandant, Seema Surksha Bal (SSB) also

addressed the gathering. In his address he informed that the Public Procurement Policy, 2012 is

Shri R.K. Jha, Dy. Commissioner, Delhi Police also addressed the gathering. He

explained the requirement and procurement procedure of Delhi Police. He urged the

representatives of MSEs that they must take care of the quality of their products when they

supply to para military forces including Delhi Police. He suggested that MSEs should approach

to CRPF for vendor registration as CRPF is a nodal agency for the procurement of Delhi Police

too.

Shri D.S. Grewal, Commandant, CRPF and Shri K.P. Singh, AIG (Admin), CISF also

addressed the gathering on the occasion of inaugural function. They out lined the requirements

and procurement procedures of their organizations.

Total Seventy Three units (Micro enterprises-22 (Women-05 & SC-03)

Smallenterprises-46 (Women-05 & SC-01) & Medium enterprises-05) participated in the

programme. Para military organizations like CISF, CRPF, SSB, BSF Delhi Police and ITBP

also displayed products which are being procured by them. Apart from para military forces,

State Bank of Hyderabad, Delhi Credit Bank and CPSUs like Indian Oil Corporation Ltd

(IOCL) also participated in the programme.

The technical sessions were also organized during the event. Following seminars/

presentations were arranged for the awareness and benefits of participating MSEs.:-

This programme provided a unique opportunity to Micro, Small, Medium and large

enterprises to display /demonstrate their products, capabilities, requirements and services. The

exhibition provided a common platform for the buyers and sellers and given exposure to

various industrial and business opportunities. In the programme there were direct interactions

of sellers to know the purchase procedures of large enterprises.

The closing ceremony of the programme was organized on 21st

February, 2014 at 5.00

p.m., wherein Dr. H.P. Kumar, Chairman cum managing Director, NSIC graced the occasion

as Chief Guest and Shri Parveen Kumar, DIG, CRPF as guest of honour.Dr. Laxman Prasad an

eminent educationist and group Director, RKG Group of Institutions also graced the occasion

as special guest.

On this occasion Shri R.P. Vaishya, Director, MSME DI, New Delhi informed the

participants that Central ministries, Government Departments, Public Sector Undertakings and

Medium & Large Industries will make their own programmes to get the vendors as one roof for

their needs, as 20% of purchase will be made imperative from MSE Sector for Purchases of

Govt. like Railways, Defense, NTPC, NHPC, IOC, BHEL etc. in the years to come according

to Public Procurement Policy 2012. He stated that next decade belongs to MSE Sector

therefore entrepreneurs can expect the best in near future. He also briefed the schemes

available with ministry of MSME for the betterment/upliftment of MSEs. He said that Ministry

of MSME, Govt. of India has launched various schemes for promotion, development and

competitiveness of Micro, Small & Medium Enterprises under Nation Manufacturing

Competitiveness Programme (NMCP). He also explained about Credit Linked Capital Subsidy

Scheme for Technology up- gradation.

During the ceremonial function certificates were awarded jointly by Dr. Dr. H.P.

Kumar, Chief Guest and Shri Parveen Kumar, Guest of Honour of the Function to the

participants.

On this occasion Dr. H.P. Kumar addressed the gathering. He also appreciated the

event. He said NSIC will support in organizing such types of events in future.

Sri Parveen Kumar, DIG, CRPF explained about the procurement of items and

procedure of procurement of CRPF. Dr. Laxman Prasad also addressed the participants. He

also congratulated the participants as well as organizers for successfully organizing the event.

Shri Kamal Singh, Dy. Director (Mech), MSME-DI, New Delhi proposed vote of

thanks in the closing ceremony of the event.
