EMERGENCY DISABLEDRESIDENT LIST

Skyline Plaza Management maintains an EmergencyDisabled Resident List of persons who are physicallyunable to use the stairs during an emergency when theelevators may not be used. The Fire Department alsorefers to this list whenever necessary.If you are physically unable to walk down the stairs, atany time for any reason, even if it is only a temporarycondition, please give your name and unit number topersonnel in the management office or at the frontdesk. We want to make sure that the Emergency Dis-abled Resident List is always up-to-date.

When each of us made the choice tolive in a hi-rise condominium com-munity such as Skyline Plaza, wemade a lifestyle choice to liveamong a community whose mem-bers themselves have different life-styles.With this choice also comes a re-sponsibility to others in the com-munity that you will abide by thecommunity’s rules and live respect-fully with the 2000+ people who

also call Skyline Plaza “home.” With such a largepopulation all sharing ceilings, floors, corridors, ga-rage, grounds, and all of the amenities, it is absolutelyessential for all residents to follow a set of rules de-signed to ensure their quality of life. Without the rulesand our responsibility to follow them, the quality oflife would be non-existent. As such, we have allagreed to abide by the rules, and to take pride in thecommunity and the buildings.Listed here are a few of the rules that have a directimpact on every-day living in our community:� Eating and drinking in the common areas is not

permitted. Also, food and drinks must be carriedin covered containers. Common areas include thecorridors, elevators, lobbies, galleries, etc.

� Residents and guests must be properly attiredwhen in the common elements. Bathrobes, paja-mas or sleepwear, bare feet or stocking feet are notappropriate.

�All residents must enter the building using theirown keyless access device. If you enter throughthe visitors’ entrance, you must sign in at the frontdesk.

June 20, 2018

AnnouncementsVice President Ibrahim Hussein (Prior to the Electionof Officers)The Association received confirmation from theLeague of Women Voters certifying the results of theelection held on June 13, 2018. Congratulations wereextended to re-elected Board member Sima Jabbourand the newly elected Board members ChristopherHansford, Gregory Roby, and Carol Romano.The first order of business for the newly elected Boardof Directors is to elect officers of the Board. Election ofOfficers is the only time that voting is by secret writtenballot, not by show-of-hands; and is in accordancewith Section 59-79.75B of the Virginia CondominiumAct. In addition, the bylaws state in Article VI, Sec-tion 2 that “The officers of the council shall beelected annually by the Board of Directorsat the Organization Meeting of each newBoard of Directors, and shall hold office atthe pleasure of the Board of Directors”. Of-ficers are determined by a majority vote ofthe Board.Inspectors of the Election will be MichaelUlan and Paul Halse. They will collect theballots, announce the names and read thecounts.

Election of OfficersJ. Daley nominated Ibrahim Hussein to serve as Presi-dent of the Skyline Plaza Board of Directors. Husseinaccepted the nomination. Sima Jabbour nominatedGregory Roby to serve as President of the SkylinePlaza Board of Directors. Roby accepted the nomina-tion. No other nominations were raised for persons toserve as President of the Board. Hussein was elected toserve as President of the Board of Directors by a voteof five votes for Hussein and four votes for Roby.Sankar Bhattacharjee nominated Robert Beverly toserve as Vice President of the Skyline Plaza Board ofDirectors. Beverly accepted the nomination. Christo-pher DeBlanc nominated Sima Jabbour to serve as VicePresident of the Skyline Plaza Board of Directors. Jab-bour did not accept the nomination. No other nomina-tions were raised for persons to serve as Vice Presidentof the Board. Beverly was elected to serve as VicePresident of the Skyline Plaza Board of Directors by aunanimous vote (9-0-0).I. Hussein nominated Jack Daley to continue servingas Treasurer of the Skyline Plaza Board of Directors.

Daley accepted the nomination. No other nominationswere raised for persons to serve as Treasurer of theBoard. Daley was re-elected to serve as Treasurer ofthe Skyline Plaza Board of Directors by a unanimousvote (9-0-0).I. Hussein nominated Bhattacharjee to serve as Secre-tary of the Skyline Plaza Board of Directors. Bhattacha-rjee accepted the nomination. No other nominationswere raised for persons to serve as Secretary of theBoard. Bhattacharjee was elected to serve as Secretaryof the Skyline Plaza Board of Directors by a unani-mous vote (9-0-0).Whereupon, at 7:15 a.m., Christopher DeBlanc left themeeting.

Residents’ CommentsGayle Damelin, Unit 2302-S: Thanked the General

Manager for the email system and email blasts thatgo out to the Community. Thanked the Board of

Directors for all the work that they do; allhave talent and experience that they bringto the Board. She appreciates it and thanksthem.Abbas Farzad, Unit 1911-N: Thanked theresidents that voted for him in the Electionfor the Skyline Plaza Board of DirectorsElection. He congratulated the new Boardof Directors and advised the new Board ofthe upcoming difficult tasks they will face

and expressed thanks.Andrew Ridley, Unit 205-S: Has owned a unit at Sky-line for a long time but has not lived there recently. Hebelieves people should stand up and stick to what isright.Gayle Damelin, Unit 2302-S (returns to make an addi-tional comment): Mentioned that we are an aging build-ing, with lots of new residents. She would like peopleto remember that condominium fees provide a lot ofservices. The building is a gem and a great place to live.

AnnouncementsPresident Ibrahim Hussein announced that feedbackduring the Residents’ Comments section will be limit-ed to three minutes per person. He encouraged resi-dents to go to the management office with complaintsbefore presenting them during Board meetings.Hussein said the balcony project is not finished. How-ever, the balconies are still usable.

Residents’ CommentsRonnie Ginsberg, Unit 114-N: Ginsberg noted severalissues that need to be addressed by management andthe Board of Directors such as the poor conditionof the resident hallways; unsightlyunit doors and thresholds; a continu-ing issue of trash in the hallways; aperceived decline in the property’ssecurity; and a drainage issue by theNorth loading dock. She then re-quested updates regarding severalmatters such as replacing the SkylinePlaza sign and the cost of trash removalsince eliminating the disposal fees.Ginsberg asked that these matters beaddressed before discussing cable in thebuildings. Ginsberg shared the opinionthat smoke detectors, convector wateralarms, and insurance should be a re-quirement for every unit. Ginsberg stated the Associa-tion should receive payment from residents andowners for damage to property instead of the Associa-tion absorbing those costs. Ginsberg suggested that theBoard of Directors solicit feedback from owners re-garding cable – especially if an agreement would re-sult in an increase in the condo fees, or would affect anowner’s ability to choose their cable service. Ginsbergthanked management, Board members, and commit-tee members for the work they do on behalf of theAssociation.Freeman Walker, Unit 2015 S: Walker said a Boardmember was seen with animals although Skyline Pla-za has a “No Pet” policy. When the matter wasbrought to management, Walker was told the petswere service animals. Walker asked that a serviceanimal procedure be researched and considered by theBoard of Directors.Stacie Boosalis, Unit 1817-S: Boosalis complainedthat vehicles without drivers, were being left out fre-quently in front blocking access road for busses andother public vehicles, but neither management nor

security takes prompt action against the owners of thevehicles. Also, security is not present to intervenewhen vehicles block the bus. The resident complainedthat many residents are not following the Associa-tion’s rules for the common area.

Treasurer’s ReportTreasurer Jack Daley gave the following report:As of June 30, 2018, the year-to-date net operatingsurplus was $24,775. The total amount delinquent was$161,687 – an increase of $418 over May 2018; and anamount that is 2.6% of assessments, which is consid-ered good by the Association’s auditors.The Operating Reserve stood at $746,221 – an amountthat is 12% of assessments and considered in the goodrange by the Association’s auditors.The Replacement Reserve totaled $4,171,754.The Unappropriated Equity totaled $508,803.

During the month of July 2018, $184,234 wassent to the Union Bank for Replacement Re-serve expenditures.The Ad Hoc Budget Committee will begin tomeet in September. The meetings will beopen to all Board members and residents.

Committee ReportsCommunicationsCarol Romano reported for Al Brothers.The latest edition of the SKYLines news-letter was approved with no edits. The

committee asked for recipe contributionsfrom residents. As usual, the Chairs of all committeeswere requested to submit news. Residents are encour-aged to submit pieces for the newsletter.

ElectionKaren Leigh Campbell, Chair of the Election Commit-tee, submitted a report. Campbell said a meeting wasrecently held; and she named the members of the newcommittee. During their fall meetings, the ElectionCommittee will establish a timeline for the 2019 elec-tion cycle; and pursue recommendations to remedyconcerns regarding the disorganization of candidateflyers and newsletters. Campbell thanked Jim Wernerfor his dedication to the community and committee.

RecreationAnn Daley, Chair of the Recreation Committee, sub-mitted a report. The library’s “Travel” book bins arefull, and are being used by summer travelers. WonderWoman and Wonder were shown during recent movienights – events that were well attended.

WelcomeDalya Ibrahim, Chair, said new strategies and proce-dures have been agreed upon for welcoming newresidents. An email will be sent to all new residents;and a monthly session will be held for the benefit ofnew residents. The sessions will also be announced onthe bulletin board; and tours will be given. NationalNight Out will follow the 2017 procedure. The goalfor National Night Out is to have residents minglewith personnel from the Fairfax County police andfire departments.No reports: ACPA, Covenants, Finance, Policies &Procedures, Safety

Manager’s ReportThe complete General Manager's report for July 2018was posted in the BuildingLink library. An electroniccopy of the General Manager's report can be requestedfrom the management office; and printed copies canbe obtained for a fee.Ruff highlighted the following points:�Master Policy Insurance: Information to obtain

Certificates of Insurance (COI) is posted in theBuildingLink Library. Hard copies are in the man-agement office.

� Balcony and Facade Project: The project is on trackto finish approximately eight weeks early. How-ever, due to the recent week of rain, the timelinewill need to be adjusted.

� Facade Leaks in Other Areas: After the heavyrains, there were several reports of facade leaksand ground water intrusion. The leaks will beaddressed once the project is complete.

�Maintenance/Housekeeping: The staff has beenworking to address common area issues, but therehave been several leaks that have taken up a lot ofthe staff’s time and manpower. Housekeeping hasbeen understaffed for a few weeks. However,Skyline is on boarding new staff; and the back-logged items will be addressed.

� 2019 Budget: The Association’s 2019 budget isbeing prepared

� Pool Rehabilitation: Ruff expects to have bids forthe pool rehabilitation project in time for the Au-gust 2018 Board meeting. The work will be per-formed once the pool has closed for the season.

� BuildingLink: Ruff asked all residents to ensuretheir contact information is up-to-date in the sys-tem.

New BusinessConsideration and Approval of Audit/Tax Proposal:J. Daley moved to approve a contract with The Goldk-lang Group CPAs in the amount of $10,500 per year toprovide audit preparation for fiscal years 2018, 2019and 2020; and to file the Condominium Association’sfederal and state income taxes for an additional $750per year for fiscal years 2018, 2019 and 2020. Second-ed. The motion carried unanimously (7-0-0).(G. Roby entered the meeting at 7:55 p.m. during the“Concrete Proposal” conversation.)Consideration and Approval of Concrete Proposal/10-Minute Parking:Hussein moved to defer consideration of wideningthe horseshoe area at the front entrance to ease trafficin the 10-minute parking area. Seconded. The motioncarried unanimously (8-0-0).Hussein moved to approve a concrete contract withFinley Asphalt – Option No. 2 – in the amount of$11,952. Seconded. The motion carried unanimously(8-0-0).Consideration of DirecTV Installation and MarketingAgreement and the Cox Marketing Agreement:Jabbour moved to defer approval of the DirecTV in-stallation and marketing agreement and the Cox mar-keting agreement. Seconded. The motion carried bya vote of seven in favor, one opposed (Hussein) andzero abstained (7-1-0).Consideration of Front Desk Proposal:Jabbour moved to approve a contract with CapitolConcierge for the period of July 2018 through Decem-ber 2018 – Option 1 – to provide service for eight hoursper day at a cost of $24,625.99 per month. Seconded.After a few failed amendments to the motion, theoriginal motion carried by a vote of six in favor, twoopposed (Hussein and Bhattacharjee) and zero ab-stained (6-2-0).

October 10 is aspecial personnel budget meeting; October 24 is forthe approval of the FY19 budgets. June 12, 2019, is theAnnual Co-owners’ Meeting and Election; June 19,2018, the third Wednesday of the month, is the Organi-zational Board of Directors’ Meeting.

Schedule is subject to change. Budget discussions andBoard action will take place starting in October and willfinalize before Thanksgiving. Additional information willbe provided on the bulletin boards.

Alfajores come in many sizes andflavors. Each region of SouthAmerica has its own version. Thistraditional recipe calls for a touchof Pisco, a South American brandy,in the cookie dough. It’s optionalbut adds a nice flavor. You can sub-stitute any brandy for the Pisco.Store in an airtight container.

1 3/4 cups cornstarch1 cup flour1/2 teaspoon baking powder1 teaspoon salt1 cup butter1/2 cup powdered sugar1 to 2 tablespoons Pisco (or Brandy)1 teaspoon vanilla1 cup dulce de leche1/2 cup toasted coconut (finely chopped)

1. Preheat oven to 350 F.2. Briefly mix cornstarch, flour,

baking powder, and salt in abowl.

3. Cut the butter into small piec-es and add to the flour mix-ture, blending until themixture is smooth.

4. Add the powdered sugar, vanilla, and Pisco, andmix with your hands until the dough is smooth(add another tablespoon or two of Pisco if dough istoo crumbly to form a ball). Let the dough rest inthe refrigerator for 30 minutes.

5. Roll out dough to 3/8" thickness, and cut into 2-inchcircles.

6. Place cookies on baking sheet lined with parch-ment paper.

7. Bake cookies for 10 to 15 minutes, until they arebarely golden brown. Let cookies cook 5 minutes,then transfer to rack to cool completely.

8. To fill the cookies, spread one cookie with dulce deleche and top with a second cookie. Roll the edgesin the coconut.

Parking IssuesParking and standing at thefront doors has become anitem of much interest andfrustration, as evidenced bythe resident comments andBoard members discussion atthe July meeting.All agree a solution needs tobe found to stop vehiclesparking at the yellow curb,blocking access to emergencyvehicles and delaying bothMetro buses and school buses. Drivers who stop thereand leave their vehicles unattended are violating theFire Lane rules and pose a potential danger to thecommunity. Also posing a problem are drivers whoignore the 10-minute time limit at the parking spacesacross from the doors.Several possible solutions were offered which willrequire some additional research. In the meantime,we can all provide a solution by obeying the rules andmaking sure our visitors do the same.

School Bus Protocol

Attention Residents!We understand that some units have pest issues;whether it is bugs or small rodents. ManagementMUST INSIST that these creatures are NOT broughtto the management office, front desk, or the mainte-nance coordinator — alive or dead.If you are having issues with pests,please stop by the office and add yourunit to our weekly exterminating list.The association contracts an exter-minating company to service up to11 units per week and they canassist you with issues. The management office doesnot need “proof” of any pest issues in your unit — averbal request is sufficient.

With Skyline Plaza kids’ return to school on August28, we would like to remind everyone of the rules forgetting to and from the bus each day.

Bus Information:�Arrive in the lobby no more than 10 minutes prior

to pick-up time.� South Building: Bus 15 will pick up at 8:50 a.m. –

no arrivals prior to 8:40 a.m.�North Building: Bus 8 will pick up at 9:01 a.m. –

no arrivals prior to 8:51 a.m.

Parents:� Please review with your children the proper be-

havior in the common areas.� If you are waiting, please stay in on the couches in

the front corner or the couches in the back of thelobby. Do not block or crowd the rest of the lobbyor the front doors.

Students:� FCHS has asked us to remind you to make sure

you get on the correct bus; both going to schooland coming home from school. Kids in the SouthBuilding need to use Bus 15. Kids in the NorthBuilding need to use Bus 8.

� Rope lanes will be set up in the lobby for each bus.Children are expected to stand in line while wait-ing for the bus in the morning.

� Playing, standing, jumping, or putting feet on anyfurniture is not permitted.

�When the bus arrives, students will walk in a calmorderly manner to the front doors.

�When coming home from school, students willmove through the lobby and galleries calmly andwait for the elevators quietly.

Important things to remember:� There is no running, shouting, horseplay, or rough

housing allowed in the common areas (lobby, gal-leries, elevators, or hallways).

� Inside voices should be used at all times.� Skyline Plaza Staff Members will be on hand to

assist in the mornings and afternoons. Parents andchildren need to be respectful and follow instruc-tions that are given out.

Skyline Plaza Management is lookingfor parent volunteers to assist with

chaperoning in the mornings and/orafternoons. If you are interested in
