Aswe approach the end of 2016, it is thetimeagaintotakestockofourachievementsandplanfortheyear ahead. The year of reflectionand transformation -sumsup2016perfectly.
The Mid-Term Review of National Oral HealthPlan 2011-2020 Symposium had been the highlight ofthe second half of 2016with its theme ‘RealigningOurDirections: Pathway to 2020and the Future’ resonatingthroughouttheyear.Almost200participantsfromMinistryof Health (MOH), other Ministries, Non-governmentOrganizations (NGOs), academia, professional bodies,industries and consumer groups were involved in theSymposium. I am proud to share that the Oral HealthDivision has also taken a step forward in realigning ourdirection following the symposium with programs suchas the New Dental Officer Program (NDOP) replacingtheFirstYearDentalOfficer (FYDO)Program,whichhasbeeninplacesince2012toovercometheshortcomingsencounteredintheimplementationoftheFYDOprogram.
At the sametime,wehave also takena step instandardizingourMedicalBriefofRequirements(MBOR)toensureourstaffsandpatientsgetthebestfacilitythatmoney could offer. Other programs such as ICDAS andTPC-OCHISarealsohighlightsinourefforttorealignourtargetsinyearstocome.
On the continuous effort in disseminating oralhealthawarenessandinstillingoralhealthseekingbehavior,our members are tirelessly continuing our promotionalactivities,thehighlightofthesecondhalfof2016being,thelaunchingof Ikon Gigiprogramwherelocalcommunitymemberswereenrolledinprovidingoralhealthmessagesinapeer-to-peercommunicationform.Iamproudtostatethat currently we boast almost 300 volunteers or iconsfrom10statesacrossMalaysia.
As communication technology grows, so mustwe, lestwearedeemedobsolete.Withthat inmind,weare continuously improving by embarking informationdissemination with the help of social media. The OralHealthDivisionisveryproudtoannouncetherebrandedmyGGYouTubechannelforpublicview.Also,donotforgetto visit us on other platforms such as Facebook, Blogs,InstagramandTwitterchannel.
As JF Kennedy once said - ‘Effort and courageare not enough without purpose and direction’. As wesaygoodbye to2016,our targetsanddirectionsare set,letusallwelcome2017withgusto,renewedvitalityandoptimisminourquestforoptimalhealth.

The National Oral Health Plan for Malaysia(NOHP)2011-2020setsthenationaloralhealthgoalsand strategies to address key areas of concern and improve the oral health of Malaysians. It consistsof seven key goals and four supporting goals asindicatorstoguidetheoralhealthprofessiontowardsaddressingthefivemajororaldiseases.
The NOHP 2011-2020 was implemented in2011andafter5years,itisnowtimelytoreviewthePlantoensurethatstrategiesadoptedareontracktowards achievement of our targets for better oralhealthforallbytheyear2020.TheMid-termReviewofNationalOralHealthPlan2011-2020Symposiumwas held on 14th November 2016 at Institute forHealth Management, Kuala Lumpur to monitorand review the implementation of NOHP 2011-2020towardstheachievementofthetargets.Withthe theme of ‘Realigning Our Directions: Pathwayto 2020 and the Future’, almost 200 participantsfrom Ministry of Health (MOH), other Ministries,Non-government Organisations (NGOs), academia,professionalbodies,industriesandconsumergroupshadattendedtheSymposium.
The event was officiated by the DirectorGeneral of Health Malaysia. There were three (3)plenary sessions, a forum and panel sessionwhichinvolvedsix(6)speakersfrommultipleagenciesandended with the presentation of the NOHP 2011-2020Mid-term Review Resolution by the Principal
DirectorofOralHealth,MinistryofHealthMalaysia.TheResolutionofNOHP2011-2020Mid-termReviewwere:
1.Reexaminethestrategycanvasforidentifiedfocus areas;2.Championinghealthypublicpoliciestomakehealthierchoicetheeasierchoice;3.Concertedandcohesiveresearcheffortsonqualityevaluationoforalhealthpromotionprogrammes;4.Stakeholderstoengageinconsumereducationandoralhealthpromotionforthecommunity;5.Effectivemechanismformonitoringandevaluationofachievements:NOHPExecutiveCommittee;and6.Highpriorityforstakeholderengagement,collaborationandpartnerships.
The MOH recognises that improving thehealth of Malaysians can only be achieved by keyorganisationsworkingtogetheratalllevels.

The New Dental Program Officer (NDOPreplacestheFirstYearDentalOfficer(FYDO)Program,which has been in place since 2012. It is intendedto overcome the shortcomings encountered inthe implementation of the FYDO program, suchas backlog FYDO for training at dental specialistclinics inhospitals.Theobjectivesof theNDOPareto familiarise new dental officerswith theworkingenvironment therefore, enabling them to providesafeandqualitycaretothepopulation.
The NDOP will capitalise on the strengthsof existing human resource and infrastructure toaddress the constraints of having to absorb intotheMinistryofHealth(MOH)increasingnumberofnewdentalofficersundertheone-yearcompulsoryservice.Thisprogram is importantandwill be fullyimplementedonnewcontractdentalofficersstartingJanuary2017.
In 2016, the Oral Health ProfessionalDevelopment Section has conducted four (4)related workshops by zones involving all TPKN(G)s,state coordinators, district dental officers andrepresentatives from Oral Surgery and PaediatricDental specialties. The workshop was to provideguidanceintheimplementationofNDOP.Participantswho are selected will be directly involved in theimplementation of NDOP whether in training,monitoring,evaluationandreportingtheperformanceof new dental officers. Eco-training either at thestate or district should be given to dental officerswhohavebeenappointed as supervisors aswell asdental specialists who are directly involved in theimplementationoftheNDOP.

The Malaysia International Dental Exhibitionand Conference (MIDEC) 2016 was successfully heldfrom28thto31stofJuly2016atthePutraWorldTradeCentre(PWTC),KualaLumpur,Malaysia.OrganizedbytheMalaysianDentalAssociation(MDA),thisexcitingannual convention has managed to attract over3500delegatesandvisitorsover the three-dayeventfrom over 35 countries. It has provided a fantasticopportunity for global networking and fosteringfriendshipswithintheworldwidedentalfraternityandfromalloverMalaysia.
The scientific committee has diligentlyassembled more than 20 speakers from all overthe world and locally. A comprehensive line-up ofdiscussions on the various dental specialties andinterestshasbeenpreparedtomeetthedemandsofmodern dental practitioners and allied dental healthpersonnel.Atotalof28oralandposterpresentationsresearches was presented during the conference.
TheDeputyDirector-General ofHealth (PublicHealth), Ministry of Health Malaysia, YBhg Datuk DrLokman Hakim Sulaiman, has graced the event onbehalf of the Honourable Deputy Minister of HealthMalaysia,YangBerhormatDato’SeriDrHilmibinHajiYahyaon30thJuly2016.
Present during the opening ceremony wasthe Principal Director of Oral Health Malaysia, DrNoor Aliyah Ismail. During the convention as well,National Dental Association (NDA) Presidents fromIndia, Mongolia, Myanmar, Saudi Arabia, Singapore,SouthKorea,Taiwan,andVietnamattendedtheMIDECFORUM for National Dental Associations and leadersthemed, “The Changing Face of Dental Practice andEducation–ShapingtheFuture”.
The discussions and resulting consensus willhelptomovedentalpracticeandeducationforwardinthemostoptimalmanner.

Program Ikon Gigi (iGG) Kebangsaan telahsecara rasminya dilancarkan oleh YB Dato’ Seri DrHilmi bin Hj Yahya, Timbalan Menteri KesihatanMalaysiapada4Disember2016diDewanTunPerak,LHDN Melaka. Majlis ini adalah anjuran bersamaBahagianKesihatanPergigian,KementerianKesihatanMalaysiadanBahagianKesihatanPergigian,JabatanKesihatanNegeriMelaka.
ProgramIkonGigiadalahsatuprogramyangmelibatkansukarelawandaripelbagaiusiadanlatarbelakangdanmerekabertindaksebagaimediumbarupromosikesihatanpergigian.IkonGigiinidibimbingsecara rapat oleh fasilitator yang dilantik daripadakalangan Pegawai Pergigian. Mesej kesihatanpergigianpuladisampaikanberpandukepadamodulkhas.
Program rintis telah dijalankan di Melakadengan penglibatan seramai 30 orang iGG padabulan Mei 2016 dan kini hampir semua negeri diMalaysiatelahmempunyaiikongigimasing-masing.Komitmen yang diberikan oleh para iGG adalahdiluar jangkaan. Mereka mempunyai idea yangkreatif dan aktiviti promosi kesihatan pergigianyang mereka jalankan bersesuaian dengan budayamasyarakat setempat. Dengan ini diharap mesejkesihatan pergigian akan lebih tersebar luas danmasyarakat Malaysia akan mengamalkan kesihatan
pergigian yang betul.Turut mengiringi YB TimbalanMenteri Kesihatan ialah YBhg Datuk Dr LokmanHakimbinSulaimanselakuTimbalanKetuaPengarahKesihatan (Kesihatan Awam) yang mewakili KetuaPengarahKesihatan,YBhgDatukDrNoorAliyahbintiIsmail selaku Pengarah Kanan Kesihatan Pergigian,YBhgDatukDrGhazalibinOthmanselakuPengarahKesihatanNegeriMelaka dan YBhgDatinDr Rohanibinti Embong selaku Pengarah Bahagian Dasar danPerancanganStrategikKesihatanPergigian. Mass communication has evolved fromthe days of old, from usage of pamphlets andadvertisementstotheusageofinternet.Promotion,too have evolved in tandem with means ofcommunicationsandhasadoptedtheinternettobeits flagship in promoting oral health together withconventionalmeanssuchaspostersandexhibition.
Social media differ from traditional mediasuch as TV broadcasting and newspapers in manyways, including quality, reach, frequency, usability,immediacy, and permanence. Social media aimstooperate in aDialogic transmission system (manysources tomany receivers) while traditional mediaoperatesunderamonologictransmissionmodel(onesourcetomanyreceivers),suchasapapernewspaperwhich is delivered to many subscribers. Traditionalmediahasgonetobealmostobsolete,asitismoreexpensive,costmorelaborandnotuptodate;onlytoreachafinitenumberofaudience.MinistryofHealthMalaysia isawareofthepositiveimpactthatsocialmediabrings inthenever-endingbattleofhealthpromotiontothepublic.OralHealthDivision,MinistryofHealthhastakenupthechallengeand initiative to empower the usage structure andmanagementofsocialmediainlinewiththeMinistryofHealthvisionbyhavingacourseonsocialmedia.
Following the success of the BengkelPenggunaanMedia Sosial dalamPromosiKesihatanPergigian,OralHealthDivisionisproudtoannouncethe rebranding of the OHD YouTube channel aptlynamed myGG Channel boasting at least 40 videosasofDecember2016.ThemyGGChannelcomprisesof videos pertaining to oral health ranging fromactivities in state aswell as national level and oral
healthcentricvideos suchasproper toothbrushingtechniques.
Thecoursealsofacilitatesthestandardizationofthestate’sOralHealthDivisionYouTubeChannel,Facebook account, Instagram account and Blogpage. The public can simply type in the name ofBahagianKesihatanPergigian(followedbythenameofstate) and theywill haveaccess to the stateofficialsocial media of choice. The public can also accessotherstate’ssocialmediaasallthesocialmediaareinterlinkedwithoneanother.

Mostimportantly,baby’steethareneededtohelpchildrentochew,speakclearlyandasguidanceforeruptionofpermanentteeth.Takingintoconsiderationontheimportanceofearlyoralhealthcareforyoungchildren,anationalguidelinewasproducedaimedtoincreaseoralhealthawarenessamongparents,childcareprovidersandhealthpersonnels.
NHMS2016datacollectionwasconductedfrom17February2016andcompletedon26May2016forPeninsularMalaysia,SabahandSarawak.Atotalof17,275mothersaged15-49yearswithlastchildbirthlessthan2yearsandtheirchildrenbelow5yearswhilelocatedwithintheselectedlivingquartersparticipatedinthe study.
TheOralHealthModulewithin theNHMS2016consistsof15 itemswhich includesquestionsonperceptionsontheimportanceoforalhealthcareforyoungchildren,oralhygienepracticesanddentalvisits.ThesummaryonfindingsoftheOralHealthModuleareasbelow:
Inconclusiononly1of4mothersperceivedlookingaftertheirchildren’steethwasveryimportant.About 7 of 10mothers reported had cleaned /brushed their child’s teeth/supervised their child’s toothbrushingeveryday.About9of10mothershadsoughtoralhealthcarefortheirchildinthelast2years.
Thefindingsshowedthatthereisaneedtopromotegreaterawarenessontheroleofmothersinmaintaininggoodoralhealthoftheiryoungchildren.Adviceformothersshouldincludegoodoralhygienehabitsfortheyoungchildaswellaseducatingontherighttimingfortheirchild’sdentalvisitwhichisbeforethe age of two.

Kursus Pembangunan dan PerkembanganFasiliti 2016 telah diadakan pada 29 Novemberhingga1Disember2016bertempatdiKlanaResort,Seremban.
Kursus bertemakan `Pemantapan MedicalBrief of Requirement (MBoR)Dan Standard ListOfEquipments’ telah dirasmikan oleh YBhg Datin DrRohani bt Embong, Pengarah Bahagian Dasar danPerancanganStrategikKesihatanPergigian.
Kursus ini dihadiri oleh seramai 42 orangpeserta terdiri dari Pakar Pergigian Klinikal, PakarPergigian Kesihatan Awam, Pegawai Pergigian danJuruteknologi Pergigian. Mereka mewakili negeri-negeriseluruhMalaysia.
Tujuandiadakanadalahsepertiberikut:-

of the moratorium at the Royale Bintang Hotel, Seremban,
NegeriSembilan from6– 8thNovember2016.A totalof32
participantsfromrelatedagenciesi.e.MalaysianQualifications
Agency, Public Service Department, Ministry of Higher
Education,dentaldeansoflocaluniversitiesandrepresentatives
fromlocalinstitutionsattendedtheworkshop.
Theworkshopbeganwithabriefingontheconductof
theworkshopbytheChairmanofthereviewcommittee,Hon.
Prof.EmeritusDato’DrWanMohamadNasirb.WanOthman.
This was followed by a welcoming speech by the Principal
Director(OralHealth)MalaysiawhoisalsotheChairmanofthe
JointTechnicalAccreditationCommitteeofDentalProgrammes.
Participantswerethendividedintosixgroupsandwere
giventhetasktoanalyzedatacollectedfromlocal institutions,
toidentifyproblemsinconductingundergraduatedentaldegree
programmesandproposesolutionstakingintoaccountcurrent
developmentsandchallenges.Eachgroupthenpresentedtheir
findingsfollowedbydiscussionamongtheparticipants.
On the second day, the Chairman of the National
Conjoint Board for Postgraduate Dental Education, Hon. Prof
DrMohamed IbrahimbinAbuHassanbriefed theparticipants
on the development of postgraduate dental programmes in
Malaysia.

ICDAS Projek pilot MMI di seluruh negara muladilaksanakan pada tahun 2016. Fokus utamainisiatif ini adalah untuk memperkasakan programpengesanandanrawatanawalkariesgigi.NegarakitamelaluiNationalOralHealthPlantelahmensasarkanseramai70%kanak-kanakberumur12tahunadalahbebaskariespadatahun2020.(AllianceforaCavity-Free Future) (ACFF) pula mensasarkan pada tahun2026,semuakanak-kanakbebaskariesdisepanjanghayatmereka. Justeru, pelaksanaanModifiedMOHICDAS(MMI)adalahtepatpadawaktunyadansejajardengan perancangan sedia ada.
Sehingga kini, seramai 16 orang PenyelarasNegeri, 32 orang Trainers Negeri dan 4 orangBenchmark telah dilatih bagi menjayakan projekinisiatif ini. Beberapa aktiviti telah dijalankan padatahun 2016, antaranya ialah sesi awareness yangtelahdijalankandiseluruhnegarauntukmenyalurkanmaklumat dan meningkatkan kesedaran mengenaiMMIinikepadapersonelpergigian.
SesiTrainingofTrainers(ToT)diperingkatzonjuga telah diadakan seperti berikut; Zon MalaysiaTimur (3-5Mei 2016), Zon Pantai Timur (9-11Mei
2016),ZonSelatan(26-28Julai2016)danZonUtara(9-11 Ogos 2016). Mesyuarat Bersama PenyelarasdanTrainersNegeribagiImplementasiFasaPertamaMMI juga telah diadakan pada 22 November 2016bagi membincangkan isu-isu berkaitan pelaksanaanprojekpilotdanToT.ProjekPilotFasaPertamatelahbermuladenganpemilihansebanyak73buahsekolahiaitumelibatkansekurang-kurangnya4buahsekolahsetiapnegeri.
Bahagian Kesihatan Pergigian KKM inginmengucapkanribuan terimakasihdiataskerjasamasemua pihak dalammenjayakan projek ini. Semogaianyaberjalan lancardanmembuahkanhasilsepertiyang diharapkan, iaitu status kesihatan pergigian rakyatdapatditingkatkandimasadepan.

MPIPA Majlis Persada Inovasi Perkhidmatan Awam(MPIPA) merupakan acara tahunan anjuran INTANyang diadakan bagi memberi pengiktirafan danpenghargaan kepada penjawat awam yang bergiataktifmenghasilkanprojekinovasikhususnyamelaluiKumpulan Inovatif dan Kreatif (KIK) di peringkatnegeri dan kementerian. Program yang dahulunyadikenalisebagaiKonvensyenKumpulan InovatifdanKreatif (KIK), diberi nafas baharu kepada MPIPAselarasdenganiltizamKerajaanuntukmenampilkanperubahan fundamental. Strategi dan programberteraskan keberhasilanbagimenjana inovasi danmeningkatkanproduktiviti.
Kumpulan SOLUSI dari Bahagian KesihatanPergigian Negeri Perlis yangmewakili KementerianKesihatan Malaysia dalam kategori teknikal telahmenyertai Majlis Persada Inovasi PerkhidmatanAwam(MPIPA)diMelakaTradeInternationalCentre(MITC), Melaka pada 14 November hingga 15November2016.MajlisPengiktirafanPersadaInovasiPerkhidmatanAwam2016initelahdirasmikanolehYBhg.TanSriDrAliHamsa,KetuaSetiausahaNegara.
Ciptaanmereka,Safe Needle Remover telahmencipta sejarah iaitu mendapat tarafan lima (5)bintang dengan 89.9 markah, sekaligus berjayamemenangiAnugerahKetuaSetiausahaNegaraiaitupengiktirafantertinggidalamMPIPA.Kumpulanyangdianggotai oleh 10 orang ahli daripada pelbagaikategori jawatan ini juga telah berjaya mendapat
AnugerahUreka.Anugerahkhasinidiberikankepadaciptaan inovasi yang mempunyai keaslian idea danpenciptaan,nilaioriginalitidankemampuankomersil.Kumpuan inidiketuaiolehDrKhairulFikriBinSebridan diselia oleh Dr Intan Shariza Binti Zainudinsebagaifasilitatorkumpulan.
Safe Needle Remover adalah satu alat yangdireka khas untuk diguna pakai di klinik-klinikpergigian bagi membantu menyelesaikan masalahtertusukjarumsuntikansemasarawatanpergigian.
Berdasarkan perangkaan daripada JKKPBahagian Perkhidmatan Pergigian Negeri Perlis kestertusuk jarum suntikan dalam kalangan anggotapergigian menunjukkan peningkatan dari tahun2012 hingga 2014 dan tidak mematuhi piawaianKebangsaanQANSIiaitu0%.Kebanyakankestertusukjarum suntikan yang dilaporkan melibatkan prosespengendalian jarum suntikan yang tidak selamat.MasalahinitelahmencetuskanideapenghasilanSafeNeedle Remover yang menggabungkan tiga fungsipengendalian jarum suntikan bermula daripadaprosespemasangansehinggalahpembuanganjarumsuntikankedalamtongsisatajam.
Inovasi ini telah berjayamewujudkan prosespengendalian jarum suntikan yang selamat semasarawatan pergigian dan secara tidak langsung telahmematuhi piawaian Kebangsaan QA NSI yangditetapkan.
