THE NEW KALABSHA AREA
WEST OF LAKE NASSER
A POTENTIAL BIOSPHERE RESERVE
FOR APPLICATION OF THE
MADRID 2008 ACTION PLAN
Foreword
In the latest issue of the Egypt MAB Bulletin, we present the results of a long
term socio-environmental research and development project of a singularly unique
nature. The place is the area west of Lake Nasser, in southern Egypt. The time is
about two decades of a governmental project to settle landless farmers and fishermen
from the Delta and from Middle Egypt, in a barren, remote, hot and dry desert in that
area. These people, who count several hundred, accepted the invitation of the
Egyptian government to go there, hoping to successfully gain their living, improve
their quality of life, and earn some surplus savings. These “new” lands are the surface
of the plateaus on both sides of Lake Nasser, which became the banks of the Lake.
The narrow strips of lands that were formerly cultivated by the Nubians are now
under the waters of the Lake, and the Nubians have been relocated elsewhere in the
Aswan Governorate, at the Kom Ombo plain, north of Aswan city. Hence these “new”
lands are in fact a no-man’s-land. Besides the fishermen and landless farmers, there is
a third unique group not found in any other community, which is the village reserved
for widows and their children, i.e., women having very little chance to raise their
children in their own hometowns. The name New Kalabsha comes from the fact that
these new settlements on the Plateau, are above the emplacement of the old village of
the same name which is now under water of Lake Nasser. This exceptional situation
warrants that the principles and plans of the UNESCO Man and Biosphere
Programme (MAB) be applied on a freshly established society, adapting their living
conditions and their production techniques starting from a zero situation. Biosphere
Reserves (BRs) of the MAB Programme are designated as “Laboratories for
Sustainable Development”. They are almost all areas where people have been living
together for centuries, who adapted their socio-politico-economic systems to the
environmental conditions of the area they live in along several trial-and-error attempts
that took several centuries to develop. When their areas are declared as Biosphere
Reserves, their traditions and their know-how is already there and serves as a natural
basis for drawing management plans for their Biosphere Reserve. The local
community is already coherent, related by family ties, and has its own local
institutions. Every one knows every one else and had amongst them long time
contacts and exchanges. If the community in a Biosphere Reserve encounters
problems, these are supposedly amenable to being resolved in community decision
making by socially adapted and approved mechanisms already known to and used by
the community, during its historical existence on that area.
An exception to this generality was the declaration of a Biosphere Reserve
which was a First in the history of the MAB Programme. This is the Islas Marias
Biosphere Reserve, which are an archipelago of 4 islands in the Pacific Ocean some

100 km off the western coast of Mexico. The islands are being used as a penal colony,
containing the Islas Marias Federal Prison. The islands have a population of 1116
people living there. The main settlement has a population of 602. The inhabitants are
not a coherent community with family ties, like in other BRs, but a population of
convicts and inmates from different walks of life, brought to the Island with their
families, which is in fact a penitentiary. The prison situation in Mexico became so
critical that the government announced in 2004 that they were reactivating the Islas
Marias prison to transfer 2,500 prisoners from prisons all over the country. The
population includes besides these the prison administrators and the guards. The
inmates are probably not involved in the management of such a BR. In addition to
prisoners, on Maria Madre island there are employees of diverse institutions of the
federal government, such as the Secretariat of Public Education, the Secretariat of the
Environment, the Secretariat of Communications and Transport, post office, and the
Secretariat of the Navy. Another group of settlers is made up of religious ministers
and acolytes of the Catholic Church, nuns of the Order of Social Service, and invited
teachers, technicians and their relatives. The colony is governed by a state official
who is both the governor of the islands and chief judge. The military command is
independent of the government and is exercised by an officer of the Mexican Navy.
The New Kalabsha Area is in stark contrast from the traditional BRs where
people are free, know each other, and have an established code of management of
natural resources, and from the case of the Mexican Islas Marias, where people are
not free but may know each other from their long residence together, and where the
code of management is imposed by the military. The New Kalabsha Area is an area
where people are free and composed of three different groups that barely know each
other. It is thus a unique case where BR principles and plans can be applied from a
zero start situation, giving a free hand for establishing management codes,
unhampered by old established prejudices and strongly held traditions in
homogeneous and coherent communities.
In the New Kalabsha Area, people are determined to make their stay a success.
Success here means getting some extra savings either to return home (especially in the
case of fishermen who don’t have permanent homes as they live in their boats), or to
stay and continue (this is especially the case of widows and most farmers, as they are
given built houses). The uniqueness of this area and its importance as a BR where
sustainable development values can be freely tested and applied is thus evident. They
all tolerate the scorching sun and the difficulties of obtaining much of their basic
needs, expecting to be assisted by scientists and administrators to reach a satisfactory
level of living conditions, for themselves and for their progeny. If New Kalabsha Area
is compared to other BRs, it evidently has more powerful credentials for nomination
than many others.
In the following pages the reader will be able to see all the necessary
information about this unique experiment. We hope it will help as a tool to lead to
better living conditions for its inhabitants.

An Explanatory Note

This applied action research project aimed at studying the possible human and
environmental effects of climate change on the new resettlement area west of the
High Dam Lake in Aswan and the linkages between climate change and factors such
as water and vector-borne diseases, land degradation and management methods,
temperature fluctuations, agriculture, and socio-economic aspects of the settlers’
community. The site of the research, undertaken in the past few years by the Near
East Foundation Egypt (NEF) and its affiliate the Center for Development Center
(CDS), is located in Aswan Governorate, specifically in the New Kalabsha area,
Nubia. The Government of Egypt (GoE) has been implementing for the past decades a
new national policy that entails moving populations from the overcrowded Nile
Valley and resettling them in new communities in newly reclaimed desert lands. This
new society is comprised of four (4) villages, namely: New Kalabsha, Garf Hussein,
and Bashayer El-Kheir, located 100, 150, and 220 km from Aswan respectively.
These three villages have been built jointly by the World Food Program (WFP) and
the Egyptian Ministry of Agriculture and Land Reclamation (MoALR). These areas
are to welcome approximately one (1) million people to be resettled in twelve (12)
new communities by the year 2017.
Methodology
The applied research project carried out environmental, social and economic
investigations using both qualitative and quantitative approaches. Through
collaboration with universities and research centers namely the South Valley
University (SVU), the Agricultural Research Center (ARC) and the High Dam Lake
Development Authority (HDLDA) respectively. SVU played a key role in
undertaking researches related to natural vegetation in the area; agro-forestry for
controlling desertification and movement of sand dunes; increasing timber
production; water pollutants in the lake and others. The ARC’s researchers
contributed to the quality of the project through conducting a number of related
researches and studies pertaining to crop development and introduction of new heat-
resisting varieties of plants and economically viable ones such as jojoba planting.
HDLDA is the main body responsible for developing the High Dam Lake area. The
Authority is mandated to develop the area, utilize its resources effectively and in the
meantime mitigate the negative socio-economic and environmental impacts from the
lake, particularly on the local communities and new settlers.
Outputs
The socio-economic assessment carried out at the beginning of the project indicated
vulnerabilities related to agricultural practices. This initiated a number of agricultural
research activities in participation with the beneficiary farmers. Dialogue with
beneficiaries during community meetings and focus group discussions, on the one

hand, and deliberations during workshops with research teams, on the other, led to the
achievement of the following outputs:
Agricultural Research Activities
All agricultural experiments were designed by researchers from the Agriculture
Research Center (ARC) in cooperation with project site team and farmers. Together
with the implementation of scientific research agricultural experiments such as “Bio-
Energy Plantation of Jojoba”, “Effects of Soil Moisture Regime and Nutrition on
some Vegetable Crops under Heat Stress”, “Ideal Crop Composition in the Area West
Lake Nasser” and, “The Effects of the Different Agricultural Seasons and Sprinkling
Dry Active Yeast on the Growth of Vegetables, Dates, Nigella sativa & Coriander”;
researchers offered extension services to farmers in their land and provided them with
timely information about their cultivation techniques to improve their current
practices. Researchers also offered capacity building programs based on the needs
identified by farmers themselves. Farmers contributed to the assessment of
experiments, and researchers concluded on best techniques and practices based on the
final data analysis. As a result of the agricultural research activities:
80% of farmers started using organic fertilizers and their return on crops rose
by 20%.
65% of the farmers started using crops resistant to high temperatures, such as
jojoba all year, Alfalfa “bersim” and lobby fodder to be cultivated during
summer session (1st year) and during the second year; soybeans and beet root
have also proved to be the best crop to be cultivated. These crops would
ultimately increase productivity per feddan (acre) to 21-40 tons.
20% of the farmers have also started using agricultural intensification, which
would increase production by 10 to 25% per feddan; 15% of farmers are to use
crops that give shadow to original crops, which will increase production by 5
to 8%.
Also, through veterinary guidance and nutrition courses, animal husbandry
would double the number of cattle and lead 20% of farmers to raise livestock.
In this respect, it should be noted that the project carried out 01 veterinary
convoys to check the health of livestock in the area.
Ecological and Biological Research Activities
The ecological and biological researches complemented the results of the
socio-economic assessment through focusing on water quality and water-borne
diseases, algae intensiveness, and distribution of vegetation and its
relationship with vector-borne diseases.
All water and soil research activities were designed by researchers from the
South Valley University (SVU) in cooperation with the project site team and
ARC researchers when necessary. Based on the results of the data analysis,
researchers offered conclusions to both the community and policy makers on
water use and management, and protection against water borne diseases
Health Research and Integrated Human Health Monitoring System
The health research activities were implemented by researchers from the
Aswan Educational Hospital, the Aswan Health Directorate, and the Animal

Reproduction Research Institute – ARC through medical and veterinary
convoys. Convoys provided direct health services to the community and at the
same time collected data on the diseases found in the area and their possible
relation to climate changes, disease vectors, and the quality of water in the
area.
The seven medical convoys provided health services to 3,469 beneficiaries
including medical checkups, laboratory tests, and provision of medicine.
The link that has been recorded with climate change is the prevalence of eye
allergy. In addition, the presence of flies might also be affecting the number of
occurrences of mucopurulent conjunctivitis. In addition, there are concerns
that drinking water might be highly mineralized, with high oxalate and urea
contents which increase the chance of kidney diseases and failures due to
water pollution and high temperature. Until this point of the research, no
common diseases between humans and animals were recorded.
Researchers also offered beneficiaries capacity building programs on healthy
nutrition, protection against disease, animal health and safe animal husbandry
activities. A total of 1,225 beneficiaries both women and men participated in
these training sessions and seminars.

1 - Land Deterioration of:
Water logging, soil salinization and the rise of ground water (4.5cm/year)
leads to deterioration of land productivity and hence lowering the farmers' income. It
is recommended: (1) to raise awareness of the importance of protecting the non
renewable groundwater resources of the Oasis,(2) proper management of water,
(3)controlled land reclamation,(4) efficient system of drainage water and usage of the
agricultural water drainage in cultivating forest trees and stabilization of the sand
dunes,(5)directing the surplus drainage water to a depression near Siwa.
2. Hospitals in Siwa:
It is recommended to enhance the completing of the buildings and the
instruments of the new hospital and provide it with doctors of different
specializations.
3. Marketing the agricultural products:
Dates and olives are the main agricultural products in Siwa. Although these
products are organic and considered as the best in Egypt and North Africa they face
difficulty in marketing. It is recommended to assist the Siwans to market crops inside
Egypt and abroad. The private sector may have a role in this matter.
4. Drinking Water:
The water distributed by the water plant in Siwa town is not purified and
contains contaminations of Iron, sulpher and micro-organisms. It is recommended to
enhance the finishing of the new plant which is under construction.
5. Health care:
Owing to the closed community in the Oasis, a genetic disease called sickle cell
Anemia is found in many New born babies. This needs a pre-marriage medical
examination and periodical medical examination for babies.
6. Promotion of tourism:
Siwa Oasis has forth the cultural and Natural heritages and can attract many
types of tourism like eco-tourism, safari, sand boarding and geo-tourism. There is
already an airport, it is recommended to prepare it for regular flights and characters
which will improve the direct tourism to Siwa Oasis.
7. Improving Therapeutic Tourism in the Oasis:
Siwa is famous for its pure sands that have some properties to be effective in
curing some rheumatic diseases. Tourists from all over the world as far as Sweden
and Germany come to Siwa searching for curing in the humble local clinics. It is
recommended to construct a modern clinic with updated medical instruments and
specialized doctors. In the same time, it needs announcement abroad about this clinic.

8. Preservation of architectural heritage:
The traditional building styles in Siwa are in danger of becoming extinct. It is
recommended to preserve the characteristics outer shape of the new buildings. A good
example is the building of the bank of Cairo in siwa which preserved the traditional
style of the Oasis.
9. Promotion of Siwa handcrafts:
Siwa is famous for it's traditional handcrafts like silver jewelry, pottery,
handmade clothing, wooden handcrafts, baskets and rugs. These handcrafts are
declining and subjected to extinction. It is recommended to organize training sessions
for the new generation based on modern techniques by professional trainers who
follow up the products development and facilitate their marketing. This will need the
support of the private sector. In 2001, Toni Scervino, a famous Italian designer
admired very much the beautiful embroidered galabiyas handmade in Siwa, by 2003
Siwa's products were selling in Milan, Italy and shown in several popular fashion
magazines in Italy, France and England. In Cairo, the Siwa garments are displayed in
a special show-room in Zamalek .
10. Noise pollution:
Calm characterizes the beautiful Siwa Oasis. Nowadays, many Siwans replace
the donkey carts and bicycles in their transportation by motorcycles which cause
extraordinary noise especially in the Shali district and the square of market near it. It
is recommended to control traffic in this area and evacuate the square from these
noisy motorcycles.
11. Using non-traditional energy resources:
The climate in Siwa is favourable for using solar energy as a clean source of
energy. Introducing bio-gas technology in Siwa villages will replace the Butane fuel
that is imported from Marsa Matruh more than 300km from the Oasis.
12. Siwa Oasis as a National Geopark:
A geopark is defined by UNESCO as a territory encompassing one or more
sites of scientific importance, not only for geological seasons but also by virtue of its
archaeological, ecological or cultural value. Siwa Oasis has all the characteristics to
be declared as the first national geopark in Egypt.

Celebrating 40 Years of the World Heritage Convention
Applied Diploma in Management of Arab and African World Heritage
(Cultural and Natural Heritage)
2012-2013
Egypt is the cradle of civilization and the birthplace of the concept of the
Outstanding Universal Value of Human Heritage and of international cooperation to protect
it. Egypt and Sudan launched in the late 1950's an international request for cooperation in the
salvage of the monuments Pharaonic monuments of Nubia, particularly the two Abu Simbel
Temples, cut into the rock. They asked UNESCO to supervise the operation. Fifty countries
responded and the huge work of salvation took 20 years to be accomplished. The
international community, knowing that such a situation is frequent, agreed to organize and
regulate such salvation and conservation efforts into an International Convention that was
launched in 1972 as the "Convention for Preservation of World Cultural and Natural
Heritage" (see Annex p. 17). The world is celebrating this year its 40th
anniversary and
Egypt's contribution in these celebrations is twofold: (1) the launch of the Applied
Professional Diploma for the Management of African World Heritage, to start on the 1st of
October 2012 and (20 Holding the International Conference on "Politics and Economics of
African World Heritage and Its Future" on 12 and 13 December 2012.
The Diploma is conceived as a response to the recommendations of the Meeting
of Arab WH experts organized by the UNESCO World Heritage Center at Abu Dhabi in
December 2005 and the twin African Workshops held in Cairo in 2010 on the
Harmonization of African WH Tentative Lists.
Although we have benefited from learning about the other few WH courses in
Europe, there are no other similar comprehensive professional higher WH studies anywhere
else.
