Our fully staffed ecological risk assessment team supports a range of energy market clients, site development as well as hazardous waste site remediation, with ecologi-cal and toxicological expertise in freshwater, estuarine, and marine aquatic systems, along with a variety of terrestrial ecosystems.

SCADA EXPERTISE

Woodard & Curran’s extensive electrical, instrumentation, and control services expertise encompasses engineering and imple-menting controls, instrumentation, and information systems into water, wastewater, and industrial facilities. We combine the engi-neering functions of a multidisciplinary consulting engineering firm with the implementation expertise of control systems integra-tors. Implementation assistance is provided with minimal, if any, operational downtime.

Our typical services include supervisory control and data acquisition (SCADA) systems, control and information technology plan-ning, engineering design and specifications, hardware selection and configuration, control panel design and fabrication, program-ming, system simulation and testing, installation supervision and start-up, and documentation and training.

The most effective strategy for an Owner to get a facility designed, built, and oper-ated (DBO) is to hire one company to do it all. With professional designers, builders, and operators all on the same team, working together from the beginning of a project right through operations, an Owner benefits from quality and schedule control and cost-saving strategies from each professional discipline.

Using Construction Management (CM) as a contracting strategy with Woodard & Curran as the builder, the actual construction can still be bid to comply with public bid-ding and funding laws in most cases. This contracting method is commonly known as EPCM (engineer, procure, construction management). Woodard & Curran also brings operations expertise on the EPCM team and can then contract for long-term operations and maintenance (O&M) if desired by the Owner. With this combination of contracting methods (EPCM and O&M), the Owner has only one company responsible for every-thing, while staying involved and in control of price and quality throughout.

Woodard & Curran also provides extensive environmental permitting services to assist an Owner in all aspects of acquisition, site permitting, and air, land, water, solid waste, and hazardous waste permitting with local, regional, state, and federal agencies.

North Queens Pipeline Project and Gate Station Design Confidential Client Major Utility Company – North Queens, New YorkWoodard & Curran provided engineering design and coordination of a 7-mile, 20-inch Transmission Pipeline in Queens. Performed initial feasibility study for pipeline routing, surveying along the route, subsurface utility investigation, gas engineering & design, details, and hydrostatic test plans. Project included identifying all permits, working with various agencies to obtain city and state permits as well as identifying temporary and permanent construction easements. Project also involves the design of a Gate Station/Transfer station where the 7-mile pipeline terminates, and gas is regulated from 350psi to 15psi. Design includes heater, regulator runs, SCADA, site plans and permitting.

Engineering Design and Environmental Services for Pipeline Replacement Yankee Gas – Connecticut River CrossingWoodard & Curran provided engineering, design, and environmental services to Yankee Gas for the CT River Pipeline Crossing Project. Design includes surveying, geotechnical sampling, ROW land agreements, base mapping and HDD design for the proposed 12-inch Steel gas main across the Connecticut River in the towns of Winsdor and South Windsor. Woodard & Curran provided all environmental permitting with vari-ous town, municipal, state and federal agencies. Our services included Archeological and Cultural resource review and Phase 1A and Phase 1B surveys to support permit-ting. Our personnel provided expertise in contract management, and providing Right of way services to obtain permanent and temporary construction easements. Our team provides various services to Yankee gas from conception to construction.

Gas Engineering and Environmental ServicesSouth Jersey Gas – B.L. England Gas Supply Woodard & Curran was hired to design and permit a 22-mile, 24-inch steel gas transmission pipeline through Atlantic and Cumberland County to supply a power plant for a coal to gas conversion. The project started in early 2012 with a route assessment study followed by a survey and permitting phase. Woodard & Curran designed the gas pipeline in 2013 and we are efforting the application process for the permitting agencies including the Pinelands Commission, New Jersey Department of Environmental Protection (NJDEP), U.S. Army Corp. of Engineers (ACOE), and the New Jersey Department of Transportation (NJDOT). The project will consist of 22-miles of 24-inch steel gas main, and will require numerous HDDs and Jack and Bores to circumvent waterways and other environmentally sensitive areas. In addition, we will design several pigging stations, an Interconnect Station, and a Metering Station. The project is scheduled to go to bid after all permitting is completed.

Project Experience

Woodard & Curran designed and provided full environmental and gas engineering services for the installation of a new 24-inch diameter steel pipeline to supply natural gas for the re-powering of the existing Beesley’s Point coal-fired electric generating plant owned by South Jersey Gas. Services included route analysis studies, environ-mental permitting, horizontal directional drill (HDD) design, threatened and endan-gered species surveys, cultural resources studies, agency coordination, wetland and waterway delineations, soil erosion & sediment control planning and implementation, and construction oversight.

Woodard & Curran’s preliminary task was to study three potential routes using GIS mapping and field investigations to prepare a detailed route analysis study. The pre-ferred route includes approximately 22-miles of new pipeline, contained within exist-ing road and power line right-of-ways and passing through three counties on land regulated by the ACOE, New Jersey Pinelands Commission, and state-regulated coastal zone across southern New Jersey.

Woodard & Curran biologists then conducted detailed wetland delineations surround-ing the proposed pipeline placement, and identified all rivers, streams, and channels that would be considered jurisdictional in accordance with federal, state, and Pineland juris-dictional regulations. Additionally, we provided management and guidance over extensive surveying services and detailed sub-consultant studies to identify potential state and fed-eral protected wildlife species and cultural resources along the project corridor.

The end result was a design that minimized environmental impacts, avoided time-consuming permit processes, and met the aggressive schedule required to address the needs of South Jersey Gas and the repowering of the B.L. England Generating Station.

PSE&G Newark M&R- Energy Strong Project, Newark New JerseyWoodard & Curran provided design and engineering services to relocate the existing Newark M&R station as part of PSE&G’s Energy Strong Program for storm hardening. It was identified that some of their critical equipment, including their SCADA, valving and heater needed to be raised above FEMA flood levels in order to protect this critical gas infrastructure that is the primary gas pipeline and station that serves the Newark Airport. Our services included gas engineering for the pipeline, regulator station, build-ing design, SCADA, electrical and site development. Additional services were provided such as being the Engineer of Record, Port Authority permitting as well as providing Construction Management services. This project gives additional comfort to both PSE&G and the Newark Airport from being shutdown of any gas service.

Berkshire Gas Company Gas Moratorium StudyWoodard & Curran managed the effort to review Berkshire Gas Companies decision to declare a gas moratorium until Kinder Morgan’s Northeast Direct Pipeline (NED) is operational. This project has been delayed by permitting challenges. The study consisted of reviewing gas supply vs. peak day requirements and evaluating vari-ous options that may assist in alleviating the impact of the moratorium while NED is delayed. Review of resulting impacts on current customers was also considered.

Gas Pipeline Permitting and Engineering Summit Utilities, MaineWoodard & Curran provided permitting and engineering services for Summit Natural Gas of Maine, Inc.’s proposed 85-miles of transmission pipeline and approximately 100-miles of distribution piping natural gas pipeline in the Augusta area. The pipeline will provide natural gas to 17 central Maine communities. Woodard & Curran provided overall project management and taking the lead in agency coordination and obtain-ing environmental and other non-engineering permits at the State and local level. Woodard & Curran also is providing GIS services and gas engineering support.

Natural Gas Preliminary Analysis and ReportEast Marion Gas CooperativeWoodard & Curran completed a preliminary analysis and report to supply the East Marion area with natural gas. The report provided a preliminary gas system layout with cost estimates. Further discussions were held with several contractors and more detailed cost estimates were done for the Cooperative and the financing team. The project is now under discussion with NSTAR, the local gas utility.

Horizontal Directional Drill (HDD) Atlanta Gas Light (AGL)Woodard & Curran was retained by AGL Resources to design a 24-inch gas main to go across the Chattanooga River and Norfolk Southern Railyard utilizing HDD construction method. Woodard & Curran’s expert gas team designed the 2 crossings which included reviewing land requirements, pipeline stress calculations, coordination with Railroad and regulatory agencies, as well as the detail design of HDD pipeline.

High Pressure Gas Main Relocation, Orange & Rockland Utilities, Village of Florida, New YorkWoodard & Curran staff oversaw engineering and environmental services for the relocation of two miles of a 16-inch Steel High Pressured Gas Main through the Village of Florida in Orange County, New York for a local utility. Engineering services included preparing detailed base mapping, utility verification, gas main layout, profile and tie-in details. Services included soil erosion and sediment control plans and pre-paring traffic control plans along the proposed gas main route. A full environmental assessment report was completed which included wetlands review and delineation; threatened and endangered species review, cultural resources review, and various agency coordination for permitting. Additional services included preparing highway permits, meetings with the NYSDOT and the Village of Florida’s DPW for the coordi-nation of sewer and tree replacement.

Regulator Station Design Confidential Client Major Utility Company – South Herkimer Regulator Station Woodard & Curran designed two regulator runs that included equipment specifi-cation, regulator design and layout and electric and SCADA design. Woodard & Curran’s gas team worked with our client’s engineers to incorporate their standards and specifications to fully meet their design requirements. Progress drawings and cli-ent meetings were key to maintaining on-time design deliverables.

Base Mapping for Gas Transmission Main Eastern Shore Natural Gas, Seaford, DelawareWoodard & Curran staff provided survey and base mapping for utility layout sheets to a gas transmission company. The project consisted of a proposed 11,000 ft gas main transmission main expansion project in order to provide gas to a large com-mercial client. Services included route analysis, topographical surveying and base mapping, utility verification and town/city coordination.

Gas Piping System Design and Master Meter Operator Baltimore City, MarylandWoodard & Curran staff provided gas engineering services to design distribution pip-ing for multiple apartment buildings for the Baltimore Housing Authority. The effort included performing pipe sizing and flow calculations to verify the new design. The project was a result of major renovations and additions to the apartment complex which modified the master meter design.

Gas Main Relocation Elizabethtown Gas, Elizabeth, New JerseyWoodard & Curran staff oversaw the relocation of sections of gas mains on a fast track schedule due to roadway modifications. The project involved multiple construc-tion phases, researching and locating all services to users along the routes, layout, design, construction quality/cost calculations, and the creation of engineering design details in accordance with NJDOT standards, and technical specifications. The proj-ect was designed in accordance with the State Utility and Railroad Accommodation Policy (Title 16 NJDOT Chapter 25 Utility Accommodation Policy, CFR Title 23 Part 645 and CRF Title 23 Part 646).

Johnson Road to Powers Ferry Road Natural Gas Pipeline Replacement Atlanta Gas Light (AGL)Woodard & Curran was retained by AGL in Atlanta, to provide environmental consult-ing, gas engineering & design, GIS mapping; right-of-way (ROW) land acquisitions and environmental construction support services for the design, permitting and construction oversight for a 7-mile, 24-inch natural gas pipeline in Fulton and Cobb County, GA. This project is the first phase in AGL’s Integrated System Reinforcement Plan (i-SRP) and extends through 2012. The full plan is designed as a 10 year, $400 million investment to meet the existing and future demands on their natural gas dis-tribution system. The Johnson Road project includes survey, engineering, GIS, base mapping & alignment sheets, pig launcher/receiver design,as-built analysis, and all design work associated with constructing the Johnson Road to Powers Ferry Road natural gas pipeline.

Woodard & Curran designed 3 Meter & Regulator Stations that were installed along the pipeline route due to the uprate in pressure throughout the system. Design included equipment selection of meters, regulators and heater, regulator layout, SCADA & Electrical Instrumentation,site development, surveying and regrading of the sites.

As part of the first phase of i-SRP, Woodard & Curran was also awarded a contract to provide the environmental and ecological services necessary to support this capi-tal construction program. The first assignment under this contract was to support the engineering of the Johnson Road project. Woodard & Curran was responsible to

provide a regulatory review of permitting requirements, identify any potential environ-mental issues; develop permit applications and perform field surveys and specialty studies including historic, architectural, and archeological surveys. During construc-tion, Woodard & Curran personnel have been responsible to assure that all environ-mentally and ecologically sensitive areas are properly addressed and that all work is in compliance with the permit requirements. The project was awarded in the spring of 2010, began construction in the fall of 2010 and completed in 2011.

Wildwood Gas Line Extension South Jersey Gas Company Middle Township & City of Wildwood, New JerseyThis project included a new 12-inch high pressure gas main extending approxi-mately 2-miles from Route 9 on the mainland to the barrier island to provide gas system reinforcement to the Wildwood area. The construction included a HDD under the inter-coastal waterway. Woodard & Curran staff provided the required State of New Jersey Department of Environmental Protection (NJDEP) wetland delinea-tion, CAFRA, Waterfront Development, and Tidelands permitting, as well as ACOE Section 10 and Section 404 permitting.

Paerdegat Basin Gas Engineering and Pipeline Modifications National Grid, New York, New YorkWoodard & Curran staff completed a system integrity project for twin 24-inch steel gas mains under Paerdegat Basin in New York City. The project included estimating installation of In-Line Inspection stations for the existing pipelines versus a new pipe-line replacement alternative; and design and layout of the new 30-inch gas pipeline using HDD. The project tasks included managing the geotechnical investigation, sur-veying, and permitting for the project.

Gate Station & Heater Design Confidential Client Major Utility Company – Aqueduct RacewayWoodard & Curran was hired by National Grid for design and engineering of a new gate station to provide gas to the new Aqueduct Raceway Casino project in New York City. Project included piping design, construction drawings, structural design of concrete pits, and piping payout for the station heater, primary and secondary regu-lator vaults, and developing engineering material specifications.

Electric Sub-transmission Relocation PSE&G, Corbin Intermodal Elizabeth, New JerseyWoodard & Curran staff provided design and project management services for the relocation of overhead electric sub-transmission systems to an underground conduit and manhole system to accommodate the expansion of Port Newark’s rail facilities. The project included the installation of a section of the electrical system under sever-al railroad tracks using Jack and Bore and HDD trenchless technologies. The project was further complicated by its proximity to significant air and port facilities and the associated security issues required to permit and construct adjacent to them.

Real Estate Study Philadelphia Gas Works (PGW), Philadelphia, PennsylvaniaWoodard & Curran staff provided engineering support on a study of the various facili-ties owned and operated by PGW in Pennsylvania. The study involved determining the condition of the overall facility’s condition including overall building assessments, HVAC, structural and environmental. Staff also prepared cost analysis including O&M and capital requirements relative to PGW’s present and future business needs. The technical assess-ment was then incorporated into the overall plan. The team’s recommendations were submitted to the Pennsylvania Gas Commission for review and approval.

Gas Main Design and Layout, Confidential Client Major Utility Company Jamaica Bay, Brooklyn, New York Woodard & Curran staff provided base mapping and gas main design/layout for 13,750 linear feet of 30-inch gas main in Flatbush Avenue. This project included the design of the Belt Parkway crossing using HDD. In addition, the team performed field survey activities, investigated and arranged for required permits, and prepared a Maintenance and Protection of Traffic (MPT) Plan.

Environmental Information Management Northeast Utilities, ConnecticutWoodard & Curran developed a customized geographic information system to store, maintain, and interpret chemical and hydrologic data related to Northeast Utilities’ former manufactured gas plants and other environmental sites. The Northeast Utilities Site Information Management System (NUSIMS) centralizes project data, facilitates electronic data standardization, and improves data quality, interpretation, and reporting. Programmers, project managers, and end users worked together to guide the project from start to finish.

Siting and Licensing Caithness Corporation, New YorkWoodard & Curran staff served as Principal in Charge and Project Manager for full-ser-vice siting and licensing of power development projects in the eastern U.S. The first assign-ment consisted of the siting of a 750-MW, combined-cycle facility on Long Island, New York, and a peaking facility in South Carolina. Woodard & Curran staff directed full licensing of the power plant under the New York State Article X process. The project included the prepara-tion of Major Non-attainment New Source Review (NANSR) and Prevention of Significant Deterioration (PSD) applications to the New York State Department of Environmental Conservation (NYSDEC). Assistance was also provided to Caithness with public meetings and workshops in the host town and surrounding communities.

Underground Electric Cable Design and Construction Prysmian, Cross Hudson NYC Electric Line, Edgewater, New Jersey Woodard & Curran staff were retained by Prysmian Cable to assist in the design and construction of a 345kv underground electrical cable from northern NJ to Manhattan. Prysmian is the cable supplier and was selected to complete the project “turn-key”. Woodard & Curran staff completed the engineering for all land portions of the project. This included the design of several HDD installations near railroads, thoroughfares, and other environmentally sensitive areas. They also designed several railroad cross-ings and parallel occupancies in NJ. The Manhattan side of the project required the investigation and preparation of detailed drawings to select a suitable “lane” for the new electric facility which will terminate at a Con Edison substation.

600-MW HVDC Undersea Cable Project Northeast Utilities (NU), Connecticut to Long Island, New YorkWoodard & Curran staff served as Principal-in-Charge for work on a NU, Connecticut to Long Island, New York, 600-MW DC Cable Project. The project involved a 25-mile route, 5 miles of which were terrestrial originating from NU’s Norwalk Substation extending to Hempstead Harbor, Long Island. The project involved assessing routing options and extensive geophysical and geotechnical surveys of seabed conditions within Long Island Sound to evaluate several potential submarine cable routes. The project included extensive environmental impact evaluations associated with selected cable routes and landfall locations. These evaluations included impact assessments of shellfish and finfish resources, water quality protection, prevailing tides and currents, and navigational and marine hazards. Final draft applications were prepared and submitted to NU for municipal filings and submittal to the Connecticut Siting Council.

Base Map and Gas Main Layout Orange & Rockland (O&R) Utilities, Airmont, New YorkWoodard & Curran completed a base map and gas main layout for 6,450 feet of 6-inch plastic gas main to replace an existing 4-inch and 6-inch bare steel main in Airmont. The project involved gathering all available GIS information on the proposed route, completing a site investigation to confirm and supplement any required field data, drafting the plan and profile drawings, soil erosion and sediment control plans, maintenance and protection of traffic plans, preparing permit applications, and assisting O&R in meeting all ecological and environmental permitting requirements.

Anacostia System Expansion Washington Gas Light Woodard & Curran was retained to perform a routing study for the expansion of Washington Gas Light’s Anacostia (Washington DC) system. The project involved gathering all available GIS information on the proposed route, survey of the pro-posed corridor, completing a site investigation to confirm and supplement any required field data, drafting the plan and profile drawings, and completing a construc-tability analysis and routing report.

Dennis Walsh, PE Service Line Leader Dennis has over 35 years of experience in gas engineering design and construc-tion management working for the former Brooklyn Union Gas and KeySpan Energy Company, now National Grid - USA, in New York City. He has taken that proven track record of operational improvements and a strong background in project man-agement with experience in managing large operating areas of union and manage-ment personnel to a consulting role in the gas industry. Dennis is the Gas Service Line Leader for Woodard & Curran since 2013.

During his 28 year utility career, Dennis gained extensive experience as a gas engineer and manager for a major New York City gas utility. His expertise included gas engineering, gas transmission and distribution systems, route studies, base mapping, Right-of-Way (ROW) acquisition, Trenchless Technology and Horizontal Directional Drilling (HDD) designs, design of gate station, regulator, and metering installations, regulatory permitting, and environmental remediation projects. Dennis was instrumental in successfully leading the implementation of a trenchless technol-ogy program for Brooklyn Union Gas in New York City saving over $1M annually in pavement restoration costs and improved productivity.

Linda Schmidt Senior Project Manager Linda has over 20 years of experience in the natural gas industry. From her past experience as a Gas Design Engineer for PSE&G and as a Gas Field Engineer for National Grid - USA, Linda’s expertise and knowledge includes all areas of gas pip-ing utility projects. She also worked as a Project Manager for National Grid - USA, in their facilities department, where she coordinated large building renovations and construction projects. In addition to her engineering capabilities, Linda has devel-oped expertise with the environmental and regulatory aspects of gas pipeline instal-lations. As a Client Manager, she has coordinated site assessments for future utility substructures and site development work that includes various phases of the site assessment and due diligence process such as Threatened & Endangered Species Review, Cultural Resources, Wetlands Review, and Regulatory & Compliance Permitting and Stormwater Management, and NYS Article VII.

James Gleaton, PE Project Manager James has 20 years of natural gas utility experience, with an expertise in gas main design, installation and leak repair. As Senior Staff Engineer, he has performed proj-ect management duties over various city and state projects worth up to $5 Million dollars.

David Davidowitz Project Scientist David joined the Woodard & Curran team after 40 years with - Gas Engineering for Consolidated Edison Company (Con Edison) in New York City. His skills and expertise include engineering of gas transmission and distribution systems, procedure and prac-tice development, technical operations, and materials approval. He was responsible for all the engineering of the gas transmission and distribution systems; development of all procedures, practices and methods; approval of all materials used on the gas system; ensuring compliance with all codes, rules and regulations; and all the technical operating areas including LNG plant, pressure control, corrosion control, measurement, leak survey, gas dispatch, and tunnel maintenance.

Robert Stanley Project Technical Specialist Bob has over 40 years of experience with NSTAR Gas in planning and scheduling for the local distribution company. He supported the engineering and construction activities during his tenure with NSTAR and its predecessor Commonwealth Gas Company. As the Supervisor of planning and GIS, he was responsible for the working relationships with the cities and towns where he successfully prepared, submitted, and obtained required construction permits and assured compliance with the permitting and restoration requirements of the involved towns and cities. Bob also investigated, reported and settled issues with the cities and towns involved in his service territory.

John Sheid Project Manager John is a proven manager with an eclectic background, having worked for KeySpan Energy Delivery for over 30 years prior to joining Woodard & Curran. He is highly skilled at organizing and reorganizing work groups, eliminating waste, improving pro-ductivity, and reducing costs. He is expert at leveraging technology to deliver innova-tive solutions for corporate success.

Angelo Fabiano Technical Manager Angelo has over 37 years of experience within the natural gas industry. His skills include development and review of proposals, pipeline/regulator station design, leak detection, coordination and performance of field tests and demonstrations, cost/benefit analyses, technical training, pipeline maintenance and construction, technical presentations, technical writing, project management, and budget and invoice processing. During his career, Angelo has served as Technology Manager for NYSEARCH (Northeast Gas Association), where he oversaw development of new technologies for 20 natural gas distribution/transmission companies and as an Engineering Director/Manager for National Grid (formerly Keyspan).

Leo Manzi Construction Manager Leo has over 30 years of experience in natural gas exploration, engineering design and construction management working for Brooklyn Union Gas, KeySpan Energy Company, and National Grid USA in New York and Long Island. He has been in all facets of the natural gas business, from wellhead to burner tip, including industrial MGP environmental remediation. He has a strong background in project manage-ment with experience in managing large construction projects with specialties in heating and cogeneration plants. His engineering experience includes design and construction of gas transmission and distribution systems, including heaters, and trenchless technology where he was the Project Manager for the first 8-inch HDD gas main from Brooklyn to Governors Island in NYC.

Andrea Hunt, PE Project Engineer Andrea has over 10 years of experience in the power and natural gas industries. This includes project technical task management, piping and equipment design, procurement, and field construction support for natural gas piping installations, natu-ral gas metering station installations, and combined cycle power plant construction projects. Her focus has been on design work responsibilities which included prepara-tion of documents for gas main installation construction packages including, but not limited to civil and mechanical drawings, hydrotest plans, and construction specifica-tions; P&ID, calculation, and system design description development for various bal-ance of plant (BOP) systems, including but not limited to natural gas, cooling/circulat-ing water, feedwater, steam, instrument air, and chemical feed. Her field experience includes provision of construction administrative services, such as coordination of weekly status meetings, responses to RFIs and preparation of ECIs, performance of system walk-downs for turn-over package preparation, procurement and specifica-tion preparation of various equipment and materials including piping, valves, fittings, pumps, and instrumentation.

Richard Anglisano Senior Technical Specialist Dick has over 40 years experience in planning and executing a variety of projects relating to the installation and maintenance of natural gas facilities within the State of New York. Projects include installation on major, intermediate and minor bridges, highways, transmission gas systems, gate stations, distribution gas systems, gas mains and services. For the past 12 years, he has worked as a Special Projects Engineering Consultant to the Natural Gas Industry. As a Senior Technical Specialist for Natural Gas projects with Woodard & Curran, Dick is involved in project develop-ment from inception through proposal and installation.

Steve Groeber, PE Senior Project Engineer Steve brings 37 years of experience in the Natural Gas Industry maintaining under-ground gas systems including: mains, services, regulators and pressure force as well as a large field operations team. His focus is with the ability to combine cutting edge technologies with expert problem identification and resolution. Steve is a strategic leader able to work under pressure and meet commitments while managing multiple objectives, and has strong written and verbal communication skills skilled at commu-nicating effectively throughout all levels of the organization.

Bart Brenner Senior Technical Specialist Bart has over 40 years of experience in the natural gas industry with extensive experience in the installation, maintenance, monitoring, and repair of all equipment for distribution, pressure regulation and safety. His career has spanned Brooklyn Union Gas, KeySpan Energy, and National Grid as a Quality Control Field Trainer/Sub Senior Foreman. Bart made daily inspections of Regulator and Gate Stations and maintained field and office records to comply with preventive maintenance mandates and PSC audits. He conducted trouble shooting and needed repairs for transmission pressure meter stations. He also acted as operations field liaison with contractors and company design engineers for station upgrades and coordinated Industrial and Commercial cus-tomer performance testing and repairs, and reinstated security valves.

Giovanni Amato Project Technical Specialist Giovanni is a Project Technical Specialist with 17 years of experience in Natural Gas Engineering and Land Development Projects for residential, commercial, municipal, private and industrial clients. He specializes in utility designs, gas transmission and supply pipelines, site layout, roadway design, grading, earth works, and utility infrastructure for wide variety of projects, from conceptual planning through design, permitting, and construction. Giovanni has been the project lead responsible for cor-roborating, coordinating, and delivering the final product on multi-discipline projects for private and municipal clients.

Joshua Coulombe Senior Designer Joshua has over 15 years of experience in civil, structural, mechanical, and process drafting/design with a primary focus in Civil/Site design. He is proficient in AutoCAD, Civil 3D, Map, Raster Design and has extensive knowledge in the customization, implementation, and deployment of Autodesk software. Joshua is also an active par-ticipant within the Woodard & Curran AutoCAD user’s group and recently presented a brownbag on the use of Autodesk’s Sheet Set Manager.

Nicholas DeLange Designer Nick has over 17 years of experience mostly in utility design, site development and land surveying. He currently specializes in the development of gas distribution projects for many clients throughout the Northeast. Nick has worked on a variety of projects spe-cializing in natural gas design, public utilities, transportation, municipal engineering, land surveys, and private site development. He has consistently used survey and GIS data to develop engineering designs.

Steven Ewing Senior Project Manager Steve has over 35 years of administrative and technical environmental experience. His environmental consulting experience includes conducting field investigations; mediating issues for clients before local, state, and federal agencies; preparing environ-mental impact statements and wetlands delineation reports; and developing feasibility studies. He has also presented expert witness testimony on environmental matters and is skilled in overall project management. Steve is a federally certified wetland delineator and has been certified in Community Noise Control by the State of New Jersey.

Matthew Smith Scientist Matthew is a geologist with two years of professional consulting experience in the environmental consulting field. His primary focus on natural resource concerns including: ecological investigation of freshwater wetlands; environmental inspection and reporting; federal, state and local agency consultation and permitting; and data collection for the natural gas transmission industry. Permitting experience includes Section 404/10, NEPA (FERC), and state and local regulatory compliance.

Stephen Bailey, PWS Project Manager During his 11-year career, Stephen has worked on hundreds of miles of corridor studies and thousands of acres of site work for energy and transportation projects and is formally trained in wetland delineation/assessment/permitting, stream identi-fication, NEPA, and Endangered Species Act coordination, which allows him to be a more effective client advocate and advisor on large and complex linear energy projects. He is involved with all environmental issues including project manage-ment, federal and state environmental permitting, protected species coordination, GIS/GPS, stream channel and wetland restoration, National Pollutant Discharge Elimination System (NPDES) compliance oversight, regulatory coordination, and public involvement. These projects often involve communication with both the public and the regulatory community. Stephen maintains solid relationships with the U.S. Fish and Wildlife Service (USFWS), the U.S. Army Corps of Engineers (ACOE), and state agencies, which allow him to proactively facilitate project permitting needs.

Ed Urban Construction Inspector Ed brings over 32 years of extensive engineering experience and proven results in the design and project management. He has worked on numerous design and construction of distribution and transmission lines which vary in size from 12-inch to 30-inch. Ed has extensive experience including Regulator Stations, LNG Plants, Corrosion Engineering, Plastic Pipe Systems, Cast Iron and Steel Mains, Contractor Inspections, Generating Station at LNG Plant, Value Engineering, Materials Management, and Pipeline Integrity.

Joseph Nardelli Construction Inspector Joe has over 41 years of experience with overseeing construction projects for utility infrastructures. He has built complicated meter stations, designed and built low pres-sure meter stations for the purpose of bringing existing stations up to State’s compli-ance regulations. As a Street Foreman Special, Joe worked with and when called for directed two or more crews to complete jobs (repairs, maintenance, installations, and emergencies) of South Jersey Gas (SJG) facilities. He has worked throughout SJG divisions with pipeline departments on overhauls and upgrading of meter stations, and handled numerous high pressure emergency situations.

Frank Madgesy Construction Inspector Frank brings over 41 years of experience in the Natural Gas Industry. He holds sev-eral certifications including OSHA Construction Safety and Health, Construction Site Safety Orientation, and Pipeline Welding Inspector. Frank has been involved in all aspects of construction, inspection and quality inspection duties in this career, and is very knowledgeable in health and safety protocols.

Thomas Chizinski Gas Engineer Tom has over 42 years of extensive engineering and operations experience in essen-tially all phases of a typical LDC including engineering design, network modeling, LNG facility and operations, leak survey, regulators & stations, gas control/scada, cathodic protection including pipe-type electric facilities, meter set design, leak repair, distribution system mtce, emergency response, and policies & standards. He has designed and/or oversaw the design of multiple high pressure lines including a 500 psig MAOP CNG line, a 450 psig MAOP SCG line, a 199 psig MAOP SCG line, responsible for all engi-neering and regulatory liaison for an existing SCG 600 psig MAOP pipeline, and gate stations and meter sets. Tom has also represented employer companies on numerous industry groups including NYGAS (GOAC & GOSURE Committees), Northeast Gas Association (NGA Operating Board), and AGA Distribution Engineering Committee. He has been a long-time invited instructor at the Northeast Gas Association Gas Operations School with sessions including Distribution System Maintenance, Cathodic Protection, Gas Quality, and Gas Supply Agreements-Tariffs and Contracts.

Jim Westervelt Technical Specialist James worked for Public Service Electric & Gas Company (PSE&G) for over 42 years until his retirement in May 2014. He initially worked in electric distribution moving to gas production then gas system operations where he spent the last 36 years of his career. James worked in many capacities during his career starting as a draftsman then trans-ferring into gas production as an Operating Helper and Gas Maker in the Paterson Gas Plant. In 1978, James was awarded the position of Gas Dispatcher (now called System Operator) in the Gas System Operations Center ultimately rising to the position of Manager in 2006. He was a member of the American Gas Association Gas Control Gas Control Committee for about 14 years serving as chairman during that time.
