Surg Rear Adm VSSR Ryali, VSM, ADGAFMS (MR, H & T)

Commissioned in AMC and seconded to Medical Branch of Indian

Navy on 15 May 81, the Admiral is an alumnus

of Andhra Medical College, and INHS Asvini

from where he completed his post-graduation in

Psychiatry. The Admiral has served in various

Naval Ships/units viz. Dunagiri, Kalinga, Asvini,

Kalyani and Sanjivani. He has headed the Dept

of Psychiatry at AFMC. Prior to assuming his

present appointment, the Admiral commanded

INHS Kalyani during its Golden Jubilee Year,

where he was awarded Vishisht Seva Medal in

2013. He has assumed his present appointment

as ADGAFMS (MR, H & T) at O/o DGAFMS on 10 Oct 14.

Surg Vice Adm Tapan Sinha, SM, DGMS (N)

Commissioned in AMC in Feb 1977, the

Admiral is an alumnus of AFMC, Pune. He re-

turned to his alma mater in 1980 to pursue post

-graduation in Surgery. His first stints as Sur-

geon were at CH (CC) and 160 MH. He quali-

fied M Ch (Urology), from IMS Benares Hindu

University and subsequently served as Urologist

at CH (EC) and at AH (R&R) in various ap-

pointments viz. Classified Spl, Senior Advisor

and Consultant. He has served as Brig (Med)

HQ 33 Corps and as Dy Comdt CH (WC). As

Maj Gen he has tenanted the coveted appoint-

ments of ADGAFMS (MR) and ADGMS (Army). The Admiral is a re-

nowned Professor of Surgery with University of Delhi and Professor of

Urology with the National Board of Examinations and has been decorated

with Sena Medal (Distinguished Service) in 2005. He has assumed his pre-

sent appointment as DGMS (Navy) upon secondment to Indian Navy as

Surg Vice Admiral on 01 Oct 14.

MESSAGE FROM DGMS (NAVY)

It is indeed my proud privilege to pen this message

for NAVMED NEWS, a newsletter I have always read

with keen interest in my previous appointments in Olive

Greens. Having joined the Naval Medical Service as its

Director General in Oct 14, I now look forward to the

opportunity, through this Newsletter, to participate in this

unique forum with my younger colleagues in Whites.

Indian Naval Medical Services have always stood for pro-

fessionalism, excellence in patient care and a very high degree of competence

in all its activities. The various community reach and operational contribu-

tions I hear frequently, some of which from the recent past finding mention

in this edition of the newsletter, are testimony to this belief. With its futuris-

tic vision in automation in the field of medical infomatics, with the induction

of NHIMS and soon to be inducted Telemedicine, Indian Navy will always

be the pioneer in the field of technologically advanced patient care.

The man behind the technology, encompassing the hospital team of

specialist medical officers, nursing staff, paramedical staff, and the medical

teams of the ships, submarines and establishments are my biggest assets.

They are the ones, with their compassion and dedication beyond the call of

duty, who bring the human touch to the high level of care that we deliver. As

we aspire to offer our best to the clientele that looks up to us for quality care,

it is important for us to keep pace with the advancements in the field of

medicine. Attending regular update programmes and continuing medical edu-

cation workshops, regular reading of medical journals would refresh our pro-

fessional knowledge and bring us abreast of the newer advances. I urge you

all to pursue these with vigour.

As I write this message as the Chief Edi-tor in this edi-tion of NAVMED NEWS, I am seized with mixed emo-tions of nos-

talgia and happiness. I have seen this newsletter grow from its fledgling issues to the now firmly established position as the flag ship publication of DGMS (N).

In this edition of the bi-annual, we have shifted our focus to Combat Medical Care and are covering the Medical echelon of Operational units instead of the ‘Hospital in Focus’ series.

This newsletter is the almanac of the Naval Medical Services. But I note with concern the lack of response to our calls requesting inputs. Surg V Adm VS Dixit, who retired as DGMS (N), has given a valuable suggestion to include a page for “Brain Storm-ing” - for discussion of valuable novel ideas that can make a change to the system. I would urge all the readers to not only contribute details of medical achievements, but also any other idea that would merit brain-storming in this news letter.

MI ROOM IN FOCUS-BSQ, ANGRE

1543 Sultan Bahadur of Gujarat ceded the Island of Bombay to the Portu-guese who built the Bombay Fort (the current INS Angre complex).

1548 King of Portugal gave away Bombay as a gift to Graica De Orta, a Phy-sician who commenced construction of Qunita or the Manor House (main Angre building) inside the Fort.

1661 King Charles II of England re-ceived Island of Bombay as dowry from King of Portugal as he married Princess Infanta Catherine of Braganza.

18 Feb 1665 Humphrey Cook signed the instrument of possession in the fort by which the English took over Bom-bay. Gerald Aungier, the 2nd British Governor of Bombay, created the Cas-tle & fortified its defences by construct-ing four bastions around Manor house. Amongst these, the Tank Bastion, is the present location of Barrack Sick Quarter (BSQ). Seen at the entrance to BSQ is the 10 feet high famous heri-tage “Sun Dial Clock”. Sun Dial does not have the standard 12 hour clock face, but rather marks out certain peri-ods the people of the time deemed im-portant.

1668 Island of Bombay leased to East India Company. The Company housed its first governors of Bombay during the period 1665-1677.

1686 Headquarters of East India Company transferred to “Bombay Castle” from Surat and with it the Headquarters of Bombay Marines.

15 Jul 1940 Bombay Castle commissioned as HMIS Dalhousie.

26 Jan 1950 Renamed INS Dalhousie.

15 Sep 1951 The Castle Barracks renamed INS Angre to honour the memory of Great Maratha Admiral Kanhoji Angre.

MI Room is a 12 bed dieted sickbay and has basic diagnostic facilities. A senior medical officer discharges duties of Naval Staff Surgeon, providing medical cover to all Angre & dependent units, families of service officers and PSOs. He attends the Family Clinic at NOFRA in evenings on odd dates and Adelphi Clinic near Churchgate on even days.

INS Venduruthy is the premier training establishment of SNC. MI

Room, Venduruthy provides comprehen-

sive health care to the dependent units at

Kochi, incl HQ SNC and most of the trg

establishments. In addition, the MI

Room undertakes Naval recruitment

medical examination of Artificer Appren-

tice, SSR, MR, NMR and Musicians

twice in a year.

Brief Histroy - Cdr G R Baker

on 23 Jun 1943 assumed command of

INS Venduruthy as its first Commanding

Officer. Capt K R Nair took over com-

mand on 03 Dec 1954 as the first Indian

to command the unit. Surg Lt Ranjit Das

was appointed as the first Principal Medi-

cal Officer of INS Venduruthy on 17

Nov 1961. Prior to 1970, MI Room,

Venduruthy was located near Signal

School. The present MI Room was inaugurated by Rear Admiral VA Kamath,

Flag Officer Commanding Southern Na-

val Area on 27 Nov 1970.

Out-reach Activities and

Health Education. Every year, INS

Venduruthy conducts an annual medical

camp at Vathuruthy Village for the local

population. Screening of Anaemia and

Diabetes is also undertaken during the

camp. The unit also conducts health edu-

cation programme on a variety of sub-

jects. Recently, Mental Health Day was

observed and a medical lecture was deliv-

ered by a Psychologist to the ship’s company and DSC personnel.

World AIDS Day An interactive session on HIV/AIDS was held on 27 Nov 14 at Varunika, Chanakyapuri on 01 Dec 14, on the occasion of World AIDS day. The event served as a platform for offering a holistic overview of aspects pertaining to HIV/AIDS, such as risk factors, signs and symp-toms and preventive measures to service personnel.

World Diabetes Day

An interactive session on Diabetes Mellitus was held on 20 Nov 14 at Varunika, Chanakyapuri. The programme inaugurated by Surg V Adm Tapan Sinha, SM, DGMS (Navy), aimed to inspire personnel and their families to inculcate healthy living habits as a part of their lifestyle.

Healthy Baby Show

Healthy Baby Show 2014 was or-ganised on 12 Nov 14 at Varunika, Chanakyapuri under the aegis of Arogya group of NWWA. The event was held for Sailors’ children in the age group of 6-18 months, 19-30 months and 31 – 42 months. A large number of children and their parents participated enthusiastically in the event.

Command Clinical Meeting by Video-conferencing

HQ WNC conducted a Command Level Clinical Meeting on Patient Safety by Tele-presence, involving Hospitals/ units at Mumbai, Goa and Karwar on 04 Jul 14. A total of 83 MOs and NOs participated in this maiden effort by WNC. Topics like “Drug prescription and Patient safety” , “Nursing care aspects of patient safety”, and “Patient safety at OT” were deliberated upon.

SOUTHERN NAVAL COMMAND

Universal New Born Screening Programme Inaugurated at INHS Sanjivani New Born screening programme was inaugurated by Mrs Gagandeep Cheema, President NWWA (SR) at the Seminar hall, INHS Sanjivani on 20 Oct 14 at 1100 h. The NWWA committee members along with 20 young couples (Officers and Sailors) attended the inaugural function. INHS Sanjivani is the first Armed Forces Hospital to commence this screening programme. The inaugural address was given by Surg R Adm Girish Gupta NM,VSM, CMO, SNC. The aim of the programme is to de-tect and treat medical conditions early, thereby preventing morbidity and mortality.

Chilka School Children Eye Camp An Eye camp was organized on 16 Aug 14, at Chilka High School, Barkul for school children of Class 8th to 10th. The slogan of the camp was “YOUR VISION OUR FU-TURE’’. A total of 273 children were examined and 23 children were de-tected to have positive findings like Xerophthalmia, Refractive error, Cor-neal opacity, Iris coloboma and Squint. The camp has been well ap-preciated by the School and is a step further to establish good will with the civilian community.

ANDAMAN NICOBAR COMMAND

Multispeciality Medical Camp A Multispeciality medi-cal camp was organized by INHS Dhanvantari on 18 Sep 14 at Orgrabranj Community Hall. Medical Spl, Gynaecolo-gist, Paediatrician, Radiologist, ENT Spl from Civ & service hosp & Doctors from Ayush Hosp were involved in the camp.

Operational Medical Prepar-edness

Various medical exercises were organized by HQ ANC as part of Ex Jalsuraksha and Casevac -2014. All the medical compo-nents and units were involved in the exercise.

Medical Camp—Kamorta Armed Forces multi-specialty camp was conducted at Kamorta Island, on 25 Oct 14 by INS Kardip in coordination with INHS Dhanvantari. The camp was attended in huge numbers by tribal and local populace, including school chil-dren, defense civilians and de-fense personnel. The camp has tremendously increased the goodwill of the Armed forces at large and HQ ANC in particu-lar amongst the local popula-tion. A total of 102 adults & 68 children were examined in the camp.

XXX ANNUAL CONFERENCE OF MARINE MEDICAL SOCIETY

The Marine Medical Society holds its Annual Conference on Marine Medicine and Allied Sciences. The XXX Annual Conference was held on 08-09 Nov 14 at the INHS Asvini auditorium. The conference was preceded by a CME on Mental Health Issues in Military Operations and was attended by a number of delegates.

The conference was inaugu-rated by VAdm Anil Chopra, PVSM, AVSM, ADC FOC-in-C (West). Several senior officers in-cluding Lt Gen BK Chopra, AVSM, PHS, DGAFMS, VAdm AR Karve, AVSM, Chief of Staff, Western Na-val Command, Lt Gen PP Varma SM, VSM DCIDS (Med), Surg V Adm Sushil Kumar, AVSM, NM, VSM, Commandant, Armed Forces Medical College, as well as other General Officers, Flag Officers and Air Officers attended the confer-ence.

During the inaugural cere-mony, the Chief of Naval Staff Tro-phy for the best managed medical emergency at sea was awarded by VAdm Anil Chopra, PVSM, AVSM, ADC, FOC-in-C (West) to Surg Lt Sachin Kaikade of ICGS Sankalp.

The Surg Rear Admiral HL Bhatia medal for the best managed cardiac emergency was awarded to Lt Col (MNS) Geetha Testimona of INHS Asvini by Lt Gen BK Chopra, AVSM, PHS, DGAFMS.

The Conference Scientific Souvenir, the Journal of Marine Medicine Society and the 3rd Edi-tion of the Saturday Clinics of As-vini were also released at the func-tion. This was followed by inaugu-ration of the Scientific Exhibition by Surg V Adm Sushil Kumar, AVSM, NM, VSM, Comman-dant, Armed Forces Medical Col-lege. The conference featured a session each on Hyperbaric Medicine and Submarine Medicine.

The Chief of Naval Staff Oration was delivered by Surg Rear Admiral Girish Gupta, NM, VSM on ‘Innovations in the field of Medicine in the Indian Navy’. The Keynote address was delivered by Rear Admiral LV Sarat Babu, NM on ‘Modern Concepts of Submarine Escape and Rescue – what the future holds for Marine Medicine’. The Invited Expert Oration was delivered by Surg Rear Admiral AA Pawar, VSM on ‘Mindfulness based mental fitness training in the Indian Navy’.

Surgeon Commander Ramesh Rao Memorial Trophy for the best paper was awarded to Lt Col Ashok Mohanty of INHS Kalyani for his talk on 'An insight on zero-gravity physiology for space anaesthesia and surgery’.

Distinguished speakers from a large spectrum of specialties delivered scientific papers and enlightened the audience on the specific challenges in their respective domains. In addition, a panel discussion on Diving Safety with experts from all pertinent fields associated with diving was conducted with the aim for it to be a stepping stone towards building a national consen-sus on the issue. The experts agreed to meet again and formulate a concrete proposal on the subject for review by the National Institute of Occupational Health. A ‘Free Paper Session’ for the Allied Sciences was also held.

The Annual General Body Meeting of the Marine Medical Society with the DGMS (Navy) in chair was also conducted on 08 Nov 14.

XXXV SNMDOC

The 35th Senior Naval Medical and Dental Officers Conference was held on 08 Nov 14 from 0800-1230 hrs at Western Naval Command Mess Conference Room. The conference was chaired by Surg VAdm Tapan Sinha SM, DGMS (Navy) and was attended by ADGMS (Navy), Command Medi-cal Officers of all Naval Commands, PDMS (P&M), PDMS (HS), CSO (Med), ANC, Director NIDS & Dental Advisor (Navy), Director (Medical) Indian Coast Guard, Commanding Officers of Indian Naval Hospitals, other Senior Officers, SO (Med), CABS and Staff Officers from O/o DGMS (Navy). The conference included presentations by the Command Medical Officers, Director NIDS & Dental Advisor (Navy), CSO (Med), ANC, Di-rector (Med), ICG and SO (Med), CABS. This was followed by a review of old and discussions on new agenda points. All points were discussed at length and directives on the way ahead were issued to concerned agencies.
