1. Changes in Legislation

• Reviewed International Code for the Construction and Equipment of Ships Carrying Liquefied Gases in Bulk (IGC Code)

Adopted by IMO on 22 May 2014 -resolution MSC.370 (93)

Applicable to new gas carriers keel laid on or after 1 July 2016

• New International Code of Safety for Ships using Gases or other Low-flashpoint Fuels (IGF Code).

The codes have broadened the horizons for gas applications, encompassing the use of low-flashpoint fuels for gas carriers and non-gas carriers

Classification Society Role

To ensure clear standards, requirements and methodology are put in place, to help ensure the required levels of safety and reliability are achieved.

2. Lloyd’s Register Gas Class Notations

Low-flashpoint Fuels (LFPF) notation

Assigned where the main propelling and/or auxiliary machinery is designed to operate using a low-flashpoint fuel

LFPF notation is to be appended by the associated characters GC or GF: • GC: Assigned to gas carriers.• GF: Assigned to ships other than gas carriers.

The low-flashpoint fuel (or fuels) that the ship is designed to use is indicated in the notation using a two letter identifier:• NG: Natural Gas• EG: Ethane Gas• PG: Liquid Petroleum Gas• ML: Methanol

3. Risk Based Design (RBD)

Class and Statutory Regulations require ‘risk studies’ to identify hazards and to assess and control risks. These risk based studies also show equivalence with SOLAS Alternative Designs and Arrangements.

Risk based studies are required for novel or complex designs for which prescriptive Rules and Regulations do not currently exist. To undertake consistently these risk studies, RBD process comprises the following stages:

• Stage 1 – Design and Safety Statement.• Stage 2 – Risk Assessment.• Stage 3 – Revision and Supporting Studies.• Stage 4 – Final Design Assessment.

Poseidon Med Project: Ports of Piraeus, Limassol and Trieste (Ongoing)

Poseidon Med project aims to develop a global infrastructure hubs for the supply of LNG toback increasing demand.

LR is the only class partner with role of technical advisor in legislative and conversion activities.

LR is project managing activities and undertaking Port Site Evaluation studies and LNGBunkering Operability studies for the ports or Piraeus, Limassol and Trieste.

Taiwanese Ports (2015)

Review and feasibility study on the application of a small LNG FSRU for Taiwanese ports identifying the size range of the FSRU bases on bunkering needs and demand; technical solutions for the bunkering barge; technical solutions for importing LNG into the barge; options for importing LNG into the FSRU, terminal requirements…

7. LNG as Fuel Projects: Value Delivered to Ports

Portsmouth International Port (July 2014)

LR provided a detailed guidance for technical specifications of bunkering equipment;operational procedures; help ensure that port safety and emergency planning is provided for;and that personnel competence can be developed effectively and put in place.

These procedures and checklists will position Portsmouth to become an LNG bunkering facilityand hub – the first in the United Kingdom.

Singapore International Port (March 2013)

LR identified the applicability for STS bunkering operations (as undertaken for smaller vesselservice within North Sea/Baltic ECA area in that stage) and LR assessed their applicability forlarger vessel operations in a bunkering facility within the port of Singapore, identifying:

• Class requirements for receiving ship bunker station, lay-out and equipment on-board.

• Typical equipment requirements for barge based system able to fulfil safe bunkering operations within the port of Singapore.
