Project Overview The proposed project involves improving approximately 15.4 miles of NC 211 from US 15-501 in Aberdeen to east of SR 1244 (West Palmer Street) - SR 1311 (Mockingbird Hill Road) in Raeford. The project is state-funded and is included in the State Transportaon Improvement Program (STIP) as Project R-5709. The project is in the early stages of the planning process and design work has not yet started. The project will address traffic congeson, roadway deficiencies, and safety. NC 211 will be widened to a fourlane divided roadway with either a 23-foot, 30-foot or 46-foot grass median. Potenal safety improvements may include liming leſt-turn movements, adding turn lanes and liming the number of driveways onto NC 211. Fieldwork on Private Property

As part of the State EA, NCDOT is required to identify and

document environmental resources so they can be avoided or

impacts minimized. Streams and wetlands are two of the

resources that must be identified during the review process.

Over the next several months, representatives of NCDOT (as

well as the US Army Corps of Engineers) may be present on your

property for the purposes of conducting or verifying the limits of

streams and wetlands pursuant to Section 404 of the Clean

Water Act and/or Section 10 of the Rivers and Harbors Act of

1899. These representatives will be wearing orange safety

vests, have picture ID badges, and will be hanging pink and black

flagging or ribbons, on trees and shrubs to identify the limits of

streams and wetlands, if present, on the property.

This flagging does not indicate the location of the proposed

transportation project, but it is very important in our environ-

mental review process. Please do not disturb this flagging.

If the US Army Corps of Engineers has already issued a

Jurisdictional Determination on your property confirming the

presence of streams and/or wetlands, or if you have questions

or comments about the project, please contact Greg Blakeney or

Kristina Miller listed on page 1. When calling, please mention

NCDOT project number R-5709.

The project’s environmental document will

be complete before the end of 2017

with a final decision document planned

in Spring 2019. The purchase of property

(right-of-way acquisition) is scheduled to

begin in 2020 with construction

starting in 2025.

Estimated Cost

The current State Transportation Improve-

ment Program has allocated $151,719,000

for right of way acquisition, utilities, and

construction. The estimated cost will be

updated as designs for the project are

developed.

Potential Design Options

Proposed improvements to NC 211 will include widening to four lanes (two in each direction) with

a median. In the Town of Aberdeen and Moore County, there is more residential and commercial

development located close to existing NC 211; therefore, a smaller median width is anticipated for this

area as compared to the rest of the project.

As shown in Figure 1, from US 15-501 to east of Carolina Road, a raised grass median between 23 and 30

feet wide is proposed along with curb and gutter. A dedicated 5-foot bicycle lane is also proposed along

both sides of NC 211. In addition, 5-foot sidewalks may also be provided along one or both sides of

NC 211 within the Aberdeen Town limits if the Town is able to participate in the construction cost and

accept maintenance responsibilities for the sidewalk.

From the Moore/Hoke County line to the eastern limits of the project in the City of Raeford, a 46-foot

wide grass median with shoulders is proposed. Four-foot paved shoulders will be provided on the outside

on both sides of NC 211. These paved shoulders will accommodate bicycles.
