The President’s Corner
November has come and brought a cold snap. The national elections are over and with it the end of the constant and annoying political ads. BUT, we do have club elections this month. Can-didates were nominated at the October meeting and the list of nominees is published in the min-utes.
In addition to the club elections, we will also con-sider a proposed new by-law at the November meeting. This proposal establishes a club parlia-mentarian which will be an appointive position tasked with making certain we follow the club’s constitution, by-laws, and Roberts Rules of Or-der. Since it is a new by-law rather than an amendment to an existing by-law it will require only a simple majority to pass.
J Hammond, N4BRD, deserves our thanks and congratulations for volunteering to assist with the relief efforts in New Jersey. He spent a little over a week up there working emergency communica-tions and assisting the NC Baptist Men in their feeding efforts. I am certain there are a great many “Jersey” guys and gals that appreciated the work they all did! We welcome him back and we will schedule time for him to tell us about his adventures at the November meeting.
There will be a VE session on Saturday, Novem-ber 17th at the Health Department. Also, please note that the schedule of exam sessions for 2013 is included on page 4 of this newsletter.
I am sorry to see Bob Biamonte, WU1W and Lionel Bryson, N4YYL retiring as vice-president and treasurer respectively. Both hams have done and outstanding job for many years and their efforts will be missed.
I hope to see you all at Flying Tiger and at the meeting on Thursday.

ARES Set - will be held at the Health Department Novem-ber 3, 2012 at 9:00am - approximately 4 hours, focus on message handling. Everyone is asked to bring a 2m handheld radio, ARRL message forms, paper and pencil. Digital messaging to be handled later. Objective is to get all members comfortable using message form. Silent Key, AI4TL - Charles Wackerman was contacted by a recent widow regarding possible disposition of ham radio equipment, Charles Wackerman and Raymond Arnold have details. New Business – Election of Officers for 2013 - October nominations, No-vember elections. Nominated - Charles Wackerman/President, J Hammond/Vice President, James John-son/Secretary, April Hammond/Treasurer - additional nominations can be made at meeting prior to Novem-ber elections. Christmas Party/Dinner – discussed, details to be re-solved, Jim Johnson agreed to coordinate with assistance from Jimmy Brock, Mark Galyean, and Ben Griffin, Jr. Suggested Location - Golden Corral, early December eve-ning, details at November meeting. Repeater Problems - continuing problems with noise/static/hash on repeater. Several attempts to repair includ-ing replacing at least one connector, may need new coax, Bob Wittmann (Health Department) requested RCC to investigate at their next visit to do tower/radio mainte-nance for County. May be a lightning arrestor problem. Lionel Bryson to discuss with RCC. Meeting Format Suggestion - Mark Galyean suggested that the Club expand its meeting format to include specific activities in addition to the monthly business meetings such as quarterly sessions focused on antenna selection, construction, usage, testing, tuning, operating procedures, etc. Further discussion warranted.

Sardine Festival, Aberdeen - Friday, October 12 - Mark Gal-yean and Jimmy Brock coordinated with Mark Galyean, Mark Wehner, J Hammond and Ben Griffin, Jr. in atten-dance. Several radio contacts made, invited back next year, a great time had by all. Pinehurst Triathlon - Saturday, October 6, Mark Wehner coordinated, primarily manned the rest stops on the run course, no accidents, medical issues, injuries. Jamboree of the Air, October 20-21 - Boy Scouts, Ms. Deb-bie D’Auria, Boy Scouts District Council - at August meeting requested our assistance, Jonathan Poverud and Mark Wehner to coordinate, despite multiple contacts with Ms. D’Auria, only confusion, nothing specific scheduled.

Club Auto Tags (for the front of your vehicle) are available from Dean Stockwell. Don’t forget, club elections at the November meeting and pay club dues for next year!

Individuals wishing to take the test must have a valid drivers license or other valid government issued picture ID, a social security card, (and a copy of the front and back of both documents on a single page). If the candidate currently holds an amateur license issued by the FCC they must also bring the original license and a copy.
No reservations needed but handicap candidates should call to assure that we are prepared to accommodate you.

3. Section 97.19 is amended by revising paragraphs (c)(1)-(3)
to read as follows:
§ 97.19 Application for a vanity call sign.

(c) * * *
(1) A call sign shown on an expired license grant is not avail-
able to the vanity call sign system for
180 days following the expiration of the license.
(2) A call sign shown on a surrendered or canceled license
grant (except for a license grant that is
canceled pursuant to §97.31) is not available to the vanity call
sign system for 180 days following the date
such action is taken. (The availability of a call sign shown on a
license canceled pursuant to §97.31 is
governed by paragraph (c)(3) of this section.)
(i) This 180 day period does not apply to any license grant pur-
suant to paragraph (c)(3)(i), (ii), or
(iii) of this section that is surrendered, canceled, revoked,
voided, or set aside because the grantee
acknowledged or the Commission determined that the grantee
was not eligible for the exception. In such
a case, the call sign is not available to the vanity call sign sys-
tem for 30 days following the date such
action is taken, or for the period for which the call sign would
not have been available to the vanity call

licensee's death, the call sign is not available to the vanity call
sign system for 30 days following the date

PROPOSED REVISION TO PART 97
The FCC has proposed the following revision to Part 97, the regulations governing ham radio.

The FCC proposes to amend Part 97 of the Commission’s Rules
regarding administration of examinations and examination ele-
ment credit for licenses in the
Amateur Radio Service. Specifically, in the NPRM the FCC pro-
posed:
1. A response to a petition for rulemaking filed by the Anchorage
VEC to grant examination credit for expired amateur operator
licenses, instead of requiring former licensees to retest. See An-
chorage VEC Petition for Rule Making, RM-11629 filed April
15, 2011.
2. In conjunction with this change, the FCC has proposed to
shorten the 2 grace period during which an expired amateur li-
cense may be renewed and to revise the grace period in the van-
ity call sign system correspondingly.
3. The FCC also proposed to reduce the number of volunteer
examiners needed to administer an amateur license examination
from 3 to a minimum of 2, and seeks comment from the amateur
community on amending the rules to permit "remote test admini-
stration" to facilitate use of available wireless Internet or satellite
technologies by administrating and certifying VEs to automate
the processes of conducting amateur license examinations.
4. And finally, in response to a petition for rulemaking filed by
the ARRL The FCC proposes to amend the Amateur Service
rules to allow amateur stations to transmit certain additional
emission types, but deny ARRL’s request for a blanket waiver
pending the resolution of the rulemaking proceeding.

The NPRM proposes the following changes to be amemded in
Chapter 1 of Title 47 of the Code of Federal Regulations Part 97
- Amateur Radio Service:
1. The authority citation for part 97 continues to read as follows:
Authority: 48 Stat. 1066, 1082, as amended; 47 U.S.C. 154, 303.
Interpret or apply 48 Stat. 1064-
1068, 1081-1105, as amended; 47 U.S.C. 151-155, 301-609,
unless otherwise noted.
2. Section 97.3 is amended by revising paragraph (c)(5) to read
as follows:

Proposed NEW By-Law The By-Laws committee has presented the following draft of a NEW by-law, which if passed will es-tablish the position of Parliamentarian. The Parliamentarian will be an appointive position who will assure that the club and its committees follow the constitution, by-laws, and Roberts Rules of Or-der. This by-law will be considered at the November meeting. Article III
Section 4- Parliamentary Procedure- In accordance with Article V of the Constitution all pro-ceedings shall be governed by Roberts Rules of Order. To provide guidance on proper pro-cedure to Club Members, Committees, and Officers, the position of Parliamentarian is to be established.
(a) After election, the President shall appoint the Parliamentarian.
(b) The Parliamentarian shall be an Ex Officio (without a vote) member of the Board of Direc-tors and all committees.
(c ) The parliamentarian shall receive from the secretary a copy of the By-Laws, Constitution and the clubs copy of Roberts Rules of Order.
(d) The club will appropriate funds to purchase and maintain a current copy of Roberts Rules of Order for the President and the Parliamentarian. As long as these copies are in ser-viceable order each officer shall pass these copies on to their successor.

Meetings are held in the meeting room of the Moore County Health Department on the third Thursday of each
month (except December) at 7:00PM. Meetings usually last about an hour. Licensed Amateur Radio Opera-
tors and those interested in HAM radio are invited to join. Annual dues are $20 for an individual or $25 for a
family membership. If you are interested in joining the club and ARRL at the same time, call Charles at 947-
2707 first as there may be a special deal.
