A new cabinet was selected. with what many regard as a welcome vibrancy and freshness. However, one glaring omission from a North County viewpoint is the lack of our own Minister. When Dr James Reilly lost his seat at the general election and delicate talks progressing in the aftermath of the election, the thought of such a key constituency being left without a Government Minister was unthinkable. Dublin Fingal is the youngest, fastest growing constituency in the country, and the fact that it is not represented at the cabinet table is a major blow to the area. It is widely accepted that constituencies without a Minister don’t fare as well as those which do. Dublin Fingal, or as it was previously known as Dublin North has a long and proud tradition of providing top class government Ministers to successive administrations. The names of John Boland, Nora Owen, Ray Burke, and most recently, Dr James Reilly are synonymous with strong leadership and who made sure that North County Dublin was well provided for when jobs and other benefits were being divvied out. It is generally accepted that constituencies that have a Government Minister will always fare better than those without one. The most recent case of this area benefiting from Ministerial presence was the selection of Balbriggan as a site for a new Primary Care Centre, through the auspices of Dr Reilly, as Minister for Health. While this caused a political storm at the time, a deter- mined Reilly was undeterred and the primary care centre is now regarded as a vital project in the future of Balbriggan, and is welcomed by all. While is is too late to have a senior minister, prior to the next cabinet reshuffle, the hope is that we will, at least be represented at Junior Ministerial level. The hope is that the strong showing of Fine Gael’s Alan Farrell may be enough to get him over the line as a junior minister, particularly as he performed well on Dail committees recently. This would be a great boost for the region, and is the least that our constituency deserves. W e Need A Minis ter! Farrell TD By Patrick Finnegan Balbriggan Chamber of Commerce has an ambi- tious vision for the town, which is expected to drive growth, employ- ment and prosperity, while enhancing the quality of life for its resi- dents. The plan includes the future of the town from an industrial, social and tourism strategy point of view. They have submitted their plans to the County Council for input into the Development Plan. The County Leader spoke to Chamber CEO, Sean Corrigan in the Chamber’s newly revamped office on St George’s Square in Balbriggan, where he outlined some of their plans. “The most impor- tant thing is that we have been able to pull a significant body of local business people and residential community together in a meeting, which was called by the County Council about two weeks ago.” The local authority issued an invitation in all the local communities for contributions to the Draft Development Plan. At that meeting, there was limited response from the business community. We formed the opinion that Balbriggan, as a commu- nity would not avail of the opportunity afforded by the local authority, which would be a lost opportunity. “It was then that we invited the Council to another meeting and the response was good. We had representatives from various groupings in the town, including sporting and cultural ones. A working group was set up to look at what would help to lift Balbriggan and how it could be included in the next plan (2017-2023). There is a lot going on, including the new Primary Care Centre, new schools and progress on Bremore Castle. Perhaps the standout project envisaged by the Chamber is the develop- ment of Stephenstown Industrial Estate. Corrigan explained, “This is a major opportu- nity for Balbriggan, as there are not many towns that are sitting right at a junction on a major motorway. When you arrive at junction 6 particularly, there is land available for industry, and the importance of this is that Balbriggan welcomes industry and has the necessary land available. Other towns in the North County don’t have these opportuni- ties, where 200 acres are available on one site alone. About 30 acres of this site are both zoned and services, meaning that they are ready to go. He continued, “With this in mind, a group has been formed including members of the County Council, the Chamber and representatives of some larger businesses, who are working on a Marketing Plan, which formed the basis of our own submission. Another inspiration for us was the local authority’s rebranding of the Dublin Enterprise Zone in Blanchardstown. That caused us to look at our own situation, Contd. on page 15

The village of Balscadden will host their 8thAnnual Gary Martin Tractor Run on Sunday 29thMay next. Last year, over 120 tractors took part inthe run both vintage and modern. The runcircles through the villages of the North Countytaking about one and a half hours to complete.On their return to Tom Byrne’s field in the village,there will be a family community day, filled withmusic, dance, novelty games, a children’s tractorrun, organised by our local national school, andmany food stalls. County Mayor, Cllr DavidO’Connor will start the proceedings, and the trac-tors will pull out at 11.45am sharp.

An exciting new drug information apphas been launched by the North DublinRegional Drug and Alcohol Task Force,which is based in Swords. The app,called SAND was formally launched on27th April last in Portmarnock by DrGerry McCarney, following a drugs infor-mation event forschools.Brid Walsh (RegionalDATF Co-ordinator)spoke to the CountyLeader about thisexciting new initia-tive. She said, “Thiswas a huge under-taking which wasproject managed byour incredible CareCo-ordinator, LouiseMcCulloch andsupported by KarenReid and JackiThompson who didtrojan work on thecollation of informa-tion behind thescenes”.A key feature of thedesign was toinclude youngpeople in theprocess. “We worked with a group of 12young people from North County Dublinwho became our Youth AppDevelopment Group. These wereLeaving Cert students from MalahideCommunity School, Skerries Community

College and also a young person fromBalbriggan Jigsaw Advisory Panel. Theymet with us and the designers regularlyto advise us on the look, functionalityand design of the app and were sohonest. They had no problem in chal-

lenging us to go back to the drawingboard if they felt that some designfeature wasn’t going to work,” she said.The app was initially targeted at youngpeople to equip them with informationon drugs and alcohol and signpost them

to support. However, the CountyLeader learned that as it evolved, itbecame obvious that the appeal wasuniversal. Brid explained, “The appcontains non-judgemental informationon different drugs, street names, theireffects, legal status and lots more whichwill help people make informed deci-sions about drugs and alcohol.Importantly, it also highlights risks tolook out for and signposts to servicesshould anyone need information, adviceor support.Not only is the app a really usefulresource for young people, parents

and anyone whowants factual infor-mation on drugs, it isalso free.“It was reallyimportant that weincluded the verygroup that the appwas targeting in thed e v e l o p m e n tprocess,” stressedBrid. To ensure thatthe informationpresented wasabsolutely up to dateand accurate, thetask force workedwith Kevin Ducray,Senior ClinicalP s y c h o l o g i s t ,National DrugTreatment Centreand his team whogave up a huge

amount of time to fact check all of theinformation and source additionalcontent. We really couldn’t have done itwithout Kevin. The app is available forAndroid and Iphones now and is free todownload.”

Leagh McGuirk from Swordsdecided to do something for chil-dren who have lost their hairthrough cancer. She had 12 inchescut off her hair and donated to theRapunzel Foundation to be turnedinto wigs for less fortunate girls.She had her hair cut on Thursday, 28th April last at SwordsManor Pub.“I have wanted to do this since Iwas six years old, but my dad’sbest friend’s mum passed away, soI decided to do it now,” said 14year old Leagh, who lives inSwords Manor estate. “My friends

and school mates are all shockedand they think it’s an unbelievablething to do. They said I was verybrave to do it. It’s strange that I canno longer flick my hair back, but atleast my hair will grow back,whereas children with cancercannot experience that.”So far over €900 has been raisedby Leagh for Breast CancerResearch and she hopes that thosesuffering with cancer, will findsome hope through her actions. “Iencourage other girls to do thesame thing, as it goes a long wayto helping others,” said Leagh.

Rory McKenna, long time member ofBalbriggan and District Historical Societyand local expert on Maritime History,gave a talk on Nicholas Rath in the TownHall, Balbriggan on Wednesday, 27thApril last. This fascinating talk told thestory of this Balbriggan native and hisexperiences in World War One, includingthe rescue performed by him, when aseaplane collided with a mast and gotwedged there. He climbed up severalhundred feet to rescue the pilot. whichled to him being awarded the AlbertMedal in 1917. Among the captive audi-ence and adding to the story with theirpersonal momentos were descendants ofNicholas Rath, including his granddaughters and great grandson.Speaking at the talk, Jim Walsh, Chairmanof Balbriggan and District HistoricalSociety said, “I would like to thank Roryfor his excellent talk and we are delightedto welcome the members of theextended Rath family here tonight.”The Commemorative Seminar “Éirí

Garristown came under attack on Thursday,28th April last, as the old RIC barracks wasraided by a number of suspicious characters onbicycles. Luckily for the crowd assembled, itwas just a re-enactment of events on the 100thanniversary of the Battle of Ashbourne, the onlysuccessful battle of 1916.Hundreds turned out to watch the re-enactmentby the Fingal Old IRA Commemorative Society,where at least 15 “volunteers” in period dresscycled down the Main St on High Nelly bicycles,past the barracks. The barracks was then raidedand the constable was interrogated until the“volunteers” were satisfied he was telling themthe truth. County Mayor, Cllr David O’Connor unveiledtwo plaques on the buildings that played keyroles in the skirmish. He was joined by descen-dants of those who played a role in 1916. Themayor is a Garristown native and his grand-mother, Ita Murray was one of the ladies whoadministered to the dead and wounded at theBattle of Ashbourne. The “volunteers” marchedup the village accompanied by Amy Campbellon the uilleann pipes, and stood to attention infront of the information board which had beenerected to remember the events of 1916 in thevillage. Aoife Tumbleton gave a beautiful rendi-

tion of Grace. Malachy Lawless, a relative of theLawless family from Saucerstown who wereactive participants in 1916, read the proclama-tion. Nicola Ralph, a descendant of ThomasAshe read his poem “Let me carry your cross forIreland Lord” and Eileen Neylon who hails fromLispole, the same parish as Thomas Ashe readhis only written words of that week. Childrenfrom Garristown National School, DaphneKamau and Thomas White read the new procla-mation written by pupils of the school. The Castle situated inthe centre of the townand is the only fortifiedresidence of theArchbishop to survivein a reasonable statetoday. The buildingsthat make up the Castleform a rough pentagonenclosing an area ofapproximately 0.5hectares with ap e r i m e t e rwall of 305 metres. TheCastle was built over aperiod of 400 years startingbefore 1200 AD.

Green Party member, Joe O’Brien,has expressed further concernsabout the proposed development ofan additional runway at DublinAirport. O’Brien has also made asubmission to the FingalDevelopment Plan to ensure thatcommuter traffic, adversely affectedby increased traffic that an additionalrunway would bring, would becatered for by major improvements inpublic transportation provision. Speaking to the County Leader, hestated that; “There is a worrying lackof balance and real debate about thepluses and minuses of anadditional runway at theairport. A lot of what wehave been hearing for manymonths now are uncon-tested views that businessgrowth for Dublin AirportAuthority is an unquestion-able good thing for thenorth county. There is muchmore to it than thathowever and I have a duty to bringthese issues into the public domainwhen others are failing to do so. Ihave already highlighted the commu-nity impacts on Portmarnock and St.Margaret’s and now also potentiallyon south Malahide.” “What also needs to be considered isthe potential negative impacts oncommuter traffic that a larger airportwill bring. I have asked the Council inthe process of its new developmentplan to ensure that commuter traffic -bus and motorists in particular arenot adversely impacted. There is ahuge lack of transparency about thewhole process, in terms of who bene-fits most out of this and indeed, whatthe widely varying figures in relation

to employment benefits of anotherrunway are based on,” he added. He went on to say; “Perhaps mostcrucially though I have asked FingalCounty Council to ensure that anyplanning permission that they grantfor any project is in compliance withthe Climate Change Act. Most peopledo not realise it, but following theglobal agreement in Paris last year195 countries made an agreement toreduce global emissions. We alsonow have domestically binding legis-lation which requires government toconsider the climate change impacts

of its decision and devel-opments. There isabsolutely zero evidencethat such considerationhas been given. This is acrucial point as ultimatelythe additional runway forHeathrow didn’t proceedbecause the courts thererefused permission for iton the basis that the

climate change legislation was notconsidered. This could be a bigwakeup call not just for DAA but forthe whole country that we are nowliving in a world where we have toconsider the climate change impactsof such developments.”“It is important to say that DublinAirport can grow and developsustainably and it is important tosupport its development. Howeverdevelopment needs to be conductedin a responsible manner with allpossible adverse impacts properlyconsidered and planned for andprevented where possible. I don’t seeany debate at the moment where allthese factors are being properlyconsidered,” concluded O’Brien.

Swords Tidy Towns have qualified for a new all islandcompetition, including towns from Northern Ireland,as a result of their fine showing in the IBAL report(Irish Businesses Against Litter), where they finishedin the top 10.

This qualified them for a place in the all island compe-tition. The local authority entered them for the compe-tition and Ken Duffy, Secretary of Swords Tidy Townsexplained to the County Leader about the prepara-tions currently underway. “As you can see there is alot of preparation work going on at the moment andwe expect the judges to visit the town in the month ofMay. Hopefully we will do very well, as there is a lot ofwork with the councillors and even if we get a recom-mendation, that would be great,” he said. He is alsoappealing to the various local businesses to come onboard and to enter into the Hanging Baskets competi-tion and we would like to see categories introduced,instead of an overall winner. Local councillor, JoeNewman (NP) is fully behind the efforts of the TidyTowns committee, but he has concerns about thesiting of unsightly commercial litter bins on SwordsMain Street, which he believes will adversely affectthe judging. He said, “I want to congratulate SwordsTidy Towns committee, especially Ken Duffy, who hastaken up the baton and continues to carry on the greatwork of the late Des Becton. He has a great teamaround him, which makes a huge difference,” he said.“However, as I walk through the town, I see more and

more large overflowing bins being left outside busi-ness premises and I think this is detrimental to theTidy Towns efforts in the competition. I am calling onbusinesses that own these bins to take them out ofsight and to play their part in keeping this town tidyand supporting the Tidy Towns. Everyone needs to beaware of their responsibilities and we need people totake these bins in off the street,” he said. “Since I havecome on to the Council, I am very conscious of theissues confronting the Tidy Towns group and I haveencouraged the Council, like through the flowerdisplay last year which was very well received by thepublic. The Council have done great work inimproving Swords. There’s a lot of money being spenton projects like Swords Castle, which will greatlyboost tourism for Swords.”

Minister of State for Tourism and Sport, Michael Ringhas progressed work on the regulation of MixedMartial Arts (MMA) in Ireland. This comes after therecent sad and tragic passing of Portuguese fighter,Joao Carvalho at an MMA event in Dublin. The newregulations will have a profound effect on the NorthCounty, as plans are afoot to open some MMAoutlets here. The Minister proposes the establish-ment of a National Governing Body for MMA throughSport Ireland, with proposals under discussion. Theminister met with representatives of theInternational Mixed Martial Arts Federation (IMMAF)and its affiliated body in Ireland. This was with a viewto understanding the IMMAF’s perspectives on theissues that Mr. Carvalho’s passing raised. In partic-ular, Minister Ring sought the views of the MixedMartial Arts (MMA) representatives on appropriatemeasures to safeguard the health of participants inMMA events. The MMA representatives made itclear at the meeting, which was held on Wednesday,27th April last, that they would welcome a formalprocess from which a reputable National GoverningBody (NGB) for MMA in Ireland would emerge. TheNGB would be responsible for setting and over-seeing appropriate standards, including standardsrelating to safety and governance. Subsequent tothe meeting, Minster Ring was advised that ameeting of the main MMA stakeholders in Irelandhas been scheduled for Tuesday, 17th May, todiscuss the establishment of a National GoverningBody for MMA in Ireland which would enter into theSport Ireland NGB recognition process.

A Deal at What Price?Last week saw the Commission recommendthat Turkey be given visa-free travel withinthe EU’s Schengen Area, of which both UKand are I re land are not members. Thisconcession is in response to Pres identErdogan’s agreement to revised asylumproposals which will see action by Turkey toprevent onward movement and acceptance ofmigrants returned to it from the EU. Also theprogramme provides for redistribution ofmigrants across the union. The visa-freeconcession was to be made when Turkey hadcomplied with a menu of reforms set out bythe EU. Regrettably not all have beenimplemented. Activists maintain thatby fa i lure to ins ist on the fu l lreform package, the EU is , ineffect abandoning journalists,writers and editors who faceharassment and imprisonmentshould they speak out againstthe regime. Erdogan is pushinga ser ies of reforms within hiscountry’s own pol i t ical system,which will see a more Presidentialsty le of administrat ion. As part of thatchange the more EU friendly Prime Ministerhas announced that he is to step down fromoffice. The new rules on migration will see aredistribution of asylum applicants from areceiving country when applicants exceed agiven number. Super Garden In Bloom In RushThe ever-popular television programme, SuperGarden is coming to Rush. Rosaleen and MarcEbbs from Rush wil l undergo a gardenmakeover in RTE One’s Super Garden, airing at 8.30pm on Tuesday, 24thMay. In this episode, Super Garden follows thecreative handy work of Glenn Keelan, a 33 yearold artist and aspiring crafter from Rush andhis garden design for the family.Garden designers compete to showcase theirgarden design talent at this year’s BloomFestival , under the careful watch of the expert judges.The Rush episode sees first time homeowners,Rosaleen and Marc finally being able to enjoy

their garden. They moved into their house in2007 at the height of the housing boom andsoon discovered that it had pyrite, and eversince, they have not been in a financial posi-tion to resolve this. The family now has a newaddition, Caitlin who was born 2 years ago,and they hope that their new garden will givethem a space where they can invite family andfriends around for relaxing evenings.Having lived in Berlin for five years, designerGlenn was inspired by the urban garden move-ment and returned to Ireland to begin acourse in landscape design. While he hasgained experience in landscaping, until now,he has never had the opportunity to realise adesign of his own. He hopes that SuperGarden will help to kick start a career ingarden design.

Local Auctioneer Involved In Housing PolicyWell-known Swords auctioneer, AlanRedmond of Redmond PropertyConsultants was part of a delegation ofIPAV (Institute of ProfessionalAuctioneers & Valuers) members, whopresented a series of proposals for tack-ling the housing crisis to the DáilCommittee on Housing andHomelessness. The Dáil Committee onHousing and Homelessness was toldthat, “given the depth of the housingcrisis, a Cabinet Sub-Committee will beneeded to support a senior Minister forHousing if the myriad of issues impactingthe housing and homelessness crisis areto be fully addressed. The IPAV delega-tion, including Redmond, told theCommittee that, since it would be analmost impossible task for a Minister forHousing to pull together the variousgovernment departments dealing withaspects of housing, a senior Ministerwould need to be supported by a CabinetSub-Committee on Housing. The organi-sation also called for the Minister forFinance to exercise his powers and adaptthe remit of NAMA so that properties aremade available for sale to Irish residents andstipulate that vulture funds buying proper-ties would be compelled to build an equal

number of properties. NAMA should alsosupport Irish governmental institutions suchas housing agencies in acquiring properties.The organisation that represents over 1,000

auctioneers said modular housing iscosting €240,000 per unit, while some ifnot most of the units sold to funds havechanged hands for less than €100,000.The Committee were told that the newGovernment needs to incentivise smalland large builders by making buildingfinance available at interest rates ofbetween 1 per cent and 3 per cent.“Mezzanine finance currently available atexorbitant rates of 15 per cent to 20 percent, is prohibitive and all such costs arepassed on to the house buyer. Among theother measures proposed to theCommittee were an easing of the CentralBank mortgage lending restrictions byincreasing the loan to income ratio from3.5 times income to 4 or 4.5 times income.Also a VAT reduction from 13.5 per cent to9 per cent, cutting an additional €7,000approx. from the price of a home with noloss to the Exchequer since it wouldbenefit from increased volume of housesales; IPAV has long had a major concernabout the decaying condition of many ruraltowns and large villages which containmany boarded up former retail outlets and

old houses. The right kind of radical interven-tion could breathe new life into these deci-mated towns and villages.

TENANT'S RIGHTS AND DUTIESThe one main differencebetween buying a homeand renting one is that it iscompulsory to employ theservices of a solicitorwhen buying a house, butnot when renting one.Your local Estate Agentwill play a key role forpeople who want to rent ahome. Just like in buying ahouse, the estate agent inthe locality you wish torent in will have a range ofhouses to suit yourrequirements, frombudget to location. Onceyou agree to rent a houseor flat, then you have legalrights and duties. Theseinclude paying the agreedrent, keeping your place in

order, avoiding damage ornuisance and sticking toany special terms thatwere decided in yourtenant's agreement thatcould be a written orverbal agreement withyour landlord.Your Estate Agent plays avital role here, where theentire process of renting ishandled by them. Thisincludes drawing up alease, with references andphoto ID and your PPSnumber. Next up is thepayment of one month’srent as well as a deposit,which is the equivalent toone month’s rent. Thenthe contract is drawn upwhere the landlord andthe tenant both sign it.

Further duties performedby the Estate Agentinclude setting up aStanding Order forpayment, or a Rent Book ifyou decide to pay in cash.You will also be registeredwith the PRTB (PrivateResidential TenancyBoard) and the EstateAgent will also transferthe utility bills into thename of the tenant.The landlord will provide aBER Cert which lasts for 10years and it will show howenergy efficient the prop-erty is. The Estate Agentor landlord will also dealwith whatever issuesarise with the tenants, ifthat is part of the agree-ment.

The most important thingsyou need to remember areto have respect for yourneighbours, to notdamage the accommoda-tion and to pay your bills!Remember that if yousign a contract or leasefor a certain amount oftime, then you're legallycommitting yourself topaying rent for that time.So don't sign anythingunless you‘re comfortableand happy with the condi-tions!Once you are living inyour new home, the land-lord is only allowed toenter with your permis-sion. This means that ifthe landlord wants to dorepairs or check the

accommodation, theyshould arrange a suitabletime with you.RENT BOOKSLegally, your landlordmust give you a rent bookif your rent is paid bycash, or written lettingagreement or lease. A lotof landlords don't do this:Make sure you ask for arent book if you're notbeing offered one.When you makepayments to the landlord,they should be noted inthe rent book or by awritten statement. Therent book or writtenagreement should alsocontain the address of therented place, the nameand address of the land-

lord and agent (if used),the tenant's name (that'syou!), the amount of rentdue and when/how itshould be paid (cheque,cash, etc.), other neces-sary payments (elec-tricity, gas, phone, TV,etc.), the deposit amountand deposit conditionsand info on the basicrights and duties of bothyou and the landlord.The landlord must alsogive you a list of all thecontents of the flat orhouse (furniture, elec-trical stuff, everything!).Make sure that you getthis list and that every-thing on it is in place, thiscan save you a lot of prob-lems later on.If your landlord refuses togive you a rent book orreceipt, keep writtenrecords of all paymentsyou make and contactThreshold for advice.A tenant's legal rights andresponsibilities are setout in landlord/tenant lawas well as from any leaseor tenancy agreementbetween you and yourlandlord.As a tenant, you are enti-tled to quiet and exclusiveenjoyment of your home,certain minimum stan-dards of accommodation,a new lease for thetenancy and a rent book.It is the obligation of thetenant to provide a certainamount of notice of thetermination of yourtenancy. In the unfortu-nate event of disputes,refer these to the PrivateResidential TenanciesBoard (PRTB) withoutbeing penalised for doingso.If you want to be far fromthe maddening crowd,you can buy a plot of landand have a house built toyour own design andspecifications or to a stan-dard design provided by abuilder. However buildingpermission is quite diffi-cult to obtain, particularlyin certain parts of thecountry where it’s strictlycontrolled by the localauthorities. In general,building a home inIreland, or anywhere elsefor that matter, isn’trecommended for thetimid. However, there aremany excellent localbuilders who will build anindividually designedhouse on your plot of landor will sell you a plot andbuild a house chosenfrom a range of standarddesigns. Building yourown home allows you notonly to design it yourself,but to ensure that thequality of materials andworkmanship is firstclass. Some buildersoffer ‘package deals’which include the landand the cost of building ahome. However, it isn’t

always wise to buy thebuilding plot from thebuilder who’s going tobuild your home, and youshould shop around andcompare separate landand building costs. If youdo decide to buy apackage deal from abuilder, you should insist

on separate contracts forthe land and the building,and obtain the title deedfor the land beforesigning a buildingcontract (see below). Inmost cases, a plot of landis purchased and then abuilder is contracted tobuild a house on it.

Reilly Happy About Funding ForBalbriggan Rugby ClubFormer Minister for Children and Youth Affairs, Dr James isdelighted with the allocation of ¤500,000 to Balbriggan Rugby Clubfor a new clubhouse. Reilly has been very committed to seekingfunding for the rugby club for some time. Reilly told the CountyLeader, “This is great news for Balbriggan Rugby Club and is some-thing I have been advocating for a long time. As a former Ministerfor Children and Youth Affairs, I am delighted with confirmationthat ¤500,000 has been allocated to Balbriggan Rugby Club whichwill provide for a new clubhouse. It will help children to socialiseand it’s great to see Balbriggan getting the funding it deserves.During my time as Minister, I have been successful in getting funding for many sportsclubs in the area, including GAA, soccer, rugby and the Scout and Guide’s Den inPortmarnock. When asked about the new Primary Care Centre, which he was centrallyinvolved in, as it nears completion, Reilly was very happy. “It is very satisfying to seethe best medical care being delivered in such a landmark building. It is a very goodcounter to the doughnut effect that the town was experiencing, with the drift of busi-ness from the town. Balbriggan has long needed a first class medical facility, whichwill make a huge difference to the local citizens,” he said.

Summer Courses At Emmaus

Sunday April 24th saw the CountyCouncil’s CentenaryCommemorations flag-ship event happeningin Swords Castle. Theevent drew adelighted crowd oflocals, visitors andtourists. As with anygood outdoor event,the set up has to bemeticulous and theclean up the next day along and arduous task. Monday morning sawa dedicated clean upcrew from the FingalCounty Council, outfrom early, decon-structing stages,lighting rigs and soundsystems and cleaningup the area. All tracesof the celebrations hadbeen cleared away bylunch time on Monday. Speaking to theCounty Leader aboutthe processes of boththe set up and thedismantling of theevent, Paul Barnes,Senior Staff Officer forEvents with the FingalCounty County Council

said; “We directlymanage all aspects ofthe event but we dobring in outsideexperts for some

elements of the build.For example, we don’tbuild the seatingstructures we bring ina company to do that.So with the help ofsome external compa-nies, those seatingstructures and thebuild for the 1916centenary event beganon Friday. In our mindis, if we start an earlybuild it reduces theimpact on park usersetc.”“We did the big stuffon Friday, and onSunday morning therest of the stuff gotbuilt, so the 450 seats,and we did the mainstreet in two blocks.Then there was thetowers for the videocameras the temporarytelevisions and bigscreens, crowd controlbarriers, and we have

our own operationscrew who came in andliterally did a sweepbefore the event justto make sure the placewas fit for purpose,”he said.“It took two days tobuild the Fireworksdisplay. Obviouslywith stuff l ike thatsafety is our primaryconcern, so we hadabout 40 stewardsthere to assist withroad closures andkeeping citizens andspectators safe aroundthe time of the display.So that’s really an ideaof the amount of workthat goes into the setup of an event likethat,” he added.He went on to say;“When it comes todeconstruction wehave to be just asmeticulous. OnSunday evening thefireworks began at9.40pm, they went onfor 15 minutes andeveryone was out ofthe park about 10minutes after that. We

were able to startdeconstructing thepark from about 10pm.Out on the Main Streetwe had traffic backmoving by 9pm.Mostly, everythingwent on Sunday night,and by Mondaylunchtime the castlewas totally clear. Theyare dedicated and hardworkers.”Barnes concluded bysaying; “An interestingthing that we did aswell was we had adrone fly overhead andtake a video of theevent. As I said, safetyis paramount so thatwas all organisedproperly through theIrish AviationAssociation. We had aproper licence and allregulations were met.Given the proximity toDublin airport even thedaa were told that thiswas happening. Thevideo the drone tookcan be found on theFingal County Councilwebsite. We are veryproud of it.”

Local Sinn Féin TD, Louise O’Reilly has accusedthe Department of Health and the HSE ofattempting to rob Peter to pay Paul, after it wasrevealed that money supposedly ring-fenced formental health was planned to be spent in otherareas. Deputy O’Reilly is calling on new onMinister for Health Simon Harris to make a state-ment on the matter. Speaking to the CountyLeader Deputy O’Reilly said; “This would appearto be a case of robbing Peter to pay Paul and ithighlights the chronic state of our healthservices and the disregard for mental healthservices within the department.” “We cannothave a situation where the health services are sostarved of funding that mental health has tocompete with other areas for funding,” she said.She went on to say; “Mental health servicescannot be the poor relation of our other healthservices. Funding for this very important area issupposed to be ring-fenced and rightly so. Itshould not be up for negotiation.” “The care-taker Minister for Health should make a state-ment on this matter making it clear that fundingallocated for mental health will be spent onmental health,” concluded O’Reilly.

April 21st and 22nd last saw Confirmations at StMcCullin’s Church in Lusk. The Confirmation ceremony forLusk NS and Corduff NS was held on 21st April, whileConfirmations for Rush/Lusk Educate Together NS andalso Lusk NS took place the following day. The excellentchoir sang beautifully, which was much appreciated bythe congregation, as the children approached the altar tobe confirmed. It was a very special occasion for newParish Priest of Lusk, Fr Eoin McCrystal who conductedthe ceremonies on both days. It was his first time to offi-ciate at a Confirmation ceremony in the parish. He was fullof praise for the teachers and parents alike, who put ingreat work in preparing the children for this great day intheir young lives. The day was one of great excitement forthe children and their parents, which was made evenbetter by the good weather on both days.After posing for photographs, both inside and outside theChurch, the children and their families and friends allreturned to Lusk National School on both days, wherethere was some very welcome light refreshments for all.
