Welcomenoteandintroduction
TheMeeting was opened by welcoming words of Mr Sergej Anagnosti, PPRD East 2 Programme TeamLeader (TL) and Mr Samadaga Samedov, Deputy Head of Chief Operational Department of Ministry ofEmergency Situations (MES) of Azerbaijan Republic and PPRD East 2 Steering Committeemember, whowishedsuccessfuldiscussionstotheparticipantsofthe2ndNationalAdvisoryGroup(NAG)meeting.Itwasnoted that purpose of themeeting is to report to NAGmembers on the work done during the periodbetweenthefirstandsecondNAGmeetingsandtopresentthefuturePPRDEast2activities.
Mr Samadov informed participants that the Programme includes many important activities for PartnerCountriesandforAzerbaijaninparticular.
MrAnagnostipresentedachievedresultsofthePPRDEast2Programmein2015andJanuaryandFebruaryof2015aswellasfutureactivities.HenotedthatthemainsubjectofdiscussionwillbethedraftCountryProfiledevelopedbytheProgramme.ParticipantswillbeprovidedwiththedraftCountryProfiletoreviewit.ParticipantswereintroducedtotheProgramme’sActivityAreasandinformedaboutconductedtraining,seminars andexercises.At theendofhispresentationMrAnagnosti informedNAGmembers about theplannedactivitiesfor2016-2018.

MrAnagnosti informedparticipantthattheapproximationofnationallegislationtotheEUacquisandEUgoodpractice is the joineffort -Azeriexpertsare fullycognizantof thenational legislationandtherulesand procedures needed for its changing and amending, whereas the Programme experts areknowledgeablehowitshouldbeharmonisedtoEUlegislation.DuringtheseconddayofthemeetingDraftAZ Country Profile will be presented and discussed, the issue of approximation to EU acquis will beaddressedinmoredetails.TheactivitiesproposedunderthePPRDEast2Programme,attheregionalleveland foreachspecificPartnerCountry,aredetailed in theProgrammeWorkPlan2016-2018approvedbytheSteeringCommitteeatits2ndmeetingheldinFebruary2016.

Mr Marco Massabo, Disaster Loss Data Non-Key Expert presented the Activity Area A. The aim of thisActivity Area is the improvement of institutional capacities and legal framework on disaster riskmanagement,includingtheapproximationtoEUacquiscommunitaireandEUgoodpractice.
Mainagreementreached is thatrelevantnational institutionscanwork,withsupportof thePPRDEast2ProgrammetowardinclusionoftheprovisionsofEUFDintonationallegislation.Respondingtotherequestofparticipants,MrMassabobrieflypresentedthescope,objectivesandresultsoftheRegionalFloodRiskManagementWorkshopheldinMinskinSeptember2015.PPRDEast2providedallWorkshopmaterialtothemeetingparticipants.

• Further development of Electronic Regional Risk Atlas developed under PPRD East ProgrammePhase1andputinpracticalusebyPartnerCountries.
• Improvingnational disaster lossdata collectionandprocessing in consistencywith theEuropeancommonapproachfordevelopingnationallossdatabasesandsharingofinformation.
MrMassabonotedthattheERRA InstallationManualhasbeendevelopedandsupport for installationofERRAhasbeenandwillbeprovidedbyPPRDEast2toPartnerCountries,aswellasthetrainingonERRA.
TheparticipantshavebeeninformedaboutthepossibilityforPartnerCountriestoactivatetheCopernicusServicesoftheEUCivilProtectionMechanism.Theserviceproviderapidmappingoftheareaaffectedbydisasteraswellasriskmap;theprocedureforactivatingthesystemisthroughtheEUDelegationIncaseofneedfromPartnerCountry,PPRDEast2cansupportthePartnerCountriesintheactivationoftheservice,andinpreparationofrequiringdocumentsaswell.

Mr Antonín Petr, Capacity Building Key Expert, presented Activity Area D - Raising awareness aboutdisasters.Mainoutcomesachievedduringthepastyearincludeshortfollow-upassessmentmissionstoallPartnerCountries,andaquestionnairedevelopedandsharedwithallPCs.Thequestionnaire focusedonfollowingareas:

Another activity from the same Activity Area undertaken during the last year was assessment and re-activation of PPRD East Journalist Network (JN), which was developed during the Phase 1. Thequestionnairewasdistributedtoallmembersof thePhase1 JN,however the feedbackwasquite low. Itwasdecidedat the2ndSteeringCommitteemeetingnot tocontinuewith thePhase1 JN,but touse thealreadyexistingjournalistnetworksoftheEUDelegationsinthePartnerCountries.
Mr Anagnosti presented the Activity Area E1 Fostering volunteerism in disaster riskmanagement.Mainattention will be focused on Improving National Volunteer System by developing legal and institutionalframework.
Mr Anagnosti also informed participants that the PPRD East 2 National Programme Coordinators (NPC)have been recognized by DG ECHO as the National Training Coordinators as per Union Civil ProtectionMechanism.InformationabouttheExchangeofExpertsProgramme(financedbyDGECHOandmanagedby THW) has been sent to NPCs and can be found athttp://www.exchangeofexperts.eu/EN/Home/home_node.html.

On the second day of themeeting, 2March 2016, the draft updatedAZ Country Profile, containing theanalysescarried-outin2015ofthefollowingthematictopics,hasbeenpresentedanddiscussed:

Itwasnotedthatparticipantshavereceivedbye-maildraftupdatedCountryProfile inAzeriandEnglishandthattheircommentswerewelcomed.

Itwasnotedthathostnationsupportandvoluntarismwouldbecoveredinseparatepresentations.
Participants agreedwith the assessment thatAzerbaijan is vulnerable to floods, earthquakes, landslides,droughts,andtechnologicalhazards,andthat intensityandfrequencyofsomeare increasingasresultofclimatechange.
UptakeonlegalandinstitutionalrecommendationsdevelopedandacceptedbytheMinistryofEmergencySituationsduringthePPRDEastPhase1waspresentedbyMrDavideMiozzo,DisasterRiskManagementNon-KeyExpert.
In recommendation related to legislation it was suggested that Azerbaijan should be more active inenhancing the approximation to the EU acquis communautaire. Specific attention should be paid to theapproximationtotheSEVESODirectiveandtheEUFloodsDirectiveinthewakeofwhathasbeenalreadydevelopedwithinthePPRDEastProgramme.Therecentlegislationoncivilengineering/constructionshouldbeanalysedwithrespecttoEUstandardsforseismicdesignofBuildingCodes(EURO8).
Someactionhavebeentakeninregardtolegalapproximation,includingadoptionofthe“urbanplanningand construction code” (June 29th, 2012) by the State Committee for City Building andArchitecture. FarfrombeingcomparabletoEURO8,itishoweveragreatadvancementsincePPRDEastPhase1.ItwasalsonotedthatrecentlytheAzeriStateCommissiononcooperationwithEUhaselaboratedanactionplanforthe harmonization of legal Azerbaijan framework to the EU acquis. One chapter of the action plan isdedicated to water management with specific mention to the approximation to EU Water FrameworkDirective(WFD)butthereisnomentionontheEUFloodsDirective.

NextrecommendationwasabouttheneedtolinkStateBodyLegislationwiththeLocalBodylegislationsinordertostrengthenandhelpinachievinggreaterrights,responsibilitiesandresourcesforlocalauthoritiesandtheir identifiedpartnersforeffective implementationandmonitoringofdisasterriskmanagement inthe communities. In this relation it was noted that since 2006 MES has worked to ameliorate themanagementofCivilProtectionactivities.Therearenow8emergencycommissionsactiveineachRegionalcentre of the MES. Approximately 6/7 Rayons (Municipalities) representatives are part of the Regionalcommissiongrantingadequatecirculationofinformation.HoweverthereisanurgentneedtoupdateCivilProtection legal framework inorder to includeRayons intothedevelopmentofunifiedholisticplansandclearlyidentifyingrolesandresponsibilitiesofeachactor.
AnotherrecommendationwasaboutstrengtheningtheLawonCivilDefencebyreformingthevolunteeringsystemaddressingtheimportanceofinsuranceofvolunteersthusprovidingequitablecompensationtothefamilyofthepeoplethatmightloselifeorobtainsevereinjuriesduringCPactivities.
The Law on Voluntary Activity of 1 September 2009 provides the general framework for volunteeringactivities including the civil protection related interventions. The Law also requires (Art. 7) thatvolunteering organizations provide necessary life and health insurance to volunteers. However, thenecessityforwidespreaddevelopmentofaspecificCivilProtectionVolunteeringsystemisstillunmatchedbyinstitutionalefforts.Adoptionofvolunteerismstrategiesaimingatdevelopingstandardizedproceduresforexpertvolunteersselection,recruitmentanddeploymentshouldbealsobeconsidered.
MrMiozzonotedthatthe legal frameworkofAzerbaijan intheareaofDisasterRiskAssessment(DRA) isunder development and there is not a dedicated legal act that regulates the role, mandate andresponsibilities of each institution involved in DRA. Improvement in the risk assessmentmethodology isrecommended in order to produce the necessary scenarios, to develop prevention strategy, improvepreparednessandameliorateemergencycopingandrecovery.Remainingrecommendationsare:
• DatasharingpolicyinAzerbaijanshouldbediscussedinlightoftheinternationalframeworksonpublicdatausage,andspecificallyofenvironmentaldata(e.g.,analysisofAzerbaijandatapolicyagainsttheINSPIREDirective(2007/2/EC)).Althoughthecurrentapproachisunderstandableduetosecurityissuesin the area, this hampers both inter-ministerial data sharing as well as the data sharing in aninternationalframework.
• Specialattentionshallbepaid to the trainingof first responders to thechemicalaccidents, includingaccidental industrial pollutions, because of high level of manmade hazards, caused by theconcentrationofenvironmentallydangerousindustries,suchasminingandtransportofoilandgas.
Inhis summary,MrMiozzonoted thatafter theendof thePPRDEastProgrammePhase1 someeffortswereputinplacebytheMinistryofEmergencySituationsinordertodevelopthesystemaccordingtotheoutlinedrecommendations.Howeverthereisaneedforthedevelopmentofthelegalframeworknecessarytoreduceincongruencesandfortheclarificationofrolesofeachrelevantstakeholder.
Volunteerism should, and could, be successfully developed in order to provide assistance at local level(planning, DRR campaigns, prevention and preparedness activities). The Law on Voluntary Activities

provides the general framework, but much has to be done starting from operative procedures for theselection,trainingandorganizationofvolunteeringteamsworkingincollaborationwithMES.
Thecomplexcrossboardersituationdoesnotfacilitatetheimprovementofregionaldisastermanagementplan. In this context it is noticeable that some actions have been carried out (i.e. Georgian-Azerbaijanagreementonemergencyresponse)providingthefirststepsinthedirectionofensuringtheinclusionofamultinationaldimensionintothenationalcivilprotectionsystembuttheseneedtobequicklyconsolidatedintosolidcollaborations.
Withinthisframework,thefollowingactionsshouldbeaddressed:
- adoptingSOPstomakemoreeffectivetheCPsystemactivities;
- consolidation of trans-boundary relations for the development of regional civil protectionstrategies;
- developmentofaspecificCivilProtectionVolunteeringsystem;
- homogenizingriskassessmentproceduresanddevelopingrobustriskscenarios;
- improvedataandinformationsharingandexchange;
- establishandempowertheNationalPlatformforDisasterRiskReduction.
MrMassabopresentedFloodRiskManagementChapterandtheanalysesoflegalandinstitutionalaspectsof floodriskmanagement inAzerbaijanandrecommendationshowtoharmonisefloodriskrelated legal-institutionalframeworkwiththeEU.MrMassaborecommendedthatAzerbaijanneedstohavefloodriskassessment system and flood management plan according to EU FD requirements. There is a need toconductPreliminaryFloodRiskAssessment(PFRA),developFloodHazardMaps(FHM)andFloodRiskMaps(FRM) and based on that develop Flood RiskManagement Plans (FRMP) and flood data sharing systemaccordingtoEUFD.
Participants informed that the Ministry of Emergency Situations is a lead state body for flood riskmanagement and development/implementation of measures to reduce flooding damages. NationalHydrometeorology Department of MENR is responsible state entity for flood and other meteorologicalforecastsdevelopmentanddeliverytorelevantinstitutions.
Itwasalsonotedthatthere isneedto improvewater legislationand institutionalstructure inrelationtoapplicationofriverbasinapproachandmovingtoriverbasinplanningaccordingtoEUWFDandEUFD.
Theparticipantconsidered theCountryProfileChapterpresenting theFloodRiskManagementcompleteandwithminorneedsformodificationsandclarification.TheseminormodificationsandclarificationswereaddressedatthebilateralmeetingbetweenMrMassaboandAzeriexpertsthattookplaceattheendoftheNAGmeeting.
DisasterRiskAssessmentChapterwaspresentedbyMrMassaboaswell.Thefollowingwasrecommended:

- developmentofmethodologyforriskassessmentthatshouldbevalidforseveralhazards;and
- inclusionoftheprincipleofEUGuidelinesforDisasterRiskAssessmentintomethodology.
Furthermore,MrMassaboinformedthattheDRARoadMapcouldbeusedasactionplanfortranspositionofDRAEUGuidelinesintonationallegislativeframework.
Mr Massabo presented the analyses of disaster loss data collection and processing in Azerbaijan anddescribedtheproposedrecommendations:
- furtherdevelopmentofthecurrentlegislationandoperationalproceduresfordatacollectionandsharinginordertofostertheexchangeoflossdataatEuropeanandinternationallevel,and
- adoptionofanunifiedmethodologyforassessingeconomiclossesfromdisastersandothers.
The current situationondisaster lossdata collectionand reporting from local tonational levelhasbeenreviewed and discussed. The Country Profile on Disaster Loss Data collection and processing has beenfinalizedandacceptedwithminorrevisions.
MrPetrpresentedthefindingsandtherecommendationsoninclusionofdisasterriskreductioninpublicspendingbasedontheassessmentconductedinAzerbaijan.
Itwas concluded that theexisting legal and institutional frameworkprovides a soundand solidbase forbudget planning for civil protection and disaster risk management. However, the existing system andstructureofthebudgetdonotallowsufficientlydetailedinsightintofinancialaspectsofallindividualDRRandDRMrelatedactions,particularlywhenitinvolvesactionswhicharelessobviouslyrelatedtoDRRandDRM.Therefore,itwasrecommendedto:
- develop and implement a methodology for the DRR/DRM activities budget allocation throughdifferentarticles,trackingandrecordingsystemacrossthenationalbudgetarysystemanditsreplicationatthelocallevel,
- as a part of themethodology, there should also established a DRR/DRM “marker” to flag thoseinvestments for which the outcome is not explicitly related to DRR/DRM but which throughimplementationwillcontributetoreduce/mitigatedisasterrisk.
It was noted that there are funds in Azerbaijan which were and can/will be used to reduce disasterdamages,suchasafterearthquakein2001,floodingofKuraRiverin2010andrecentearthquakesinSheki-ZagatalaandLankaranAstararegions.
Itwasagreedthatinordertoimprovesituationinthisareaitisimportanttohaveamethodologyforthebudget allocation of DRR/DRM activities, which may help to increase efficiency of national and localbudgetsspending,tooptimisebudgetallocation,planninganditsutilisation.
MrElmquistpresentedtheHostNationSupportstatusinAzerbaijan.

Issues raised at the HNS TTX (organised the week before the 2nd NAG meeting) have been discussedaddressing the steps needed to be undertaken in order to enhance the HNS in Azerbaijan. It wasrecommendedtodeveloptheSOPsforHNSassoonaspossible.ThiscouldbedonebyfirstcompilingtherelevantsectionsofindividuallawsandthenascertainingtowhichextentthesesectionswouldconstituteacompletebasisforHNSarrangementsinaccordancewiththeEUHNSGuidelines,avoidinggaps,overlaps,andcontradictions.Oncethisworkisdone,theconsolidatedSOPsshouldbeusedasabasisfordedicatedtraining of officials. Regular exercises should be developed so as to ensure that officials supporting theEmergency Committee had sufficient knowledge about the totality of HNS arrangements to be able toadvisetheirsuperiors.AcoreHNSTeamshouldbeestablishedandtrainedtofunctionasliaisonbetweenthe EmergencyCommittee and the foreign rescue/assistance teams. TheHNS Teammust be conversantwithHNSarrangementsbytheindividualministries,mustknowwhomtocontactforoperationalmattersineachministry,andmustbeabletocommunicateinEnglish.
Presentation of the EU approach to volunteerism in civil protection and the status of volunteerismwasdonebyMrMiozzo.ItwasnotedthatthemainpurposeofestablishingtheEUAidVolunteersinitiativeistocreate the basis for a European corps of volunteers, and for finding the common legal and institutionalbasisacrosstheMemberStates.Thepresentationcoveredissuesonvolunteerismincivilprotectionsphere,particularly indisasterriskmanagementandwasnotedthatvolunteersarequiteactiveandbeneficial inprevention and preparedness phase. The presentation addressed the legal aspects as well. ParticipantsinformedthattheAzerbaijanLawonvolunteerismregulatedthedutiesandrightsofvolunteersandthatitwouldbegood ifPPRDEast2Programmecouldhelp in theprocessof sharingEuropeanknowledgeandexperience,thusassistingtheAzeriinstitutionsinthedevelopmentofsublawssupportingtheutilizationofvolunteersincivilprotectionanddisasterriskmanagement.
Mr Petr presented raising awareness about disasters and informed participants about methodologicalaspects of this assessment. The information for the assessment and consequent development of therecommendations were collected through meetings and via questionnaire shared with the nationalstakeholdersfocusingon:
-review(development)ofexistingnationalCommunicationStrategy/Policy,
-existingawarenessraisingactivitiesatschoollevel,
-assessmentofPPRDEastJournalistNetwork,
-synergieswithotheractorsactiveindisasterriskmanagementawarenessraisingactivities,
- nationalawarenessraisingcampaignsondisasterriskmanagement.
ItwaspointedoutthatMinistryofEmergencySituations,MinistryofAgriculture,MinistryofHealthandtheRepublicSeismologyServiceofNationalAcademyofScienceareveryactiveintheareaofawarenessraising

aboutdisasters inAzerbaijan.ThepresentedrecommendationsweretodevelopnationalCommunicationStrategyandtheActionplanforitsimplementation.
MrMassabopresented the analyses and recommendations related to data and Information sharing andapproximation to INSPIRE Directive. The Directive requires that European Member States will shareenvironmental information through the European spatial data infrastructure by 2019 and sets thestandards to be used for exchanging geospatial data among different institutions. Azerbaijan does notcurrentlyhaveaunifiedsystemforcollectingandarchivinggeospatialdata,anddifferentagenciescollectandstorethematicdata.
TheparticipantsuggestedtocompletetheCountryProfilewiththedescriptionoftwoimportantlegalactsondata and information sharing; however, since the legal actsdoesnot fully include theprovisions andprincipleoftheEUINSPIREDirective,itwasagreedthatthereisaneedtoapproximatetotheEUINSPIREDirectiveandtoraisetheawarenessofpublicinstitutionsontheprinciplesandadvantagesofadoptingthenationallegislationequivalenttotheINSPIREDirective.Themainrecommendationsare:
- unitshouldbecreatedwithintheMENRtocoordinatecollectingandsharingofspatialdata;
- legal-institutional framework and action plan should be developed for the adoption of the EU INSPIREDirectiveorequivalent;
- developastrategyfornationalspatialdatainfrastructure;
- designandimplementationofanationalGeoportalforsharingspatialdataamongallstakeholders.InthisregardERRAshouldbeconsideredasareference,asERRAshouldbeinanycaseinteroperablewiththenationalGeoportal.
- developandconductrelevanttraining andcapacitybuildingprogrammeforcivilservants inAzerbaijantoimplementnationalspatialdatainfrastructureinAzerbaijan.
DuringthepresentationonERRA,givenbyMrMassabo,thereasonsforincludingERRAinthePPRDEast2were presented. The final scope of ERRA is to increase accessibility and comparability of disaster riskinformation by institutions and public and to become a national and regional disaster risk information-sharing hub. ERRA is a supporting tool for hazardmapping, disaster risk assessment, disaster loss datacollection and public awareness. The installation and re-installation of ERRA atMES anMENR has beendiscussed. Mr Massabo illustrated the procedure for the re-installation of ERRA at Partner Countries’servers.IthasbeenagreedthatMESwillappointanERRAITFocalPoint.
MrMassabopresentedtheWorkPlanofPPRDEast2onfurtherdevelopmentofERRAandtheneedforadeeptechnologicalimprovementofcurrentERRAplatform.PPRDEast2willorganizetrainings/workshopsinordertotransferthefullcapacityofmaintainingandupdatingthenewERRAtoPartnerCountries.ThenewERRAwillbecharacterizedbyitssimplicityandeasinesstoaccessandshareinformation.

TheparticipantshighlightedtheneedtowidenthediscussionontheERRAsystemwithother institutionsinvolvedinDRAandDRM.TheregionalERRAworkshopsplannedforJune2016andFebruary2017willbeagood opportunity to start the process. Participants at the end discussed different aspects of ERRAdevelopmentatdifferentlevelsanditwasproposedtoinstallitatMESandMENR.
Summarizingthenationalprioritiesandconclusion
MrAnagnostiaskedparticipantstoselect thematic topics thatwillbe furtheraddressedwithinthePPRDEast2Programme.

InconclusionMrSamadovandotherparticipantsofthe2ndNAGmeetingthankedthePPRDEast2teamfortheireffortsforsuccessfulimplementationoftheProgrammeinAzerbaijan.
Mr Anagnosti wrapped-up the meeting expressing his appreciation to all meeting participants for theiractivecontributiontodiscussionsandconclusions.
