A mutual customer of ours, with whom we havedone business for many years, has suggested that wecontact you.

We here have been supplying a northern Kentuckyplant with a variety of solvents for some years. Inthe intervening time they have stored these spent sol-vents in 55-gallon drums. It is here where we believeour two organizations might have a common meeting ground.We were given to understand that you have the capacityof moving drums such as these, which in this case containmostly toluene, and either utilizing the spent producttherein .or upgrading it yourselves. We have availableapproximately 600 to 900 drums which we would like tomove in your direction and, of course, there is a dis-tinct possibility that a back resupply of prime productmight be arranged.

If you indeed are capable of handling these smallspent solvent streams, we would very much appreciatehearing from you. We await the benefit of your response.

Dear Mr. Obitts:

Confirming recent telephone conversation relativeto our letter of December 2, 1971 to your attention, twoof the large waste products are 60,000 plus gallons oftoluene and 20,000 plus gallons of benzene. The solventsare contaminated with tars, water and, in some cases, lowboilers such as ethanol and ethyl ethyr. Smaller drumquantities of heptane and chloroform are also available,however are contaminated with organic reactants in smallerquantities. There are also available over a year's periodapproximately 100,000 gallons of methanol water. A goodportion of the drums are relatively new and should havesome kind of intrinsic value. However, a compartmentedtank wagon or tank car could also be used to bulk loadsome of the drum product if that proved to be moreadvantageous.

I did err in indicating a northern Kentucky plant.This particular plant with the drum inventory is locatedin Newport, Tennessee and not Newport, Kentucky as I orig-inally indicated.

Many small manufacturers do not understand the recent pollution laws which Ohionow has. As engineers, our committee is volunteering to help companies withless than 50 employees who desire assistance. Would a day of confidential dis-cussion with someone who has a general knowledge of the laws plus a backgroundin chemical engineering help you to know what type equipment salesman to call,what process changes to consider, or what type consultant to hire? Perhapsthings are under control and you just want an informal check.

Our volunteers are members of the Cleveland Section of the American Institute ofChemical Engineers who would donate free up to one day of their time per company.Eligible companies should have no more than 50 employees, including those atother locations. The program is in cooperation with the Northeast District ofthe Ohio Environmental Protection Agency (Cuyahoga Falls) who gave us your nameand address.

The Cleveland Section covers seven counties in Ohio. The program is just begin-ning and we are initially testing the need and effectiveness of this approachwith a few companies in Lorain County. We would not, of course, recommend speci-fic equipment suppliers or consultants.

It was indeed a pleasure to visit with you by phone onFriday the first.

As you know, we are in the waste oil recycling businesshere in Sharptown, Maryland. We can recycle waste oils intoa number fire fuel oil having a sulphur content of about onequarter of one percent, well within federal air qualitystandards.

We have been planning for some while now to get invol-ved in the solvents reclaiming business in western Pennsyl-vania (Pittsburg area) and Ohio.

One of the possibilities is that we might be interestedin purchasing a going business somewhere in that area. Weare open to any proposals along that line that might havepossibilities.

Actually we have been in this associated enterprise forsixteen years, and we are still learning something new dailyabout it. The surface has been barely scratched in the eli-mination of pollution from waste oils and associated lubri-cants as well as solvents.

When 250 leading citizens of Lora.in County banded together onMay 11, 1967 and signed the Charter of the Advisory Council onSheriff Affairs, they adopted a statement of purposes, parts ofwhich are quoted as follows:

"To lend support to approved programs for bettermethods for suppression of crime and its control.

"To provide financial assistance, when it is otherwiseunavailable, . . . . . . . . . . for public relations material. "

At the last annual meeting of the Council it was unanimously votedto assume responsibility for passage of a . 1 mill levy this Novemberto construct a new County Jail.

We are already deeply involved in this effort, but we find that pro-motion material and advertising costs money.

I have, therefore, authorized a ten dollar assessment on all Councilmembers to support the new jail promotion drive; and you are here-with billed in that amount.
