Letter from the CEO
The USCIS EB-5 Regional Center program has fueled
the creation of tens of thousands of new jobs and
the injection of billions of dollars into the U.S. econ-
omy since Congress created the program in 1990. In
the long recession, interest in the EB-5 program has
grown exponentially both from companies seeking
capital and foreign investors who have the capital to
fuel economic growth. The EB-5 program has be-
come even more valuable for North Dakota and
Northwest Minnesota.
The UND Center for Innovation Foundation has built a strong team to help
qualified companies access interested foreign direct investment to grow and
create jobs. We also are linking together a strong network to help us identify
foreign investors who find our region an attractive place to invest in the seven
targeted industries. Our Regional Center team are facilitators and coordinators
to bring companies and investors together.
We appreciate the strong support we have received from state and federal
office holders as well as the trustees of the UND Center for Innovation Founda-
tion. Our team is dedicated to fostering innovation, entrepreneurship, and
private investment. We look forward to working with area leaders in the crea-
tion of good-paying, quality jobs for our residents as we provide investment
opportunities for our new friends from foreign lands.

EB-5 Program Overview
The United States investor Pilot Program, also known as the “EB-5 Regional Center Program,” is a job-creation visa program that was made possible by Section 610 of Pub-lic Law 102-395 (Oct. 6, 1992), and is administered by the U.S. Citizenship and Immigra-tion Services (USCIS).
Under the EB-5 Regional Center Program, federally approved creditors must invest a minimum of $1,000,000, or $500,000 if the project is located in a targeted employment area “TEA.” A TEA is a geographic region with high unemployment rates or otherwise classified as a rural area (population less than 20,000) in a qualified project within the EB-5 Regional Center’s designated region. This investment must create a combined total of at least 10 full-time direct or indirect U.S. jobs. After determining that the in-vestment has generated the necessary jobs and all EB-5 requirements have been met, investors may receive permanent resident status. 10,000 visas are set aside each year for investors interested in the EB-5 program.

Legal counsel files application for removal of conditions I-829.

Investor and family may enter the U.S. within 180 days after approval.
U.S. Consulate interview or adjustment of status.

Investor is notified of U.S. Consulate interview date and receives Appointment Package
for Immigrant Visa Applicants.
Upon approval of I-526, U.S. Department of State issues instruction packet for Immi-
grant Visa Application which contains information and forms for investor completion
prior to scheduling a visa interview.
Legal counsel submits Immigration Petition (I-526).
The investor’s legal counsel, ND/MN EB-5 Regional Center, and investor begin gathering
documents to build the I-526 petition.
Investor chooses the ND/MN EB-5 Regional Center Program and signs the project
documents. The investor deposits the investment and fees into escrow account.
Investor is presented with the confidential ND/MN EB-5 Regional Center project
documents. Investor and his/her advisor review the documents.
