EB-5 Program Overview

The United States investor Pilot Program, also known as the “EB-5 Regional Center Program,” is a job-creation visa program that was made possible by Section 610 of Pub-lic Law 102-395 (Oct. 6, 1992), and is administered by the U.S. Citizenship and Immigra-tion Services (USCIS).

Under the EB-5 Regional Center Program, federally approved creditors must invest a minimum of $1,000,000, or $500,000 if the project is located in a targeted employment area “TEA.” A TEA is a geographic region with high unemployment rates or otherwise classified as a rural area (population less than 20,000) in a qualified project within the EB-5 Regional Center’s designated region. This investment must create a combined total of at least 10 full-time direct or indirect U.S. jobs. After determining that the in-vestment has generated the necessary jobs and all EB-5 requirements have been met, investors may receive permanent resident status. 10,000 visas are set aside each year for investors interested in the EB-5 program.

What sets us apart from other Regional Centers?

1) The ND/MN EB-5 Regional Center is the only non-profit regional center in the country.

2) The ND/MN EB-5 Regional Center does not take an ownership role in any of the projects they represent. Investors invest directly into the project, not the Regional Center.

3) North Dakota is ranked by the highly prestigious Moody’s Investment Rating or-ganization as the “strongest economy in the USA” and by the latest USA Gallup Poll as the “top job creator in the country by a wide margin.”

4) We conduct thorough due diligence on every project and provide the investor with the information to make an informed decision.

5) Provide serious candidates an opportunity to visit the region to see the booming economy and a number of investment opportunities.

Our Geographic Region

Strong Government Support “I support the UND Center for Innovation Foundation EB-5 Regional Center. The EB-5 program will help our state’s entrepreneurs and economic developers secure the vital investment for employment growth. The UND Center for Innovation Foundation is well positioned to lead this effort as they have been working with entrepreneurs and angel investors successfully for 25 years.” North Dakota Senator John Hoeven “I am pleased to offer my strong support for the UND Center for Innova-tion Foundation EB-5 Regional Center. Our rural economy has been stressed by outmigration, and an infusion of new Foreign Direct Invest-ment under the EB-5 program and the resulting increase in jobs would greatly benefit our region.” North Dakota Senator Kent Conrad “It is my pleasure to provide support to the UND Center for Innovation Foundation EB-5 Regional Center. As the region faces economic hard-ships, it is imperative that local municipalities, counties, government, and the private sector work together toward stimulating the local econ-omy and bringing jobs to the unemployed and attracting new businesses to locate in our region.” Minnesota Congressman Collin Peterson
