    The following areas and bridges in Cavite are flooded due to theoverflowing of Imus and Zapote Rivers caused by high tide andcontinuous downpour/ heavy rains Sta Rosa -(water of Ilang Ilang River in Noveleta Bridge in Brgy

    Poblacion is in critical level due to heavy rains and high tide Bacoor (Brgys Niog 1 and 2, Malumot, Daang Hari Bukid, Mabolo

    Josie Caayon) with 7 children. All the family members are safe but thehouse was totally damaged. Two (2) houses, one owned by a certain LydiaAtibagos and another by a certain Rey and Rama Moncada were alsopartially damaged

    Antique (Sitio Nagsungaw, Brgy. Walker, San Remegio) affected six(6) families with damage to crops worth Php 35,000 but no casualtieswere reported

    SEA MISHAP - 2

    Region III

    On 28 July 2011, a motorized banca with eight (8) fishpond workers onboard capsized between the waters of Hagonoy, Bulacan and PampangaDelta due to big waves and strong winds.

    Region VI At around 4:50 AM 31 July 2011, Coast Guard Action Center (CGAC)

    received a call for help from one of the passengers onboarddistressed MV Asia Malaysia. Said vessel departed from Cebu Cityport at 6:00PM 30 July 2011 bound for Iloilo but listed to starboardwhile underway at the vicinity between Panay island and Bacolod City.Below are the vessels particulars:

    Vessels Name: MV Malaysia Asia Type: Steel Hulled Passenger/ Cargo Owner/Operator: Trans Asia Shipping Line Inc.

    Manning: Mastered by Capt. Romualdo Geraldizowith 9 officers and 35 crew/ ancillaries

    POL: 18,000 liters SFO (40% bunker, 60% diesel)and 8,000 diesel

    CGAC Iloilo acted immediately and coordinated with commercialvessels within the area that resulted to the rescue of 178 passengers -27 more (151) from the declaration in the Masters Oath of SafetyDeparture (MOSD). Below is the breakdown of the persons rescuedand the place of embarkation:

    Port of Ajuy (Rescued by FBs/Bantay Dagat) - 33 Port of Bacolod (Rescued by MT Phil Visayas) - 103

    Port of Iloilo (Rescued by MV Filipinas Cebu - 42 At around 8:50 AM 31 July 2011, MV Malaysia Asia sank at sea waters

    of Calabazas Island, Ajuy, Iloilo; of the three (3) passengers brought toSt. Pauls Hospital, only one (1) male passenger named Daly Brian, 68years old remains for further observation; Maritime Pollution Control(MARPOL) efforts are underway

    D. STATUS OF ROADS AND BRIDGESRegion 1o Only one (1) lane is passable at Bucong Bridge along MNR (351+049),

    Candon City as repair works are ongoing;

    Region IV-B

    Magsupot RCDG Bridge (K0082+769) along Tablas Circumferential Road,Calagonsao, Alcantara, Romblon is not passable due to the recurrence offlashflood resulting to scouring of abutment and severely affected bridgeapproach A. Magsupot RCDG Bridge was already passable since 3:00 PM,Aug 1, 2011 with a few repair works being done

    CAR

    Banaue-Mayoyao-Aguinaldo (Habbang section) and Bagio-Bua, Itogon roadsare temporarily closed due to slides; Itogon-Dalupirip road in Benguet isclosed due to slides

    E. DAM MONITORING

    Magat Dam opened gates at 2:00 PM with one (1) gate @ 2m dischargingwater at a rate of 547 cubic meters per second (cms) and another at 4:00 PMopening one (1) gate at 2m/533cms; water released at 6:00 PM 3 August2011 - opened one (1) gate @ 2m/546cms

    II. EMERGENCY MANAGEMENT

    NDRRMC

    NDRRMC OpCen prepared anddisseminated NDRRMC Advisories on SevereWeather Bulletins, Flood Bulletins for River Basin and Allied Rivers, GeneralFlood Advisories on Typhoon KABAYAN; and Gale Warnings, to allChairpersons RDRRMC, PDRRMC, and OCD Regional Centers through SMSand facsimileanduploaded the same at the NDRRMC website, Facebook, andTwitter accounts for further dissemination to their respective local Disaster RiskReduction and Management Councils (LDRRMCs) from the provincial down tothe municipal levels

    Directed RDRRMCs concerned through the OCD Regional Centers to undertakeprecautionary measures in their respective areas of responsibility (AOR) andsubsequently advised local DRRMCs to initiate pre-emptive evacuation offamilies in low-lying and mountainous areas if situation warrants

    AFP-NCRCOM

    Philippine Army Disaster Response Task Unit (PA - DRTU) deployed two (2) M35trucks, two (2) rubber boats, 1 commo van and 30 personnel on August 2 at11:35 AM to Marikina City to conduct DRO COMNCRCOM directed other DRTUsof Major Services to be on standby alert for possible deployment and M35 trucksfrom Major Services GHQ and HSC to report directly to MMDA HQS forimmediate deployment to the flooded areas in NCR

    SEARCH, RESCUE and EVACUATION OPERATIONS

    Region VI PCG VI Helicopter 1636 from Caticlan, conducted aerial surveillance for possible

    oil spillage from sunken vessel and transported a van containing Tier-1 Oil SpillResponse Equipment to PCG District HQ in Ajuy, Iloilo in case oil spillageoccurs; BRP SARV-002, DF-7 and AE-891 conducted surface monitoring at thevicinity of the sunken vessel M/V Asia Malaysia for any oil spill/sleeks; anundetermined (due to rough waters) volume of oil was seen coming out of

    the vessel and if uncontained may affect the coastal areas of Ajuy Bay,Conception Bay, Tagabunhan Island and Manapla Negros Occidental; oildispersants were deployed together with MEPGRU personnel forcontinuous monitoring; held meeting with concerned governmentagencies in Iloilo and MV Asia Malaysia representatives regarding victimassistance and operational plans in containment, salvaging and siphoningof oil; PCG Commandant tasked Commodore Gilbert Rueras to supervisethe overall operation of CGDWV; Regional Maritime Office with BantayDagat to secure the site from looters

    Maritime Industry Authority (MARINA)

    Marina VII issued a press release suspending all Trans Asia vessels andordered the same to provide, ASAP, pertinent documents including shipsplans and drawings

    Armed Forces of the Philippine (AFP)

    301st Brigade to make available a chopper for reconnaissance operation atthe sunken MV Malaysia vessel

    NCR A total of 22 families/111persons in Brgy Malanday, Marikina voluntarily

    evacuated to Bulelak gymnasium and they are taken care of by the MarikinaRiver Settlement, local DSWD and Marikina Rescue

    preparations/actions; attended media interviews and coordinates with localCG, DSWD and DILG for SARO and assistance to the family of the missingfisherman; MDRRMC Laoac, Pangasinan convened to discuss preparationsand likewise conducted ocular inspection in barangays Immanduyan andNambagatan, both categorized as low lying areas

    Region III

    RDRRMC/OCD Regional Center III disseminated domestic weather bulletins /alerts/warnings/advisories and to concerned RDRRMC III Member-Agencies,local DRRMCs, and broadcast media for widest dissemination;

    Disseminated the Hydrological Dam Situationer to the PDRRMO of Bulacan onthe expected release of water from Ipo Dam along the Angat River fromNorzagaray to Hagonoy to further advise the residents to be on alert for possibleincrease in the water level downstream

    Coordinated with PDRRMCs of Nueva Ecija, Tarlac, Bataan, Zambales,Pampanga, and Bulacan to activate their respective operations center

    Coordinated with Flood Forecasting and Warning System for Dam Operations(PAGASA Pampanga) for any dam discharge

    Alerted PRO III Regional Public Safety for rescue assets ready for deployment;AFP Provincial Disaster Response Unit, Subic Bay Metropolitan Authority andOlongapo City Rescue Team to pre-position personnel and rescue equipment inthe flood-prone areas

    Disseminated Gale Warnings, Severe Weather Bulletins, and General Advisorieson Typhoon Kabayan for Central Luzon; Weather Advisory for the LowPressure Area (LPA); and Severe Weather Bulletin for Tropical DepressionLando

    PDRRMC Bulacan requested the assistance of Bulacan PPO to inform the PNPstation in Central Luzon and Metro Manila, as well as the 18 th Special Forces ofthe Philippine Army of the sea mishap incident

    LGU Paniqui,Tarlac has already extended assistance to the flood victims

    Region IV-A RDRRMC/OCD IV-A has been disseminating NDRRMC advisories to concerned

    PDRRMC/PDRRMOs for further dissemination to the lower DRRMCs

    RDRRMC IV-A member agencies such as PNP-PRO, SOLCOM, PCG, AFP,DILG, DOST, DSWD, DOH, DPWH, DepEd, NTC, PPA, PIA and local DRRMCshave been closely monitoring the situation for any possible effects

    PDRRMOs Rizal and Cavite alerted all local DRRMCs to continuously monitorthe situation in their respective areas specifically the flood prone areas

    MDRRMCs Angono, Taytay, Cainta, Teresa, Binangonan, Cardona, Morong,Pililia, Baras, Tanay, Rodriguez and Antipolo City activated their DRRM OpCensand alerted their rescue groups

    PDRRMC Batangas was activated while PIO, PEO, PSWDO, GSO, PHO andDepEd have been on standby at the Batangas PDRRMO

    DSWD-IV-A FOs are continuously monitoring the situation in five (5) provinceswhile the LGUs are also monitoring their respective areas specifically the coastalbarangays and municipalities

    Antipolo CDRRMO, CSWDO, and Rizal PSWDO provided assistance to theaffected families in Sitio Pagrai, Brgy Mayamot

    LGU Calatagan, Batangas provided the evacuees with relief goods (food andnon-food items)

    Lt. Col Detoyato alerted CO, 16 IB, 202 Bde and 2 ID for possible rescueoperations in Rodriquez and San Mateo, Rizal

    Region IV-B

    RDRRMC/OCD Regional Center IV-B disseminated Severe Weather Bulletins tothe Provincial Disaster Risk Reduction and Management Councils (PDRRMCs),LGUs, Local Radio Stations and line-member agencies through SMS; andcoordinated with DPWH regarding the status of road and bridges in Romblon

    DPWH IV-B installed early warning signs and devices on both approaches of thedamaged structure. Emergency repair works is now being undertaken. Materialssuch as coco trunks are already delivered to the jobsite. Temporary detour routeutilizing the downstream side during low tide

    Region VI

    OCD VI alerted PDRRMCs/LDRRMCs to take measures in preparation forpossible oil spill from the sunken MV Asia Malaysia and assist the NGAs insecuring the area from looters

    Region VII

    Elements of the Maribojoc Police immediately responded to the landslideincident and brought the victims to Celestino Gallares Memorial Hospital wherethe physician declared Junrey and Princess Potat as dead on arrival (DOA). ThePotat couple is still undergoing medical treatment while the two other victims,Jimmy Tirol and Ronel Agot, sustained minor injuries

    Region VIII RDRRMC8 coordinated with PCG Borongan, TOG8 PAF and PIA for SAR

    operations; requested for the availability of a helicopter on 4 August 2011to conduct SAR on missing fishermen

    NCR

    OCD NCR prepared and disseminated Severe weather Bulletins and GaleWarning advisories to Metro Manila DRRMCs thru SMS and Facsimile

    transmission for information, appropriate action and widest dissemination The Outboard Advertising Association of the Philippines rolled down their

    tarpaulin

    Assets placed on standby are the following:

    PCG-NCR - 2 rescue teams with rubber boats (7-man team from SOGand PCGA)

    DSWD-NCR - family food packs, mats, clothing and standby funds BFP-NCR - rescue teams with rubber boats in all BFP Districts CDAG - response vehicles (4 rubber boats and 1 rescue boat) MMDA - deployed the Bayanihan Flood Alliance Zone Groups in their

    respective areas of assignment
