Nebraskas history as a transportationcenter goes back to the days o our coun-trys westward expansion, when pioneersollowed the Great Platte River Road west.Te Oregon rail, Mormon rail, CaliorniaRoad, and the route o the Pony Express
all converged in the valley o NebraskasPlatte River. When it came time to buildthe nations irst transcontinental rail-way, the rails ollowed those older pathsacross Nebraska, running through thePlatte River Valley to connect Omaha withSacramento, Cali.
oday, Nebraska remains an importantcenter or transportation and logistics. Testates location at almost the precise cen-ter o the contiguous 48 U.S. states makesit a natural hub or commercial transpor-
tation. More than 55 million people livewithin 500 miles o Nebraska. Tats a tre-mendous advantage to transportation andlogistics leaders operating in the state, suchas Union Pacic Railroad (UP), BurlingtonNorthern Santa Fe Railway (BNSF), WernerEnterprises Inc., Crete Carrier Corp., andCargo Zone LLC.n higwas. With 482 miles o
Interstate 80 crossing the state rom east towest, Nebraska lies in the middle o one othe nations busiest transportation corridors.I-80 and connecting interstate roadwaysoer easy, direct transportation to majormarkets such as Denver, Salt Lake City, andSacramento to the west, and Des Moines,Chicago, and Detroit to the east.
Seven U.S. highways run north and souththrough Nebraska, and I-80 connects withI-25 just west o the state. Tese roads putNebraska in the center o the NAFA tradecorridor. For businesses in Omaha, SouthSioux City, and other points at the east-ern end o the state, its an easy hop to I-29,another major north-south route.
ransportation opportunities in thesoutheastern part o the state will continue
Since 2000, the state o Nebraska has made transportation and logistics a target indus-try, says erry McMullen, a board member o the Nebraska Logistics Council. Te stategovernment, local communities, and their corporate partners work together to ensure thatwhen a business wants to locate a actory, distribution center, or other logistics acility inNebraska, it gets plenty o help.
Tese eorts clearly pay o. Forbes magazine named Nebraska the ninth-best state orbusiness in 2009, and CareerBuilder.com named it the ourth-best state or jobs in 2008.As o February 2010, Nebraskas unemployment rate stood at only 4.7 percent less than
hal the national rate.Companies that locate in Nebraska enjoy a business-riendly political climate; an enthu-
siastic, well-educated workorce; reasonable labor rates; abundant, low-cost real estate; andsome o the lowest utility bills in the nation. People who work or those companies enjoyuncongested highways, a clean environment, and an excellent quality o lie in Nebraskascommunities.
Nebraska also is located right in the middle o the continental United States and is well-connected to markets across the country and around the world. Its a prime location or amanuacturing plant or distribution center.

Omaha, there are likely to be 200 trucks ina 100-mile radius to choose rom, he says.
Te seasonal nature o manuacturingin many other markets means that at sometimes o the year, its nearly impossible toget your reight on a truck, Marinello says.In Omaha, by contrast, many manuactur-ers ship year-round, and theres plenty ocapacity to meet that steady demand.n Rail. Te two largest railroads in the
nation UP and BNSF operate extensivelyin Nebraska. In act, Nebraska is home to
UPs headquarters, its dispatch center, andits largest rail yard. From its base o oper-ations in Omaha, the railroad providesservice spanning 32,000 route miles to 23states across the western two-thirds o thecountry. UP serves every major West Coastand Gul Coast port, and, through its gate-ways in Chicago, St. Louis, Memphis, andNew Orleans, customers can also reachthe East Coast. Its north-south corridorsprovide links to Canadas rail systemsand connections to Mexicos six major
gateways.Among UPs acilities in Nebraska isBailey Yard, the worlds largest classii-cation yard. Located in North Platte, theacility is more than eight miles long andtwo miles wide, covering more than 2,850acres and incorporating about 315 miles otrack. Te yard handles more than 10,000rail cars daily, sorting them and assemblingthem into trains.
UP is so important as an employer inthe North Platte region that the NebraskaDepartment o Labors Nebraska WorkorceDevelopment division set up a acility tohelp recruit employees. Tey do most othe ront line screening or UP out o aretail storeront in downtown North Platte, says Baier.
Although BNSF is based in exas, its par-ent company, Berkshire Hathaway Inc., isa prominent ixture in Omaha, and therailroad maintains rail yards in Lincolnand Alliance. BNSF operates about 32,000route miles in 28 states and two Canadianprovinces.
n Air. Nebraska has 95 municipal air-ports, including nine that oer direct

Te number o trucking companies hereguarantees a reliable reight pattern in andout o the state, which moderates rateswithout the seasonal highs and lows manyareas have, says Larry Johnson, presidento the Nebraska rucking Association.
Jarrod Marinello, a partner in non-asset-based service provider BA Logistics,Papillion, Neb., appreciates that truckcapacity in the state is abundant and reli-
able. I you need a load picked up in
to grow as Nebraska upgrades I-80 to sixlanes rom Omaha to Lincoln and pointswest. Were also hoping to build newMissouri River bridges south o Omaha, says Richard Baier, director o the NebraskaDepartment o Economic Development.
Nebraska maintains more than 8,500miles o interstate, reeway, and arterialroads. Among the businesses that ben-eit rom that highway network are thestates 11,500 trucking companies, two owhich Werner Enterprises Inc. and Crete

logistics rm such as Omaha-based Ford Moving and Storage Co. Nebraska oers speed to mar-
ket, says Chad Ford, the companys vice president o business development. Trucks can cover
approximately 91 percent o the domestic United States within two travel days.
Ford Moving and Storage operates two warehouses in Omaha and three in La Vista, Neb.,
along with another acility in Kansas City, Kansas. Besides warehousing and ulllment, it oers
truckload transportation and intermodal drayage and serves as an agent or Allied Van Lines. Ford
serves customers in many industries, with a special ocus on mixed commodities, ood grade
products, animal health, and seasonal businesses.
Many organizations consider transportation costs, transit periods, and access to railways as
deciding actors when locating manuacturing and distribution services, Ford says. Nebraska
rates well in all those areas, making it an excel-
lent choice.
The states central location also is a major
plus or Distribution Inc., which provides ware-
housing and distribution services rom a
200,000-square-oot acility in Lincoln. Were
right on I-80, so we can deliver overnight ser-
vice between Denver and Chicago, says Bob
Winter, the companys CEO and president. And
we sit on I-29, which goes to Sioux Falls, Sioux
City, Minnesota, and Kansas City.
For some o its customers, Distribution Inc.
receives and stores raw materials and then
delivers them to local plants or use in manu-
acturing. Other companies in the Lincoln area
use Distribution Inc. to warehouse their n-
ished goods and transport them to customers. The company operates a feet o trucks that covers
a radius o about 300 to 500 miles.
In some cases, suppliers outside the Midwest ship materials to Distribution Inc. or eventual
delivery to their customers in the region. One overseas shipper has customers in Denver, Chicago,
and Kansas City, Winter says. From our site, it can service all three locations overnight.

Because the public power companiesown both the generation and transmissionacilities, no money goes into paying a mid-
dleman. Te companies also are not tryingto maximize corporate prots or reinvest-ment, says Baier.
Since public utilities report directlyto the citizens they serve, they take greatpains to maintain low costs, says oddHall, vice president, consumer servicesat Lincoln Electric System (LES), whichserves about 130,000 accounts in Lincolnand the surrounding area. We run on athin margin, but we operate successullyand still maintain a double-A bond ratingand exceptional nancial perormance, hesays.
Besides being inexpensive, the electricalsupply in Nebraska also is highly depend-able. LES is operational 99.996 percent othe time, says Hall.
NPPDs reach is wide; its chartered terri-tory includes all or parts o 91 o the states93 counties. Our major transmission anddistribution lines cross the state, saysNPPDs Hall. Te utility relies on a varietyo power sources, including hydroelectric,low-sulur coal, natural gas, nuclear, and
some o the newer renewable sources.NPPD owns the second-largest wind
typically average about 42 percent less thanthe national average, says Baier.
According to the Edison Electric Institute, the average monthly bill or industrial ser-
vice in Nebraska in the summer and winter
o 2009 was $2,882.Tat made Nebraska theeighth least-expensive state or power. Tiseconomical power supply oers big savings

Another actor that makes doing busi-ness in Nebraska a bargain is the low costo electrical power.
Nebraska is the only U.S. state servedentirely by publicly controlled utili-ties either municipal power companies, rural public power districts, or electricity
co-ops. Nebraskas ocus on public powerdates to the 1930s, when the states U.S.Senator George Norris authored legis-lation that created both the ennesseeValley Authority and the Rural ElectricAdministration.
In Nebraska, he was an advocate or alaw that allowed or the ormation o publicpower districts, says Dennis Hall, eco-nomic development manager at NebraskaPublic Power District (NPPD), the stateslargest generating electrical utility.

CoMPELLING INCENTIVES
Since 2006, businesses that locate inNebraska have beneted rom a ormida-ble array o economic incentives under theNebraska Advantage program. Originallydesigned as a ve-tier program, Nebraska

Along with generating power at acompetitive price, Nebraskas utilities par-ticipate ully in the partnership that makesit easy or businesses to locate or expandin the state. For example, working withthe Nebraska Department o EconomicDevelopment, local communities, therailroads, rural power districts, and other
partners, NPPD helps to ensure that com-panies can get all the inormation andservices they need to increase their oot-prints in the state or to nd new locations.Tat eort includes keeping an inventory oland available or development and existingindustrial sites on the NPPD Web site.

Nebraskas government shares that knackor scal prudence. We have a provisionin our constitution that prohibits the staterom borrowing money, says Baier. Somestates are borrowing their way out o prob-lems with no plans or repaying. Tat wontbe the case in Nebraska.
It took state legislators in Nebraska only
12 days to trim approximately $350 mil-lion rom the states budget, and lawmakershave made a conscious decision not to raisetaxes. We eel very ortunate that not onlyhave we been able to cut taxes in the pastour years, weve also been able to controlour spending through good decision-mak-ing, Baier says.

With their abundant, inexpensive real estate and pro-devel-opment attitudes, communities along the I-80 Corridor areattracting interest rom companies in several key industries.Nova-ech, a manuacturer o pharmaceuticals or animals, hasbeen expanding in the Platte Valley Industrial Park. Te areaalso has caught the attention o businesses looking to locate dis-tribution centers, and businesses that manuacture products orwind energy production.
Te interest is partly based on our location, Ferguson says.
Central Nebraska stands in the center o a triangle ormed bywind arms in Minnesota, Iowa, Montana, Oklahoma, andexas. Also, thanks to the areas agricultural roots, many work-ers have experience in manuacturing machinery and buildings, giving them skills that transer easily to manuacturing windturbines and associated products.

In western Nebraska, the City o Kimball oers quick accessvia I-80 to points east and west, and via U.S. Highway 71 tomarkets rom Mexico to Canada. Highway 71 is part o theHeartland Expressway, a ederally designated transportation
corridor created to provide multi-lane transportation betweenRapid City, S.D., and Denver and to link Colorado Springs withcities in exas.
Union Pacic Railroad also serves Kimball, with a small railspur on the west side o town. By the end o 2010, the city plansto have a second, larger spur in operation to serve the east sideo town, says J.P. Komorny, director o economic developmentor the city.
Te new, $7-million acility will include a high-speed linewith two high-speed switches and several tracks or loading, unloading, and distributing rail cars. Te project also includes9,500 eet o main line connecting to Union Pacics track.
In conjunction with the rail construction, Kimball is devel-oping about 60 acres o land, with more possible. We couldpotentially develop 600 acres, Komorny says.
Castronics, a manuacturer o pipes or oil and water wells, recently leased land along the new spur. City ocials also aretalking with several other companies about taking space there.
Another transportation upgrade in the works in Kimballis a bypass that will connect I-80 and U.S. 71, with outlets onHighways 30 and 71. Tat project, too, is expected to attractnew businesses.
oward Highway 30 East, we are developing plans to increasethe inrastructure to support new construction, Komorny says.
