The public and non-public high schools of Nebraska voluntarily agreed to form the Nebraska School

Activities Association for the following purposes:1. To formulate and make policies which will cultivate high ideals of citizenship, fair competition, sportsmanship, and teamwork, which will compliment the member schools’ curriculum programs.2. To foster uniformity of standards in interscholastic activity competition.3. To organize, develop, direct, and regulate an interscholastic activity program, which is equitable, and will protect and promote the health and physical welfare of all participants.

What is the NSAA?

The Nebraska School Activities Association (NSAA), based in Lincoln, Nebraska, is a voluntary,

nonprofit organization that administers the statewide high school activities program for high school students in Nebraska. This program offers students opportunities for involvement, participation, and healthy competition; and contributes to their overall mental, physical and social development while teaching them important life skills.

The Association has been in existence and serving the youth of this state since 1910. The students involved make up the largest group of amateur athletic and fine arts participants in Nebraska. The NSAA membership and participation figures for 2011-2012 include 310 schools with a “family” of over: 125,000 student participants, 750 school administrators, 4,000 coaches and activity directors, and 2,500 adjudicators and officials. The NSAA official website attracts over 660,260 unique visitors each year.

MISSION STATEMENT

HISTORY

In 1898, the concept of a state-wide activities organization was first developed by high school administrators. In 1910,

the Nebraska High School Athletic Association was organized. The athletic association showed continual growth. In 1935, the membership voted to place all interschool activities under the control of the Association, and the name was changed to Nebraska School Activities Association (NSAA).

Since that time, through the cooperative efforts of its member schools, the NSAA has provided opportunities for high school students in Nebraska to participate on a fair and equitable basis in interscholastic activities programs that produce vital educational benefits.

Winston Churchill once said, “There is nothing wrong with change, if it is in the right direction.” Certainly his words hold real meaning today for the Nebraska School Activities Association as we look forward to our “next 100 years.”

With the addition of three new Assistant Directors, Ron Higdon, Nate Neuhaus and Jon Dolliver, along with the search for a permanent Executive Director to begin in July 2012, the NSAA is gearing up for the long-term success and stability of the organization. New Board of Directors, District 1 - Mrs. Wendy Henrichs, Lincoln East Activities Director and District 2 - Dr. Jerry Bartee, Omaha Public Schools Assistant Superintendent, are additions that assure member schools that the NSAA is moving forward and listening to the needs of its members.

We are looking to not only continue the great events, activities and championships we have enjoyed in the past, but working hard to look at new and better ways to serve our member schools in the future. Changes can be made, but only if it is for the betterment of the 310 member schools and the almost 90,000 students that make up the Nebraska School Activities Association.

GREETINGS FROMEXECUTIVE DIRECTOR

This publication marks the first time the Nebraska School Activities Association has put together a comprehensive and thorough Annual Report. The intent of such a report is to give a complete picture of the organization; to provide transparency and ultimately to let you know of the many outstanding activities

and events that are undertaken by the association for the benefit of the schools, students and fans of high school activities in the State of Nebraska.

I would be remiss if I did not start by letting you know how much I, as the Executive Director, have appreciated the opportunity to serve the schools, activities directors and students of our state. It has truly been an honor and something that has challenged and inspired me each and every day. The idea of being a “life long learner” is certainly something I value and embrace and with this in mind, I thought it would be appropriate and fitting to share with you my thoughts from my first term as the Interim Director of the Nebraska School Activities Association.

Regardless of our location, size of school or student demographics, we all have much more in common with each other than we think. Students still strive to do their very best on the field of competition and coaches and activities directors still hold sportsmanship and fair competition above winning.

The dislike of one school for another, resulting in unhealthy rivalries, exists more in the minds of fans and spectators than it does in the hearts of the students who participate in the activity. Students more often than not, appreciate the hard fought competition and come to respect those who give their all on the field, floor or stage, regardless of school.

Unfortunately, some students who might otherwise gain great benefits from activity participation are ineligible to do so for a variety of reasons that may not be within their control. School activities still provide, for many students, that incentive so often needed to be successful in school. All of us need to help students make decisions that allow them to take advantage of these opportunities.

The Constitution and By-laws of the Nebraska School Activities Association are made to “level the playing field” for all activity participants. They favor no one and assure that all schools and students have an equal chance to succeed.

School activities are still “the best game in town.” They provide life long memories for the students, their families and schools. They teach a thousand lessons that cannot be taught in the classroom. Ask any adult what they remember about high school. More often than not, it is the activities of which they were a part and enjoyed.

All of us, cooperatively, need to work harder and more consistently to tear down the borders of size, location, race and gender. Our common interests and de-sires are not now, nor should they ever be, bound by any of these factors. Only by understanding the fact that if “we do not stand together, then we will surely stand alone,” will we work to allow east to understand west, large to understand small and vice versa.

Special interests and personal agendas have no place in high school activities. Officials, sponsors and supervisors work extremely hard to conduct themselves professionally and with integrity. We all need to support their efforts and decisions. They are much closer to the game than we are.

The NSAA is staffed and operates with a group of highly dedicated and hard working individuals that understand their only job is to provide the best opportu-nities for the students and schools of our state.

And finally, 100 years of dedicated service by the NSAA to the schools of the state is not a stopping point, but a starting line for opportunity and change to ensure that the next 100 years are even better and more progressive than the past.

My thanks to the students and staff of the 310 member schools that make up the NSAA for a memorable 2010-11 school year. We all look forward to serving you in 2011-12.

HOW THE NSAAIS ORGANIZED

The Nebraska School Activities Association is a voluntary organization of the public and parochial schools of Nebraska, organized for the purpose of promot-ing and regulating the competition between schools in what are generally known as extracurricular activities. The program of activities for the schools as

well as the rules and regulations governing interscholastic competition in athletics, music, speech, play productions, journalism and debate are determined by the member schools of the Association.

Governing BodiesBusiness of the Association actually begins here at the local level. Any change must be initiated by a member school.

November District MeetingsState is divided into six districts. Each member school is assigned to a district. Each school has a voting opportunity at a district meeting.

DutiesConduct business of association, including acting on all proposals for change coming from a member school.

PROPOSALS PASSING IN ANY DISTRICTare assembled by the NSAA staff and distributed to all schools for study and consideration locally.

January District MeetingsPrimary agenda items are all proposals coming out of the November district meetings.

District ElectionsBoard of DirectorsThree OfficersRepresentative AssemblyDelegates(One delegate per 3,000 students)

Board of DirectorsBoard members are elected for a four-year term from an NSAA district. Their duties are about the same as those normally associated with a school board. They act on all proposals coming out of the January district meetings of an administrative nature.

Representative AssemblyMembers: Each district’s elected delegates, board officers, Board of Directors members. Duties: Act on proposals regarding constitution and Bylaws passing three or more January District meetings. A three-fifths majority vote is required to pass legislation. Date: Annually, in April.

Member SchoolsChanges in the Constitution or in Bylaws pertaining to all activities go to a referendum vote of member schools, requiring a three-fifths majority of schools voting and votes favoring must be at least 35 percent of total membership.

NSAA StaffThe Executive Director shall exercise the prerogatives of a general administrator of all policies, practices and projects, as assigned and approved by the Board of Directors.

WHAT’S NEW AT THE NSAA

Bids for State Championship Locations The NSAA continues to make available to all areas of the state the opportu-nity to bid for the right to host state championship activities. Generally these bids are for a two to three year period and are selected by the NSAA Board of Directors following a presentation by the host community. For the 2011-12 school year bids will be secured for state championship activities in baseball, cross country, girl’s golf, boy’s golf, play production, soccer, swimming, girl’s tennis, boys tennis, track and field and dual wrestling.

Declining Enrollments and Its EffectsDeclining enrollments in Nebraska schools is continuing to affect the number of smaller schools that are able to operate and fulfill their schedules in all NSAA activities. At times schools have been forced to forfeit games due to not being able to field a team. Schools that are in the middle of a two-year contract period are telling the NSAA that they may not be able to field a team for the next school year due to a declining student population. This situation leaves schools without contests. At this time there is no immediate solution to this problem and this is an issue that may increase in the future.

Executive Director SearchA search has begun for the next Executive Director at the NSAA. The Board of Directors has appointed a four person committee to develop the process. It is hoped that applications for the position can be solicited not later than January 1, 2012, and that a decision for the next Executive Director can be made by mid-February.

Committee on Restructuring, Governance, and RepresentationThe NSAA established a committee to look at Restructuring, Governance and Representation. The Committee has come to some agreement to allow pro-posals to progress through the NSAA legislative process when introduced and supported by a particular class (i.e., Class A, Class B, etc.). However, these proposals must have a two thirds majority vote of that class and not affect student eligibility or Association finances. A smaller committee composed of 8 members from the six NSAA Districts (one each with two from Districts 1 & 2) along with two Board members has been established to look at the issue of boundaries and membership of Districts and the committee will make a recommendation to the Board of Directors by September, 2012.

Concussion Awareness LegislationThe Nebraska State Unicameral passed LB 260, The Concussion Awareness Act, during the 2011 legislative session. The law, which becomes effec-tive on July 1, 2012, requires schools to follow a prescribe protocol for the training, identification and response to potential concussions as a result of student’s participating in school activities.

Middle School Activities and the Nebraska Department of EducationThe NSAA and the Nebraska Department of Education have been working hard to make sure that the regulations for interscholastic competition at the middle school level are in agreement. Although the NDE does not wish to take interscholastic competition guidelines for middle school students out of Rule 10 they have agreed to adopt the same guidelines as the NSAA. Onexception that the NDE has made is for schools with a combined enrollment of less than 12 boys and girls in grades 7 and 8. With local Board approval, these schools may allow students in grade six to compete on these teams. As you know, Rule 10 must be approved by the Attorney General’s office and as such this is not official as of yet. Game limitations are: Volleyball – 14 matches, Basketball – 12 games, Wrestling – 8 meets, Track – 8 meets, All other activities – 8 contests. (All contests, regardless of tournament play count as a game, meet or match).

U.S. Bank Believers and AchieversBelievers and Achievers is a state-wide program designed by U.S. Bank and the NSAA to give recognition to Nebraska’s future leaders. The award honors those students who show a commitment to good citizenship and involvement in school and community projects.

The U.S. Cellular CupEach year, U.S. Cellular and the Nebraska School Activities Association recognize the most successful interscholastic high school activities programs in state championship-level competition. Public and private NSAA member schools in four classifications of three divisions earn awards.

NCPA Academic All-State AwardEach year the Nebraska School Activities Association and the Nebraska Chiropractic Physicians Association will recognize students who have been nominated by their schools, based on their individual academic excellence, leadership and significant contributions made to their NSAA activity.
