SCOPE

1. This DEF STAN 02–123 Part 2 specifies the general requirements for the design, manufacture,installation and testing of Laundry machinery, equipment and fittings for HM Surface Ships andSubmarines.

2. Standard commercial machinery and equipment are to be assessed against the requirementscontained herein when considering their suitability for installation in HM Surface Ships andSubmarines.–

1. This Defence Standard (DEF STAN) is sponsored by the Warship Support Agency (WSA),Ministry of Defence (MOD).

2. The complete DEF STAN 02–123 comprises:

Requirements for Laundries and Laundry Equipment:

Part 1: Laundries and Associated Compartments;

Part 2: Laundry Machinery, Equipment and Fittings.

3. Any user of this Standard either within MOD or in industry may propose an amendment to it.Proposals for amendments that are not directly applicable to a particular contract shall be madeto the publishing authority identified on Page 1, and those directly applicable to a particularcontract shall be dealt with using contract procedures.

4. If it is found to be unsuitable for any particular requirement, MOD shall be informed in writingof the circumstances.

5. No alteration shall be made to this Standard except by the issue of an authorized amendment.

6. Unless otherwise stated, reference in this Standard to approval, approved, authorized and similarterms means by the MOD in writing.

7. Any significant amendments that may be made to this Standard at a later date will be indicatedby a vertical sideline. Deletions will be indicated by 000 appearing at the end of the line interval.

10. This Standard has been devised solely for the use of the MOD, and its contractors in the executionof contracts for the MOD. To the extent permitted by law, the MOD hereby excludes all liabilitywhatsoever and howsoever arising (including but without limitation, liability resulting fromnegligence) for any loss or damage however caused when the Standard is used for any otherpurpose.

13. This Standard is the property of the Crown. Unless otherwise authorized in writing by the MODit shall be returned on completion of the contract, or submission of the tender, in connection withwhich it is issued.

14. When this Standard is used in connection with a MOD tender or contract, the user shall ensure thathe is in possession of the appropriate version of each document, including related documents,relevant to each particular tender or contract. Enquiries in this connection may be made to theauthority named in the tender or contract.

15. When Defence Standards are incorporated into MOD contracts, users are responsible for theircorrect application and for complying with contractual and any other statutory requirements.Compliance with a Defence Standard does not of itself confer immunity from legal obligations.

Additional Information

22. This Standard specifies substances contained within the Montreal Protocol which are identifiedas having ozone depleting potential. Our aim is to eliminate the use of these substances as soonas a practicable alternative becomes available.

1. PERFORMANCE SPECIFICATION

1.1 General Requirements

a . Laundry compartments shall be provided for the specified complement of thePlatform in accordance with the guidance contained in Parts 1 & 2 of this Standard.

2. NATIONAL/INTERNATIONAL REGULATIONS

3. MILITARY STANDARDS/REQUIREMENTS

3.1 Environmental Conditions

a . All Machinery, equipment and fittings covered by this Standard shall be capable ofefficient operation under the conditions specified in the DEF STAN 00-35, DEFSTAN 08–123 and the System Requirements Document (SRD).

3.2 Drawings and Documentation

a . Drawings and documents as described in the following clauses shall be supplied bythe Contractor to the Defence Procurement Agency (DPA) for all machinery,equipment and fittings installed in HM Ships.

3.2.1 Commercial Machinery and Equipment

a . The Contractor shall supply:

(1) Detailed drawings showing the general arrangement of the machinery andequipment, where applicable, including sectional views, main dimensions,pipes and electrical connections, identifications of major components,capacities, weights and centres of gravity in the working condition (loadedand filled) as well as empty, etc and indicating, where appropriate, the size ofany breakdown units for shipping. A foundation plan with dimensional boltpositions shall be included;

(2) A circuit diagram in sufficient detail to enable all modes of control, warningand safety to be identified and in accordance with the requirements of DEFSTAN 02–635;

(3) Operating and Maintenance Handbooks as specified in the SRD. Handbooksshall conform to the requirements specified in DEF STAN 02–40 Parts 1 & 3;

(4) List of Parts showing identification numbers and manufacturers of allcomponents.

b . For all machinery and equipment accepted for installation additional detaileddrawings shall be supplied as may be necessary to enable the machinery orequipment to be properly installed, maintained, and repaired. This should indicatethe access panels required for overhaul and maintenance together with clearindication of the access required to carry out the maintenance and any withdrawalspace necessary, e.g. to clean filters, etc.

3.2.2 Machinery and Equipment Designated for the DPA

a . The sponsor will provide guidance drawings and a procurement specificationgiving basic design information and any restrictions on configuration and design.

b . The Contractor shall prepare design drawings in accordance with Clause3.2.1a ((1), (2) and (4)) together with a description of the machinery or equipmentgiving operating and maintenance requirements and submit them for approval.

c . After agreement of the design the Contractor shall prepare and submit foragreement detailed manufacturing drawings.

3.2.3 Drawings

a . Drawings shall be prepared in accordance with the requirements of DEF STAN02–722.

b . The Shipbuilder shall supply detailed drawings of all fittings in the laundry andassociated spaces, as listed in the SRD, Clause 4.5 and Table 4.1.

3.3 Materiel

a . All materials and components used in the manufacture of laundry machinery,equipment and fittings covered by this Standard shall conform to the requirementsof the following clauses unless prior agreement has been given for the use ofalternatives.

b . All components shall be standard commercial products or MOD stock items.Specially manufactured items shall not be used unless absolutely unavoidable.

c . Materials used shall be to the following specification:

Mild Steel DEF STAN 02-791 Part 1

Stainless Steel BS EN 10088 Part 2

Decorative Laminated Plastic Sheet Flame Retardant

BS EN 438

d . The Design Criteria for the use of hazardous materials shall be as follows:

(1) Aluminium: – The use of pure aluminium is restricted. Equipment containingpure aluminium is only to be offered in satisfaction of this Standard afterconsultation with, and with the written approval of, the Sponsor;

(2) Asbestos: The use of asbestos in any form or quantity is prohibited.Equipment containing asbestos shall not be offered in satisfaction of thisStandard;

(3) Cadmium: The use of cadmium is restricted. Equipment containing cadmiumis only to be offered in satisfaction of this Standard after consultation with,and with the written agreement of, the Sponsor Section;

(4) Chlorosulphonated Polyethylene and Polyvinyl Chloride: The use ofChlorosulphonated Polyethylene (CSP) and Polyvinyl Chloride(PVC) asinsulating material for electrical cables is restricted.

3.4 Electrical Requirements

a . Standard Commercial equipment’s shall meet the requirements of DEF STAN02–635, all other equipment’s shall meet the requirements of DEF STAN 08–107,in full unless otherwise stated in the SRD.

3.5 Water Supplies

a . The equipment shall be suitable for operating on cold or hot fresh water systempressures as specified in DEF STAN 02–728.

3.6 Labelling

a . Marker plates shall be manufactured and secured to the face of all machinery andequipment adopted by DPA as standard equipment in accordance withDEF STAN 02–723.

3.7 Shipping and Securing

a . All components and sub–assemblies that require to be upkept by exchange shall becapable of passing through hatches and openings as specified in DEF STAN02–127.

3.8 Laundry Equipment Trials

a . The Shipbuilder shall be responsible for arranging and carrying out LaundryEquipment Trials (LET) and Compartment Habitability Trials in accordance withDEF STAN 02–23, DEF STAN 02–32 and DEF STAN 02–362 unless otherwisespecified in the SRD.

b . The Shipbuilder shall contract the current laundry operating contractor as specifiedin the SRD, to adequately operate all laundry equipment for the trials.

c . The Shipbuilder shall be responsible for the recording of all parameters as stated inthe test procedures and forms in accordance with DEF STAN 02–102 Part 1, DEFSTAN 08–159 Part 2 and the SRD.

d . The Shipbuilder shall provide all test equipment required for the trials.

e . The Shipbuilder shall provide sufficient washing powder and an adequate supply ofdirty laundry for washing during the trials.

f . The duration of the Trial shall be specified in the SRD. A continuous cycle ofwashing, drying and pressing, with full loads of dirty laundry shall be carried out.

g . The following pre-requisites shall be considered in addition to all Health and Safetyprecautions necessary to carry out the LET:

(1) All access doors and hatches shall be closed during the Trial;

(2) All filters in the compartment exhaust trunking and drying tumblers shall beclean and ‘lint free’ for the Trial;

(3) Where the laundry and associated spaces are adjacent to hot compartments,e.g. machinery spaces, drying rooms, etc, it is required that thesecompartments be at their normal temperature.

4. DESIGN REQUIREMENTS/GUIDANCE

4.1 General Requirements

4.1.1 Design

a . All machines, equipment and fittings shall be as compact and light as possibleconsistent with strength, durability, and their respective duties. Machines shall beof fabricated steel construction and overhanging masses reduced to a minimum.

b . No part of any machine or appliance shall project below the level of its baseplatewhich shall be level on the underside.

c . Metal parts exposed to washing detergents shall be of approved non-corrosivematerials.

4.1.2 Material and Workmanship

a . The design, material, workmanship, finish operation, and details of machinery,equipment and fittings shall be adequate for the purpose intended. The interior andexterior of the machines, equipment and fittings, where applicable shall bethoroughly cleaned and properly finished.

b . The stainless steel used for the manufacture of equipment and fittings shall complywith BS EN 10088 Part 2, Dull Finish 2J.

c . Formed sections shall be true 90° bends with flat faces with minimum radii.

d . Large surfaces shall be flat and true. Any stiffening shall be secured by countersunkflush rivets or spot welding.

e . Edges of carcasses, shelves or partitions shall be suitably flanged and stiffened towithstand operational use.

f . All burrs shall be removed.

g . All fasteners and edges shall be finished in such a manner so as not to snag linen orcreate a hazard to laundry operators.

h . Assembly joints on the front and top of carcasses and drawer fronts shall be fullywelded. Welds shall be uniform in profile and shall blend into the surface of theparent metal.

i . Spot welds and rivets shall not be spaced more than 75 mm.

j . Stainless steel furniture shall not be painted.

k . Plywood shall comply with DEF STAN 07–269 and shall be fireproofed.

4.2 Washer/Extractors

a . The equipment shall have a rated dry weight loading capacity in accordance withthe SRD, with a washing cycle of not more than 30 minutes, unless otherwisespecified.

4.2.1 Water Supplies

a . Subject to efficient washing and rinsing of articles, water consumption shall be keptto a minimum. See also Clause 5.1.

4.2.2 Heating Arrangements

a . Machines shall be provided with thermostatically controlled electric heating of thewash liquids. Heaters shall automatically cut–out in low water condition.

4.2.3 Control and Operation

a . The method of operation and control shall be simplified and shall be suitable for useby an unskilled operator.

4.3 Drying Tumblers

a . The equipment shall have a rated dry weight loading capacity in accordance withthe SRD with a drying weight capacity per hour to match the washer/extractorsselected.

4.3.1 Lint Screens

a . A removable ‘lint’ screen shall be provided in the air outlet ducting. Care shall betaken in design and manufacture of the lint screen to ensure that air-tight joints aremade and that the screen is readily accessible for removal without undue increase inthe space required round the machine for access. The lint screen shall be designedfor removal from the front end of the machine.

4.3.2 Safety Devices

a . The following safety devices against burning out of the heating elements shall beprovided:

(1) The heating circuit shall be electrically interlocked to ensure that the heaterwill not operate until the driving motor and fan are running;

(2) The door shall be electrically interlocked with the power and heating circuits,so that on opening the door:

(a) The main driving motor is switched OFF and the inner cylinder comesto rest;

(b) The heater is switched OFF;

(3) A control thermostat and overheat cut-out shall be included in the heatingcircuit.

4.4 Presses

4.4.1 Air Pressure

a . The presses shall be pneumatically operated and to work efficiently on an air supplyof 5.2 bar to 6.9 bar.

4.5 Configuration

a . All equipment shall be suitable for siting close to bulkheads or other obstructionson at least two sides without impeding operation or maintenance of the equipment.

b . The size of equipment shall be kept to a minimum for upkeep by exchangepurposes. See DEF STAN 02–123 Part 1.

c . Configuration of all equipment is subject to available space and shape.

d . Drawing guidance for the fittings listed in this Standard are given in Figure 4.1 toFigure 4.7 and in Table 1.

4.6 Construction

a . Construction guidance for the following fittings is given in Table 1:

(1) Soiled Bundle Bins (Figure 4.1);

(2) Sorting and Marking Table (Figure 4.2);

(3) Combined Sorting and Ironing Table (Figure 4.3);

4.7 Labelling

a . Plates for washer/extractors and drying tumblers shall have the capacity in dryweight per load included upon them.

4.8 Painting

a . The preparation and painting of mechanical machinery items shall be in accordancewith DEF STAN 02–737 unless exempted from the requirements by DPA.

4.9 Shipping and Securing

a . Lifting points shall be provided on machinery and equipment where necessary forshipping purposes and shall be arranged so that damage to the equipment can beavoided when slinging.

b . Securing arrangements shall be provided for bolting to a deck seating or plinth.

4.10 Safety

a . Interlocks, guards, etc shall be provided as may be necessary to prevent humancontact with working parts and energized electrical components when theequipment is operating and to prevent accidental operation during maintenance.Guidance is given in BS EN 60204 Part 1.

b . Warning labels shall be provided in accordance with DEF STAN 08–107.

c . The control arrangements shall be designed to ensure that there is no danger to theoperator’s hands or person during the pressing operation.

4.11 Reliability

a . All equipment covered by this Standard shall be capable of performing thedesigned functions continuously under the environmental conditions quoted inDEF STAN 08–123 and as specified in the SRD.

4.12 Maintenance

a . Requirements for routine maintenance shall be kept to a minimum.

b . All routine maintenance operations shall be capable of being carried out withoutdismantling other fittings or pipework.

c . All lubrication points shall be easily accessible. Lubrication nipples shall be inaccordance with BS 1486 Part 1.

d . Access panels to non-electrical gear shall be secured by quick release fastenings toeliminate the need for tools. All such fastenings shall be of a captive type.

e . Equipment shall be designed to allow for easy component replacement rather thanfor the repair of defective components.
