Dr. Chris LuebkemanFellow, Director for Global Foresight,
Research and Innovation

R. Rex Parris is a Lancaster, California
native who was first elected as Mayor in
2008. Currently serving his fourth term,
Parris’s leadership revolves around the
overall well-being of Lancaster residents,
with emphasis on public safety, crime
reduction, community health and
wellness, as well as community and civic
pride; all of which have resonated well
among citizens and constituents, in
addition to gaining Parris nationwide
recognition. Demonstrating the City’s
municipal fortitude and progressiveness,
Parris has been at the forefront of
repositioning Lancaster as a global
leader in the field of alternative energy.
Under his auspices, Parris has led the
City into forward-thinking unique
partnerships with innovative
organizations from all over the world.
These relationships led to the
establishment of many more residential
solar communities and municipal solar
ordinances, as well as Lancaster
becoming home to BYD’s first North
American electric bus manufacturing
plant and battery storage facility. Mayor
Parris’ tenacity for serving his community
with a “can do” attitude has garnered
many municipal “firsts,” including
shepherding the City of Lancaster to
becoming one of the world’s first Zero-
Net Energy Cities.
Kevin de LeónCalifornia State Senate
President Pro Tempore
California’s 24th District
Kevin de León is currently serving in the
California State Senate as the current
Senate President Pro Tempore. He is the
first person of Latin American descent to
hold the office in nearly 150 years. De
León previously served four years as a
State Assembly member for the 45th
district, which includes areas such as
Hollywood, Silver Lake, Chinatown,
Highland Park, and many others.
Prior to his career in public service, De
León worked as an educator teaching
U.S. citizenship courses. He remains a
member of the California Teachers’
Association to this day.
The crux of De León’s distinguished work
as a legislator has centered around issues
effecting the environment, the working
poor, and public safety; de León famously
co-chaired Proposition 39 – The California
Clean Energy Jobs Act – which has
accelerated job growth in California’s
clean energy sector. His 2012 proposition
to create a state-run retirement savings
plan for low-income workers made
national headlines as the first of its kind to
be introduced. Further examples of De
León’s work include championing bills that
improve energy efficiency in schools, and
create more space for urban parks.
Chris’s interest in the built environment
blossomed early, propelling him to pursue
a multi-faceted education, beginning with
engineering and culminating in a
Doctorate in Architecture from ETH in
Zurich, a city to which he remains deeply
connected. Chris gained valuable
experience as the protégé of esteemed
Spanish Architect, Santiago Calatrava.
But, subsequently he turned to his other
love, education, by accepting teaching
positions at several prestigious
universities. In 1999, Chris joined Arup as
the Co-Director for Research and
Development. A couple of years later, he
formed the Foresight, Innovation and
Incubation team, which has evolved to its
present form as Foresight + Research +
Innovation.
Chris spends the majority of his time
travelling the world to give keynote
addresses, talks, workshops and expert
interviews to a wide variety of government
agencies, non-profits, corporations,
schools, media outlets and industry
groups. Ostensibly, Chris’ mission is to
facilitate conversations about how to best
embrace change and its effects on the
built environment, but in so doing he acts
as an indispensable emissary to the very
groups whose work intersects with that of
Arup, building rapport and cultivating
relationships with future clients.
