    1 Executive Summary

    The Department of Education, Training and Employment Network Infrastructure Procedures and

    Standards (DNIPS) Part A details the procedures necessary to ensure all ICT cabling and

    supporting infrastructure in the Queensland Department of Education, Training and Employment

    (DETE) environments are installed in accordance with the departmental standard.

    The DNIPS Part A document has been prepared to ensure that ICT cabling infrastructure within

    DETE is procured and installed to a consistent standard.

    This review of DNIPS was undertaken to ensure that the departments’ processes align to the

    current industry cabling standards. This review also ensures that the department’s standards with

    regard to Wi-Fi technologies are compliant with the latest worldwide ICT industry regulations.

    This revision of the DNIPS document provides greater information and visibility around the roles

    and responsibilities of teams within the departments various branches. It is envisaged that this

    document will in turn provide a greater level of assurance and accountability within these

    departmental areas regarding ICT service delivery.

    2 Preamble

    The DETE Network Infrastructure Procedures and Standards (DNIPS) Part A, documents the

    procedures and processes required to procure the installation of ICT cabling within DETE

    facilities.

    DNIPS Part A has been structured to address the information needs of relevant stakeholders in

    the ICT cabling process. Identified stakeholders include but are not limited to school

    management and staff, regional technology staff, project managers, electrical designers, and

    DETE Preferred Supplier Arrangement (PSA) panel suppliers.

    It is important to stress that the procedures and processes contained within this document are

    mandatory for all ICT cabling infrastructure works in DETE sites and are additional to all other

    relevant international, national and state standards, legislation, regulations, installation and

    warranty requirements.

    2.1 Current Version

    Prior to using this document, please confirm with your DETE representative that it is the latest

    version.

    This iteration of DNIPS supersedes all previous issues.

    2.2 Categories of Requirements

    This standard contains mandatory requirements as well as recommendations for best practice.

    The use of the words “shall” or “must” define a mandatory requirements. The use of the words

    “shall not” or “must not” define a prohibited activity.

    3 Scope

    This document is intended to provide guidance and minimum practices for design and

    management of the installation of ICT cabling within DETE facilities.

    The following involved parties include but are not limited to the following:

    - Schools

    - Project Managers and Coordinators

    - ICT cabling designers

    - Building Project Electrical Designers

    - DETE Central and Regional Office Groups and Individuals

    4 Questions and Clarifications

    Adherence to the standards and specifications within this document is mandatory - exceptions

    may only be sought in accordance with the exception process and all approvals shall be in

    writing.

    Any questions or clarification related to this ICT cabling in DETE environments or the contents of

    4.1 Exception Process

    Please note that exceptions can only be provided for DETE Network Infrastructure Procedures &

    Standards (DNIPS) Part B, requisitions for changes to any standards in the order of precedence

    shall be submitted to the governing body of that standard. Exception requests shall be done

    through and in consultation with the site representative, Project Coordinator and/or Project

    Manager.

    To apply for an exception, send a detailed description of the exception to DETE standards

    sought, the current environment and any additional relevant and supporting information,

    including (floor/site) plans, cabinet layouts and drawings, to the DETE Service Centre. Requests

    can be logged online at Service Centre Online.

    - Requests to deviate from standards will be considered on a case-by-case basis.

    - All exception requests shall be requested in the design phase of the project.

    - All exception approvals shall only apply to the location and scope for which it is

    requested and permission shall be recorded in the detailed ICT cabling design.

    - Approvals shall not be used on any other project, site or location.

    5 Definitions - Personnel

    The following definitions detail the desired skills and experience for personnel involved in the

    design, implementation, and quality control of ICT cabling installation within the DETE

    environment.

    5.1 ICT Cabling Design Contractors

    Private contractor personnel involved in the development of cabling designs or detailed scope of

    works documentation shall have the following minimum qualifications and experience levels:-

    a) Be a registered professional engineer who:

    - are registered with the Board of Professional Engineers Queensland as a

    Registered Professional Engineer Queensland (RPEQ) in one of the following

    areas of engineering practice:

    i. building services engineering

    ii. electrical engineering

    iii. information, telecommunications and electronics engineering.

    - have a demonstrated level of experience (a minimum of five to 10 years) in the

    system design and implementation of ICT cabling infrastructure systems

    - will typically undertake ICT cabling infrastructure system design activities as part

    of the provision of a professional engineering service

    b) Be qualified personnel who:

    - are registered with the Building Industry Consulting Service International (BICSI)

    as a Registered Communications Distribution Designer (RCDD)

    - have a demonstrated level of experience (a minimum of five to 10 years) in the

    design and implementation of ICT cabling infrastructure systems

    - may undertake ICT cabling infrastructure system design activities across a wide

    range of design complexity when directly supervised by a RPEQ in the provision

    of a professional engineering service

    - may undertake ICT cabling infrastructure system design activities across a

    limited range of design complexity where those design activities do not constitute

    the provision of a professional engineering service

    c) Be a cabling specialist not registered as a RPEQ or RCDD who:

    - are registered cablers and have completed a manufacturers cabling design

    course

    - have a demonstrated level of experience (a minimum of five to 10 years) in the

    design and implementation of cabling infrastructure systems

    - may undertake ICT cabling infrastructure system design activities across a wide

    range of design complexity when directly supervised by a RPEQ in the provision

    of a professional engineering service

    - may undertake ICT cabling infrastructure system design activities across a

    limited range of design complexity where those design activities do not constitute

    the provision of a professional engineering service

    Holders of these qualifications shall also demonstrate a proven knowledge of the standards and

    regulations applicable to ICT cabling and have a minimum of five (5) years documented

    experience in the development of ICT cabling designs/scope of works.

    5.2 ICT Cabling Project Manager

    Project Managers shall have a demonstrated level of experience within the ICT cabling

    installation environment. A thorough knowledge of the standards and regulations applicable to

    ICT cabling is essential to ensure quality and compliance is maintained throughout the

    installation.

    5.3 ICT Cabling Auditor

    Personnel engaged in the post installation auditing of installed ICT cabling shall meet the

    following criteria:-

    a) Be an ACMA Open Registered Cabler with endorsements for Structured Cabling and

    Optic Fibre

    b) Be a qualified electrician in the State of Queensland

    c) Be a BICSI RCDD

    d) Have a documented minimum of five (5) years of ICT cabling audit experience within an

    environment similar to DETE

    e) Have demonstrated working knowledge of the DNIPS Part B standard and the AS/CA

    S009 “Wiring Rules”

    f) Hold a completed training certificate from the Structured Cabling System (SCS)

    vendor/manufacturer for the installed SCS product

    5.4 Accredited Installer

    An Accredited Installer (AI) is an organisation holding a commercial agreement with a certifying

    ICT cable manufacturer to apply a warranty/certification to a completed ICT cabling system. AI

    companies employ technicians certified by the manufacturer in the practices involved in installing

    and testing the ICT cabling systems of that manufacturer. AI companies shall be accredited for

    GITC (Government Information Technology Conditions) under module 1 - Hardware Acquisition

    and Installation, Premises Cabling and Cabling Equipment.

    5.5 Certified Installer

    A Certified Installer (CI) is an employee of an AI who has successfully completed the

    vendor/manufacturer training to become certified in the installation of that system. They shall be

    the holder of an ACMA Open Cabler’s Registration complete with mandatory endorsements for

    Structured Cabling Systems and Optic Fibre. CI’s involved in the testing of installations shall

    also hold the voluntary endorsement for testing as well certification by the test equipment

    manufacturer or an approved equivalent certification in SCS testing.

    5.6 Installer - Other

    Personnel actively involved in the installation of ICT cabling on DETE sites who are not CI’s shall

    only perform ICT cabling installation works under the direct supervision of a CI. It is not sufficient

    that a CI is on site without direct supervision of non CI personnel. It is expected that a CI shall

    be within the facility or area of works performing direct supervision of non CI personnel.

    6 Definitions - Installations

    6.1 ICT Cabling Installations

    ICT Cabling installations are complex cabling systems comprising cabling and connectors

    forming a structured generic cabling connection allowing the connection of various forms of

    network active equipment. The cabling system includes patch and fly leads.

    DETE require all ICT Cabling installations to comply with the Queensland Government Enterprise

    Architecture (QGEA) requirements with respect to certification and warranty. ICT cabling

    systems installed within the DETE environment shall be certified and warranted for a minimum

    period of 20 years for both parts and labour specific to the ICT cabling system. For ease of

    warranty maintenance DETE has a preference for a single vendor solution on each campus

    where all ICT cabling products of a particular performance level are of the same vendor

    throughout the site.

    Department Preferred Supplier Arrangement members of PSA-100301 shall work within the

    contractual requirements of the agreement.

    6.2 Simple Installations

    A simple ICT cabling installation within the DETE environment is constrained as follows:-

    a) The installation shall not involve the installation of a new cabinet

    b) The installation shall not involve the installation of optic fibre cabling

    c) The installation shall not involve the installation of cabling to support wireless access

    equipment

    6.3 Complex Installation

    A complex ICT cabling installation is any installation not defined as simple, per the definition

    above.

    Complex installation shall utilise the services of a qualified ICT cabling designer to ensure the

    design/ Scope of Works (SoW) complies with installation standards and regulation. A qualified

    project manager shall provide physical installation oversight to ensure compliance. Where

    determined by DETE, a qualified ICT cabling auditor shall perform a post installation audit of the

    completed installation for compliance to standards and applicable regulations.

    As illustrated in the DETE End-to-End ICT Cabling Management Process, (Appendix A1), design

    and specification documentation including plans (site and building), cabinet layouts, etc. for

    cabling works performed within the DETE environment shall be submitted to the DETE ITB

    Design Authority for endorsement prior to installation.

    6.4 ICT Cabling Design/Scope of Works

    An ICT cabling design/Scope of Works (SoW) is a detailed document containing specifications

    and drawings outlining the installation requirements for a given project. The document details

    the elemental facilities required to house the structural elements of the ICT cabling installation.

    Further details of sub elements are also contained within the document including cabinets, optic

    fibre backbone cables, pathway elements, and copper cabling quantities. Detailed drawings are

    provided with the design/SoW to provide specific detail for a given project. General drawings of

    DETE standard elements are included in the DNIPS Part B.

    6.5 ICT Cabling Post Installation Audit

    An ICT cabling post installation audit is conducted where deemed necessary by DETE to ensure

    the installation complies with the requirements of the Australian regulations, standards, vendor

    installation practices and the DNIPS cabling standard.

    The audit shall entail the physical inspection of the completed installation with photographic

    evidence detailing any non-conformances to the SoW and related documents. Sample testing of

    the installation comprising 5% of the installed copper links and 1 pair of each OS2 Single Mode

    Optical Fibre (SMOF) link installed.

    The auditor shall supply a written report summarising the installation and an excel spread sheet

    detailing the photographs and non-compliances of which require rectification by the accountable

    party.

    The Accredited Installation Company performing the installation shall be excluded from

    performing the Post Installation Audit.

    The inspection activities shall involve inspection and reporting on:

    a) Physical completion of all works specified in the Work Specification element of the

    Cabling Scope of Works.

    b) Adherence to ACMA regulatory requirements

    c) Adherence to the DETE Network Infrastructure Procedures & Standards (DNIPS)

    d) General standards of workmanship

    Results of the inspection shall be documented in a report format to be prescribed by the DETE

    ITB Design Authority.

    7 Definitions - Installation Types

    7.1 Passive Installations

    Passive installations include all ICT cabling elements constructed to provide a functional network

    for the interconnection of active network devices.

    For explicit details on the cabling process, refer to the DETE End-to-End ICT Cabling

    Management Process (Appendix A1).

    7.2 Active Installations

    Active installations refer to all network active devices including, but not limited to, switches and

    server equipment.

    7.3 Wireless (Active) Equipment Installations

    Wireless installations refer to the installation of wireless access points and controllers onto a

    passive network and the cabling to support the wireless equipment.

    Wireless design elements shall comply with the spatial requirements detailed in the following

    standards:-

    1) Australian Radiation Protection & Nuclear Safety Agency (ARPANSA) Radiation

    2) Australian Communications & Media Authority (ACMA) RF Exposure Standard

    a) ACMA Minimum Separation Distance

    b) ACMA Maximum Transmitter EIRP

    8 Order of Precedence of Standards

    Under the Queensland Government Enterprise Architecture (QGEA) Framework, decisions on

    any conflicting information should be governed by reference to the following in descending rank

    order:

    1) Relevant Australian Government Legislation and Regulation (e.g. Telecommunications

    Act 1997 (the Act), AS/CA S008 and AS/CA S009) etc;

    2) Relevant Queensland Government Legislation and Regulation (e.g. Queensland

    Workplace Health and Safety regulations) etc;

    3) Relevant Australian Standards to be found in the CCM Package-2007: Communications

    Cabling Manual (Volumes 1 & 2)

    4) Queensland Government Enterprise Architecture - ICT cabling infrastructure technical

    9 Building Asbestos and Heritage Listing

    Personnel involved in the design and procurement of ICT cabling on DETE premises shall

    ensure that issues relating to asbestos and heritage listing shall be addressed.

    9.1 Asbestos

    All works on DETE Facilities are to be carried out in accordance with the requirements and

    conditions listed in the “Working on Department of Education, Training and Employment (DETE)

    Facilities” document available from http://education.qld.gov.au/asbestos/pdfs/working-on-dete-

    facilities.pdf.

    9.2 Heritage Listing

    The works shall include consideration of any building heritage listing with information from the

    Queensland Heritage Register: http://www.epa.qld.gov.au/chims/basicSearch.html.

    A copy of the details from the Heritage Council register for a DETE site can be viewed on the

    abovementioned web site.

    For heritage buildings the works shall include delivery to the Queensland Heritage Council of

    plans detailing the work to be performed in or on the listed building, including all ICT cabling.

    Compliance to the requirements of the Queensland Heritage Council for installation of ICT

    cabling Infrastructure shall form part of the works.

    10 Design and Planning

    The installation of Information and Communications Technology (ICT) cabling works is a

    technically demanding process based on standards and mandatory regulations. The design,

    implementation and installation of ICT cabling systems require specialist expertise. DETE

    requires a compliant network to provide a uniform platform for the implementation of ICT within

    the state schools environment.

    The design process shall factor in the requirements for telecommunications and data services as

    these services constitute a core service in all buildings. In addition to covering the initial

    occupancy phase, the design shall include allowing for future requirements. The building

    infrastructure shall support the implementation of cabling systems that meet the mandatory

    requirements for cabling.

    All ICT cabling designs shall comply with Australian regulations, standards, and the DNIPS. All

    ICT cabling design work shall be carried out by a suitably qualified person.

    10.1 Working Party Stakeholder Engagement

    As illustrated in the DETE End-to-End ICT Cabling Management Process (Appendix A1), all

    provisioning of ICT cabling shall include a design component to ensure that any proposed ICT

    cabling design plans have explicitly had consultation with, and input from the appropriate

    “working party” representatives, taking into account any future growth expectations and unique

    requirements at the relevant DETE facility.

    Primarily, the “working party” engagement model aims to embed fit for purpose quality assurance

    mechanisms into the provisioning of ICT infrastructure, to ensure the Department’s facilities are

    both practically fit for purpose and, adequately underpin the larger educational capabilities of the

    Department’s managed operating environment, therein, facilitating key learning outcomes for

    both staff and students.

    The working party shall incorporate representation from the listed representatives based on the

    scope of works being designed as mandated in the following matrix below:

    The working party shall complete the relevant section of the ICT Cabling Design Acceptance

    form (Appendix A2), formally acknowledging they have been consulted throughout the design

    process and have been supplied with the required supporting design material.

    10.2 Cabling Design Elements

    The ICT cabling design work includes, but is not limited to, the following:

    10.2.1 For Schools

    - Provision of Equipment and Telecommunications Cabinets to all network connected

    buildings

    - Provision of 12 core OS2 Single Mode Optical Fibre (SMOF) backbone cabling from the

    Network Centre to each network connected building

    - Provision of voice tie cabling to buildings requiring Public Switched Telephone Network

    (PSTN) direct services at a minimum of 10 pair

    - Provision of detailed information regarding upgrades to the voice terminations at the

    Main Distribution Frame (MDF/TPF) to cater for new cabling

    - Provision of compliant Equipment Room detail drawings

    - Provision of compliant Telecommunications Room detail drawings

    - Provision of cabinet specific layout drawings for each installed

    Equipment/Telecommunications cabinet

    - Provision of detailed horizontal cabling drawings indication outlet locations and

    quantities. All new horizontal cabling shall be Class EA comprising Category 6A

    components

    - Provision of backbone pathway requirements

    - Provision of internal cabling pathway requirements

    - At greenfield sites, provision of carrier lead in terminations within the network centre

    equipment cabinet for connection of WAN equipment

    10.2.2 External Dark Fibre Connections

    Where a site is being provisioned with a Dark Fibre WAN connection, the following shall apply:

    - The Dark Fibre shall be provisioned with the ‘lead in’ terminated in the Centre of the

    Network cabinet on its own FOBOT clearly marked as DETE WAN connection. No other

    fibre optic cables shall be terminated on this FOBOT. This connection shall have a

    warning sign which contains the following warning “Do Not Disconnect”. Only connect to

    the designated Centre of the Network switch

    - The fibre patch lead shall be green in colour and different from those fibre patch leads

    which connect inter-building fibre links

    - All Dark Fibre connections shall be approved by DETE. This will ensure that the design

    will properly integrate with the Dark Fibre Service Provider

    Dark Fibre is a carrier service and all works undertaken shall be completed by the carrier

    concerned. DETE ICT cabling personnel shall not interfere with a carrier connection of any

    type.

    10.2.3 Optical Fibre

    All optical fibre links shall be 12 core OS2 SMOF. Optic Fibre cabling shall be designed to be

    installed in a single continuous run from the Network Centre to the edge building. SMOF

    backbone cables shall not be designed to originate from any other location other than the

    Network Centre.

    For refurbishment projects where the optic fibre cabling is not SMOF it shall be upgraded to

    meet the current specification.

    10.2.4 Horizontal Cabling

    All new horizontal cabling shall be Class EA capable of supporting 10GBE. All horizontal cabling

    shall be designed to be installed in a continuous run without joints.

    Refer to Appendix A4 as a guide to the minimum provision of telecommunication outlets for

    schools spaces.

    10.2.5 Voice Tie Cabling

    Voice tie cabling shall be designed to meet the detailed requirements of the site as specified by

    DETE with respect to VoIP and non-VoIP sites. Voice tie cables shall typically originate from the

    MDF/TPF for permanent buildings or where there is existing capacity in an adjoining building

    from that building to a relocatable building.

    10.2.6 Wireless

    10.2.6.1 Structured Cabling (Passive)

    All new buildings and schools shall be provisioned with structured cabling to support Wireless

    LAN (WLAN) infrastructure. The cabling shall comply with the following:

    a) Telecommunication Outlet’s (TOs) for Wireless Access Points (WAPs) shall not be

    located at a height less than 2400mm above finished floor level (AFFL)

    b) Each teaching space shall be provisioned with a minimum of two (2), and up to three (3),

    dual telecommunication-outlets for WAPs. One shall be mounted in the ceiling, central to

    the teaching space (or as close as practical), and a second shall be mounted on a wall

    also central to the teaching space, 300mm below ceiling level, and/or at least 2400mm

    above finished floor level

    c) Staff and administration areas shall be provisioned with at least one (1) dedicated dual

    telecommunication-outlet for a WAP.

    For explicit details refer to Appendix A4 as a guide to the minimum provision of

    telecommunication outlets.

    10.2.6.2 Network Equipment (Active)

    Where a Wireless Access Point is to be installed, it shall comply with the following:

    a) All requirements stipulated in the vendor’s installation guide, including compliance with

    ACMA regulations via the United States FCC radio frequency (RF) exposure limits, a

    minimum body-to-antenna distance of 200mm must be maintained when wireless access

    points are operational. DETE exceeds this requirement by mandating all Wireless

    Access Points shall not be installed in any location where a minimum radial spatial

    clearance of 300mm from any surface of the Wireless Access Point to nearby persons

    cannot be achieved

    b) Where wireless connectivity is required within a classroom, provisioning of active

    equipment will occur outside the main Building Contract and will be organised via the

    Department of Education, Training and Employment, Facilities Project Office (FPO). The

    Electrical consultant is required to provide AutoCAD electronic drawing (.DWG) files so

    that a predictive survey can be undertaken. The procedures and processes can be found

    in the Departments Active Network Infrastructure standard

    c) Where practical, a wireless access survey should be undertaken by a qualified

    professional to ensure that an adequate level of connectivity is maintained throughout

    the facility. The report shall provide readings of signal strength, noise strength and

    signal-to-noise ratio.

    10.3 Telephone and Network Equipment Installation

    Refer to the Departments Active Network Infrastructure standard for DETE voice equipment

    requirements and procurement.

    10.4 Design Requirements

    a) This section contains requirements for architects, engineers and telecommunications

    distribution designers regarding DETE procedures for ICT cabling projects. This applies

    to projects that entail primarily telecommunications distribution work (such as

    telecommunications distribution infrastructure replacement projects) as well as to

    architectural projects and other work (such as a new building or campus) that involve

    telecommunications distribution design.

    b) This section is not intended to supersede the requirements in the State of Queensland

    Architects Act 2002 and Professional Engineers Act 2002, but rather to complement

    them, providing additional requirements that apply specifically to telecommunications

    distribution design projects at DETE facilities.

    c) It is intended that the requirements in this section be considered contractually binding for

    professional firms providing telecommunications distribution design services.

    d) All ICT cabling tender and construction documentation including specification and

    drawings shall be endorsed by the DETE ITB Design Authority and DETE Facilities

    Project Office (FPO) prior to being issued. The DETE ITB Design Authority or nominated

    representative shall respond in writing either endorsing the documentation or advising of

    the changes required.

    e) In order to achieve successfully designed, constructed and provisioned

    telecommunication facilities, it is imperative that the telecommunications distribution

    design be incorporated during the preliminary architectural design phase.

    f) The Architects & Engineers shall notify the Working Party members of all scheduled

    design and construction meetings, with agendas attached, and forward copies of all

    meeting notes.

    10.4.1 Design Requirements - Complex Installations

    As illustrated in the DETE End-to-End ICT Cabling Management Process (Appendix A1), design

    and specification documentation including plans, cabinet layouts, etc., for cabling works

    performed in DETE sites shall be submitted to the DETE ITB Design Authority for endorsement.

    DETE ITB Design Authority will respond with recommendations.

    ICT Cabling works shall not commence on any site without the endorsement of DETE ITB

    Design Authority.

    All new buildings or floors scheduled for occupation by DETE shall have a fundamental ICT

    design plan developed and endorsed by the DETE ITB Design Authority prior to installation.

    10.5 Mixed and co-existing ICT Cabling Systems

    The decision to proceed with mixed and co-existing ICT horizontal cabling subsystems shall be

    determined on a site by site basis at the discretion of the DETE ITB Design Authority or

    nominated representative.

    10.6 Future Growth

    DETE facilities continually require expansion to meet increasing curriculum delivery demands.

    The Architects, Engineers, and Designer shall consider the future growth requirements for the

    facility when telecommunications distribution infrastructure is designed for a project. Within the

    campus areas affected by the current project(s), the main backbone telecommunications

    distribution infrastructure shall be designed and sized to readily accommodate the identifiable

    future growth.

    a) Following are areas where this design criterion is most significant;

    - Horizontal Distribution Systems

    - Fibre Optic Backbone Distribution Systems

    - Equipment rooms

    - Telecommunications Entrance Facilities

    b) To determine the size and design of telecommunications distribution infrastructure to

    support the future growth, the Designer shall gather and review planning information

    about the facility from;

    - The Principal Consultant (Architect)

    - The Project Manager

    - The DETE Facilities Project Co-ordinator

    - The DETE ITB Design Authority

    - The DETE Facilities Project Office

    - The project Electrical Engineer (re: power outlet and circuit co-ordination)

    - The project Mechanical Engineer (if required)

    - Officers of the Commissioning Body, as necessary

    - School nominated representatives (e.g. Principal, ICT Coordinator etc.)

    - Regional System Technician and/or Regional Technology Manager

    c) The Designer shall provide a telecommunications distribution infrastructure pathway

    design sized to support the project(s) with the capacity to economically support future

    requirements identified from the sources listed above that would obviously utilise the

    same pathway or portions thereof. The Designer shall review this information and a

    decision shall be made for the design and size criteria for the telecommunications

    distribution infrastructure on the project(s) in areas such as:

    - Placement of cabling pathways that avoid foundation footprints of future

    buildings.

    - Size and layout of Equipment Rooms (ER) to accommodate all of the future

    growth identified above.

    - Design and construction methods used for the ER in the current project that

    allows future expansion with the least amount of expense and disruption to the

    facility operations.

    d) Designs shall take into consideration the usable floor space when sizing pathways,

    rooms and spaces not just the immediate installation requirements at the time of the

    design.

    10.7 Required Documentation and Comments

    The documentation required for “complex” projects includes, but is not limited to, the following:

    a) Estimates for the work at various stages. This is usually forwarded to the project quantity

    surveyor. (N.B. The estimate is to also include amounts for the ‘Out of Contract’ active

    network equipment, patch cords and telephony equipment required)

    b) AutoCAD electronic drawing files. Forwarded to the Project Manager and the

    Commissioning Body at various stages for co-ordination and checking:

    1) Site plan showing:

    i. Location of the building containing the Centre of the Network, CD/MDF

    and all of the new buildings

    ii. Conduit type and size

    iii. The cable and conduit pathways above ground and details of the use of

    any walkways or additional supporting structures and an indication if

    ‘use existing’ or ‘install new’

    iv. The cable/conduit and trench pathways under-ground and details of the

    locations of inspection pits and an indication if ‘use existing’ or ‘ install

    new’

    v. Both above ground and underground pathways and details should the

    installation contain both above ground and underground components

    2) Communications Schematic or Single Line Drawing showing:

    i. CD/MDF and the Centre of the Network

    ii. Cable types

    iii. Cabinet/Rack sizes and types for all locations

    iv. Network Centre and edge building FOBOT requirements e.g. ‘use

    existing’ or ‘install new’

    v. Network Centre Cabinet/Rack upgrade requirements e.g. capacity in

    existing cabinet for new FOBOT

    vi. Room upgrade details if required e.g. the addition of an over

    temperature alarm and air conditioning for the Centre of the Network,

    increase in size, etc.

    vii. Active exhaust, over temperature alarm and/or air conditioning

    requirements for edge buildings

    3) Layout drawings for all new or refurbished blocks showing:

    i. Data room details including size and cabinet dimensions

    ii. Data room details indicating the location of the cabinets/racks

    iii. Data room cabinet/rack mandatory front rear and side access

    clearances and the orientation of the front of the data cabinet/rack

    iv. Proposed cabinet/rack layouts including cable management

    v. Room diagrams showing data outlet locations including provision for

    wireless

    vi. Use of floor boxes, skirting duct and service poles including details of

    model and brand to be used

    vii. Drawing notes including the total number of TO’s in the block

    4) Completed ‘Request for Budgetary Estimate / Quotation’, available from the

    DETE FPO [email protected]

    i. Supporting photographs for the ‘Request for Budgetary Estimate /

    Quotation’

    c) A1 size drawings prepared with a CAD program detailing the work required. (N.B. The

    final signed drawings are normally passed to the Principal Consultant (Architect) and

    should then be supplied to the DETE FPO for standards auditing purposes.)

    10.8 Design Review Requirements

    a) Typical scope of the design review shall include but not be limited to;

    1) Review telecommunications distribution system design:

    - for compliance with DETE and Industry standards

    - to identify apparent conflicts (routing, electromagnetic interference, etc.)

    with other discipline’s designs

    - for apparent coordination with telephone service providers or other

    utilities

    - for general document clarity

    - for approval from the manufacturer holding the warranty, where required

    2) Review the completed requirements analysis report

    3) Review the cutover plans

    b) The Design Reviewer shall review the documents according to DETE’s scope of work

    and then produce a report.

    c) Architects and Engineers working on DETE projects shall first provide a copy of their

    requested scope of work to the Project Manager for review and comment.

    d) If required, due to non-compliance with the standard, the Architects and Engineers shall

    modify their scope of work.

    e) The Project Manager may require additional meeting(s) with the Architects and

    Engineers to further refine the scope of work.

    10.9 DETE Topology

    A hierarchical star topology is mandated by the QGEA. DETE manages over 1400 networks

    state-wide, for that reason the need for standardisation far outweighs the most economical

    solution.

    Before commencing any proposed ICT works it is vital to be familiar with any other project/works

    proposed or being conducted within that site. All cabling infrastructure is expected to be reliable

    for its rated and warranted lifetime. To provide adequate performance to support network

    equipment both current at the time of installation as well as for at least a further 15 years, co-

    existing or proposed projects may need to impact the current SoW.

    10.10 Confidentiality

    The building project electrical and data designer shall keep confidential all records and

    information obtained unless the information is of a public nature. All such records and information

    shall be stored at all times in a safe and secure place in order to maintain such confidentiality.

    11 Installation

    11.1 Information for Principal Electrical Contractors

    Where the ICT cabling component of a project is included in the main electrical package the

    following shall apply:-

    1) The principal electrical contractor shall be an Accredited Installer with the ICT cabling

    vendor/manufacturer

    2) Where the principal electrical contractor is not an Accredited Installer they shall engage

    the services of an Accredited Installer for the ICT cabling component of the project

    3) The principal electrical contractor shall have responsibility to ensure that the installation

    of the ICT cabling complies with the DNIPS

    11.2 Information for ICT Cabling Contractors and Subcontractors

    ICT cabling contractors and subcontractors shall comply with the following:-

    1) The ICT cabling contractor/subcontractor shall be an Accredited Installer with the

    vendor/manufacturer supplying the ICT cabling product for the project

    2) The ICT cabling contractor/subcontractor shall comply with all requirements contained

    within the DNIPS Part B cabling standard

    3) The ICT cabling contractor/subcontractor shall install all elements of the ICT cabling

    system as detailed in the design/SoW. Where conflict arises the issue shall be raised

    with the appropriate person responsible for the works being undertaken

    4) Where detailed in the design/SoW the ICT cabling contractor/subcontractor shall install

    network active equipment

    5) The ICT cabling contractor/subcontractor shall complete the DETE ICT Works

    Completion Advice Form (Appendix A5) and submit it to the DETE Facilities Project

    Office

    12 Final Documentation

    Handover - practical completion shall be provided as follows:

    - Unless otherwise specified, the Contractor shall, within five (5) business days of

    practical completion of the cabling at a site, provide to the DETE FPO all the cabling

    documentation.

    - Unless otherwise specified, the Contractor within ten (10) business days of practical

    completion of the cabling at a site shall provide to the ICT Cabling manufacturer, in

    accordance with the warranty requirements, all the necessary documentation to enable

    the issue of the Manufacturers’ Performance Warranty directly to the DETE FPO.

    12.1 Submission and Storage

    a) For all cabling work undertaken on DETE sites, the following shall be sent to the DETE

    FPO at the practical completion of the works:

    1) The test results in native format and database format

    2) As-built floor plan/s

    3) Warranty certificate from the manufacturer covering all ICT cabling for a

    minimum of twenty (20) years

    4) DETE ICT Works Completion Advice Form (TCA1) - Refer to Appendix A5

    5) Telecommunications Cabling Advice TCA2 form, if required

    6) Re-certification of any fire-rated penetrations

    7) DETE ICT Cabling Design & Completion Acceptance forms (Appendix A2 & A3)

    b) The FPO Project Manager shall submit / upload the aforementioned documentation to

    the Department’s internal document record management system.

    12.2 Test Results

    a) Test results shall be provided as detailed in DNIPS Part B, Section 17 Field Testing of

    Cable

    b) Test results for all outlets shall be provided to the customer. Outlets that originally failed

    a test before being fixed and retested successfully shall be documented and provided to

    the customer

    12.3 As-built Floor Plan

    a) As-built Floor Plans shall be provided as detailed in DNIPS Part B, Section 18.2 “As-Built” Drawings and Handover Documentation

    b) Floor plans with telecommunications outlet locations and numbering shall be provided in

    AutoCad format.

    c) The FPO shall submit / upload to the Department’s internal document record

    management system.

    12.4 Warranty Certification

    a) The accredited installer is responsible for ensuring

    1) The manufacturer provides a warranty covering all system components, system

    performance and labour for a period of not less than twenty (20) years.

    2) An electronic copy is to be forwarded to the DETE FPO Project Manager. The

    electronic copy will be stored the Department’s internal document record

    management system and the original sent to the customer.

    12.5 Post Installation Review and Approval

    a) The final handover documentation submitted upon completion shall be thoroughly

    checked against the ICT cabling design/SoW provided by the ICT cabling project

    manager and/or coordinator

    b) To ensure that the completed installation works have followed the initial working party

    ICT Cabling Design Plans, taking into account any future growth expectations, and

    formally representing compliance to the relevant DETE DNIPS specifications, the ICT

    cabling project manager, and/or coordinator, shall be responsible for ensuring that all

    working party stakeholders formally “Acknowledge & Accept” the final handover

    package. The working party shall complete the ICT Cabling Completion Acceptance

    form (Appendix A3).
