0BEXECUTIVE SUMMARY
• February continued as January to perform with a steady growth of traffic and significant decrease of delays.
• The traffic experienced a 3.3% increase compared to the same month in 2010. This is in line with the
current 2011 yearly traffic forecast of 4.3%. • Compared to February 2010, ATFM delays decreased by 50.4%, confirming the trend observed since
November. The average delay per flight was 1.2 minutes, which is well below the Monthly Average Delay per flight during the last 13 months.
• Bad weather conditions particularly Ceiling, Low visibility and Wind were the main reason for ATFM delays
in February and accounted for 42.4% of all the Network delays. Frankfurt was the most affected airport followed by London Heathrow and Amsterdam.
• Significant ATC delays were recorded in Madrid, Langen, Paris, Prestwick, Canarias, Nicosia and Stockholm
ACC’s mainly due to ATC Capacity, Staffing and Equipment. • Istanbul continues to experience significant delays due to Aerodrome Capacity, however the situation is
improving following a significant increase in arrival capacity. • VAFORIT implementation in Karlsruhe UAC continued to have a significant impact. It is anticipated that
February is the last month when special measures for the transition to the new system will be required. • Highest delays occurred on the 5th of February due to Weather, ATC Staffing, ATC Capacity and VAFORIT
implementation. • 249 flights per day experienced ATFM delays in excess of 30 minutes (60% decrease), 302 flights
experienced ATFM delays in excess of 15 minutes (55% decrease). • Regarding ATFM slot adherence, the percentage of late departure decreased significantly compared to the
previous months. • Average en Route delay since the beginning of the year is 0.51 minutes per flight. This value is compatible
with the achievement of a 0.7 minutes En-route delay, provided the year continues with similar performance.

The traffic experienced a 3.3% increase compared to the same month in 2010.
As in January this figure overstates the underlying rate, which is closer to 2.5%, because of strikes in February 2010 causing cancellations. The same effect is probably responsible for pushing Germany and France ahead of Turkey in the list of which countries add most flights to the network.
The average daily traffic is above the level experienced in 2009 and 2010. The traffic increase for the rolling 12 months is 1.7%, but with a steady monthly acceleration of growth, which is consistent with the current 2011 yearly traffic forecast of 4.3%.

Most airports continued to experience an increase in traffic. Ukraine and Turkey experienced the most significant increase in traffic. The most significant decrease of traffic was registered in Athens (-15.3%), London Stansted (-9.3%) and Palma (-7.1%). Both scheduled and low cost carriers continue to experience an increase in traffic: RYR (3%), EZY (9.7%), DLH (12.4%), and AFR (5.5%). The biggest increase was experienced by Pegasus Airlines (39.5%) and Cimber Air (25.2%). Aer Lingus (-11.1%), Aegean Airlines (-16%) and Czech Airlines (-17.4%) experienced a significant decrease in traffic. Unidentified operators (mainly General Aviation) recorded an increase of 0.1% in February.

All delays graph figures are represented as average minutes per day.
The average daily ATFM delays decreased from 59092 minutes in February 2010 to 29333 minutes in February 2011. Significant improvement can be highlighted and is mainly due to the fact that last February was significantly impacted by Industrial actions. February experienced a 50.4% decrease in delay compared to February 2010. The trend of ATFCM delay shows a regular decrease since November last year, disturbed by the adverse weather situation in December 2010. Meteo and ATC delays were the main reason for ATFM delays in February. Weather accounted for 42.4% of all the Network delays. Compared to 2010 Weather, ATC and Airport delays experienced a decrease. “Other” delays accounted for 7.7% of all ATFCM delays and were mainly due to VAFORIT implementation. The average overall ATFM delay per flight was 1.2 minutes like the previous month; this is well below the 2.6 minute average for the last 13 months.

On the 15th of February Prestwick ACC experienced a System failure.
Overall ATC delays accounted for 36.3% of all ATFM delays. ATC Capacity accounted for 61.6% of all ATC delays and contributed towards 22.4% of all ATFM delays during February 2011. ATC Staffing accounted for 27.5% of all ATC delays and contributed towards 10.0% of all ATFM delays during February 2011

In February significant delays were recorded at LTBA (Istanbul) experienced delays throughout the whole month. However the situation has well improved compared with previous months. GCLP (Gran Canarias) experienced delays due to WIP. EDDF had some Aerodrome Capacity problems mainly linked to bad weather situation (Fog on the 25th of February). Regulation reason should have been “Weather”.

Main delays were recorded in Frankfurt mainly due to weather (Wind) and airport capacity. Rhein UAC experienced significant delays due to “Other” reasons (VAFORIT). Amsterdam and London Heathrow experienced significant delays due to bad weather conditions. ATC Delays were recorded in Madrid, Nicosia, Warszawa, Paris, Langen and Canarias. Istanbul and Gran Canaria caused significant delays due to Aerodrome capacity.

In February 2011, 4 days experienced an average delay per flight at above 2 minutes. 4th and 5th February: Most of the delays were due to bad weather conditions mainly recorded in London, Frankfurt and Amsterdam. ATC Staffing delays occurred in Frankfurt, Nicosia, Canarias and Warszawa. ATC Capacity delays were registered in Madrid, Paris and Geneva. VAFORIT implementation generated significant delays in Rhein. 10th February: Bad weather condition was the main reason for delays in Frankfurt, Stockholm, Munich and Oslo. ATC Capacity delays were recorded in Istanbul and Madrid. ATC Staffing problems occurred mainly in Stockholm. 15th February: A System failure in Prestwick centre was the main reason for delays. Meteo delays occurred mainly in Frankfurt and Munich. Stockholm experienced significant Staffing issues. GRAN CANARIA experienced the longest Delay per regulated flight, affecting 472 flights during February 2011 mainly due to Airport Delays with an average delay of 41 minutes per flight.

During February 2011, the average daily number of flights that experienced a delay of 30 minutes or longer accounted for 1.0% of all flights, and decreased by 59.8% from 619 flights per day in February 2010 to 249 flights per day in February 2011 with the following distribution: ATC ................. 67 Flights (26.9%) Airport.............. 29 Flights (11.6%) Meteo............... 139 Flights (55.8%) Other ............... 14 Flights (5.7%) During February 2011, the average daily number of en-route flights that experienced a delay of 15 minutes or longer accounted for 1.2% of all flights, and decreased by 55.1% compared to February 2010 with the following distribution: ATC ................. 237 Flights (78.3%) Meteo............... 2 Flights (0.7%) Other ............... 61 Flight (20.3%) In February 2011 the average Year To Date En-Route daily flights having a delay above 15 minutes is of 302 flights a day and has dropped from almost 600 flights per day in February 2010. Average en Route delay since the beginning of the year is 0.51 minutes per flight. This value is compatible with the achievement of a 0.7 minutes En-route delay, provided the year continues with similar performance.

For February 2011 the proportion of regulated flights with early departures was down 2.1% compared with February 2010 The proportion of regulated flights with late departures in February 2011 was down by 2.9% compared to February 2010. The percentage of early departures increased slightly last month. The percentage of late departure continued to decrease significantly compared to the previous months.
