As we look back on a record year for growth in the Sioux Falls area, with

over $600 million worth of building permits issued so far in 2013, we are proud

of the role the Sioux Falls Development Foundation has played in this year’s

economic development successes.

The Development Foundation is a reflection of the business community

coming together with a shared vision of the future to pursue the creation of new

jobs and capital investment in our region. Core to our mission since its inception

has been ensuring the availability of affordable land for development.

We have the wisdom of early Development Foundation leaders like Al Shock,

Russ Greenfield and many others to thank for getting things rolling. For over fifty years, Development

Foundation board members have energized the business community to achieve significant economic goals.

The success of our legacy of leadership has been aided by our partnerships with the City of Sioux Falls

and the Governor’s Office of Economic Development. Another vital partnership, with the Chamber of Commerce,

created Forward Sioux Falls, one of the most successful development programs in the nation.

From the location of the EROS Data Center to our high-tech and bio-medical success stories in the South

Dakota Technology Business Center, the availability of build-ready sites has been a key to our growth. This

year has been no exception, as Glanbia Nutritionals opened its new processing plant in our Sioux Empire

Development Park, WalMart began construction for a new northwest Sioux Falls store and other dynamic Sioux

Falls companies expanded. All the details are included in this report, and they tell a story of another great year.

We look to the future with confidence, especially following such a strong year as this. Many 2013 building

permits will become the construction projects rising in our community next year. The number of inquiries from

companies looking to expand or relocate was excellent during 2013, a sign of announcements and construction

plans for the near future. Another key factor we have learned from experience is the critical role played by

existing companies, which generate the majority of our new jobs.

We would not have such a solid year of growth to report—or so many potential projects in play—without

a dedicated volunteer board of directors and a hard-working Development Foundation staff. These individuals

understand the importance of economic development to our community’s future and they deserve our sincere

thanks and appreciation. We also thank retiring board members Fred Slunecka and Bill Baker for their service

and welcome new board members Steve Statz and Jim Wilcox.

Our business community has much to be proud of—not just the accolades that name us among America’s

Top Ten Communities, but the partnerships that fuel our prosperity. The Development Foundation is proud to be

part of that growth, and with our partners in prosperity, we look forward to New Horizons, New Roads.

South Dakota Technology Business Center 2013 Highlights

The South Dakota Technology Business Centerserves as the resource helping innovators and entrepreneurs as they launch, grow and expand theircompanies in Sioux Falls. New SDTBC clients duringthe past 12 months include Sidewalk Technologies,POET-DSM, JCS and Associates, ValAdd Servicesand FarmCast Group. The Center’s graduatesincreased to 20 companies with Alumend, STEM Fuse,Peppermint Clean Energy, Beginr Media andMaximizing Excellence moving to new locations. TheSDTBC also served as a Glanbia Nutritionals’ landingsite for hiring and training employees as their flaxseedprocessing plant was being built.

Eight companies participated in the Center’s 2013Business Launch Boot Camp and six companies—Braced With Style, FarmCast Group, Fiontar Nua,Nanofiber Separations, Prohm-Tect and SidewalkTechnologies—participated in the 2013 AcceleratorProgram. Industrial and Warehouse Development

Animal Health International Inc. purchased 6.5 acres innorthwest Sioux Falls to construct a nearly 54,000 squarefoot warehouse and distribution center to house their animal feed and health operations. The $3 million facilityopened earlier this year with space for 40 employees.

A 40,000 square foot facility is currently under construction on nine acres near 60th Street North and Cliff Avenue. The freight terminal for Con-way Freight isscheduled for completion early 2014.

Construction continues on Dakota Beverage Company’snearly 100,000 square foot warehouse/office facility near54th Street North and Cliff Avenue. The $7.4 million facility will allow the growing distribution company to consolidate operations when completed in early 2014.

Glanbia Nutritionals Ingredient Technologies opened a 43,000 square foot $29 million cereal ingredient processing facility on 10.29 acres in Sioux EmpireDevelopment Park VII to replace their former facility inManitoba. The 42-employee facility produces whole andmilled flaxseed ingredients as well as other seed andgrain products for the food, beverage, supplement andanimal nutrition industries.

Grand Prairie Foods acquired a facility at 1509 NorthIndustrial Avenue to house their production operations and provide freezer storage space. The building coversnearly four acres with 20,000 square feet of warehousespace. The growing company has created new jobs in the community reaching 85 employees.

Raven Industries will wrap up construction on the majorremodel and renovation of their headquarters facility indowntown Sioux Falls by June of 2014. In addition to thetotal renovation, the LEED Gold certified project includes a rainwater capture system and riverside terrace. Theirplant at 1101 West Algonquin recently underwent a 90,000 square foot manufacturing space addition bringingthe total square footage of the facility up to 173,000.

TJN Enterprises purchased 25 acres from Xcel Energyoff of East Rice Street for an expanded metal recyclingfacility representing a nearly $15 million investment. Theexpansion could create up to 20 new jobs with plannedcompletion anticipated in the fall of 2014.

A 21,600 square foot facility was constructed for the marketing and distribution of hogs. The facility for Tri-State Hog Sales is located on 2.39 acres at 901 EastRice Street.

Xcel Energy began site work grading on land purchasedlast year at the former stockyards site near Rice and Cliff.A new, $8 million electrical substation will be erected on15 acres of the property beginning in the spring of 2014,with completion anticipated by June of 2015.

Glanbia Nutritionals’ $29 million processing facility opened thisyear in Sioux Empire Development Park VII.

AutoZone is building a second store at 2200 West 41stStreet. The 15,000 square foot facility, scheduled to openin January, will include a mini distribution hub/commercialdepartment to supply area auto repair shops. The company plans to hire 30 people.

Avera McKennan invested $3.2 million in a central pharmacy distribution center on campus and renovated11,000 square feet of space in Plaza 3 for a new outpatient dialysis center—Avera Dialysis Sioux Falls.Avera will have a new two-story, 47,000 square foot clinicon the southwest corner of 69th Street and Cliff Avenueand broke ground in October on the $21.8 million AveraPrince of Peace Nursing Home. The two-story, 121,000square foot facility will replace the current facility with private rooms and a wing of assisted living. Completion is slated for spring of 2015 at which time the current facility will be converted to provide other services. TheAvera Sports Center, a $2.4 million, 17,000 square footfacility at 85th Street and Minnesota Avenue, opened inSeptember.

A new Comfort Inn & Suites broke ground in September at 3721 West Avera Drive. The 77 room, four-story hotel is scheduled to open in the spring of 2014.

The Commerce Center, home to the Sioux Falls DevelopmentFoundation, the Sioux Falls Area Chamber of Commerce and theConvention & Visitors Bureau, underwent a complete remodel. The $2 million project wrapped up this fall.

Costco opened a 148,000 square foot wholesale club in October on 15acres near 41st Street and Grange Avenue. The company created over200 new jobs in the community, investing approximately $12 million.

Dick’s Sporting Goods is one of the newest members of the area’sretail community occupying 50,000 square feet of remodeled space in the Empire Mall. The store opened in November with about 60employees.

Construction on The District, a 37,000 square foot, $6 million dining, event and entertainment center on the Empire Mall campus, wrapped up with a grand opening held in November. The center can accommodate 525 people for a sit-down event or 1,500 for a concert.The facility employs 120.

The Empire Mall’s total remodel is wrapping up. New retailers withinthe Empire include Oakley, Sephora, Pink, Teavana, Ulta and Build-A-Bear Workshop. The remodel represents an approximately$13 million investment. In addition, a new strip mall at 4201 West 41stStreet on the Empire campus was constructed to house Mattress Firm,Panda Express and the Vitamin Shoppe.

Iowa-based Fareway Foods opened a $1.5 million, 34,400 square footgrocery store in the former HOM Furniture space at 1431 West 41stStreet in May. The company created 100 new jobs.

First Dakota Title, located on 14th Street, is under construction. Theaddition of another level will provide 10,000 square feet more space fortheir operation and that of the Hagen, Wilka & Archer law firm thatshares the building.

A 10,000 square foot retail center named Foss Corner was recentlycompleted near Foss Avenue and Arrowhead Parkway. The facilityhouses new locations for Panera Bread and Pearle Vision.

The historic Frank Transfer & Storage Building on East 8th Street is undergoing a complete renovation. Queen City Bakery moved in, doubling their space and gaining outdoor seating, and Hill City-basedPrairie Berry Winery will open a restaurant, wine tasting, retail andevent venue in the facility in the first half of 2014. The remaining twofloors are being converted into loft apartments.

The 136-room Hilton Garden Inn development along the downtownRiver Greenway includes 6,000 square feet of conference and banquet space as well as restaurant/lounge facilities. The $12 millionfacility provides 40 new jobs within the community.

Construction started this fall on the area’s first LaQuintaInn & Suites hotel. Located on the site of the formerCarmike Theatre parking lot, the four-story, limited stayhotel will feature 100 rooms.

Midcontinent Communications is constructing a two-story addition to their headquarters facility at 3901 NorthLouise Avenue. The 52,000 square foot addition is scheduled for completion early next year and will provideroom to consolidate staff and support growth.

Montgomery’s Furniture acquired Traditions Furniture &Design, and will expand into space at 1725 West 41stStreet and construct a building to connect the two 41stStreet properties.

My Place Hotels will be entering the Sioux Falls marketwith a three-story, 64-room extended-stay hotel currentlyunder construction at 3005 South Carolyn Avenue. Thefacility broke ground earlier this year and is scheduled toopen in January.

Located near 49th Street and Louise Avenue, PlainsCommerce Bank, will undergo a $2.7 million, 16,000square foot expansion. The project provides room for fiveadditional tenants as part of the expansion. The project isscheduled for completion in summer of 2014.

Remington Retail Center, a new development, near 69th Street and Western Avenue will house an 8,000square foot, $1.2 million DaVita Dialysis Center. Thecomplex will house ten additional businesses includingone of two Beef ‘O’ Brady’s, 20/20 Eye Candy, and agourmet cheese shop.

Riviera by Rocco’s constructed an event facility on twoacres near the junction of Highway 42 and 11. The 7,400square foot, 300-seat venue includes an outdoor patio and event area overlooking the river, and employs 25.

St. Joseph’s Indian School purchased the formerCrossroads Book and Music building on Westport Avenuefor their Donor Care Center. The Center houses theirsocial media, web, online and inbound/outbound call center operations with room for up to 100 employees.

Sanford Health is building a 24,000 square foot, $3.3 million family practice and pediatric clinic adjacent tothe Lewis Drug store at 69th and Louise Avenue. The clinic is scheduled to open early in 2014. Sanford is teaming up to build a Home2 Suites by Hilton extended-stay hotel near their main campus. The four-story 80-room hotel with kitchenettes is scheduled to open in 2014and will connect to the Sanford Heart Hospital via a skywalk. Sanford acquired Hematech at the beginning ofthe year and relocated operations to the Sanford Researchcomplex renaming it Sanford Applied Biosciences.They also opened a second Profile weight-managementlocation in June at 1900 South Minnesota Avenue and achildren’s safety store on 41st Street in February.

The $19 million, 160,000 square foot Sanford Pentagon,featuring nine basketball courts with a 3,000-seat centervenue, and the $5 million, 82-room Fairfield Inn & Suitesby Marriott opened in September as part of the SanfordSports Complex. The area’s first Beef ‘O’ Brady’srestaurant recently opened at the complex as well.

Construction continues on the $25 million Scheels store at the Western Mall. Remodeling of the original store iswrapping up with the 100,000 square foot addition scheduled for completion in May of 2014. 100 new jobswill be created and the new store will feature a GrammaGinna’s full-service restaurant.

SDN Communications purchased and moved into the26,000 square foot former Omnitech office building at 2900West 11th Street, providing space for long term growth. The$2.6 million facility doubled the company’s office space.

The Sanford Pentagon features nine basketball courts including the Heritage Court, seating 3,000.

A $2.5 million, 50,000square foot Ashley Furniture HomeStore &Mattress Mart is scheduled to open soon; as wellas a 4,000 square foot Sherwin-Williams store.

The Sioux Falls Area Community Foundationacquired the historic railroad depot on 8th Streetnear Cherapa Place to house their offices. TheFoundation moved into the renovated facility earlier this year.

Fifteen thousand square feet of leased downtownoffice space at 114 South Main Avenue will provideroom for Total Card Inc’s operations. The companyplans to hire additional seasonal customer servicerepresentatives.

Vance Thompson Vision opened a $6 million clinic, surgical and research center at 3101 West57th Street earlier this year. The new facility is31,000 square feet.

Walmart purchased 16.5 acres of the Sioux FallsDevelopment Foundation’s commercial land inSioux Empire Development Park VII, located near the I-90 and Marion Road Interchange. The185,000 square foot, $15 million store will employ250 when operational in 2014.

WR Hospitality is developing the former Champps space into two restaurants, the All DayCafé & Good Night Bar and Taphouse 41. Therestaurants will occupy 11,000 square feet and arescheduled to open soon.

Construction work continues on the 302,000 square foot Denny Sanford PREMIER Centeras the center is nearly enclosed. The four-level,$115 million, 12,000-seat center is scheduled toopen in the fall of 2014.

Agile Manufacturing LLC, a Granite, Iowa based manufacturer ofmaterial handling equipment for agricultural and industrial applicationsis expanding its operations to Worthing. The expansion will create tenjobs with the potential of additional jobs in the near future.

Central States Manufacturing, the Arkansas-based manufacturer/distributor of metal building products, opened a 40,000 square footmanufacturing facility on ten acres in Hartford earlier this year. Thecompany plans to create up to 40 new jobs over the next three years.

County Fair Food Store and Lewis Drug teamed up on a 35,000square foot grocery store and pharmacy in Dell Rapids at an estimatedinvestment cost of $3 million.

DeGeest Manufacturing recently completed an 80,000 square foot, $5 million manufacturing and warehouse facility at 27191 470th Avenuenear the Marv Skie-Lincoln County Airport.

Luverne Truck Equipment of Brandon celebrated its 50th anniversaryin May with the opening of its remodeled corporate headquarters. Thecompany employs nearly 200 and occupies 216,000 square feet ofspace in the Brandon Industrial Park.

Canadian-based Marmen Inc., a world leader in high-precision machining, fabrication and mechanical assembly, purchased the150,000 square foot wind tower manufacturing facility in the Brandon/Corson Industrial Park for its first U.S. plant—Marmen Energy.Marmen expanded the plant by 50,000 square feet and plans to employ 250 people when fully operational in 2014.

Perfect Practice, a 55,000 square foot sports and recreation facilitycurrently under construction, is scheduled to open early next year nearthe Harrisburg Industrial Park.

Sanford Canton-Inwood Medical Center will undergo a $6.6 million,25,000 square foot renovation and 11,000 square foot expansion,adding a new rehabilitation department, new laboratory in between thehospital and clinic, and a new lobby to serve both facilities. Renovationswill include a new emergency department and mobile radiology suite, anew foot clinic area and meeting rooms for community education. Theproject is scheduled for completion within the next 12 to 14 months.

Agile Manufacturing recently broke ground near Worthing for its new plant.

Marmen Energy added 50,000 square feet to its wind tower facility in Brandon.

This 35,000 square foot Dell Rapidsbuilding will house County Fair FoodStore and a Lewis Drug pharmacy.

Each year the Development Foundation awards up to four Spirit of Sioux Falls Scholarshipsto students who have completed atleast one year of post-secondarywork in business-related areas ofstudy. The scholarships were established in 1993 to honor thememory of Roger Hainje, AngusAnson and David Birkeland. Four students have been chosen to receive the $2,500 2013 Spirit ofSioux Falls Scholarship:

The Spirit of Sioux Falls Award is given annually to a person who has demonstrated leadership and commitment to the economic growth and development of our community. The award honors the memory of David Birkeland, Angus Anson, and Roger Hainje whoperished in the plane crash along with Governor George Mickelson and other state officials and staff inApril of 1993.
