General Aspects
• Changes in Labour Market during the last decades • Measure the main concepts according to international
standards and best practices (ILO, OECD) • The concept of Potential Labour Force Entrants • Unemployment rate and supplementary indicators to
improve the labor market analysis (labour underutilization)

The new Questionnaire allows:
• To update the criteria for the classification of the employment status and refine the current classification through filter questions
• Re-conformation of stocks inside the 15 years and over population (PET)
• Expand the characterization of the occupied, unoccupied and inactive (reasons they are not seeking for work and availability)
• Expand the analysis of the market further than the inoccupation rate
The new Questionnaire allows:
• To obtain new indicators that allow us to measure the underutilization of human resources in the economy (involuntary partial, discouraged workers)
• Update the concepts and measurement of worked hours (regular working hours and real working hours)
• Update classification nomenclatures of the occupied:- Classification by activity ISIC Rev. 2 to ISIC Rev.3, but
possible to obtain ISIC Rev. 4- Classification of occupied according to occupational
groups COTA 70 to ISCO-88 / ISCO -08
New Indicators
• Identification of starters (unemployed people who did not seek a job nor would be available to work since they will start a new job during the next weeks)
• Harmonized unemployment rate (OECD)• Full time and part time workers• Involuntary part time workers• Inactive workers with the potential to be active• Discouraged workers• Quality of employment
