New local government research project for 2016: LOCAL GOVERNMENT GROWING TASMANIA THROUGH BETTER WORKFORCE PLANNING Background briefing Skills Tasmania has appointed the Centre for Local Government at the University of Technology Sydney, in partnership with the Local Government Association of Tasmania and Waratah-Wynyard, Circular Head and Burnie Councils to improve sector understanding of the benefits of workforce planning and build capacity to better workforce plan. The ultimate goal of this project is to ensure a more sustainable local government sector which is better able to support employment and economic growth in local communities. This will be achieved either through local government’s role as a direct employer or by an increased ability to create favourable conditions for business and industry within their local government areas – with workforce planning being the tool to achieve such aims. The key outputs from the project are: > A workforce planning ‘how to’ guide for local governments in Tasmania > A two-day capacity building program for senior staff to develop a workforce plan. This project consists of three phases which include: Phase Description Details Timing 1 Strengthening understanding of workforce planning Three half-day workshops with senior executives to: - Explore the benefits of workforce planning as an important facet of strategic corporate planning - Discuss and identify key workforce challenges - Discuss important elements to consider for the development of workforce planning guidelines 30 March 2016 – Launceston 31 March 2016 – Burnie 7 April 2016 – Hobart 2 Development of Tasmanian Local Government Workforce Planning Guidelines This guideline development phase will involve: - A review of workforce planning guidelines for local government to benchmark good practice - The development of Tasmanian Local Government Workforce Planning Guidelines - Dissemination of guidelines to councils in Tasmania End June 2016 3 Pilot capacity building program Two-day capacity building program in two locations.
