Hello, my name is Kim Davidson, and I serve as the TIF Coordinator as well as Literacy Coordinator for the New Miami Local School District. I would like to take a few minutes to give you an overview of our districts participation in Ohio TIF, and our districts TIF award model.1Five-year grant from the U.S. Department of EducationTwenty-four participating Ohio districtsCollaborative effort among districts, the Ohio Department of Education and Battelle for KidsOhio TIF Overview

Through the Ohio TIF grant, New Miami Local School District will have the opportunity to define what it means to be an effective educator; utilize data to inform instructional practices; enhance evaluation systems; design award programs that recognize teachers; and, make data-driven decisions about professional development opportunities for teachers.2Through Ohio TIF, New Miami will have the opportunity to:Utilize quality, reliable data to inform instructional practicesEnhance evaluation systems for principals and teachers Design award programs that recognize educators for contributions to student achievementMake data-driven decisions about professional development opportunitiesOhio TIF Opportunities

New Miami Goals through Ohio TIF

Through Ohio TIF, New Miami Local School District is receiving support to help us achieve our own local district goals, including proficiency in using data to guide instruction and curriculum, building leadership teams, building a collaborative environment/learning community, providing professional developments to increase teacher effectiveness, and recognize excellent teaching and leadership.These efforts are part of our overall district improvement plan with the goal of increasing student achievement through standards based teaching and learning.

Recognizing Excellence

A major component of Ohio TIF is an award program.Ohio TIF is developing and implementing strategic compensation award models.Strategic compensation is: the strategic alignment between desired organizational goals and compensation with a goal of increasing teacher quality and maximizing student achievementTIF is allowing our district to invest in our own educators and celebrate teaching success.7In May 2011, New Miami submitted a draft TIF award model to ODE and BFK.Collaborative processConsideration of Staff valuesRevisions and drafts based on feedbackInclusive, promotes collaboration and student achievement, and rewards teaching and leadership excellence.Award Model Development

New Miami Local School Districts award model was designed in 2011 through a collaborative process which included teachers from all buildings, administrators, teacher union, TIF Coordinator, and the Superintendent. Through a district wide activity the TIF design team collected values from district staff then used those values to design the New Miami award model. With the support of our staff, administrators, TIF Coordinator, ODE, and Battelle for Kids the design team composed drafts and revisions based on feedback. The design team worked diligently to create a model that is inclusive, promotes collaboration and student achievement, and rewards teaching and leadership excellence. New Miami Award Model

The New Miami TIF Award Model was designed to help us increase student achievement, support professional development, increase student growth, and support building leadership teams within a collaborative, professional learning community.Our model includes 4 components - Recognizing Student Achievement, Building School Capacity, Recognizing student growth, and Fostering Leadership.

9Increase Student Achievement

Goal based on Performance Index Data and the need to increase the number of students in the Accelerated and Advanced Categories.Award each building for the increase of Performance Index based on State Report Card Data from the previous year.Maximum Award: $150

Recognizing Student Achievement

The first component, student achievement was designed to award an increase in student achievement. This component provides the staff with an award for meeting an increase in the Performance Index Data based on the Buildings state report card data from the previous year. It is the districts goal to increase the number of students performing in the accelerated and advanced categories on Ohio Achievement Assessments. Through this component, eligible staff are able to receive $150.00.10Support Professional Development

Goal based on - Professional Development increases student achievement.Award all Pre-K 12 Teachers who participate in professional development. The Curriculum Mapping project is the determined professional development for this years award.Maximum Award: $100.00Building School Capacity

The second component, building school capacity was designed to award teachers for professional growth. This component of the model provides all Pre-K-12 staff with an award for meeting curriculum mapping requirements established by the administration utilizing a rubric. The staff must complete a curriculum map that includes standards and learning targets, scoring progressing or fluent on district curriculum map rubric. Through this component, eligible staff are able to receive $100.00. 11Increase Student AchievementStudents to either meet or go above one years growth in Reading and Math.Building Goal based on Value Added Data reading and math composite scores in grades Pre K - 8. Grades 9 12 Value Added Data Reports on ACT EOC exams.Team Level awards in grades 3 8 based on grade level Value Added Data.Grades 9 12 Individual Awards based on Value Added Data Teacher Reports on ACT EOC exams.Pre K 12 teachers and principals providing instruction at least 50% of the time for building award. Core grade level teams in grades 4 8.Maximum Award: Building = $500 Core Grade Level Teams = $2000 Reading - $1000 Math Individual - $1000 (per report).Recognizing Student Growth

The third component, recognizing student growth was designed to award teachers for supporting student growth. This component of the model provides staff with an award for meeting or exceeding student growth goals. Awards in this area will be given as building awards, team level awards, and individual awards based on Value Added Data. Building awards include: the elementary, Pre-K 5th and middle school grades 6th 8th grade achieving 70% of the buildings teacher reports are at the value added level of average, above average, or most effective; the high school, grades 9th 12th achieving 60% of the buildings teacher reports are at the value added level of average, above average, or most effective. Qualifying teachers for these building awards will receive $500.00 for reaching the goal. Team level awards in grades 3rd 8th are achieved by a value added level of average, above average, or most effective in reading and/or math based on grade level teacher reports. All members of the grade level team are eligible for the award for reading and math. The team includes core curriculum teachers within each grade level. $1000.00 will be rewarded for meeting the reading goal and $1000.00 will be rewarded for meeting the math goal. Teachers in grade levels 3rd 8th have the potential of being awarded a total $2000 for reading and math grade level awards. Individual awards will be rewarded to those teachers in grades 9 -12 who receive a teacher report for value added data based on the ACT EOC Exams and receive a rating of average, above average, or most effective. $1000 will be rewarded for each report to qualifying teachers.12Support for those willing to carry out additional roles and responsibilities related to school achievement and student growth.

The fourth component, fostering leadership was designed to support those willing to carry out additional roles and responsibilities related to school achievement and student growth. This component of the model provides staff with an award for participation on the TIF Design Team and building leadership teams. It is our hope that teachers will grow and lead in professional learning communities to systematically transform our school district into one that increases student achievement and growth within a positive culture. We believe that this is an especially challenging time for school and teacher leaders, and it will be important for us to all work together to transition smoothly into all reform initiatives.13All teachers and principals includes: non-tested grades and specialties providing instruction at least 50% of their time and whose attendance exceeds 94.5%.Completed Curriculum Maps and Rubrics.Team members assigned to more than one grade level award is split equally.Participation on Leadership Teams.Participate in 2 - 30 min. observations.Employees must be in good standing at the time of payment. Teachers may opt out of participation.

TIF Award Program Eligibility

All staff must meet some basic award eligibility including: All teachers and principals including: non-tested grades and specialties providing instruction at least 50% of their time and whose attendance exceeds 94.5%. Attendance does not include professional days, FMLA, extended illness, maternity leave will be pro-rated for the days of attendance and extenuating circumstances can be appealed to the Design Team committee. Professional development award will be based on District Rubric for Curriculum Maps. The building administrators will score maps and report eligibility to TIF Coordinator. Teachers assigned to more than one grade level team, award amount will be split evenly and eligibility for award will be based on the metric. Leadership teams will be established by building principals. Building teams will have additional responsibilities and must be determined through a fair qualifications process that ensures appropriate participation and fairness. Participants in the grant must participate in two 30 minute observations either by qualified peer or administrator. An employee who is under investigation or reassigned pending investigation is not eligible to receive an Award payment. Additionally, employees who retire in lieu of termination or resign in lieu of termination are not eligible to receive an Award payment. Opt out of awards monies from the TIF grant will be offered.14Data being collected during 2011 2012 school yearLinkage process in the springWill use BFK Award to report, verify and calculate awardsPayouts for Year 1 will be made in late 2012 or early 2013Data

Data for the award model is being collected during the current 2011 2012 school year. This spring, educators will participate in the linkage roster verification process to verify and accurately link teacher and student data. Once the data has been collected and verified, we will be utilizing the BFK Award application to report, verify and calculate awards. This will be a transparent process where teachers and staff will have the opportunity to review and ask questions about their TIF awards prior to the awards being distributed. More information about the linkage roster verification and award verification process will be communicated to staff in the coming months. Payouts for the Year 1 TIF awards will be made in late 2012 or early 2013.15Award model will be enhanced for Year 2 of the grantTIF Design Team will continue collaboration with the building leadership teams, administration, and all staff to enhance the Year 2 award model.Year 2 Award Model Enhancement

While we are collecting data and preparing for payouts for Year 1 of TIF, our district is working on enhancing our award model for Year 2 of the grant. It is a requirement of the federal TIF grant that the award models continue to be refined over the course of the five-year grant. The TIF design team will continue to work collaboratively with building leadership teams, administration, and all staff to enhance the Year 2 award model. Ohio TIF is a five year journey, and New Miami Local School District is excited to be part of this initiative to help us invest in and recognize the excellent teaching taking place in our district.
