Dear Residents,
On behalf of the entire Board of Education, I would like to welcome you to the start of the 2019-20 school year. As a community resident, I invite you to take advantage of the many opportunities offered by our District and share in the unique activities happening within our schools. From the elementary to the high school level, numerous events are held throughout the year that celebrate our students’ successes, highlight our community spirit and showcase the talents of our children. Please use this 2019-20 School District Calendar Guide and Directory as a valuable resource in the coming months.
One of the things that makes Northport-East Northport such a special place are the strong partnerships between the schools, the community and parent groups. Together, we are able to offer our students the best education in all areas – academics, co-curricular activities, athletics and the arts – by providing stimulating and nurturing environments and a strong base of support for them as they become independent learners and contributors to our society.
As always, I encourage community involvement, not only at our district events, but at our Board of Education meetings throughout the school year. Your support ensures quality in our schools, community and daily lives. The Board typically meets at 7 p.m. on the first and third Thursday of each month at the William J. Brosnan School. Please check the District’s website for specific dates and times. We welcome your attendance and value your input in planning for the future.

THE BOARD OF EDUCATION1. The Board of Education bears the
responsibility of setting policy for the school district. The Board recognizes the importance of conducting the business of the District in an orderly and efficient manner and will, therefore, require reasonable controls to regulate public representations to the Board.
2. Board of Education meetings are scheduled to consider and act upon specific items of business. An agenda is made available to the public three days prior to the scheduled meeting on the District’s website.
3. Communications to the Board of Education requiring Board action shall be placed on the agenda of the next regular meeting which occurs at least five business days following the receipt of the communication.
4. The Board of Education wishes to provide an avenue for citizens to express their interests and concerns. The Board has set aside time when residents may address the Board. Eligible speakers may address any item on the agenda at the time the item is being discussed. The time allotted for individual speakers is five minutes.
5. Questions should be directed to the President of the Board. Those requiring review of policies or information not immediately available to the Board will be referred for study and replied to at a future date.
6. Official minutes are posted on the District’s website following Board approval.

Northport-East Northport Union Free School DistrictDistrict at a Glance
Situated on the north shore of Long Island in western Suffolk County, the Northport-East Northport School District is a dynamic, active community boasting a pleasant blending of quiet suburban living with easy availability to New York City.
Educational offerings in the schools are broad in scope. A basic education program is offered at all levels, and augmenting it is a wide range of elective programs to meet the interests, abilities, needs and career goals of district pupils. Special services are provided by district staff and the Board of Cooperative Educational Services (BOCES). Northport High School is the only high school in the nation to offer an International Baccalaureate program, two National Academy Programs (Finance and Information Technology), more than 20 AP courses, a science research program and a state model law program.
Pupils perform well above the norm on state and national examinations and graduating seniors receive a large number of scholarships and awards. Over 95% of high school graduates continue their education. Our schools have won numerous state and national awards, including “Blue Ribbon” status.

Code of ConductThe Board of Education has adopted a Code of
Conduct Policy, Number 5131, which establishes clear rules and regulations for appropriate behavior on school grounds, both for students and for all visitors. The Code has been developed to keep our schools safe for all.
StudentsFor students, the essence of the policy is the
following statement in the Code, “The Board of Education expects all students to conduct themselves in an appropriate and civil manner, with proper regard for the rights and welfare of other students, district personnel and other members of the school community, and for the care of school facilities and equipment.” The Code further states that the students may be subject to disciplinary action when they engage in conduct which is disorderly, insubordinate, disruptive, violent, or endangers the safety of others. Students may also be subject to disciplinary action for inappropriate behavior on a school bus or for any type of academic misconduct. Students who violate the Code are subject to a wide range of school detention, removal from transportation, removal from athletic participation, removal from extracurricular or social activities, removal from other privileges, in-school alternate assignment, removal from the classroom by the teacher, in-school suspension, short-term (five days or less) suspension from school, long-term (more than five days) suspension from school, or, in the most severe cases, permanent suspension
from school. Under the law, any student who brings a weapon to school is subject to suspension for at least one calendar year. Additionally, students who commit violent acts other than bringing a weapon to school will be subject to severe penalties.

making an appointment with Central Registration at (631) 262-6660. Kindergarten registration is held during the last week in January and the first week in February. This early registration enables the schools to plan orientation sessions for the incoming kindergarten class. Directory Information (Title 45)Some information about students is considered
“directory information” and may be released by the district without prior consent of the parents. This includes names, addresses, telephone numbers, names of parents, height, weight, grade, major field of study, participation in recognized school activities, extracurricular activities, sports programs, academic honors, achievements, awards, scholarships and similar information, including pictures or photographs. Parents who do not desire release or publication of this information must make a specific request, in writing, to the Superintendent of Schools by October 16. Failure to make such a request will be deemed implied consent.

EmergenciesIn the event that a parent cannot be reached by the
nurse when a child becomes ill, it is requested that each parent provide names, addresses and telephone numbers of at least two additional persons as “emergency contacts.” These individuals would be responsible for attending to the needs of the child if the parents cannot be reached. In addition, parents are requested to provide the name of a local doctor who serves as the child’s physician so this information can be maintained in the school’s health office.
Emergency PlansSafety in our schools is everyone’s concern; safety in
our schools is also everyone’s responsibility. The Board of Education has adopted a districtwide safety plan, and each school has developed its own safety plan. The plans were developed to establish appropriate responses to a wide variety of emergencies, from major storms to a drought. A copy of the district plan may be reviewed in the Office of the District Clerk.
Fire DrillsAccording to New York State Education Law, schools
must hold 12 fire drills during each school year. Eight must be held between September 1 and December 1, with the remainder scheduled throughout the year. Fire drills are held in cooperation with the local fire department.
Emergency Closing of Schools With the Connect-Ed service, schools can send
periodic and personalized voice messages to parents
within minutes. The Connect-Ed service will be used to complement our emergency preparedness procedures and to inform parents of upcoming school events.
The district will notify the following television and radio stations in the event of any emergency closings: WALK (97.5) AM/FM, WBLI (106.1), WBAB (102.3) and television channels 5, 7, and 12.
Delayed Opening of SchoolsThis procedure is implemented under very specific
weather conditions. It allows District officials to coordinate transportation and/or snow removal efforts in order to take advantage of improving weather/road conditions. Announcements will be made on the same radio stations used for emergency closings. In the event of a delayed opening, school will start two (2) hours later.
Emergency Early Dismissal ProceduresIn a situation in which weather conditions
significantly worsen during the day or in other emergency situations, it may be necessary to dismiss students early. The procedure will be as follows:
1. A Connect-Ed call may be made the night before to let you know that there is a strong possibility of an early release the next day due to weather concerns. This will be done so that you will be able to make child care arrangements ahead of time. Please remember to notify your school in writing should your “dismissal” arrangements need to change for early release. Be sure to share those arrangements with your child before he or she leaves for school.
2. If the next day the weather forecast is correct, another Connect-Ed call will be made informing parents of the time early dismissal will begin.
3. The schools will release in the following order:
- Northport High School
- The six elementary schools
- The two middle schools
Bicycle UseStudents riding their bicycle on school property
must comply with New York State Vehicle and Traffic Law 51238, which requires that children between the ages of 1 year and 14 years old must wear a safety helmet that meets ANSI 190.4 safety standards.
Accident InsuranceThe district provides accident insurance for all public
school students. The policy is non duplicating; that is, any family policy would apply first and the district policy second. This limited accident insurance covers Board of Education-sponsored activities only. It does not cover accidents while walking to and from school or on the playground before, during or after school hours, when the pupil is there at a time other than teacher-supervised periods. The injury must be reported to the school nurse or the teacher in charge when it occurs. Parents should request a claim form from the health office no later than 30 days from the date of the injury.

Special Education The Northport-East Northport UFSD Office of Special Education, in compliance with Federal and State Regulations, offers a continuum of specialized instruction and support services designed to provide an appropriate educational experience for students with disabilities. The department’s mission is to ensure the right to a free and appropriate public education, in the least restrictive environment for all children found to have a disability. Recommendations for special education services are made by the Committee on Pre-School Education or the Committee on Special Education for students who have been determined to be eligible under the Individuals with Disabilities Education Act (IDEA). Committee on Preschool Special Education
The Regulations of the Commissioner of Education require that the local Board of Education appoint a local Committee on Preschool Special Education with the charge to ensure that necessary procedures for the identification, diagnosis, placement and annual review of the status and progress of every preschool-aged child in the district is carried out. Any child between the ages of three and five years old, residing in the district, and suspected of having a disability, can be referred to the CPSE. Upon approval, the CPSE will arrange for a comprehensive evaluation and appropriate services for children. Referrals can be made in writing to the Office of Special Education (631-262-6620).
Committee on Special Education When a school-aged student is suspected of having a disability, a referral is made to the Committee on Special Education. A referral for an initial evaluation for special education services may be made by a parent or person in a parental relationship to the child; a designee of the school district; the commissioner or designee of a public agency with responsibility for the education of the student and/or a designee of an education program affiliated with a child care institution with Committee
on Special Education responsibility pursuant to section 4002(3) of the Education Law. The Regulations of the Commissioner of Education require that the local Board of Education appoint a local Committee on Special Education with the charge to ensure that necessary procedures for the identification, diagnosis, placement and annual review of the status and progress of every school-aged child in the district is carried out. Requirements for the Provision of Special Education Services to
Home-Schooled Students Pursuant to Chapter 217 of the Laws of 2008, students with disabilities who are in home-schooled programs pursuant to Section 100.10 of the Regulations of the Commissioner of Education are eligible to receive special education services from their school district. To receive special education services in the school year, a parent must submit a written request for such services to the Committee on Special Education of the school district of location by June 1 preceding the school year for which the request for services is made. However, for a student who is first identified as a student with a disability after the first day of June preceding the school year for which the request is made and prior to the first day of April of such current school year, the parent must submit the written request for services within 30 days after the student was first identified. A request may also be submitted within 30 days of a change in the student’s school district of residence. Special Education Services for Parentally Placed Students
Pursuant to New York State Education Law, requests for special education services for students parentally placed in a nonpublic school must be submitted in writing to the Committee on Special Education no later than June 1 preceding the school year in which services are to be provided. HEALTH INFORMATION
The Dignity for All Students Act All public elementary and secondary school students have the right to attend school in a safe, welcoming, considerate and caring environment. New York State’s Dignity for All Students Act seeks to provide the State’s public school students with a safe and supportive environment free from discrimination, intimidation, taunting, harassment and bullying on school property, a school bus and/or at a school function. This legislation amended state education law by creating a new Article 2 – Dignity for All Students. The Dignity Act also amended Section 801-a of New York State Education Law regarding instruction in civility, citizenship and character education by expanding the concepts of tolerance, respect for others and dignity. The Dignity Act further amended Section 2801 of the education law by requiring Boards of Education to include language addressing the Dignity Act in their codes of conduct. Additionally, under the Dignity Act, schools will be
responsible for collecting and reporting data regarding material incidents of discrimination and harassment. Each school within the Northport-East Northport School District has Dignity Act Coordinators trained to address issues that arise regarding the Dignity for All Students Act. Physical Examinations State Education Law requires that children have a physical examination, either by the family physician or by the school physician before the child’s entrance to a new school and before entrance to Kindergarten, 1st, 3rd, 5th, 7th, 9th, and 11th grades. Students interested in participating in interscholastic sports must have a physical examination performed by the family physician or by the school physician. This examination must be done in advance of the beginning of the sport.
Medication in School Any prescription or over the counter medication taken during the school day must be administered by the school nurse unless otherwise authorized by a physician. All medications to be administered in school must be accompanied by a completed form. This form, “Administration of Medication in the School Setting,” is available on the district website or through your school nurse. All medications must be brought in by an adult. Please contact your school nurse for more information.
Child Protective Services The New York State Office of Children and Fam-ily Services maintains a statewide central register of child abuse and maltreatment for reports made pur-suant to the Social Services Law. If you suspect abuse or maltreatment, call our statewide toll free telephone number: 1-800-342-3720.

Districtwide Health and Safety Committee
State law requires the district to have a Districtwide Health and Safety Committee to oversee the investigation of health and safety concerns, communicate with concerned staff and to initiate and support corrective and/or preventive action.
Committee membership includes staff and parents and has a representative from each level including elementary, middle school and high school. If you would like further information on the Districtwide Health and Safety Committee or would like to serve as a member of this committee, please call your building representative or PTA president for a list of committee members in your building. For meeting dates, please consult the school calendar.
TransportationBus service will be provided as follows:
Kindergarten: pupils residing one-half mile or greater from the school they attend.
Grades 1-5: pupils residing three quarters of a mile or greater from the school they attend.
Grades 6-8: pupils residing one mile or greater from the school they attend.
Grades 9-12: pupils residing one and one-half miles or greater from the school they attend.
The above applies equally to parochial and public schools. Individual bus information for the public schools, Trinity, St. Paul’s and St. Anthony’s high schools will be mailed out by the district at the end of the summer. All other nonpublic school route information is given to the parents by the contractor transporting the child prior to the school year.
The district is proud of its bus safety record. It must be remembered, however, that bus safety depends greatly on the behavior of the students who ride the bus. Safety on the school bus is a matter of teamwork that requires the constant support and attention of the students, parents and the personnel of the schools. We ask that parents discuss the transportation rules with their children. Also note, parents/guardians are not permitted to board a bus for any reason.
Transportation Out of DistrictPupils attending schools out of the district will
be furnished transportation if the school is not more than 15 miles away. New York State law requires that parents who are planning to send children to private or parochial schools in September must file an application for transportation by April 1 with their local school district. Please schedule an appointment with Central Registration at (631)-262-6660 to prove residency and submit an application. Services to Non Public SchoolsAs required by New York State Law, the District
provides the following services to students attending non public schools (subject to restrictions described in New York State statutes):
- Transportation - Textbooks - Health and psychological services
In addition to the above, the following services are also provided to district residents who attend non-public schools:
- AIS services if student qualifies for free/reduced-price lunch and Title 1.
- Tuition payments for vocational education through BOCES.
- Availability of the program for the gifted and talented and AIS Summer School if student meets entrance criteria.
- Computer technology on loan (subject to New York State limits).

school district and be nominated by petition. Such
petitions shall be directed to the clerk of the school

COMMUNITY SERVICES
Continuing Education/Recreation Programs
The Board of Education offers the community a wide variety of continuing education and recreational activities. Course catalogs describing the offerings are mailed to residents three times a year.

Driver EducationIn addition, a Driver Education Program is offered
three times a year. Classes take place in the fall, spring and summer. Admittance to the program each session is strictly by birth date order. The older a student is, the better chance he or she has of getting in the program. The fee for the course is dependent upon the results of yearly competitive bidding. Awards are approved by the Board of Education.

The Northport-East Northport Public Library is separately chartered by the New York State Department of Education to serve all the residents of the district. It is governed by a five-member board of trustees, which meets monthly. The Library provides valuable resources, which include books, periodicals, videos, CDs, audio books and software. Residents of all ages are encouraged to take advantage of the library’s many services: Public computers and computer workshops, reference and information service, children’s storytimes and reading clubs, parenting programs, cultural and educational programs, bus trips, Prime Time services for seniors, exhibits and displays, free internet access, meeting rooms and tutorial rooms.
Child Care ProgramSCOPE, in cooperation with our school district,
is pleased to provide a financially self-supporting school-age child care program for children in grades K-5. The program is licensed by the New York State
Department of Social Services, and offers a safe, fun, caring environment where children may participate in a variety of age-appropriate recreational and quiet activi-ties including arts and crafts, special events, storytime, daily snack and games.

Community Use of School FacilitiesSchools, grounds and other school property will be

Community Drug and Alcohol Task Force
The goal of the task force is to work toward the ultimate elimination of illegal use of alcohol, drugs and other controlled substances which pose a threat to the health and welfare of our students and staff. The Task Force shall recommend such additional support which will enhance efforts toward a drug and alcohol-free school environment.
