relevant waste disposal system. Various policies on the dynamics of waste
management have been developed to produce an effective waste disposal
system. The quality of waste management policies reflects the quality of the
waste disposal process of a nation as a whole. Hence, waste management
policies should be periodically reviewed and reengineered to address the
complexities offered by a growing technology & a changing environment.
A quality and relevant waste disposal system is a potent tool in producing
responsible citizens of a country. Making every Filipino aware of the benefit of a
clean, healthy & safe environment makes them competitive in the global market
by equipping them with skills and knowledge to meet the colossal global

PROFILE AS AN ENTITY
Historically, “NEW PARBUILT & CONSTRUCTION SERVICES CORPORATION”
started in its business operations sometime in October 2001, when the
need of both the government and private sectors for transporters of
hazardous wastes from the generators to the treatment and storage
facilities under a new registered name “PARBUILT CONSTRUCTION AND
SERVICES.”
On February 6, 2002, PARBUILT CONSTRUCTION AND SERVICES was
recognized by the Environmental Management Management Bureau
(EMB) as an accredited transporter of hazardous wastes. Thus, as PARBUILT
CONSTRUCTION AND SERVICES gained ground in its reputation in
delivering quality transport service to its increasing group of clientele, it
became necessary for it to be transformed into a new identity
On May 14, 2003, the identity and organizational set up of “PARBUILT
CONSTRUCTION AND SERVICES” was changed to “NEW PARBUILT
CONSTRUCTION AND SERVICES CORPORATION” with the Articles of
Incorporation and By-Laws duly approved by the Securities and
Exchange Commission (SEC). Correspondingly, the Environmental
Management Bureau (EMB), in their letter dated June 9, 2003,
acknowledged and included in their database the change of name from
“PARBUILT CONSTRUCTION AND SERVICES” to “NEW PARBUILT
CONSTRUCTION AND SERVICES CORPORATION.”
Thus, as it is the concern of everybody to protect the environment, NEW
PARBUILT CONSTRUCTION AND SERVICES CORPORATION commits itself to
the performance of an effective transport service in partnership with the
thrust of government for a clean environment, for the benefit of the current
and future generations. Given the measure of dedication, commitment,
cooperation, loyalty and able support of its Officers and staff, the

INTRODUCTION: New Parbuilt Construction and Services Corporation’s capability and capacity to transport hazardous wastes is recognized by the Environmental Management Bureau as evidenced by the Letter of Recognition issued on 06 February 2002.
A waste is hazardous if it has any of the following characteristics:
1. Ignitable Wastes are the easily combustible or flammable. If they have a flashpoint of less than 140˚F or an alcohol content of 24% or more, they are hazardous wastes.
2. Corrosive Wastes corrode metals or the other materials that may cause burn in the skin. These liquids have a pH of 2 or lower or 12.5 higher.
3. Reactive Wastes are unstable and react rapidly or violently with water or other materials.
4. Toxic Wastes are the Toxic if they contain certain heavy metals such as chromium, lead or cadmium, or toxic organic chemicals.
True to its commitment to provide efficient and affordable offsite Transport of hazardous wastes from the premises of Hazardous Waste Generator to the Treatment, Storage and Disposal (TSD) Facility, New Parbuilt Construction and Services Corporation is continually improving its Transport Management Plan.

Section 1: Pre-transport of hazardous wastes
A “Permit to Transport” of hazardous waste shall be secured from the Environmental Management Bureau prior to any conduct of transport by New Parbuilt Construction and Services Corporation.
A “Schedule of Transport” shall be prepared by the New Parbuilt Construction and Services Corporation indicating the following information.
* Permit to Transport Reference Number. * Hazardous Waste Generator. * Type of Quantity of Hazardous Wastes. * Hazardous Wastes Treatment, Storage and Disposal Facility. * Tentative schedule of Transport: -Date -Quantity
A copy of the “Schedule of Transport” shall be submitted to the Environmental Management Bureau within seven (7) days. After the insurance of “Permit to Transport”, a copy shall also be given to the Hazardous Waste Treatment Facility.
The driver and helper/s employed by New Parbuilt Construction and Services Corporation shall be properly trained and knowledgeable on the handling of hazardous wastes to be transported.
All vehicles/conveyances used by the New Parbuilt Construction and Services Corporation must have visible signage and tags indicating the name of the Company and equipped with the required emergency and contingency equipment and devices.
A copy of the Driver’s Manual on the transport of hazardous wastes and if available, the Material Safety Data Sheet (MSDS) of the hazardous wastes to be transported shall be kept in the vehicle / conveyance at all times.
The Driver and Helper/s of each vehicle/s conveyance used in the transport of hazardous wastes shall maintain a record of the following.
* Name and Signature of the Driver. * Name of Helper/s * Plate Number of Vehicle. * Time and Date of Arrival of Destination. * Time and Date of Departure from Destination. * Any occurrence of incident. Prior to departure for the premise of the hazardous wastes generator, the authorized representation of New Parbuilt Construction and Services Corporation shall complete the required information in the Uniform Hazardous Waste Manifest Form. A certified true copy of the “Permit to Transport” shall be attached to the Uniform of Hazardous Waste Manifest Form.

SECTION 2: OFF-SITE TRANSPORT OF HAZARDOUS WASTES
Arrival at the Premises of the Hazardous Waste Generator.
The driver and helper/s shall accomplish the required information on the Driver and Helper/s Log sheet.
The driver and helper/s shall immediately inform the authorize representative of the Hazardous Wastes Generator of the intended transport of hazardous wastes.
Hauling and Transport of Hazardous Wastes.
A copy of the accomplished Manifest Form shall be left with the hazardous wastes generator’s authorized representative.
The driver and helper/s shall accomplish the required information on the Driver and Helper/s Log Sheet.
Arrival of the Premises of the Hazardous Waste TSD Facility
The Driver and helper/s shall accomplish the required information on the Driver and Helper/s Log Sheet.
The Driver and helper/s shall immediately inform the authorized representative of the hazardous waste TSD Facility of the arrival of hazardous wastes.
A copy of the Manifest Form accomplished by the transporter and generator shall be given to the authorized representative of the hazardous waste TSD Facility.
Upon acceptance of the hazardous waste, the authorized representative of the hazardous waste TSD Facility shall complete the required information in the Uniform Hazardous Manifest Form.
The authorized representative of the hazardous waste TSD Facility shall also complete the “Certificate of Transport Completed”..
A copy of the accomplished Uniform Hazardous Waste Manifest Form shall be left with the authorized representative of the hazardous waste TSD Facility.

Section 3: POST-TRANSPORT OF HAZARDOUS WASTES
A copy of the duly accomplished Uniform Manifest Form shall be submitted to the EMB within (5) days upon completion of each transport from the hazardous waste generator’s premise to the hazardous waste TSD Facility.
Another copy of the Manifest shall be kept by the New Parbuilt Construction and Services Corporation for records purposes.
The driver and helper/s shall check the label of the hazardous wastes. Every hazardous waste container shall be properly labeled with adhesive labels. The markings on the label shall be permanent and legible. The information on the label shall contain the information of the hazardous waste generator, content, hazardous waste class, and the date of transport.

Remarks:
Containers shall be structurally sound, compatible for the waste it will contain and free of leaks.
Containers of liquid or semi-liquid hazardous wastes shall be properly covered and secured.
Mixing of NON-HAZARDOUS WASTES with HAZARDOUS WASTES is strictly prohibited. The entire content becomes hazardous according to the hazardous waste regulations.
Mixing of SEVERAL HAZARDOUS WASTES is strictly prohibited. . Mixing non-compatible wastes may cause a dangerous chemical reaction and/or can be considered illegal.
The containers of hazardous wastes shall be properly secured to avoid spillage and accidents during the transport.
Departure from the Premises of the Hazardous Waste Generator.
Prior to departure from the premise of the hazardous waste generator, the authorized representative of the hazardous wastes generator shall complete the required information in the Uniform Hazardous Waste Manifest Form.
A photocopy of the Manifest and copy of the “Certificate of Transport Completed” shall be submitted to the hazardous waste generator.

SECTION 4: EMERGENCY CONTIGENCY PLAN
The employees, drivers and helpers employed by New Parbuilt Construction and Services Corporation are properly informed of things to do during emergency situation.
The telephone number/s of the nearest emergency facility and emergency coordinators are posted inside the vehicles and near every telephone units in its premises.
Employees, drivers and helpers are prohibited in engaging aging with horseplay or non-intentional jest which may lead to injury or harm.
Emergency/ Spill Contingency Plan
If a container leaks or a minor spill occurs, it must be cleaned up immediately if it safe to do so, assuming that employee’s safety is not in jeopardy.
If employee’s safety is in jeopardy, he/she shall immediately inform his/her
supervisor and the corresponding authority.
The operator/manager must be notified immediately if there is any significant release or threatened release of hazardous wastes materials.
Employees must be trained in clean-up procedures. These procedures
must include, although are not limited to the following:
o Use of proper protective equipment (refer to the Material Safety Data Sheet). These may include respirators, eye protection, gloves and body protection.
o Keep all hazardous wastes within the containment area and facility boundaries.
o Stop and contain the leak/spill as soon as possible. o Prevent the substance from getting into stromwater
drains, water course or sewer systems. o Dispose all contaminated material as hazardous wastes.
