RE: ACF environmental R-Tank Storm Water Systems

Dear Ms. Petzke:

The City of Indianapolis (the City) Department of Public Works (DPW) thanks you for the

information on the ACF environmental R-Tank Storm Water Systems submitted for review and

possible approval in the Indianapolis Stormwater District. The City’s consultant, DLZ Indiana

LLC (DLZ), has completed their review of the information and submitted their report to DPW

(attached). DPW subsequently reviewed DLZ’s report and has made the following

determination.

Based on this conclusion, the DPW is approving the application of the ACF environmental R-

Tank Storm Water Systems Units R-Tank, R-Tank HD, and R-Tank SD for use within the

district for use on private underground detention and will be considered by DPW project

managers in order to identify on a case by case basis where this product may be best suited,

provided the following criteria are met:

All underground detention facilities shall be designed with a positive gravity outfall or a

certification from a licensed geotechnical engineer confirming that:

• The permeability of the surrounding soils will dissipate water at a rate required

for the detention facility designed

• No adverse impact to any subsurface systems (including septic systems) will be

experienced

• The underground detention facility will not be subject to ground water surcharge

during any time of the year

Any facility that allows infiltration within a “Well-Head Protection Area” needs prior

approval from the Department of Public Works Office of Environmental Services.

a 40 percent porosity factor shall be utilized for the surrounding washed #8 stone.

All storm water shall be routed through a Storm Water Best Management Practice (BMP)

meeting City Standards prior to the detention area.

No storm water shall be routed through the ACF environmental R-Tank storm water

detention facility until the BMP is installed and fully functional and all erosion control

measures for disturbed areas are installed to ensure that sediment build-up in the

underground detention storage facility is minimized. The erosion control methods and

BMP’s must be inspected after each rain event and repaired or cleaned when necessary.

The O&M Manual for all BMP’s located prior to the underground detention storage

facility requires the BMP’s to be inspected four times per year and cleaned as necessary

to ensure maximum performance relative to sediment removal.

Underground storage vaults shall be constructed of accepted storm sewer pipe materials

(Section 402), manufactured, tested, and installed according to those guidelines set forth

herein.

The sizing of the plastic chamber system should follow the City of Indianapolis’ Storm

Water Design and Construction Specifications Manual. The chamber storage system is

treated in similar fashion to a detention/retention pond as far as sizing, and therefore such

calculations should be made in the same manner. The actual number of chambers and

configuration of the chambers shall be based on engineer’s specifications and

calculations.

Dear Mr. Storms:

You have requested formal review of your products “HydroStor HS75 and HS180 Chamber” for

underground storm water detention. The New Products Committee of the Department of Public

Works has recommended approval the HydroStor HS75 and HS180 Chamber. Therefore, these

products have been approved by for use on private development and public projects for

underground storm water detention, provided the following criteria are met:

High Impact Polypropylene or High-Density Polyethylene Plastic Facilities

The chambers’ plastic shall be resistant to environmental stress cracking and maintain

adequate stiffness through the higher temperatures experienced during installation and

service. The chambers shall be designed to exceed the American Association of State

Highway and Transportation Officials (AASHTO) recommended Load and Resistance

Factor Design (LRFD) for earth loads and HS-20 live loads, with consideration for

impact and multiple presences when installed per the manufacturer’s minimum

requirements. The plastic chambers shall have a design life of 75 years, Class 1 and Class

3 Storm Water System.

A maintenance system shall be set up for the chamber storage system. At a minimum,

the system shall be inspected for sediment and debris every three to six months until an

understanding of the operation of the system is obtained. To facilitate cleaning and

inspection, adequate access ports shall be provided into the chamber system.

The HydroStor HS75 and HS180 Chambers have been approved for H20 loads, but may

have limits for heavier loading such as fire truck stations around buildings. Specific

considerations must be part of the engineering design for locations.
