To established a structure that will help Teachers community, Youngsters community and Film industry community.
To raise the vote bank of PTI for the next elections.

To work for the Teacher community, especially regarding to teacher respect.
To find the creative brain of Pakistan and use it for the growth and future of Pakistan.
To work for the revival of Pakistan Film industry.

Executive Summary
As I represent the youth, I always keen to work with Pakistan Tehreek-e-Insaf (PTI) because of
the motto “CHANGE”. I have always believed that, PTI is the only party who just not talk about
the “CHANGE”, they actual wants to deliver. As this, I am honored to work with PTI and for
that, I proposed this project for the development of the Pakistani society. I believed that Imran
Khan is the only person who actually encourage and supports us to do work for such a noble
causes and he is the only one for whom I want to represent this project. There are other parties
and even government, but I did not believe on any one of them because of their past track
records.
So I am so much pleased to propose this project to Imran Khan because of his dedication towards
the society development and for the healthy future of Pakistan. This project will also help PTI in

the days of election in a way that, the people who worked in this project and those who attached
with this project directly or indirectly will give their votes to PTI for winning in the elections and
also this project will help PTI to raise funds from International communities.
Project "Change" goes through 4 phases and in each phase we will hit 3 different communities of
our society, who were the back bone of our nation. We hit Teachers Community, Youngsters
Community and the Film Industry Community like all celebrities. Below is the whole plan of this
project, also we praised for Imran Khan that, may ALLAH blessed him as a leader of our nation.

PLAN
“Change” is the plan about the change in the society regarding to “Teachers community”,
promotion of the young generation and for the revival of our cinema industry (film industry).
The plan of “Change” passes through four (4) phases. In each phase new things comes up for the
development of the society and for the change, in the life of the Pakistani people.
We hit 3 communities of our society through our idea “Change”, and in return [P.T.I] gain
people support through votes. These 3 communities are:
1. Teachers’ community.
2. Young generation.
3. Film industry (Media).
In the 1st phase, we build a “Talent house” in which we can promote our young and
talented people of Pakistan, regarding to writers, producers, directors, editors,
animators, actors, gamers, engineers, DOPs (camera man), etc.
The plan is that, we cannot train the youngsters, but we can promote and give a chance to those
new faces whose make their projects and want to be a part of our film industry. We screen their
projects and give chance to those talented one, which we consider ready to do work with senior
writers, producers, directors etc. Through this phase we not only promote new and creative talent
but also we can fight against unemployment. Those young talents who studied in our
universities/colleges and then go abroad to work just because, our system provide them less
chance and the young generation knows that, they have the better opportunity in abroad as

compared to Pakistan. If we provide them opportunities, they definitely work here and show their
creativeness through our platform as Shermeen obaid show his talent and won the Oscar award.
In the 2nd phase, PTI going to start “Teachers income support program”. In which
the doctorate level teachers and the teachers who teaches in villages, did not pay
the tax on their income, because they deliver and build the nation through their
teachings.
In the 3rd phase, PTI is going to announce that, they financially sponsor a film and
this is going first time in the history of Pakistan, that a political party which is not
in the govt., in spite of that, they support the film industry for the revival of our
cinema industry, for the young generation and above all for the “Teachers
community” because they are the nation builders and the story of the film is about
“Teachers respect” and the makers of the film is the young and new faces which is
involve in the production of the film along with the experienced film industry
giants.
In the 4th phase, marks a complete one year, and so PTI would announce to give a
certain amount of donation every year to our film industry for the revival of our
cinemas and for good films and in return, public and PTI expect 2 international
level films in a year from our film industry. Through this process, private sponsors
will automatically finance good films in Pakistan and in the future we can not only
make good films but also we can make better films then the “Bollywood” and
“Hollywood”.
1. Introduction:
The Pakistan Tehreek-e-Insaf (PTI) (Pakistan Movement for Justice) is a
centrist, progressive political party in Pakistan, which was founded by former Pakistani cricket
captain Imran Khan. The fastest growing political party in Pakistan, Even though of little
election successes in the past, PTI has established itself as one of the country's mainstream
national parties mainly after 30th October 2011, when over Hundred thousand people gathered in
Lahore in support of the Party. PTI claims to have over 6 million workers in Pakistan called
'Insafiyans'. According to Political analysts PTI has a significant vote bank in Central, South-
West Punjab, North-West Frontier Province, Baluchistan and Upper Sindh. PTI claims to be

Pakistan's only non family party. Pakistan People’s Party (PPP) and Pakistan Muslim League (N)
(PML (N)) are direct competitors of PTI. According to International Republican Institute (IRI),
as of May 2012 PTI is Pakistan's most popular party.
1.1 Teachers Community:
Punjab Teachers Union (P.T.U) is the only representative of
Teachers working in Govt. Sector in Punjab, Pakistan. It was registered in 1937 before the
creation of Pakistan under the Labor law Act. At that time, its name was West Punjab Board
Teacher Union. In 1962 its name was changed as Punjab Teachers Union. The present elected
central president is Syed Sajjad Akbar Kazmi.
At present, there are 63000 schools in 36 districts and 137 tehsils and the number of the teachers
male and female is over 5.0 lacs.
The history of Punjab Teachers Union is full of struggle sometimes the leaders of this prominent
Union had to behind the bars, Lathi charged and tear gas was used to put down the struggle.
Millions of Teachers protested and the parliament was besieged. As a result of this struggle,
pension rights were accepted for the teachers. Educational Institutions were transferred from the
local Government administration to provisional administration. Private Educational Institutions
were nationalized. Pay scales for the teachers were upgraded. Once again teachers started
movement and got promotion from in service quota. A year ago the present government prepared
three tires formula for the betterment of the primary, elementary and secondary teachers. Still the
teachers are facing many hurdles, so we have to struggle to remove these hurdles.
Recently, thousands of teachers of seven districts of Punjab have been affected badly by flood.
They have no food and medicines properly. Teachers spend their golden period of their lives to
educate the children of the nation, but they are unable to build a simple home for their families
due to low income. Their children cannot get Higher education from the institution of superior
educational system. Female teachers have their own problems and difficulties. They are posted in
the far flung areas but they neither get conveyance allowance nor accommodations in
institutions. There have no child day care centers for their children. There is no quota of service

for teacher’s Sons/Daughters. Moreover, there are no scholarships for teachers Sons/Daughter
for higher education, neither in the country nor in abroad.

1.2 Young Generation:
According to me, the ‘youth’, are those persons who are between the ages of 15 and 24 years.
The Young generation of Pakistan, who is the concrete bedrock for the achievement and
prosperity of a nation, With worth appreciating youngsters who have succeeded in taking
Pakistan to a newer level altogether, victories were made, Battles conquered, Dreams fulfilled,
Stars touched, Skies reached, now leave this state because of unemployment.

An estimated 103 million Pakistanis, or 63% of the population, fall under the age of 35 years.
However, as a result of endemic poverty, the majority of youth in Pakistan do not have the
opportunity to experience a childhood. Youth Literacy Rate (age 15/24) is estimated to be 53%.
Female youth literacy (age 15-24) conforming to the wider pattern in Pakistan, is even lower at
42.0%. Economic conditions force many Pakistani youth to take up employment in their
childhood years.
1.3 Pakistan Film Industry:
The cinema of Pakistan refers to Pakistan's film industry. Most of the feature films shot in
Pakistan are in Urdu language but may also include films in English, Punjabi, Pashto, and
Balochi or Sindhi languages. Pakistan's largest film industry is Lollywood.
The Pakistani film industry might just have faced their biggest threat yet: the alarming budget
factor. Due to the announcement of Federal and Punjab’s budgets, the film industry – which has
always met with a lot of negligence and not has been treated as a priority – has been engaging in
quite a commotion as many big names have openly expressed their outrage and disbelief. Not
enough importance has been given to the film industry, which has been an integral part of
Pakistan Film Industry for over 100 years.
According to the latest Gallup survey in July 2012, there are only 20 million cine gores in
Pakistan, which is only 11% of the total population of 180 million. Among the all cine gores,

only 17% are visiting cinemas every week, which are around about 3.4 million people. 43% are
watching movies after five months, 22% from two till five months and 17% every month, one
percent did not answer.
Over 156 actors and actresses perform in Pakistani Film industry and over 10 thousand people
works with Lollywood industry.
2. Objective of the Project:
To promote the “Film Industry” by support them financially on governmental level by
giving them 10 CR in each year.
To promote the “Young Generation” through the platform of “Talent House” by
providing them a better chance to show their creative skills and to enter in any
disciplinary field without any educational background.
To finish the disease of unemployment by building the “Talent House” for the young
generation of Pakistan.
To promote the “Teachers Community” by giving them respect through “Teachers
income support program” and make a film on Teachers Respect, which will help them to
realize people the importance and respect of teachers.
To support the PTI at national and International level with the help of above objectives,
which will help them to gain votes, raising funds and support of Teachers community,
Film Industry (Media), and Young generation.
3. Project Output:
The film industry of Pakistan will definitely revive and makes international level movies
to contribute in the economic growth of Pakistan.
A new standard of Education system in a form of “Talent House” will definitely raise the
bar of creativity.
Creativity of youngsters will empower our economic growth and they will never go
across the border for the work.
Through “Teachers income support program”, Teachers contribute more and raise the bar
to the new level of creativity and achievements.

Teachers respect will definitely help us to build a strong and growing state, because
teachers are the nation builders.
Unemployment will never be a problem in future.
PTI have enough chances to win in the next election through the votes of 3 big
communities of our country i.e., Teachers Community, Media Community and Youth
Community.
4. Project Work Plan:
The project will cover several activities to be undertaken in collaboration with Punjab Teachers
Community – Pakistan Film Industry – Pakistan National Council of Arts – Pakistan Student
Association and Insaf Student Federation with the duration of 5 years. A detail work plan with
the details of each activity listed below will be prepared at the beginning of the project.
Organize the press conference, in which PTI announced about the whole idea of
“CHANGE”.
To make a website for the plan of “CHANGE”.
Meeting with Punjab Teachers Community to create a good relationship between the PTI
and Teachers Community.
Meeting with Pakistan Student Association to create a good and healthy relationship with
them.
Meeting with Pakistan Film Industry giants for the future work plan about the “Talent
House” and for the financial support of the film industry on governmental level for the
sake of cinema revival.
To build up the team from all over Pakistan including youth, Teachers, and Media
Persons for the promotion and work of the project.
Organizing the team for the making of feature Film.
Organizing the team for the building of “Talent House”.
Purchase material and equipment required for the “Talent House” like furniture, Apple
Mac systems, software’s for editing and writing, and Screens for screening the projects.
Organize a workshop in collaboration with Pakistan Student Association and Insaf
Student federation to explain how the “Talent House” works?

To help the creative youngsters financially by giving them a chance to work closely with
Media giants through our “Talent House”.
Works on the plan of “Teachers income support program” with the collaboration of PTI
and Punjab Teachers Community.
Set the yearly budgets for the Pakistan Film Industry as for the revival of cinema.
Prepare close relationships with international film sponsors for the future of Pakistan
Film Industry.
Review the progress of the “Talent House”.
Analyze finding and results and draw conclusion.
Analyzing the PTI popularity and vote bank before the project and after the project.
Prepare final report and submit it to the authority.
Prepare more strategic plans for the development of society on broader level.
Audit the whole team of the project of "Change" after every six (6) months and also see
the bank accounts of each person involved in the project who get paid before and after of
this project. So we better be able to eye on corruption process.
5. Advertising the Project:
Organizing the Press Conference for the promotion of the project, in which inviting all
the Electronic and Print media of Pakistan.
With the help of “Teachers Community” to create the awareness in the masses about the
project.
To establish a network of postal type boxes all around the Pakistan for checking the
reviews and Problems of the public and to check that, how much people will aware from
the project. This will help us to understand the psyche of the public. This is a small
election campaign through which PTI knows that, how much people will support them in
the time of elections.
To use Radio, Print Media, Electronic Media, and Social Media for the promotion and
understanding of the project. This will help us to pace our project and help the PTI to
gain the support from the public in a way of votes.
6. Unique Selling Preposition (USP):

The USP of this project is that, implementing only on the first phase will help out PTI to gain
support through votes of 3 different and big communities of Pakistan i.e. Teachers community,
Youngsters community and Pakistan Film Industry community (Media), and the other USP of
this project is the budget of the first phase, which is just 20 Lacs and with those 20 Lacs we
raised the bar and the number of talented people of Pakistan and fight against unemployment.
7. Project Budget:
This budget includes all the expenses of Talent House from start till end, as well as my once life
time fee for the whole project. I will not take any penny besides that as a weekly, monthly or
yearly pay. It's a onetime payment which i charged against the project.

interest to be a part of this “CHANGE” like,

8. Who will run The Project? The Founders/entrepreneurial Team:
The first question comes in mind when we talk about the project that, who will run the project
plan? The answer is simple and clear, off course in the initial stages, the team selected by me
Farukh Bashir and with the help of PTI establishment. We will run out this whole project plan
and INSHA ALLAH sooner or later we will involved Youngsters, Teachers, and Film industry
giants from all over Pakistan in this project Plan. After starting of first phase, as we know moved
towards building the “Talent House” which is also worth taking for private sector because this
“Talent House” will help the youngsters, the needy and also creative mind of the country, so
private organizations will definitely want to put his involvement in the Project for the sake and
help of needy youngsters of Pakistan. At that stage, we also have a chance to involve private
sector to pace the Project and move this project to the broader level for the long term goals.

9. The Opportunity:
The question mark is there when we talk about this whole plan, why there is an opportunity? As
we can see, there are following factors involved which make this Plan an excellent opportunity
for any political party in today’s political scenario.

Society Need.
Pakistan economy stability Need.
For the removal of unemployment.
Education Need.
Need to be surviving in the international Film market.

Pakistan Need.
10. Project Initial Survey:
We took initial survey, in which we set up three (3) different questions for three (3)
different communities of our country. People filled those questionnaire and return back to
us, through which we conclude the survey. These questions are as follow.
Do you think that, if our government or political parties support our film industry
financially, then we can not only revive our cinemas but also we can make better
films then the “Bollywood” and “Hollywood?”

85% people said [YES].
Do you think that, “Talent Houses” in which one can promote new talent in the
field of “Writers”, “Producers”, “Directors”, “Creative idea makers”, etc, can
brought change and provide better life to our new generation?
95% People give their answers in [YES].
Do you think that, in our society, we pay as much respect to our “Teachers” as
compared to Western society?
98.9% give their answer in [NO].
From the survey, we conclude that, if we build a “Talent House” for the young generation, then
our young generation will face the whole world with their hidden talent and creativity, and we
definitely fight against the disease of Unemployment.
We also see that, every political party who elected as a government, did not do anything for the
“Teacher’s Community” from the past 50 years. So the “Teachers income support” Program will
definitely raise the bar and standard of the Teachers. In the future we will see better generation
and much better education system.
There is one thing more, from the past 50 years, our government never ever supports our Film
industry financially, and the result is that, our Cinema industry goes down every day. The
foreigner investors did not show any interest towards our Film industry projects. As a result, one
of the big industries of our country falls down because of the finance. This is a time to do
something for the Film industry. This plan will work out and definitely create some magic in the
life of our youth, Teacher’s community and off course the Film industry. The only thing to do is
implementation. The decision is yours, “Now or never”. “The only thing stop you do to good
thing is you”.

eagerness to work for society development makes me a responsible person of the society. Write,
produce, direct an advertisement and Produce 2 short films, as well as write a short film and two
feature films. Done MSc in Mass communication from Riphah International University,
Islamabad Pakistan in 2011. Being an Author of the book “US Attack on Afghanistan and Public
Response in Pakistan” helped me in building my image as a credible person of the society.
