Dear readers,

Singapore’s built environment sector is constantly evolving. To remain competitive and relevant, we must be receptive to changes by transforming the way we build and focus on improving construction productivity.

The public sector is taking the lead on this. One of them is the Yishun Community Hospital project under the Ministry of Health. In January, Minister Khaw Boon Wan visited the development site to learn how the hospital was being constructed with more extensive use of prefabrication. According to the builder, one floor can be constructed in eight to 10 days compared to 17 days for a similar project built traditionally. Faster and more efficient construction work mean less noise and disturbance to people in the nearby hospital and residential buildings. This also translates to time and labour savings. Their productivity and good work is highly commendable.

BCA continually pushes for wider adoption of game-changing technologies and prefabrication to move as much construction work off site as possible, and steer Singapore towards Design for Manufacturing and Assembly (DfMA) and Prefabricated Pre-finished Volumetric Construction (PPVC). To enhance integration across the construction value chain, BCA also promotes the use of Building Information Modelling (BIM) technology to improve construction workflow.

Besides the use of advanced technology, a higher quality workforce is essential to drive construction productivity efforts. Our BCA Academy has launched a new Specialist Diploma in Construction Productivity on 6 January 2015. The second intake will start in April 2015. Professionals interested to gain a higher degree of competency in advanced construction methods and game-changing technologies and achieve more in construction productivity should consider taking up this course. More details on the course requirements can be found in this issue.

To help upgrade workers, BCA also appoints Approved Training and Testing Centres (ATTCs). This is in line with the recent manpower policy initiatives launched by the Ministry of Manpower (MOM). It requires all construction firms to have at least 5% of their work permit holders to qualify as higher skilled R1 workers in 2015, and another 5% in 2016. From September 2015, employers can qualify their workers as higher skilled workers through the direct R1 pathway.

Our productivity journey would not be possible without the concerted effort of all industry stakeholders. We will continue to work in partnership with you and review productivity measures along the way. I certainly welcome feedback to see what we can do together to transform the built environment sector.

To meet the rapid increase in healthcare demand, BCA is working with the Ministry of Health (MOH) to deploy productive and game-changing technologies as they ramp up the infrastructure. One such project is the Yishun Community Hospital that uses a hybrid structural system comprising precast concrete columns, steel beams and steel floor decking to build the in-patient blocks. While this method is used in Japan, this is a first for a healthcare project in Singapore.

Minister Khaw Boon Wan visited the development site in January to observe the various new productivity-enhancing solutions. According to the builder, one floor can be constructed in eight to 10 days compared to 17 days for a similar project using conventional building methods. This will result in the faster completion of the hospital.

Most of the construction work is done off site with its components prefabricated in a controlled manufacturing environment. This helps to minimise noise and dust emissions to the nearby Khoo Teck Puat Hospital and residential buildings.

The builder uses a top-down construction method to construct the basement and the floors above ground concurrently. To eliminate labour-intensive wet work on site, fire-proofing blankets to the steel beams have been adopted instead of the wet concrete encasement and vermiculite sprayed methods.

MOH is committed to adopt game-changing technologies, e.g. Prefabricated Prefinished Volumetric Construction (PPVC), more prefabricated components and adopting the next generation of Building Information Modelling system for its upcoming stream of healthcare developments.

中一个工程是义顺社区医院。该项工程采用复合式结构系统,其中

经开始采用这种建筑技术,这可是 本地 首次在医疗设施的建设上

使用。

在今年1月,许文远部长到义顺社区医院工地巡视了各种提高建筑

生产力的新方案。建筑商表示,有了提高生产力的科技,要完成一

层楼的工程, 现在只需8至10天的时间。相比起传统建筑方式的17

天,可见医院的建筑工程将能在更短的时间内完成。

由于建筑组件在受监管的生产设施里预先制造,大部分的建筑工程

是在工地外完成的。这有助于减少噪音及灰尘对附近邱德拔医院及

住宅的影响。

建筑商采用了由上而下的施工流程,同步进行地下室及地上楼层的

工程。为了淘汰耗费人力的现场湿作业,建筑商选择在钢梁上覆盖

防火毯,以取代现场混凝土外包以及蛭石喷胶的防火作业。

卫生部致力于在接下来的一系列医疗设施建筑工程,采用日新月异

的建筑科技,例如工厂预制体积建设,更多的预制组件,以及建筑

信息模型系统。

A new part-time Specialist Diploma in Construction Productivity (SDCP) Programme, which will run for five months, was launched at BCA Academy on 6th January 2015. The second intake will be open in April 2015.

The SDCP programme was first announced by Ms Grace Fu, 2nd Minister for the Environment and Water Resources and 2nd Minister for Foreign Affairs, during the Opening of the Singapore Construction Productivity Week (SCPW) in October last year.

The programme takes advantage of emerging technologies and trends to raise the bar for the construction industry. It will help attendees achieve higher professional competency levels at work, and reach greater heights in construction productivity.

How to achieve the SDCP certificate To be awarded the new SDCP Certificate, participants must attain at least 75% physical attendance, pass all 4 project assessments, and pass the written reports for the Final Project.

In addition, participants will also have to deliver a final project, which consists of a written report that demonstrates the participants’ ability to utilise and apply the programme to an actual construction project.

BCA is proud to announce that 11 apprentices under the two-year BCA Built Environment Apprenticeship programme received their Trade Diplomas in April 2014, a significant milestone since its launch in 2012.

The Apprenticeship programme was launched to promote growth in the industry, as well as to upgrade existing tradesmen by providing a clear progression route and increasing their chances for better remuneration packages. Up until now, the programme has attracted more than 70 apprentices, 80% of which are under 35 years old. This is good news for the industry’s ageing local workforce.

He said, ‘It was obvious that both of them were able to learn faster and better solve problems on the job after the Apprenticeship programme.’ To add on, Mr Goh mentioned that their eligibility to register as CoreTrade Foremen further value-added to HEC’s Manpower deployment in more project classes. ‘HEC intends to participate in the Apprenticeship programme again. In fact, HEC is keen to also tap on other programmes that may help to up-skill its workforce,’ he said. Like HEC, several other corporations that have benefited from the programme are interested to participate again to build a strong workforce.

In 2015, BCA introduces ‘Drywall Installation’ as part of the Apprenticeship programme. This helps to meet the increased industry demand for skilled workers trained in this area, especially with the legislative requirement for all residential non-landed developments to use drywalls for internal partitions (except for wet areas like bathrooms and kitchens) that took effect from November 2014.

Want to up-skill your workforce?

Structured as a two-year Foreman development programme, the BCA Built Environment Apprenticeship programme combines employment with classroom-based vocational training. Upon successful completion, the apprentice will obtain a Trade Diploma which will qualify him/her for the CoreTrade Foreman registration.

Both new entrants and existing tradesmen are eligible to apply for the programme.

Financial incentivesBCA will provide financial incentives to help participating firms defray up to 80% of their training costs as well as help retain their apprentices by providing attractive upgrading incentives.

At 25 years old, Mr Hong Wei Kiat Jarryl and Mr Yap June Siong are two such young apprentices, who are both glad to have completed the programme with a specialisation on Electrical Technology. Both of them greatly benefited from the programme, achieving better performance and enhanced skills at work. They also mentioned that the upgrading incentives provided them the financial support, as well as motivation for them to improve. They also saw a salary increase of 10-20%.

HEC Electrical & Construction Pte. Ltd. (HEC), a co-sponsor, reaped the benefits of the programme as well. Mr Goh Hung Huat, Operations Manager of HEC, found that the trade diploma training was satisfactory.

In an effort to reach out to the industry on new requirements and approaches for better productivity in construction, BCA co-hosted a Mandarin seminar on ‘Biometric Authentication System (BAS)’, for the benefit of Mandarin-speaking contractors. The seminar, titled ‘TECH-Solutions and Funding Schemes for Project Site Productivity – BAS & TAP’, was held at The Singapore Contractors Association Limited’s (SCAL) Construction House on 15th January 2015, and was jointly organised by BCA and SCAL.

A wide range of topics was covered during the seminar, including the measurement of construction productivity, how BAS can optimise workflow, and the recent mandate to use BAS at project sites if there is a Gross Floor Area (GFA) of 5,000m² or more under the Building Control (Buildability and Productivity) Regulations 2011. The attendees showed keen interest in the Construction Productivity and Capability Fund (CPCF), and learnt how productive technology is an asset to any construction business. Amongst the 93 attendees were subcontractors from the Singapore List of Trade Subcontractors (SLOTS).

局与新加坡建筑商公会有限公司,在SCAL Construction House联办

了名为“提高项目生产力的科技方案——生物识别系统及科技采纳计

划”的研讨会。

研讨会上所涵盖的课题十分广泛,包括建筑生产力的评估方式,生物识

别系统如何优化工作流程,以及近期在建筑管制(2011年易建设计及

生产效率条例)下,生物识别系统在项目工地的强制使用等。参与研讨

会的业者对于建筑生产力和能力基金十分感兴趣,并意识到生产科技为

建筑企业所带来的实质益处。参与话语研讨会的业者共有93名是新加

坡行业分包商。

自2011年7月15日起,建设局规定施工面积为5千平方米或以上的建筑

项目必须通过生产力电子申报系统提交建筑生产力数据。建筑生产力数

据指的是建筑工程生产力 (Project or site productivity), 即是每个工作

日(man day)的施工面积(m2)。一位建筑工人在一天工作八小时等于

一单位工作日(man day)。换句话说,在相等的总建筑面积和相同的

施工期间上,使用的单位工作日越少,建筑工程生产力指数将越高。

另外,自2014年11月1日起提交工程项目规划申请,且总建筑面积超过

5000平方米的建筑工程项目,必须使用生物识别系统提交工程人力使

用情况。这是在2014年建筑管制(易建设计及生产效率)条例第10(a)

条例下的新规定。目的是为了提升收集生产力数据的准确性及效率。

为了提高生物识别系统及其益处的认知,建设局联合新加

坡建筑商公会有限公司,于2014年11月7日举办了“TECH-

Solutions for Project Site Productivity – BAS & TAP”(“提

高项目生产力的科技方案——生物识别系统及科技采纳计划”

研讨会。(科技方案与政府协助基金来协助 SME提升企业生

产力)

海峡建筑新加坡私人有限公司,也是建设生产力奖提倡者组的

金奖得主,在研讨会上分享了关于生物识别系统在项目工地的

成功实施。

他们阐述了生物识别系统如何有效地记录并整理建筑工地各种

不同技术工人的人力资源使用情况,从而将处理工地考勤数

据的时间从7个工日缩短至1个工日。生物识别系统的供应商

Intercorp Solutions Pte Ltd 和 Smartouch Technology Pte

Ltd,也通过图片展示及小型展览向业者介绍了生物识别系统

中所使用的面部识别系统以及手印识别系统。

建设局建筑生产力中心的高级经理Steven Cheong,与业主

目工地强制规定使用生物识别系统的细节。

生物识别系统能辅助业者更快捷与准确地收集建筑工地的人力资源使用

Using Building Information Modelling for easy data collection

Quantity Surveyors use the BIM model to extract basic area quantities and volumes. We often use BIM measurement tools to get these quantities, but the accuracy of these quantities greatly depends on the way the families are modelled. BIM is also a good 3D visualisation tool that allows provisions for temporary work that is not modelled but necessary for construction. Environmental, Health, and Safety (EHS) issues can also be addressed early, and preliminaries to cater for these possible cost drivers can also be budgeted. When did it begin and why did you decide to start?

RLB: We decided to implement BIM early as we believe that BIM will be a game-changing tool for the industry.

L&S: As custodians of quantities and contracts, we started the process of BIM for the contractual issues and implications surrounding it. We had to start the use and knowledge of BIM because as Quantity Surveyors, we are at the forefront of the use of BIM for quantities (5th Dimension).

What were some of the challenges you faced at first? How did your company overcome these challenges?

RLB: Initially, we received models of varying quality and had to spend a lot of time auditing and organising the information. Another challenge faced was to convince our experienced staff to adopt BIM. To overcome this, we came up with a structured training program.

L&S: One of the challenges faced would be cost. It was a good thing that BCA

Using building information available in the 3D model, Building Information Modelling (BIM) can be used to facilitate quantity surveying in the construction industry and the direct collection of quantities and measurements for costs estimation.

Traditionally, to estimate and manage costs, manual quantity take-offs were performed from the consultants’ paper drawings, or imported from 2D CAD drawings into a cost-estimating software. This is done for tender, and throughout a project life cycle.

Using BIM tools for quantity surveying ensures consistent information, as any changes and new measurements to the model are automatically updated into the schedules. BCA strongly supports the adoption of BIM to improve coordination among project partners for building projects.

Two companies, Rider Levett Bucknall and Langdon & Seah share with us their experience in adopting BIM tools for quantity surveying.

BIM Leaders in Quantity Surveying

Could you share what your company’s journey in BIM implementation has been like?

Rider Levett Bucknall (RLB): We formed a dedicated BIM workgroup to research and develop our BIM competencies and capabilities, develop training material, and conduct BIM workshops for our staff.

BIM helps to complement or augment our practice, depending on the project requirements and the level of sophistication and quality of models. BIM enables us to better visualise designs efficiently. We also use BIM to carry out rapid bulk checking, ensuring accurate measurements and estimates.

With parameters in either the native or non-editable models, we create bi-directional links which will link the BIM families/elements to quantity surveying rule-sets (including descriptions and rates). This allows us to generate Bills of Quantities and extract information the right way.

Langdon & Seah (L&S): We determined which resources we were going to invest, what type of infrastructure, what training was needed, what software to use, and planned our implementation in our office and region carefully. We also sent our staff to a BIM manager course, where some were selected to be sent overseas for further training.

How has implementing BIM changed the way things are being done in your company?

RLB: BIM enables us to explore different workflows and gain expanded skill-sets to complete tasks in a more efficient manner.

L&S: We had to have specialised training on BIM and we had to have a team set up to handle BIM projects and contractual advice. We worked with our other offices, especially ARCADIS UK and US to give us information of best practices on BIM and set up a Community of Practices in our firm that is linked to the ARCADIS BIM network.

What advice would you have for companies who want to go down this path?

RLB: Perseverance is important in order to overcome the steep learning curve in the initial stages. Our practice can be dynamic, hectic, and fast-paced, but we have to invest in people and the suitable technologies in order to reap the benefits.

L&S: Here are five tips we would like to share: 1. Understand that BIM is not a ready-to-use system. 2. Know which software to use and understand the use and processes of each software and do an in-depth evaluation. 3. Equip yourself with the processes of BIM and understand what needs to be done. It is the same steps when the industry moved from draftsmen to 2D CAD in the early years. 4. Study the BIM maturity of your office and find the gaps. Bridge these gaps with knowledge, training, software, hardware, and the like. 5. When it comes to new technology, it helps to have an open mind.

What are the future plans for BIM in your company?

RLB: We plan to expand the core skill-sets of our current staff and to impart BIM knowledge and experience to new staff. We also plan to pilot test some of our in-house developed innovations on live projects to improve productivity, as part of our iterative development and improvement workflow.

L&S: We plan to strengthen our contracts advisory on BIM contracts and clauses as well as understand the productivity enhancement portion of BIM.

What trends do you envisage for the construction industry in the next few years in terms of BIM usage for quantity surveying?

RLB: BIM is increasingly becoming a necessity instead of an enhancement in the current project delivery process, especially for complex buildings and innovative designs. The next step is to enhance multi-disciplinary collaboration and explore collaborative workflows between the various professional disciplines.

L&S: Modeling, time, asset management, and sustainability, respectively, can be considered uncharted areas for the QS profession. Given time and maturity of the profession, I am sure using BIM for QS will become more prevalent.

To retain skilled and experienced workers, help your employees upgrade through the CoreTrade, Multi-skilling scheme, and Market-based Skills Recognition Framework. Aside from levy savings, employers can enjoy a longer allowable period of employment of up to 22 years for higher-skilled and experienced construction personnel.

In line with recent manpower policy initiatives, the Ministry of Manpower (MOM) requires all construction firms to have at least 5% of their work permit holders qualify as higher-skilled R1 workers in 2015, and another 5% in 2016. From September 2015, employers can also help their workers qualify through the direct R1 pathway.

BCA will provide support by defraying employers’ costs of upgrading their workers through the Workforce Training & Upgrading (WTU) scheme, under the Construction Productivity and Capability Fund (CPCF). The WTU scheme co-funds the training and test fees of construction personnel that lead to CoreTrade and multi-skilling registration. To date, BCA has received over 72,000 funding applications from more than 5,800 companies under the WTU scheme.

Eligible workers registering for CoreTrade, Multi-Skilling, and Market-based Skills Recognition Framework can choose to undergo the training and skills assessments at BCA Academy (BCAA) or at any of the 28 Approved Training and Testing Centres (ATTCs) in Singapore. As part of their Annual STAS Networking Night, the Specialists Trade Alliance Singapore (STAS) organised a fruitful networking session for members from the construction sector. About 150 members, who are active subcontractors from various associations under STAS, attended the event held on 9th January 2015 at the Singapore Island Country Club.

BCA was invited to share the different funding schemes under the Construction Productivity and Capability Fund (CPCF) at this occasion. CPCF is one of the key incentives introduced by BCA to further develop Singapore’s built environment sector through workforce development, technology adoption, and capability development.

Mr Chew Boon Hur, Executive Manager from BCA’s Construction Productivity Centre, introduced CPCF and provided insights on the different ways that STAS members can utilise the funding schemes to assist them to improve productivity and manpower capabilities. This event was an excellent platform to engage subcontractors and get them on board the productivity drive to collectively transform the built environment sector into one that is highly productive and capable.
