WHAT GIVES THE ASSOCIATION THE RIGHT TO TELL ME…

WHAT I CAN DO ON MY PROPERTY? In a nutshell: the Association declaration and state law.

Community associations have a governmental component. Like a city or county government, a community association has a charter - called the declaration. The declaration encompasses bylaws, covenants and other documents that give community associations their legal foundation. These can be found on our website, www.newterritory.org. Go to NTRCA Docs, then Association Docs/Major Governing Docs to view them or download a copy.

These governing documents obligate the Association to preserve and protect the assets of the community. To enable the board to meet this obligation, Association governing documents also empower the board to make rules and defi ne the process for adopting and enforcing them—within limits. Governing documents also establish parameters for the nature and type of rules the board can make.

State law gives associations the authority to make rules. These are called common interest community statutes, and they apply to condominiums, cooperatives, and property owners associations. You can fi nd the Texas Statutes at http://www.statutes.legis.state.tx.us/SOTWDocs/PR/htm/PR.209.htm.

Remember, however, that the board can’t make or enforce any rule that is contrary to the governing documents, local ordinances, state law or federal regulations. Remember also that the board makes rules on your behalf—to protect your investment, your home, and keeps in mind the good of the entire community when doing so.

BOARD REPORT FOR JULY, 2014

Following is a summary of Board actions at the July Board meeting:

• Approved the 2015 Budget Management Policy and Budget Goals.

• Approved a renewal request for Business Activity within a residence for a homeowner on Blakely Court.

• Passed Resolution No. 2014-04 Relating to a Tree Maintenance Advisory Committee Charter.

• Appointed Sharon Cole as Chair of the Tree Maintenance Advisory Committee.

• Appointed Mark Taylor of Easton Lakes, Neil Lisco of Sanders Ridge, Stan Bennett of Water Mill and Mike Rouzer of Clayton’s Bend to the Tree Maintenance Advisory Committee.

• Approved the 2015 Budget Schedule.

• Approved transfer of $308,000 into the NTRCA Capital Reserve brokerage account.

• Appointed Cindy Picazo as the Chair of the Nominating Committee.

• Approved the Capital Reserve project for the pool fi lters at the revised amount of $17,204.

• Approved the Commitments Report with the high, medium, low projects for 2014 totaling $1,298,450 and rescinding the previously adopted Commitments Reports for 2014 projects.

• Authorized the opening of a new, interest bearing, high- yield MM checking account at Synchrony Bank and the execution of any necessary documents regarding same.

• Approved the Capital Reserve project for replacement of the up lighting on Gateway Boulevard in the amount of $8,500, to accelerate the project from 2015 to 2014, and add to the current Commitments Report.

• Approved the Capital Reserve project regarding replacement of the fi lter at the Spray Park in the amount up to $3,000 and to accelerate the project from 2015 to 2014.

• Approved a reimbursement of $950 from Capital Reserve funds for fence replacement to a homeowner on Stone Terrace.

YOUR CURB APPEAL CHECKLIST

The curb appeal of our community depends on each resident

maintaining his or her property as completely as possible. For those who keep their homes and yards well maintained, the Association thanks you for your efforts and good examples. We encourage all residents to pay particular attention to the following maintenance items.

Exterior paint Paint is a quick and easy way to keep your property looking fresh, new and clean. It will also protect against corrosion, weathering and insects.

LandscapingLandscaping is extremely important to our community’s curb appeal. Please remove dead plants and branches. Keep shrubs properly pruned and fl owers well-tended. Keep yards free of leaves and remove grass clippings.

RoofsPlease insure your roofs are properly maintained and cleaned.

Driveways and sidewalksPlease repair cracks, pitted or fl aking surfaces and other concrete problems. Remove weeds from sidewalk joints and debris from driveways and sidewalks. Do not use driveways for storage or auto repairs.

Gutters and downspoutsPlease keep them cleaned out to prevent overfl owing and fl ooding.

Window boxes, awnings and decks Please replace worn or damaged fi xtures, check fi ttings for stability and paint all items at least bi-annually.

NATIONAL NIGHT OUTTUESDAY, OCTOBER 7, 2014

New Territory will celebrate National Night Out on Tuesday night, October 7, 2014 starting at 6:00 p.m. We hope each neighborhood will have at

least one party hosted by a resident. Please put this on your calendar and plan to attend or host your neighborhood’s party. The Fort Bend County Sheriff’s Offi ce and the Fort Bend County Precinct 4 Constable’s Offi ce will attend as many neighborhood parties as possible. The New Territory Public Safety Advisory Committee has the following sponsors so far: Major Sponsors at $500 each are Carpenter & Carpenter, P.C., CHI St. Luke’s Health Sugar Land Hospital, Constable Trever Nehls, Costello, Inc., Mike Tate’s 99 Auto, Native Land Design, and Ruthie’s Tex Mex. Having up to date email addresses is especially important when sending emergency updates and, in the future, annual assessment notices will be distributed via email.

MOBILE SCANNING

It’s amazing what you can do from your phone or tablet today. You can program your AC thermostat, open the garage door, watch movies and your mobile device

can even be used as a television remote. So why not use it as a mobile scanner too? It’s pretty convenient to able to scan documents to PDF to email to others or to fi le away on your computer. There are now several apps available for most mobile devices that allow you to use them as scanners. The app I am using is called “PDF Document Scanner” and is only available on Android devices, but there are many others available for iOS and Windows devices. To scan multiple pages into a PDF you simply launch the PDF Document Scanner app then tap “New PDF Project”. Give the project a name and select the paper size then tap “Create”. Now tap “Scan New Document” and take a picture of the page. Once you’ve taken the picture you can crop it, rotate it, adjust brightness and make other edits. You repeat this process for each page, then tap “Compile PDF” to make your PDF fi le. Now that you have a PDF document, you can save it to your cloud storage account like One Drive, Google Drive or Drop Box, you can print if you have a print app or you can send it as an attachment to an email. And of course… it’s free. Happy scanning.

PLEASE PICK UP AFTER YOUR PET

It doesn’t take much to remember that we have pets in our community. In fact, if you don’t

watch your step, you are liable to step in one such reminder! Besides being unsightly and smelly, animal waste can be hazardous to the health of our children who play in the community and other pets. One of the most common forms of disease transmission between dogs is through fecal matter. When walking your dog in our community, remember that it should be leashed. Also, it is important to remember to immediately clean up after your pet. Take along a baggie with you to pick up waste and then dispose of it properly. By taking a few simple steps to clean up after your pet, you can contribute not only to the beautifi cation of our community, but also towards the elimination of one of the most irritating nuisances in our community. Thank you for your cooperation.

ANGELS IN WONDERLAND - DINNER AND SILENT AUCTIONWHAT: The 16th Annual Dinner and Silent Auction • WHEN: Wednesday, September 10, 2014

TIME: 5:30 to 9:00 pm. (dinner 5:30 - 7:00 pm - auction open till 30 minutes after pep rally)

WHERE: Austin High School, 3434 Pheasant Creek Drive, Sugar Land, Texas.

The general public is invited. This fun community event is organized by the Austin Angels and is in conjunction with the Austin High School Homecoming Pep Rally (7:00 pm) and fi reworks.

Admission to the silent auction is FREE. A complete list of items can be viewed at www.sfaband.org on Friday, September 5th. Up for bid at the auction are gift cards from a wide range of restaurants, golf packages, vacations, jewelry, bling items, and spa packages. Both adults and children will fi nd items that appeal, and the sheer number of items means more chances to WIN! The dinner will be catered by Lomonte’s Italian Restaurant, and dinner tickets can be purchased from any Austin Angel (until 9/3) or during lunch at AHS during the fi rst week of school. Dinner (from 5:30 – 7:00 pm) is concurrent with the Silent Auction featuring a dazzling array of goods and services. The silent auction is FREE; you only need a ticket for dinner. The proceeds from the dinner ticket and all funds raised from the auction will go towards activities such as the Junior Angels Clinic, guest choreographers, and transportation and lodging for competitions. The Angels Dance Team provides the team members with a great opportunity to learn critical life skills like teamwork, the value of exercise and a healthy lifestyle while developing lifelong friendships. The best investment any parent can make is a

library card. It’s free. It opens doors to benefi ts that kids can’t break, wear out, or outgrow. September is Library Card Sign-up Month, and Fort Bend County Libraries wants to make sure that your child is among the two-thirds of Americans that carry the smartest card of all - a library card. Studies show that children who are read to in the home -- and who use the library --

perform better in school and are more likely to continue to use the library as a source of lifetime learning. Most importantly -- librarians are on hand to help recommend materials suitable for various ages and interests. Students learn in different ways. The wide variety of resources that become available with a library card enables the library to meet the needs of all ages and types of learners. Free access to those resources is what makes a library card one of the most important school supplies that parents can give their children. A library card provides free access to DVDs, CDs, software, and books. Libraries also offer a wide range of other items to lend to children and their families, including story kits, toy kits, games, and puzzles. A library card becomes even more valuable when someone wants to access many of the library’s online resources from home. The cost of subscribing to these databases as an individual would make them unaffordable to many people, but a library card levels the playing fi eld by making them available to everyone free -- as long as you have a library card. “We want to remind everyone that a library card gives them access to many library resources online 24/7,” said Clara Russell, library director. “The library’s resources that can be accessed through our website - such as the databases, Homework Help, OverDrive eBooks, and other online services - are available and can be accessed at any computer outside the library that has an Internet connection.” For more information on how you can sign up for your library card, visit any of the branches in the Fort Bend County library system, call the library’s Public Information Offi ce at 281-633-4734, or see the library’s website at www.fortbend.lib.tx.us and click on the “Online Library Card Application” link.

Branch Library will demonstrate a resource that provides book suggestions for readers at a special program “What Do You Want to Read Next? An Introduction to NoveList” on Thursday, September 11, beginning at 2:00 pm, in the Computer Lab of the University Branch Library, located at 14010 University Blvd in Sugar Land, on the UH campus. For readers who can’t decide what to read next, the library’s NoveList database can help with suggestions. Learn how to fi nd more books by a favorite author, similar authors, and “read-a-likes” – books that are similar in style to a favorite author or book genre. The program is free and open to the public. Registration is recommended, and will begin on August 28. LIBRARY PRESENTS BASIC INTRODUCTION TO SERVICES

If you haven’t had an opportunity to tour the University Branch Library,

now is your chance to get to know the library. The staff of the University Branch Library invites newcomers in the area to attend a basic introduction to the library, its online catalog, and all the resources that become available with a library card. The orientation session will take place on Thursday, September 18, beginning at 2:00 pm, in the Computer Lab at the library, located at 14010 University Blvd, on the UH campus in Sugar Land. Those attending will hear about different types of library materials, including eBooks, and about upcoming programs and classes. They will receive a virtual tour through the library’s website, and will learn how to access the different online services that are available on the website. Patrons will also learn how to access their online library account to reserve items or to renew items already checked out. The orientation session is free and open to the public. Registration is recommended, and will begin on September 4. SUGAR LANDSWIM SCHOOL

On Friday July 25, 2014, Sugar Land Swim School held its 4th Annual

Charity Swim Clinic. Each SLSS swimmer donated at least 10 canned goods to attend the 45-minute swim clinic. All donations benefi tted the East Fort Bend Human Needs Ministry. The event was hugely successful, and SLSS donated over 350 items to EFBHNM! The event ended with raffl e drawings and relays.
